CHESSEA Act of 2007

Chesapeake's Healthy and Environmentally Sound Stewardship of Energy and Agriculture Act of 2007 or CHESSEA Act of 2007 - Amends the Food Security Act of 1985 to extend funding for the the environmental quality incentives program. Gives program allocation priority to interstate watersheds. Provides a cost-share payment exception for limited resource and beginning farmers. Provides: (1) cost-share and incentive payments for private forest owners to carry out specified conservation activities; and (2) state performance incentives. Directs the Secretary of Agriculture to enter into agreements with states containing all or a portion of a large waterbody or its tributaries for water quality initiatives. (States that the Chesapeake Bay and its tributaries shall be one of such waterbodies.) Authorizes appropriations. Directs (currently, authorizes) the Secretary to pay the cost of conservation innovation grants. Makes such grants available for projects that include a technology transfer plan. Extends: (1) the conservation reserve program; (2) the conservation security program; and (3) the wetlands reserve program. Directs the Secretary to establish a conservation planning pilot program in the Chesapeake Bay watershed. Authorizes appropriations. Amends the Federal Crop Insurance Act to: (1) extend the agricultural management assistance program; and (2) make Virginia eligible for such assistance. Amends the Farm Security and Rural Investment Act of 2002 with respect to the biorefinery and biofuel grant program to: (1) extend such program; and (2) provide grants for Chesapeake Bay Watershed states (Delaware, Maryland, New York, Pennsylvania, Virginia, and West Virginia and the District of Columbia) to develop the commercial viability of no-till soybean biodiesel production, cellulosic ethanol production, manure to energy processes, and other technologies that promote the conversion of biomass to fuels and chemicals and the reduction of nutrient impacts to water. Extends the renewable energy systems and energy efficiency improvements program. Obligates amounts for Chesapeake Bay Watershed states.

Elder Justice Act

Elder Justice Act - Amends the Social Security Act (SSA) to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry. Directs the Attorney General to: (1) study and report to the EJCC, the Advisory Board, and Congress on state laws and practices relating to elder abuse, neglect, and exploitation; and (2) develop and implement a long-term plan for elder justice programs and related activities. Authorizes the Attorney General to award advocacy grants for study of elder abuse victim needs. Directs the Attorney General to award grants to provide training and other types of support to local and state prosecutors as well as police and other front line law enforcement responders handling elder justice-related cases. Requires increased Department of Justice support for federal cases involving elder justice. Amends the Internal Revenue Code to create a long-term care facility worker employment tax credit.

Amends title XVIII (Medicare) of the Social Security Act to revise Graduate Medical Education (GME) payments for dental residency programs. Amends the Public Health Service Act to require the Secretary, acting through the Health Resources and Services Administration (HRSA), to establish a grant program to expand the availability of primary dental care services in dental health professional shortage areas or medically underserved areas. Authorizes retention bonuses for eligible dental officers of the Indian Health Service. Requires the Secretary, acting through the Administrator of HRSA and the Director of the Indian Health Service, to establish demonstration projects to increase access to dental services for children in underserved areas. Directs the Secretary to establish: (1) an oral health initiative to reduce disparities in oral health; and (2) Chief Dental Officers for Medicaid and SCHIP, HRSA, and the Centers for Disease Control and Prevention (CDC). Requires the Director of the CDC to collect data on dental, craniofacial, and oral health. Requires the Secretary to identify populations at high risk for early childhood caries (tooth decay) and to develop prevention programs. Revises the eligibility requirements for the school-based dental sealant program to include Indian tribes. Directs the Secretary, acting through the Director of the CDC, to award grants to states and Indian tribes to improve their basic capacity to improve the oral health of children and their families.

Colorectal Cancer Prevention, Early Detection, and Treatment Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and Indian tribes for colorectal cancer programs that include: (1) providing colorectal cancer screening to individuals who are over 50 years of age or at high risk for such cancer; (2) providing case management and referrals for medical treatment; (3) ensuring the full continuum of follow up and cancer care for individuals screened; (4) carrying out activities to improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; and (5) developing and disseminating public information and education programs for the detection and control of colorectal cancer and promoting the benefits of receiving screenings through this program. Gives priority to low-income individuals who lack adequate coverage under health insurance and health plans with respect to screenings for colorectal cancer. Allows the Secretary to provide training and technical assistance with respect to the planning, development, and operation of programs funded by a grant under this Act. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for colorectal cancer under this Act and who need treatment for complications due to screening or colorectal cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Establishes a Board of Visitors to inquire into the efficiency and effectiveness of the operations of the Academy. Requires the tuition of each Academy student to be fully subsidized. Children's Access to Reconstructive Evaluation & Surgery (CARES) Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan, and a health insurance issuer offering group coverage, that cover surgical benefits to also cover outpatient and inpatient diagnosis and treatment of a congenital or developmental deformity, disease, or injury of a minor child (defined as child under the age of 22). Requires that such coverage: (1) be subject to pre-authorization or pre-certification requirements of the plan or issuer; and (2) include any surgical treatment deemed by the treating physician to be medically necessary to approximate a normal appearance. Defines "treatment" to include reconstructive surgical procedures that are performed on abnormal structures of the body caused by congenital defects, abnormalities, trauma, infection, tumors, or disease, including: (1) procedures that do not materially affect the function of the body part being treated; and (2) procedures for secondary conditions and follow-up treatment. Excludes cosmetic surgery performed to reshape normal structures of the body to improve appearance or self-esteem.

Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces: (3) evaluation of methods to improve academic and vocational education for offenders at prisons, jails, and juvenile facilities; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers and reduce illegal drug demand by providing drug treatment; (5) incentive grants to improve drug treatment for offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) technology career training for offenders; and (8) mentoring services for reintegrating offenders into the community. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) prison-based family treatment programs for incarcerated parents of minor children; and (4) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Local Law Enforcement Hate Crimes Prevention Act of 2007 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state, local, or Indian tribal law; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of the state, local, or tribal hate crime laws. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one state and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement agencies with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state and local programs designed to combat hate crimes committed by juveniles. Amends the federal criminal code to prohibit willfully causing bodily injury to any person because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of such person. Amends the Hate Crimes Statistics Act to expand data collection and reporting requirements under such Act to include: (1) crimes manifesting prejudice based on gender and gender identity; and (2) hate crimes committed by and against juveniles.

Credit Union Regulatory Improvements Act of 2007

Credit Union Regulatory Improvements Act of 2007 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

Defines "prompt payment" as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor to display on any explanatory prescription drug information and enrollee cards the name, brand, or trademark (co-branding) of any pharmacy.

Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Iran Counter-Proliferation Act of 2007 - States that nothing in this Act shall be construed as authorizing the use of force or the use of the U.S. Armed Forces against Iran. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Establishes specified additional import and export sanctions against Iran. Amends the Iran Sanctions Act of 1996 to require the imposition of procurement sanctions as part of the sanctions against a person contributing to Iran's petroleum resources. Directs the President to report every six months to the appropriate congressional committees (committees) respecting investment activity that could contribute to Iran's development of petroleum resources, and U.S. steps in response to such activity. Expands the definitions of "petroleum resources" and "person." Eliminates the national security waivers for imposition of sanctions. Directs the President to determine and report to the committees whether the the Islamic Revolutionary Guards Corps should be: (1) designated as a foreign terrorist organization; (2) placed on the list of designated global terrorists; and (3) placed on the list of weapons of mass destruction proliferators and their supporters. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Authorizes the President to carry out exchange programs with the people of Iran. Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Restricts nuclear cooperation with countries assisting Iran's nuclear program or transferring advanced conventional weapons or missiles to Iran. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." States that specified restrictions respecting Iran shall not have effect if the President determines and certifies to the committees that Iran: (1) has ended efforts to develop or acquire nuclear, chemical, or biological weapons, or ballistic missiles; (2) has been removed from the list of countries supporting international terrorism; and (3) poses no significant threat to U.S. national security, interests, or allies.

Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretaries of Labor and Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to provide for certain studies, information, national summit, and guidelines, awards, and assistance for employer evaluations of job categories based on objective criteria. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace. Amends the Civil Rights Act of 1964 to require the EEOC to collect certain pay information. Directs: (1) the Commissioner of Labor Statistics to collect data on woman workers in the Current Employment Statistics survey; (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity; and (3) the Secretary to make accurate information on compensation discrimination readily available to the public.

Authorizes the Secretary of Labor to waive or vary requirements for benefit restoration if compliance with such requirements would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to plan sponsors. Establishes the Emergency Retiree Health Loan Guarantee Program. Authorizes the Program to guarantee loans provided by private financial institutions to assist plan sponsors in meeting benefit restoration obligations under this Act. Terminates loan guarantee authority after 2013. Authorizes the Secretary to assess civil penalties for violations of this Act.

Requires the Secretary to award grants to: (1) support arthritis-specific research projects at the Centers for Prevention Research by the CDC; (2) support state comprehensive arthritis control and prevention programs and public health surveillance, prevention, and control activities; and (3) assist in the implementation of a national strategy for arthritis control and prevention. Requires the Secretary to coordinate a national education and outreach program on arthritis and other rheumatic diseases. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current federal research. Requires the Director of the National Institutes of Health (NIH) to expand and intensify juvenile arthritis research. Allows the Secretary, acting through the Director of the CDC, to award grants to support juvenile arthritis data collection. Requires the Secretary, acting through the Director of the CDC, to support the development of a National Juvenile Arthritis Patient Registry. Requires the Secretary to promote and support pediatric rheumatology training, including by allowing the Secretary to establish a loan repayment program. Requires the Comptroller General to conduct a study on the economic impact of arthritis in the workplace.

Airline Passenger Bill of Rights Act of 2007 - Requires a covered airline to: (1) establish procedures for handling passenger complaints; (2) provide customers at the airport and aboard an aircraft with information regarding delay, cancellation, or diversion; (3) establish procedures to allow passengers to exit the aircraft in the case of a departure or arrival delay which would require passengers to remain on a grounded aircraft for more than three hours, with specified exceptions; (4) provide passengers on a departure- or arrival-delayed grounded aircraft with essential ventilation, food, water, sanitary, and medical services; (5) publish a monthly list of its chronically delayed flights and provide such information upon ticket purchase; (6) publish and update lowest fare and schedule information; and (7) make every reasonable effort to return lost baggage within 24 hours. Directs the Secretary of Transportation to: (1) review airline and airport emergency contingency plans for bad weather; (2) work with air carriers to ensure that a pilot operating a (long) departure delayed-flight is permitted to return the aircraft to the terminal to allow passengers to exit the aircraft without losing the flight's departure sequence position; and (3) conduct a study of the ability of air carriers to provide for passengers' essential needs in cases of diverted flights.

Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2007 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.
