Expresses the sense of Congress that: (1) the Federal Government has a responsibility to further research on von Willebrand's disease, improve access to treatment centers for all individuals with bleeding disorders, and increase funding for research; (2) the Director of the National Institutes of Health should develop a 5-year research plan concerning women with bleeding disorders; (3) the Director of the Centers for Disease Control and Prevention should continue to improve outreach, treatment, and prevention of the complications of women's bleeding disorders; (4) physicians should screen all adolescents and all adult women presenting with severe menorrhagia for von Willebrand's disease; (5) hysterectomy for excessive menstrual bleeding should not be performed without the consideration of a bleeding disorder; (6) referral of women with bleeding disorders to a federally sponsored hemophilia treatment center is critical to comprehensive treatment; (7) physicians should be encouraged to conduct clotting factor assays for carrier diagnosis and to facilitate genotyping of the disorder and patients should be referred for genetic counseling when appropriate; and (8) patient advocate organizations and medical specialty societies should continue to collaborate on public education campaigns to educate women about bleeding disorders.

Establishes a research program where qualified physicians agree to conduct research concerning autoimmune diseases in exchange for student loan repayment.

Whistleblower Protection Enhancement Act - Amends Federal law to protect specified disclosures by Federal employees or applicants without restriction as to time, place, form, motive, context, or prior disclosure. Creates a rebuttable presumption regarding the performance of duty by employees with authority. Prohibits implementation or enforcement of nondisclosure documents absent a statement that the restrictions imposed are consistent with and do not supersede specified laws. Authorizes the Merit Systems Protection Board or any reviewing court to determine whether there was a violation of prohibited personnel practices in actions relating to security clearances and to provide specified relief. Authorizes the President to exclude agencies with certain intelligence functions from coverage under the whistleblower statute only if the exclusion decision, as it relates to a personnel action, is made before that personnel action. Includes compensatory damages in the list of authorized corrective actions the Board may impose. Authorizes the Board to impose a combination of discliplinary action and civil penalties. Permits representation by attorneys for the Office of the Special Counsel in specified civil actions. Authorizes the Office of Special Counsel to obtain judicial review of Board decisions. Allows petitions for review to be filed in any court of appeals of competent jurisdiction during the five-year period beginning on the effective date of this Act (restricted to the Federal Circuit thereafter). Lengthens the appeal period. Amends the Homeland Security Act of 2002 to clarify that the disclosure of independently obtained critical infrastructure information is a protected disclosure.

Faster and Smarter Funding for First Responders Act of 2003 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to States and eligible regional entities on the basis of the threat to a State or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant State or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

Specialty Crops Competitiveness Act of 2004

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

Emergency Unemployment Compensation Act - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to: (1) extend the TEUC program; (2) provide for additional weeks of TEUC benefits; (3) revise unemployment rate triggers for TEUC benefit periods; and (4) provide for regular unemployment compensation for certain individuals based on part-time work or an alternative base period. Extends the TEUC program through weeks of unemployment ending before July 1, 2004. Provides a phase-out period for individual payments up to weeks beginning after December 31, 2004. Increases to 26 weeks an eligible individual's TEUC payments. Provides for an additional seven weeks of payments, for a total of 33 weeks, for individuals in high-unemployment States (TEUC-X). (Current law provides 13 weeks of regular TEUC payments, with an additional 13 and total 26 in TEUC-X States.) Revises requirements for determining TEUC-X States, using certain triggers based on insured unemployment rates and on total unemployment rates. Establishes a program of payments to States to provide regular unemployment compensation benefits for individuals who otherwise would be ineligible because: (1) the base period does not count wages earned in the most recently completed calendar quarter; or (2) the individuals seek or are available for less than full-time work.

National Preparedness Standards Act - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish clearly defined standards and guidelines for Federal, State, and local government emergency preparedness and response capability, including standards and guidelines for training, interoperable communication systems, and response equipment. Requires such standards to be: (1) sufficiently flexible to allow local government officials to set priorities based on their needs, while reaching nationally-determined preparedness levels within a fixed time period; and (2) measurable and subject to Federal audit. Directs the Secretary to: (1) determine minimum essential emergency preparedness and response capabilities for each State; (2) measure the progress of each State in achieving such capabilities and in complying with standards issued by the Secretary; and (3) include in the FY 2005 budget request for the Department of Homeland Security a separate minimum essential emergency preparedness and response capability standard for metropolitan areas and for rural areas with respect to weapons of mass destruction and terrorism-related disaster equipment and training.

Amends the Homeland Security Act of 2002 to add provisions entitled the Preparing America to Respond Effectively Act of 2003 (PREPARE Act), which direct the Secretary of Homeland Security to establish a Task Force on Standards for Terrorism Preparedness and authorize the Secretary to make terrorism preparedness and response grants to State governments. Designates the Office for Domestic Preparedness as being responsible for administering all terrorism preparedness and response grant programs of the Department of Homeland Security. Requires the Secretary to revise the Homeland Security Advisory System to include a process for activating the System on a regional or critical infrastructure sector basis. Includes among executive branch responsibilities the making of grants to compensate States and local governments for additional personnel costs incurred as a result of elevated threat level designations. Requires: (1) the President to specify the lead Federal agency for sharing terrorism threat information with State and local governments; and (2) the Secretary to make grants to State and local governments to provide the equipment and facilities necessary to handle and store classified information. Makes the Under Secretary for Science and Technology responsible for first responder equipment and training standards. Requires the Under Secretary of Homeland Security for Emergency Preparedness and Response to conduct studies regarding: (1) electromagnetic spectrum and frequency bands for emergency communications; and (2) the establishment of a nationwide emergency notification system. Requires the Secretary to: (1) procure and deploy equipment to facilitate interoperability between emergency communications systems; (2) award grants for programs at public schools to instruct students in preparing for and responding to a man-made emergency or natural disaster; and (3) establish and maintain a clearinghouse of best practices and curricula for instructing students regarding emergency preparedness and response.

E-911 Implementation Act of 2003 - Amends the National Telecommunications and Information Administration Organization Act to direct the Assistant Secretary of Commerce for Communications and Information to establish an E-911 Implementation Coordination Office to facilitate coordination between Federal, State, and local emergency communications systems, telecommunications carriers, and telecommunications equipment manufacturers and vendors involved in the implementation of E-911 (enhanced emergency) services. Directs the Assistant Secretary to provide grants to eligible entities for the implementation of phase II E-911 services through planning, infrastructure improvements, telecommunications equipment purchases, and personnel training. Amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC) to review twice each year: (1) the taxes, fees, or other charges imposed by States and appearing on telecommunications customers' bills that are designated for delivering or improving E-911 services; and (2) the use of revenue derived from such charges. Directs the FCC to revise its regulations to provide that a public safety answering point in any State shall not be considered to have a mechanism in place for recovering its cost of phase II enhanced 911 service during any period that such State continues, after a 30-day grace period, to fail to certify that no portion of such derived revenue has been obligated or expended for any other purpose.

American Manufacturing Works Act of 2003 - Amends the the Stevenson-Wydler Technology Innovation Act of 1980 to rename: (1) the Technology Administration in the Department of Commerce as the Manufacturing and Technology Administration; (2) its Office of Technology Policy as the Office of Manufacturing and Technology Policy; and (3) the Under Secretary of Commerce for Technology as the Under Secretary of Commerce for Manufacturing and Technology. Establishes an Assistant Secretary of Manufacturing and a Manufacturing Advisory Board. Repeals the program to monitor Japanese technical activities and developments and the Experimental Program to Stimulate Competitive Technology. Authorizes appropriations to the Secretary of Commerce for: (1) Manufacturing Engineering activities at the Scientific and Technical Research and Services Laboratory of the National Institute of Standards and Technology (NIST) ; (2) the Advanced Technology Program; and (3) the Manufacturing Extension Partnership program. Amends the National Institute of Standards and Technology Act to require the Director of NIST to establish a program of assistance to institutions of higher education or nonprofit research institutions that enter into partnerships with for-profit entities to support, promote, and enhance manufacturing research and development. Requires the Director to establish a program to award postdoctoral research and senior research fellowships to individuals seeking research positions at institutions, including the Institute, engaged in research activities related to manufacturing sciences. Revises requirements of the Advanced Technology Program to permit institutions of higher education or nonprofit oprganizations to lead joint ventures, as well as take title to intellectual property developed by them. Directs the Under Secretary of Commerce for Manufacturing and Technology to develop a plan to maximize the utilization of Federal programs such as the Small Business Innovation Research Program and the Small Business Technology Transfer Program to support manufacturing sciences. Authorizes appropriations to the Director of the National Science Foundation for: (1) the Advanced Technological Education Program under the Scientific and Advanced-Technology Act of 1992; and (2) the Manufacturing Skill Standards Council formed as the voluntary partnership for the manufacturing occupational cluster under the National Skill Standards Act of 1994.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Terminates the Council eight years after enactment of this Act. Requires the Secretary of Agriculture to establish the National Office of Drought Preparedness. Establishes within the Department of Agriculture the Drought Assistance Fund, which shall be used to: (1) assist State, local, tribal, and critical service entities with drought-related activities; and (2) expand the technology transfer of drought and water conservation strategies. Requires: (1) the Secretary to publish guidelines for administering a national technical and financial drought assistance program; and (2) the Secretaries of Agriculture, the Interior, and the Army, and other appropriate Federal agency heads to implement integrated drought preparedness plans. Authorizes States, Indian tribes, local governments, and regional, water providers to develop and implement drought preparedness plans.

Intermodal Equipment Safety and Responsibility Act of 2003 - Subjects an equipment controller to liability for the systematic inspection, maintenance, and repair of equipment interchanged or intended for interchange. Requires an equipment controller: (1) prior to offering a motor carrier agent the equipment for interchange, to inspect the equipment and perform maintenance and repairs to the equipment to ensure that it complies with all applicable Federal Motor Carrier Safety Regulations; and (2) to promptly reimburse the motor carrier for actual expenses incurred and time spent by the motor carrier for any repair required to interchanged equipment to comply with the Regulations while in a motor carrier's possession. Makes an equipment controller liable for all violations of the Regulations attributable to the controller's equipment. Directs the controller to pay any applicable fines, penalties, and damages resulting from such violations, except for violations attributable to the controller's equipment that are proximately caused by the motor carrier's negligence or willful misconduct. Authorizes the Secretary of Transportation to conduct inspections. Prohibits an equipment controller from: (1) retaliating against a motor carrier who requests maintenance or repair of equipment intended for interchange to comply with the Regulations; and (2) delegating its responsibility to systematically maintain and repair equipment intended for interchange to a motor carrier in an equipment interchange agreement.

Outlines authorized assistance activities. Directs the Under Secretary of Commerce for Technology to: (1) establish an advisory council to advise on the best approaches toward maximum Program participation by eligible institutions; and (2) ensure that grant awards are made to all types of eligible institutions. Requires Program assessment every three years by the National Academy of Public Administration.

Amends the Public Health Service Act to apply those prohibitions to coverage offered in the individual market.

Repeals: (1) special compensation programs for certain severely disabled and combat-disabled military retirees; and (2) provisions requiring a dependency and indemnity compensation offset from surviving spouse annuities under the Survivor Benefit Plan. Increases the amount of basic educational assistance for members of the Selected Reserve. Directs the Secretary of Defense, for fiscal years after 2005, to provide a percentage increase in the higher learning cost index for determining basic educational assistance amounts. Directs the Secretary to pay a bonus to members who, at any time during service under Operations Iraqi Freedom or Enduring Freedom, satisfied eligibility requirements for the receipt of special pay for duty subject to hostile fire or imminent danger. Directs the Secretary of Homeland to provide such bonus to qualifying Coast Guard members. Authorizes additional appropriations for veterans' improved access to medical care. Directs the Secretary of Veterans Affairs to make interim payments under claims for veterans' benefits when the final decision regarding the payment of such benefits is delayed following remand by the U.S. Court of Appeals for Veterans Claims or the Board for Veterans' Appeals to the Secretary for expedited consideration. Prohibits with respect to veterans: (1) increases in medication copayments; and (2) the imposition of health care enrollment fees. Requires the: (1) Secretaries of Veterans Affairs and Labor to provide appropriate information concerning veterans' benefits and employment opportunities; and (2) Secretary of Veterans Affairs to prepare an annual plan for the conduct of veterans' outreach activities. Amends the Internal Revenue Code to place the maximum individual income tax rate at 38.6 percent.

Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal criminal code to provide criminal penalties for: (1) falsifying the identity of a commercial email sender; (2) failing to place warning labels on commercial email containing sexually oriented material; (3) repeat offenses and bulk email violations; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the FTC and the Attorney General, and State attorneys general. Requires the FTC to report to Congress regarding the need to protect the rights of users of email to avoid receiving unsolicited commercial email.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.
