Indoor Air Pollution Research Act of 1982 - Directs the Administrator of the Environmental Protection Agency (EPA) to establish and carry out a comprehensive indoor air pollution research and development program. Requires that such program: (1) broaden understanding and coordinate Federal, State, local, and private efforts; (2) emphasize data gathering and information transfer on all aspects of the problem (defines "indoor environment" to include residences and other non-manufacturing public and private buildings); and (3) be considered an integral part of the EPA's general responsibility to protect human health and welfare from air pollutants. Establishes, to assist the Administrator in the administration of such program: (1) a Committee on Indoor Air Quality representing specified Federal agencies; and (2) an advisory group of representatives of industry, the scientific community, and public interest organizations. Sets forth requirements for the principal objectives and particular emphases of such program. Requires the Administrator to maintain constant communication with appropriate State and local officials and interested parties in the private sector and to work with appropriate industry representatives to develop industrywide voluntary standards for residential buildings to aid in indoor air pollution prevention or abatement. Directs the Administrator to submit reports to Congress at specified intervals containing certain information relating to such program. Authorizes appropriations to carry out such program for FY 1983 and FY 1984.

Amends the Energy Policy and Conservation Act to eliminate provisions which: (1) permit petitions to the Secretary of Energy for prescription of rules which supersede State energy efficiency standards; and (2) provide for supersedure of State energy efficiency standards prescribed after January 1, 1978.

Voting Rights for the Handicapped and the Elderly Act - Directs the Attorney General to promulgate guidelines to assure that registration and polling place facilities used for Federal elections are readily accessible to handicapped and elderly individuals. Sets forth minimum requirements for these guidelines. Requires States to make available registration and voting aids for handicapped and elderly individuals in Federal elections. Authorizes the Attorney General and aggrieved persons to bring actions in Federal court to enforce this Act.

Expresses the sense of the House of Representatives that: (1) the Secretary of the Interior should refrain from issuing mineral leases in wilderness areas and lands under formal consideration for wilderness designation; (2) any Federal official who proposes to issue a mineral lease in such an area should provide prior notice to Congress in order to allow congressional prohibition of such lease; (3) additions to the Wilderness System should proceed expeditiously but without arbitrary deadlines; (4) lands under formal consideration for wilderness designation should be managed to preserve their wilderness character; and (5) Federal land management agencies should consider wilderness values in making land management decisions and recommendations.

Expresses the sense of the Congress that: (1) an effective Federal environmental program is necessary to protect U.S. citizens' health and well-being; (2) the Environmental Protection Agency should be appropriated increased funds to protect our environment and meet expanded responsibilities mandated by law; and (3) the President should submit a new budget for the Environmental Protection Agency for FY 1983 reflecting these principles.

Amends rule X of the Rules of the House of Representatives to establish the Select Committee on Children, Youth, and Families to conduct a comprehensive study on their problems and to develop policies to coordinate governmental and private programs to address such problems. Provides that the committee shall not have legislative jurisdiction and shall terminate at the close of the Ninety-ninth Congress.

Expresses the sense of the House of Representatives that: (1) graduate and professional students should remain eligible for guaranteed student loans under the Higher Education Act of 1965; (2) Congress should provide Pell grant assistance for academic year 1982 through 1983 that fully funds the need analysis criteria of January 6, 1982, in order to provide assistance to 2,600,000 needy students; and (3) Congress should not further reduce the amount of funds available for campus-based student assistance programs under the Higher Education Act of 1965 below the levels established by the Omnibus Reconciliation Act of 1981.

Federal Employees Health Benefits Plan Amendments of 1982 - Prohibits the Office of Personnel Management from entering into a contract for a discriminatory health benefits plan for Federal employees. Requires that Federal health plans: (1) include all benefits currently authorized as well as nervous and mental disorder benefits and alcoholism and substance abuse treatment and rehabilitation benefits; (2) provide equal coverage and benefits regardless of the nature of illness; and (3) pay all reasonable and customary expenses for medically or psychologically necessary treatment exceeding a specified amount to be paid by the enrollee.

War Powers Resolution Amendments of 1982 - Amends the War Powers Resolution to prohibit the use of U.S. armed forces in El Salvador for combat unless: (1) Congress has declared war or enacted specific authorization for such use of U.S. armed forces; (2) the armed forces are necessary to meet a clear and present danger of attack upon the United States; or (3) they are necessary to meet a clear and present danger to U.S. citizens and to evacuate the U.S. citizens. Requires the President to describe in a report to Congress the grounds for sending the troops into El Salvador if they were not sent pursuant to a declaration of war or a specific congressional authorization.

Amends the Foreign Assistance Act of 1961 to prohibit U.S. military support for El Salvador after a specified date unless the President certifies to Congress that El Salvador's government: (1) is negotiating in good faith with all parties that are willing to participate without prior conditions in order to achieve a cease-fire and an equitable political solution; or (2) cannot proceed with the negotiations because certain revolutionary parties are unwilling to participate without prior conditions. Defines U.S. military support. Excludes from such definition the use of U.S. military personnel in El Salvador to: (1) meet a clear and present danger of attack upon the United States or on U.S. citizens; or (2) provide for the evacuation of U.S. citizens.

Automobile Research Competition Act - Establishes an automobile research competition to be administered by the Secretary of Transportation. Sets forth eligibility requirements for such competition. Makes a research award of a specified sum to qualified participants. Lists requirements for the new motor vehicle produced pursuant to this Act, including high fuel economy and specified acceleration and braking standards. Directs the Secretary to promulgate testing standards to be used to measure such requirements. Allows the Secretary to request assistance from the appropriate Federal agencies in order to evaluate the motor vehicles submitted pursuant to the competition. Declares that all determinations made by the Secretary in regard to the competition are final.

Synthetic Fuels Corporation Amendments of 1982 - Amends the Energy Security Act to authorize the U.S. Synthetic Fuels Corporation to make loans, loan and price guarantees, and purchase agreements and to enter into joint ventures for district heating or cooling projects. Authorizes the Corporation to make price support loans for municipal waste energy projects which produce and sell biomass energy. Requires the Corporation to solicit proposals and provide financial assistance for district heating or cooling projects and municipal waste energy projects. Requires that the synthetic fuel production strategy established by the Corporation address the types of district heating or cooling projects and municipal waste energy projects the Corporation intends to assist. Makes a minimum of 25 percent of the amount of financial assistance available for obligation during any fiscal year by the Corporation available for such projects. Requires the Corporation's Board of Directors to assure that the Corporation is organized to evaluate, process, and review proposed and funded district heating or cooling projects and municipal waste energy projects.

Amends the Internal Revenue Code to allow an individual to withdraw amounts from an individual retirement account for the purchase of a principal residence. Requires that ten percent of the amount withdrawn shall be included in the gross income of the distributee over a period of ten years beginning with the taxable year in which the distributee: (1) disposes of such principal residence or ceases to use it as a principal residence; or (2) attains the age of 59 1/2. Allows such withdrawals only if: (1) the amount withdrawn is used within 90 days for the purchase of the principal residence; (2) the individual retirement account was established at least 36 months before such withdrawal; (3) the trustee of such account is a qualified home mortgage institution; and (4) the trustee is given at least 60 days notice before such withdrawal.

Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to approve public utility rate increases for electric energy based on costs of proposed or ongoing construction in regard to: (1) pollution control facilities; or (2) conversion of oil or gas-fired facilities to use of other fuels. Directs the Commission to order rate increases to cover construction costs for facilities other than those above only after an evidentiary proceeding. Sets forth requirements concerning such proceedings.

Comprehensive Smoking Prevention Education Act of 1982 - Amends title XVII (Health Information and Health Promotion) of the Public Health Service Act to establish in the Department of Health and Human Services an Office of Smoking and Health to inform the public of the health hazards of cigarettes. Sets forth the Office's authority and duties, including conducting research and assisting educational programs directly or through grants. Establishes an Interagency Committee on Smoking and Health to be composed of representatives from the Departments of Labor and Education, the Federal Trade Commission, and any other Federal agency designated by the Secretary of Health and Human Services. Directs such Committee to meet at least four times a year and names the Director of the Office of Smoking and Health as chairman. Directs the Secretary of Health and Human Services to report annually to the Congress. Amends the Federal Cigarette Labeling and Advertising Act to make it unlawful to advertise or export cigarettes without the required labeling (repeals the existing export exemption). Makes it unlawful to manufacture, package, import, or export cigarettes containing any chemical substances without the label so stating. Directs the Federal Trade Commission (FTC) to establish a cigarette labeling system under which each brand of cigarettes shall bear a different specified health warning each year of a seven-year cycle. Eliminates certain congressional notification and reporting requirements. Increases the fine for violation of such Act from $10,000 to $100,000. Permits individual civil actions to be brought in U.S. district courts for violations of such Act. Requires a plaintiff to give 60-day notice to the FTC and the defendant. Permits intervention and consolidation. Allows the court to award attorneys fees and other costs.

Amends the Internal Revenue Code to increase the excise tax on small cigarettes from $4 to $14 per thousand. Increases the excise tax on large cigarettes from $8.40 per thousand to $22.40 per thousand. Provides for an annual inflation adjustment for such tax based on the Consumer Price Index.

Coast Guard Authorization Act for 1983 and 1984 - Authorizes appropriations for the Coast Guard for FY 1983 and 1984 for: (1) operation and maintenance expenses; (2) acquisition, construction, rebuilding, and improvement of aids to navigation, shore facilities, vessels, and aircraft; and (3) research, development, testing, and evaluation. Permits the Coast Guard an end-year strength of 41,500 active duty personnel. Authorizes average military training student loads. Revises the authority of the Coast Guard to establish and operate aids to maritime navigation on the inland waterways by contract with persons or public bodies or instrumentalities. Recommends that such services be provided by civilian rather than military members of the Guard. Directs the Secretary of the department in which the Coast Guard is operating to report to Congress within a year on the exercise of such contracting authority and on increased civilian participation. Eliminates the Secretary's annual report to Congress concerning the utilization of authority to lease housing facilities for military personnel and their dependents. Amends the Presidential Protection Assistance Act of 1976 to eliminate a semi-annual report on expenditures from the Commandant of the Coast Guard to the appropriate committees of Congress. Repeals the current provisions concerning the guaranty, apportionment, and payment of cost for the alteration of bridges. Permits the Secretary, before ordering a bridge altered or relocated, to require equitable contributions from any interested party or political sub-division for such alteration, whether necessitated by its obstruction of navigation or other causes. (Currently, contributions by other than the bridgeowner are required only for other causes.) Amends the General Bridge and other Acts to exclude from specified bridge construction and operation provisions bridges over waters not subject to the ebb and flow of the tide and not used in interstate or foreign commerce. Eliminates the misdemeanor of unreasonable delay in opening a drawbridge. Requires that violations of regulations for bridges over navigable waters be willful to be punishable. Prohibits a vessel owner or operator from signaling a drawbridge to open for any nonstructural vessel appurtenance which is not essential to navigation. Establishes a civil penalty for violations of specified bridge regulations and orders of the Army Chief of Engineers. Requires the owner or operator of a bridge or causeway to keep it in proper repair so that it does not obstruct or make navigation hazardous. Requires that complete files of vessel inspections or examinations delegated to the American Bureau of Shipping or a similar agent be kept in the United States and accessible by the Coast Guard. Revises personnel and manning standards for foreign vessels. Increases the amount of penalties under the Federal Boat Safety Act of 1971. Directs the Commandant of the Coast Guard to review policies and procedures for towing and salvaging disabled vessels to minimize competition with private enterprise. Establishes an end strength level for full-time civilian employees for FY 1983 and 1984.

Prohibits the production of lethal binary chemical munitions after the enactment of this Act. Defines lethal binary chemical munitions to mean: (1) toxic chemicals intended to injure or kill humans; and (2) devices intended to disseminate such chemicals. Expresses the sense of Congress that the President should begin negotiations with the Soviet Union for a mutual, verifiable limitation on chemical weapons.

Social Security Reform Act of 1982 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to establish a program under which States periodically furnish the Secretary with information on the death certificates officially filed with them so that necessary corrections may be made to the beneficiary records maintained under the social security program. Prohibits the payment of title II benefits to an incarcerated felon during any month of confinement. Treats the benefits withheld as having been paid to the felon for purposes of the payment of benefits to other persons so entitled on the basis of the wages and self-employment income of the felon. Requires the Secretary to issue a social security card at the same time a social security account number is issued. Requires that social security cards be made of banknote paper and be unable to be counterfeited. Directs the Secretary to report to Congress on plans for implementing such requirements. Requires that social security cards issued to individuals who are not U.S. citizens or nationals indicate any restriction on employment of such individuals. Permits reissuance of social security cards to reflect any change in employment status at the request of such individuals or when the Secretary determines that such an individual's employment status has changed. Requires the Secretary to reissue a card to such an individual when he or she becomes a U.S. citizen or national. Requires the Secretary to issue a certification of pending issuance or reissuance in any case in which an individual or the Secretary seeks issuance or reissuance of a social security card. Prohibits the employment of an individual in the United States unless such individual has a social security card or a certification and may be lawfully employed. Requires an employer to verify the identity of an individual to whom a card or certification has been issued. Provides criminal penalties for knowingly committing violations of this Act which result in the employment of a non-U.S. citizen or national who cannot be employed lawfully in the United States. Prohibits entitlement to title II benefits in the case of an individual who is not a U.S. citizen or national and whose entitlement is based upon the wages and self-employment income of a resident of a foreign country who is entitled to old-age or disability benefits if such individual does not bear a spousal, filial, parental, divorced, or surviving relationship to such resident as of the date such resident reaches age 57. Prohibits entitlement to title II benefits in the case of a non-U.S. citizen or national on the basis of such individual's own wages and self-employment income if such individual is not a permanent resident of the United States or has not been admitted to the United States for employment purposes. Prohibits entitlement to title II benefits in the case of an individual whose entitlement is based upon the wages and self-employment income of a non-U.S. citizen or national.

Technology Education Act of 1982 - Amends the Internal Revenue Code to increase for one year the maximum allowable charitable contribution income tax deduction for corporations which donate computers during 1983 to primary and secondary schools. Increases the income tax deduction from 10 to 30 percent of a corporation's taxable income.

Ocean and Coastal Resources Management and Development Block Grant Act - Establishes within the Treasury an Ocean and Coastal Resources Management and Development Fund. Limits the total amount payable into the Fund during any fiscal year. Directs the Secretary of Commerce to use specified portions of such funds to: (1) carry out the National Sea Grant College Program; and (2) provide national ocean and coastal resources management and development block grants to each coastal State. Requires such States to report specified information to the Secretary before receiving such grants. Sets forth the formula by which the Secretary shall determine the amount of such grants. Restricts the use of such grants to specified activities. Requires States receiving such grants to submit to the Secretary an assessment of the expenditure of such funds.
