Agency Accountability Act--Requires specified agencies of the Federal Government to report annually to Congress the number of written complaints received by such agency from a Member of Congress regarding any difficulty experienced by any person with respect to such agency, whether such complaint was resolved, and the time required to complete such resolution.

Older Americans Civil Rights Act - Amends the Civil Rights Act of 1957 to require the Commission on Civil Rights to study and collect information concerning policies and practices constituting discrimination on account of age. Amends the Civil Rights Act of 1964 to extend its coverage to discrimination based on age in public accommodations, public facilities, and public education. Requires the Community Services Administration to provide assistance in resolving difficulties relating to discriminatory practices based on age. Prohibits discrimination based on age in: (1) the sale or rental of housing; (2) the financing of housing; and (3) the provision of brokerage services. Prohibits intimidation of any person because of age because such person is or has been selling, purchasing, or renting any dwelling. Defines "age" for the purposes of the amendments made by the Act, as being considered too old, but only if the individual has attained the age of 40 years.

Age Discrimination in Federal Employment Act - Repeals specified Federal laws compelling mandatory retirement based on age for the following: (1) Federal employees; (2) Tax Court Judges; (3) Foreign Service employees; (4) Lighthouse Service officers and employees; (5) the Comptroller General and the Assistant Comptroller General; (6) Central Intelligence Agency officers and employees; and (7) District of Columbia Judges.

Amends the Age Discrimination Act of 1975: (1) to change the prohibition declared in the statement of purpose from unreasonable discrimination to any discrimination on the basis of age in programs receiving Federal financial assistance; (2) to provide that when a State or local government is out of conformity with the requirements of such Act, and such government is the only entity eligible under a given program or activity for Federal financial assistance, then Federal funds may be disbursed to any nonprofit organization which can carry out the Federal program; (3) to authorize any person aggrieved pursuant to this Act, upon exhausting Federal administrative remedies, to bring a civil action; and (4) to require the head of each Federal agency to annually issue a report detailing the steps taken in the preceding year to carry out specified provisions of the Act.

Older Americans Employment Rights Act - Defines the term "age" for purposes of equal employment opportunities under the Civil Rights Act of 1964, to mean a person's being considered too old, but only if such person has attained the age of 40 years. Prohibits employment discrimination because of age, under such Act. Repeals the Age Discrimination in Employment Act of 1967.

Individual Housing Act - Amends the Internal Revenue Code to allow individuals an income tax deduction of up to $2,500 annually and $10,000 in a lifetime for contributions to an individual housing account. Makes such accounts tax exempt and allows distributions from such an account to be tax free if such distributions are used exclusively for the purchase of a principal residence for the distributee.

Directs the Secretary of Agriculture, through the Statistical Reporting Service, to take an enumeration of horses in the United States, by the "sampling" method if preferred. Authorizes the appropriation of $2,500,000 for fiscal year 1979 for such purpose.

Amends the Foreign Assistance Act of 1961 to require that appropriations for the United Nations for any fiscal year be reduced by an amount equal to the product of the United States contribution to the United Nations for the preceding year and the proportion which the aggregate budget of the Committee on the Exercise of the Inalienable Rights of the Palestinian People and the Special Unit on Palestinian Rights for such fiscal year bears to the budget of the United Nations for such fiscal year.

Amends the Internal Revenue Code to allow farmers an income tax deduction for the wholesale market value of crops which are not economically feasible for harvesting and are harvested and donated for charitable organizations for use in the organizations' charitable work.

Rural Community Development Act - Authorizes the Secretary of Agriculture to make grants to nonmetropolitan units of local government to help finance specified community development programs including: (1) the acquisition of real property which is blighted, deteriorating, undeveloped or inappropriately developed from the standpoint of sound community development or which is to be used for public works or other public purposes; (2) the acquisition, construction, reconstruction, or installation of public works or other improvements including neighborhood facilities, historic properties, and recreation facilities; and (3) special projects to remove material or architectural barriers which restrict the mobility of elderly and handicapped persons. Sets forth application and review requirements. Lists factors, including population growth or decline rates and unemployment rates, which the Secretary shall consider in allocating funds to States and units of general local government. Authorizes the Secretary to guarantee local government notes or other obligations where such entity is carrying out comprehensive community development programs, and public agency obligations for purposes of financing the acquisition of real property. Permits the Secretary to issue obligations to the Secretary of the Treasury in an amount outstanding at any one time sufficient to enable the Secretary of Agriculture to carry out his obligation under guarantees authorized by this Act. States that obligations guaranteed by this Act shall be subject to Federal taxation. Prohibits discrimination in the administration of this Act. Provides a procedure to be followed where the Secretary finds that a recipient of assistance under this Act has failed to substantially comply with any provision of this Act. Permits interstate agreements with respect to community development planning and programs. Directs the Secretaries of Agriculture and Housing and Urban Development to conduct a study of the feasibility and desirability of meeting the community development needs of units of general local government which are located within a metropolitan area having a population of 20,000 or less and are rural in character under the provisions of this Act rather than under the Housing and Community Development Act of 1974. Amends the Housing and Community Development Act of 1974 to prohibit the making of any grant to a unit of local government which is located outside of a metropolitan area and has a population of 20,000 or less.

Small Business Government Contracting Reform Act - Simplifies Government contracting procedures with respect to small businesses. Establishes Government contract arbitration panels within the Small Business Administration to facilitate the resolution of disputes between any small business concern and any Federal agency having procurement authority. Directs Federal agencies to take the apparent low responsive bidder's small business concern subcontracting plan into account in determining the responsibility of such bidder for the award of such contract. Assigns an employee of the Small Business Administration to each Federal agency to monitor compliance with specified small business programs. Establishes the Small Business Procurement Advisory Committee.

Expresses the condemnation of the House of Representatives of the kidnapping of Aldo Moro. Declares it the sense of the House of Representatives that (1) Italy deserves the support of the United States, and (2) the President should instruct the Permanent Representative to the United Nations to press for consideration of solutions to the problem of terrorism in all appropriate forums.

Declares it to be the sense of Congress that the National Railroad Passenger Corporation should undertake the provision of basic system intercity rail passenger service by contracting with railroads filing for the discontinuance of such service notwithstanding the pendency of the route reexamination study being conducted by the Secretary of Transportation and without regard to the Criteria and Procedures adopted pursuant to the Rail Passenger Service Act.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Authorizes the Administrator of the General Services to dispose of up to 45,000 long tons of tin presently held in the national and supplemental stockpiles. Stipulates that: (1) up to 26,000 long tons of such tin, or the proceeds from the sale thereof, shall be used to obtain up to 225,000 short tons of copper; (2) the proceeds from the sale of the first 5,000 long tons of tin sold pursuant in this Act in fiscal year 1978 and the proceeds from the sale of the first 10,000 long tons of such tin sold in fiscal year 1979 shall be covered into the Treasury as miscellaneous receipts; and (3) 4,000 long tons of such tin, or the proceeds from the sale thereof shall be used to acquire strategic and critical materials which are needed on a priority basis. Authorizes the Administrator to use any quantity of tungsten or the proceeds from the sale thereof, which is available for disposal to aid in the acquisition of the 225,000 short tons of copper (except that the proceeds from the sale of the first 3,000,000 pounds of tungsten for each of the fiscal years 1978 and 1979 may not be used for such purpose). Stipulates that the copper acquired pursuant to this Act shall be placed in the national stockpile.

Amends the Internal Revenue Code to allow individuals an income tax credit for a portion of the expenses incurred for the residential installations of insulation, solar and other renewable energy equipment, heating improvements and energy-conserving components between April 20, 1977, and January 1, 1986.

Alcohol Fuel Encouragement Act - Requires all gasoline stations, within three years of the passage of this Act, to sell a mixture of gasoline and alcohol in the same manner as they sell gasoline. Imposes a civil penalty for violations of such requirement. Amends the Internal Revenue Code to allow rapid amortization of facilities producing alcohol for use as a fuel in motor vehicles. Amends the Clean Air Act with respect to the authority of the Environmental Protection Agency to regulate the use of alcohol as a fuel additive.

Condemns the recent poisoning of Israeli oranges. Declares it the sense of the House of Representatives that the President direct the United States delegations to the Conference of the Committee on Disarmament and the United Nations Special Session on Disarmament to urge that the poisoning incident be placed high on the agenda of these organizations. Declares it the sense of the House of Representatives that the President direct the United States delegation to the Conference of the Committee on Disarmament to recommit itself to efforts to negotiate an effective prohibition of chemical weapons.

Amends the Communications Act of 1934 to invalidate agreements preventing the broadcast of a professional sports game, by means of television, at the same time and in the same area in which the game is to be played if all tickets to such game have been sold 72 hours before gametime. Repeals this amendment effective February 1, 1981.

Legislative Oversight Act - Title I: Requirements for Authorization Bills - Requires all legislation considered by either House of Congress which authorizes new budget authority or increased tax expenditures to include a statement of objectives of the program to be authorized or established and a requirement that the agencies administering the program report annually to Congress to assist it in determining whether such program should be amended. Requires such agency reports to list the costs and accomplishments of each program. Title II: Requirements for Reports Accompanying Authorization Bills - Requires committee reports accompanying such legislation to identify expected economic and social costs and benefits of new programs authorized or established by such legislation, potentially duplicative programs, and previous efforts to accomplish the objectives of the program being considered. Requires reports to contain, if the legislation continues an existing program, authorization, or tax expenditure, an assessment of the degree to which such program or tax expenditure has met previously stated objectives. Requires the Comptroller General to publish and periodically update a descriptive catalog of interrelated Federal activities which compares program costs and accomplishments and describes program interrelationships, including the extent to which programs are duplicative. Title III: Presidential Budget Recommendations - Requires the President's budget to describe the relationship between the President's recommended program budgets and the program accomplishments reported by Federal agencies under this Act. Title IV: Authorization Time Limit; Certain Obligations not Impaired - Prohibits congressional consideration of any legislation which authorizes new budget authority or provides new or increased tax expenditures, or new spending authority for a period exceeding five years. Exempts from this prohibition national debt service and payments to individuals from Federal trust funds to which such individuals have contributed. Title V: Miscellaneous Provisions; Effective Date - Recognizes the authority of either House to amend this Act. Sets the effective date of this Act.

Agriculture Refinance Act - Amends the Consolidated Farm and Rural Development Act to permit insured loans of up to $1,000,000 to farm owners and operators for refinancing existing indebtedness incurred between January 1, 1973, and December 31, 1977. Allows a repayment period for refinancing loans of 40 years for real estate loans, 12 years for equipment loans, and five years for operating loans. Defers the first payment for the interest and principal of such loans for five years for real estate loans, for three years for equipment loans, and for two years for operating loans.

Veterans' and Survivors' Pension Improvement Act - Title I: Amendments to Pension Program for Non-service-connected Disability or Death - Revises the list of specified catagories of payments excluded from the determination of annual income for benefit payment purposes. Requires persons applying for a non-service-connected disability pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Sets increased flat pension and aid-and-attendance allowance rates, reduced by the amount of a veteran's annual income, and in specified instances, by the amount of a spouse's or child's income which is reasonably available to or for such veteran. Sets increased flat benefit rates, with similar reductions, for the surviving spouses and children of such veterans. Requires annual adjustments in such pension and benefit rates in conjunction with cost-of-living increases in Social Security benefits. Title II: Miscellaneous Provisions and Effective Dates - Sets the effective dates for provisions of this Act.

Expresses the insistence of the House of Representatives that the Government of the Republic of Korea cooperate with a certain investigation of the House of Representatives Committee on Standards of Official Conduct. Declares that failure of the Government to cooperate with such investigation will have a negative impact on relations between the United States and the Republic of Korea, including assistance for the latter country.

Public Grazing Lands Improvement Act - Requires that an inventory of rangeland conditions and trends be taken in 11 contiguous western states and Nebraska, North Dakota, and South Dakota. Directs the Secretary of the Interior to manage and improve public rangelands so that they become as productive as feasible in accordance with the rangeland management objectives established through the land use planning process prescribed in the Federal Land Policy and Management Act. Provides for the funding of such improvements. Announces the formula to be used by the Secretaries of Agriculture and the Interior in setting fees for domestic livestock grazing on public lands. Directs the Secretary of the Interior to issue ten year grazing leases or permits except when he has determined, on a case-by-case basis, that the establishment of a shorter term is in the interest of sound land management policy. Allows for private adoption of excess wild horses or burros when rangeland inventories indicate overpopulation of such animals in an area where a demand for private adoption exists. Permits the donation of adopted burros and horses to individuals who have provided humane conditions and care for such animals for a period of one year.

Omnibus Anti-Terrorism Act - Title I: Aircraft Piracy - Authorizes civil penalties for carrying an accessible weapon aboard an aircraft and for imparting or conveying information known to be false regarding one of specified crimes aboard an aircraft. Specified criminal penalties for threatening to commit air piracy or any other of certain crimes aboard an aircraft. Title II: Findings and Purposes - States Congressional findings relative to the purpose of this Act and defines specified terms used therein. Title III: Reorganization of Executive Office of the President - Establishes a Council to Combat Terrorism in the Executive Office of the President. Includes among the council's functions: (1) assisting the President to implement this Act; (2) assisting in the preparation of lists of countries aiding terrorist enterprises and of dangerous foreign airports, and (3) coordinating Federal efforts to combat terrorism. Directs the President to: (1) report to Congress on each act of terrorism which involves or affects United States citizens; and (2) impose sanctions against countries on the list of countries aiding terrorists and against airports on the list of dangerous foreign airports. Title IV: Reorganization of the Department of State - Establishes a Bureau for Combating International Terrorism in the Department of State. Urges the President to seek international agreements which assure cooperation in combating terrorism. Lists provisions which should be given priority in negotiating such agreements. Requires the President to: (1) develop programs to insure full implementation of the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation; (2) approve all defense article sales and credit made to any individual or group; and (3) include the names of all types of explosives on the United States Munitions List. Title V: Reorganization of the Department of Justice - Establishes an office for Combating Terrorism in the Department of Justice. Directs the President to extend existing safety and security requirements to supplemental means of air transportation. Requires all explosives to contain identification and detection taggants. Title VI: Aircraft Sabotage and Piracy - Amends provisions of title 18 of the U.S. Code that specify prohibited acts regarding the destruction of aircraft or aircraft facilities to, among other revisions, set forth penalties for committing violence against a passenger which is likely to endanger an aircraft in service, and for communicating false information which result in endangering the safety of an aircraft in flight. Sets forth penalties for a person found in the United States who has committed against or aboard a foreign aircraft an offense in violation of the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation.

Amends the Federal Land Policy and Management Act to prohibit the Secretary of Agriculture and the Secretary of the Interior from increasing the grazing fee for the 1978 grazing year in order to allow Congress sufficient time to analyze the Secretaries' report and recommendations with respect to the value of grazing on public lands and the fee to be charged for domestic livestock grazing on such lands.

Copper Environmental equalization Act - Title I: Amendments to the Tariff Schedules of the United States - Amends the Tariff Schedules of the United States to impose additional customs duties on copper. Title II: Adjustments to Copper Equalization Duty - Directs the President to adjust the customs duties on copper by an amount equal to the excess of the United States environmental production costs over foreign environmental production costs if such article exceeds ten cents per pound. Directs the Secretary of the Treasury to prescribe a procedure for proposal of such adjustments. Directs the Administrator of the Environmental Protection Agency to determine such production costs. Title III: Amendment to the Trade Act of 1974 - Amends the Trade Act of 1974 to make certain copper imports ineligible for the Generalized System of Preferences. Title IV: Effective Date - Declares this Act effective upon enactment.

Strategic and Critical Materials Stock Piling Act Amendments - Amends the Strategic and Critical Materials Stock Piling Act to direct the President to appoint an interagency committee to determine which materials are to be acquired under such Act and what classification each such material shall be assigned. Stipulates that there are three such classifications as follows; (1) Class A materials are those essential and necessary materials not produced or produced in limited quantities in the United States which are obtained primarily from foreign sources; (2) Class B materials are those essential and necessary materials produced in the United States but which are not available in sufficient quantities and are obtained to a substantial extent from foreign sources; and (3) Class C are those essential and necessary materials which are produced in substantial quantities in the United States and are obtained to a lesser extent from foreign sources. Stipulates that the stockpile objectives for Class A materials shall be equal to three years domestic net imports; for Class B materials two years' domestic net imports; and for Class C materials one years' net imports of such material. Requires that such objectives be reviewed every four years by the interagency council. Stipulates that a revised objective for such material shall be made only if the average annual quantity of imports of such material during the previous five years increased or decreased by more than ten percent. Directs the Secretaries of the Army, Navy, and Air Force to direct the Administrator of General Services to establish a barter program for the acquisition of strategic and critical materials. Stipulates that no funds may be appropriated or obligated for the procurement of materials under such Act unless funds have been specifically authorized for such purpose. Establishes within the Treasury a Strategic and Critical Materials Procurement Fund. Stipulates that all moneys received on account of sales of materials under such Act shall be covered into the fund. Sets forth the uses for which funds may be expended. Directs the Administrator of General Services to submit an annual report to the Congress regarding such fund.

Young Families' Housing Act - Graduated Payment Mortgage Insurance Act - Amends the National Housing Act to permit the Secretary of Housing and Urban Development to insure, on a regular basis, mortgages and loans with provisions for varying rates of amortization corresponding to anticipated variations in family income. Sets a percentage limit on the mortgage value ratio of mortgages which will be insurable under this Act. Prescribes eligibility requirements for such insurance. States that mortgages or loans insured pursuant to this Act shall not be subject to State usury laws in most cases. Individual Housing Account Act - Amends the Internal Revenue Code to allow a deduction for amounts paid in cash into an individual housing account. Defines the term "individual housing account" for the purposes of this Act. Limits annual tax deductions to $2,500 and lifetime deductions to $10,000. Makes provisions for tax treatment upon distribution of such accounts. Exempts individual housing accounts from taxation under the Internal Revenue Code.

Authorizes the Secretary of the Interior to construct hydroelectric powerplants at specified locations. Stipulates that the power generated by such facilities shall be delivered to the Secretary of Energy for distribution and marketing through existing Federal hydroelectric power marketing systems. Authorizes appropriations in specified amounts for the construction of each facility under this Act. Authorizes appropriations in such amounts as may be required by the Secretary of Energy to interconnect such facilities.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

Expresses the displeasure of the House of Representatives toward any policy of the Internal Revenue Service which changes through administrative interpretation long-standing applications of the Internal revenue laws. Expresses the sense of the House that the Internal Revenue Service refrain from changing its policy with respect to taxation of benefits given to employees, without submission of any proposed changes to Congress.

Judicial Reform Act - Establishes in the judicial branch a Commission on Judicial Disabilities and Tenure to determine, upon formal or informal request, whether a judge or justice is disabled or has failed to serve with good behavior. Sets forth procedures for such determinations. Permits review of the Commission's determination by the Supreme Court by appeal.

Declares the sense of the House of Representatives that the Committee on Agriculture and the Committee on Public Works and Transportation should immediately hold joint hearings to: (1) document any inequities in the administration of the Federal drought assistance program respecting the share of Federal funds given to smaller communities; and (2) determine the policies, practices, and priorities which the Farmers Home Administration and the Economic Development Administration should adopt in administering such program.

Amends Title XIX (Medicaid) of the Social Security Act to require payment to States of 90 percent of the total amount expended under State plans for early and periodic screening and diagnosis, (EPSDT) and 100 percent of the total amount for treatment of defects and conditions discovered through such screening and diagnosis. Institutes a program for distribution of coupons to individuals entitled to medical assistance EPSOT which identify services to which an eligible individual is entitled. Requires an annual compilation of providers and institutions which will provide services under EPSDT and further requires such institutions to provide to the maximum extent feasible all authorized services to individuals so entitled.
