Russian War Crimes in Ukraine Tax Act This bill imposes a 100% excise tax on certain assets of Russia and Belarus that have been frozen in connection with the invasion of Ukraine. The bill establishes the Ukraine Reconstruction Trust Fund to hold tax revenues generated by this bill. Such revenues shall be used for the benefit of Ukraine, including reconstruction and rebuilding efforts, humanitarian assistance, and the fostering of long-term economic growth. The Department of State must direct the U.S. Permanent Representative to the United Nations to use U.S. influence to encourage the transfer of capital gains on Russian sovereign assets to Ukraine.

Last Servicemember Standing Medal Act This bill establishes the Last Servicemember Standing medal for certain members of the Armed Forces. A person eligible for the medal is any servicemember who served on active duty; was deployed during war or an overseas contingency operation; as a result of a combat instance during such war or operation, was the last surviving member of a unit; demonstrated extraordinary heroism during such combat; and whose character is recommended for recognition by their commanding officer and at least two peers. The medal may be issued to the next-of-kin if the recipient is deceased.

Trees for Residential Energy and Economic Savings Act of 2023 or the TREES Act of 2023 This bill directs the Department of Energy (DOE) to establish a grant program for facilitating tree planting projects that reduce residential energy consumption. Under the program, DOE must award grants in a manner that facilitates the planting of at least 300,000 trees each year. States, local governments, Indian tribes, nonprofit organizations, or retail power providers may apply for grants.

Supporting Accurate Views of Emergency Services Act of 2023 or the 911 SAVES Act of 2023 This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.

Original National Domestic Violence Awareness Month Resolution of 2023 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex (including sexual orientation and gender identity), sex characteristics (including intersex traits), disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

This resolution calls on Hamas to immediately release hostages taken during its October 2023 attack on Israel. The resolution (1) condemns Hamas for attacking Israel, taking hostages, and for threats made against hostages; (2) demands that Hamas immediately release hostages; (3) recognizes that hostage-taking is a violation of international humanitarian law; and (4) expresses sympathy to the hostages, wounded, deceased, and their families.

Tyler Clementi Higher Education Anti-Harassment Act of 2023 This bill addresses harassment at institutions of higher education (IHEs). Specifically, the bill requires each IHE to include in its annual security report a statement of policy regarding harassment on the basis of a student's actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, a sex stereotype, and sex characteristics, including intersex traits), disability, or religion. In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.

Feed Our Families Act of 2023 This bill provides appropriations for carrying out the Food and Nutrition Act of 2008 during the first 90-day period of a lapse in discretionary appropriations for carrying out the act during any fiscal year beginning after FY2023. The Food and Nutrition Act of 2008 is the authorizing statute for several Department of Agriculture nutrition and food assistance programs, including the Supplemental Nutrition Assistance Program (SNAP).

Community Assistance for Recovery and Empowerment Act or the CARE Act This bill allows inpatient psychiatric treatment facilities and chemical dependence treatment facilities to qualify for Federal Housing Authority mortgage insurance. The bill establishes the Office of Psychiatric and Addition Treatment Facilities to oversee mortgage insurance provided to these facilities. The bill also specifies that a federally insured loan for improvements to a multifamily housing project or health facility may be used to protect against floods, hurricanes, earthquakes, and other natural disasters. The bill also expands loan insurance for certain energy conservation improvements to include health facility projects.

John R. Lewis Voting Rights Advancement Act of 2023 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if, during the previous 25 years: 15 or more voting rights violations occurred in the state; 10 or more violations occurred, at least 1 of which was committed by the state itself; or 3 or more violations occurred and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as redistricting. States and political subdivisions must notify the public of changes to voting practices. The bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

Child Care Stabilization Act This bill provides additional funding through FY2028 for child care stabilization grants under which lead state agencies make subgrants to child care providers for personnel costs, facility costs, the purchase of personal protective equipment, and other costs related to providing child care services.

Humane Cosmetics Act of 2023 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

Time Off to Vote Act This bill requires an employer, upon the request of an employee, to provide the employee with a minimum of two consecutive hours of paid leave in order to vote in a federal election. The employer may determine the two-hour period, excluding any lunch break or other break. Taking such leave shall not result in the employee losing accrued employment benefits. The bill makes it unlawful for an employer to interfere with the right to take such leave or for an employer to discriminate against an employee for taking such leave. Further, the bill makes it unlawful for any employer to retaliate against an employee for (1) opposing any practice made unlawful by this bill; (2) filing a charge, or instituting or causing to be instituted any proceeding, under or related to this bill; or (3) testifying or preparing to testify in an inquiry or proceeding relating to such leave. The bill specifies penalties for employers who violate these provisions.

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language. Section 203 of the Voting Rights Act of 1965 (VRA) requires covered states and political subdivisions to provide voting materials and other language assistance to persons who are American Indian, Asian American, Alaskan Natives, or of Spanish heritage and whose ability to speak or understand English limits electoral participation. A state or political subdivision that is subject to Section 203 is prohibited from providing English-only voting materials in an election. Among other requirements, this bill (1) requires the Department of Justice to issue a notice of prohibition, including the trigger threshold at which the prohibition applies, to certain states and political subdivisions; and (2) requires covered states and political subdivisions to provide written translations of all voting materials, with the consent of any applicable tribal government, to election workers. Additionally, the bill requires the Election Assistance Commission to make incentive grants for states and political subdivisions to provide translated voting materials. The bill also directs the Government Accountability Office to study and report on the impact of (1) reducing the threshold requirement under Section 203 of the VRA, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Preserving Access to Home Health Act of 2023 This bill repeals certain payment adjustments for home health services under Medicare that are based on behavioral changes. It also requires the Medicare Payment Advisory Commission to incorporate certain information into its evaluations of the financial performance and impact of home health agencies, including trends under Medicare Advantage, Medicaid, and other payers with respect to home health services.

Assault Weapons Excise Act This bill imposes an additional 1000% excise tax on large capacity ammunition feeding devices and semiautomatic assault weapons. It exempts from such additional tax devices and weapons acquired by the United States or by a state or local government.

Military Family’s Ability to Move In Line with Your Dependents Act or the Military FAMILY Dependents Act This bill requires a commanding officer to determine, within five calendar days, whether to grant a request for the reassignment of certain members of the Armed Forces on the basis of the residence of a dependent child. Specifically, commanding officers must make such determinations for members of the Armed Forces who are on active duty and are assigned to a duty station located more than 300 miles from the residence of their dependent child who is registered under the Defense Enrollment Eligibility Reporting System. If a commanding officer denies a reassignment request, the member may request review of such denial, and the first general officer or flag officer in the chain of command of the member must complete the review not later than two weeks after the request is made. The bill prohibits members from being subject to any adverse action for requesting a reassignment based on the residence of a dependent child.

Stillbirth Health Improvement and Education for Autumn Act of 2023 or the SHINE for Autumn Act of 2023 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.

Better Collaboration, Accountability, and Regulatory Enforcement for Animals Act of 2023 or the Better CARE for Animals Act of 2023 This bill modifies enforcement provisions under the Animal Welfare Act, including by allowing the Department of Justice (DOJ) to bring civil actions against violators of the act for appropriate relief, such as removing animals, revoking violators' licenses, or issuing civil penalties. DOJ must use the penalties to pay for the temporary care for animals pending the disposition of civil or criminal proceedings that allege violations of the act with respect to such animals.

Chesapeake National Recreation Area Act This bill establishes the Chesapeake National Recreation Area in Maryland and Virginia as a unit of the National Park System (NPS). The Department of the Interior may acquire land and land-based resources within the recreation area boundaries by (1) donation, (2) purchase from a willing seller with donated or appropriated funds, (3) exchange, or (4) transfer from another federal agency. Interior, in consultation with the Chesapeake Executive Council, must prepare a management plan for the recreation area as specified by the bill. Interior must also conduct transportation planning, in coordination with the Department of Transportation and state transportation agencies, to minimize traffic in the surrounding community. Additionally, Interior must establish an advisory board for the recreation area. Finally, the bill directs NPS's Chesapeake Bay office to administer the Chesapeake Gateways and Watertrails Network in coordination with the recreation area.

Democracy Restoration Act of 2023 This bill addresses the voting rights of individuals convicted of a criminal offense and the restoration of their voting rights. First, the bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. Further, the bill provides for enforcement of, and remedies for violations of, the bill. In addition, it sets forth requirements for state and federal notification of individuals of the restoration of their voting rights. Finally, the bill prohibits federal funding of construction or improvement of a place of incarceration unless U.S. citizens incarcerated in that jurisdiction are notified, upon release, of their voting rights.

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee (Under current law, all miscellaneous itemized deductions are suspended through 2025).

Rebuild America's Schools Act of 2023 This bill provides support for long-term improvements to public elementary and secondary school facilities. First, the bill sets forth allocations to states and establishes a need-based grant program for local educational agencies (LEAs) to improve school facilities. Further, the bill specifies allowable uses of grant funds, including carrying out major repairs, improving indoor air quality, and making facilities accessible to disabled individuals. Additionally, the bill requires LEAs that receive funds for new construction, modernization, or renovation projects to comply with hazard-resistance building codes and performance criteria under the WaterSense program of the Environmental Protection Agency. Further, the bill requires such LEAs to adopt certain green practices (environmental standards) and requires the use of iron, steel, and manufactured products that are made in the United States (Buy America). The bill restores school infrastructure tax credit bonds. The bill also sets forth reporting requirements, including annual reports on grant program projects and a report by the Government Accountability Office that requires a study of the geographic distribution of projects, the impact of selected projects on student and staff health and safety, and the accessibility of projects to high-poverty schools. The bill also establishes the Office of School Infrastructure and Sustainability within the Department of Education. Next, the bill extends through FY2028 the Impact Aid Construction program. Finally, the bill establishes a grant program to assist LEAs with repairing or replacing concrete foundations affected by pyrrhotite (an iron sulfide material linked to crumbling foundations).

This resolution condemns the Taliban’s ongoing human rights abuses against women and girls, members of religious and ethnic minorities, and members of other vulnerable groups in Afghanistan. It also encourages the Department of State to consider determining whether the Taliban have committed crimes against humanity in connection to their treatment of women and girls.

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

Promotion and Expansion of Private Employee Ownership Act of 2023 This bill accelerates to the enactment date of this bill the deferral of tax (currently, after December 31, 2027) on sales of employer stock to employee stock ownership plans (ESOPs) sponsored by S corporations. It also eliminates the limitation on the amount that may be deferred. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The office must provide education and outreach about the benefits of employee ownership of S corporations and technical assistance to assist S corporations in sponsoring ESOPs. The bill directs the Department of Labor to appoint an Advocate for Employee Ownership.

Improving Training for School Food Service Workers Act This bill adds requirements regarding the availability of training that the Department of Agriculture provides under current law for local food service personnel in schools. The training must be scheduled primarily during regular, paid working hours; offered in-person whenever appropriate; and incorporate hands-on training techniques. If the training is scheduled outside of working hours, food service personnel must be informed about the necessity of scheduling the program and compensated for attending the program. Personnel may not be penalized for failing to attend a program outside of working hours.

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. Each agency that funds, conducts, or oversees scientific research must (1) adopt and enforce a scientific integrity policy that includes certain requirements, such as restricting scientific conclusions from being based on political considerations; and (2) submit such policy to the Office of Science and Technology Policy (OSTP) for approval. Agencies must make their policies public, submit them to Congress, and periodically update them with OSTP's approval. The Government Accountability Office shall review implementation of the policies. Each agency shall (1) appoint a Scientific Integrity Officer, (2) establish a process for dispute resolution consistent with the scientific integrity policy, and (3) establish a specified training program for current and new employees.

Treat and Reduce Obesity Act of 2023 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.
