Agriculture Refinance Act - Amends the Consolidated Farm and Rural Development Act to permit insured loans of up to $1,000,000 to farm owners and operators for refinancing existing indebtedness incurred between January 1, 1973, and December 31, 1977. Allows a repayment period for refinancing loans of 40 years for real estate loans, 12 years for equipment loans, and five years for operating loans. Defers the first payment for the interest and principal of such loans for five years for real estate loans, for three years for equipment loans, and for two years for operating loans.

Agricultural Trade Act - Title I: Establishment of United States Agricultural Trade Offices - Amends the Agricultural Act of 1954 to direct the Secretary of Agriculture to establish abroad not less than six nor more than 25 United States Agricultural Trade Offices, for the purpose of developing, maintaining, and expanding international markets for United States agricultural commodities. Title II: Intermediate Commercial Credit - Amends the Commodity Credit Corporation Charter Act to require the Corporation to finance, under its export credit sales program, export sales of agricultural commodities out of its own private stocks on credit terms in excess of three years, but not more than ten years. Title III: Reorganization - Establishes in the Department of Agriculture: (1) an Assistant Secretary for Commodity Programs, to perform duties related to agricultural stabilization and conservation; and (2) an Under Secretary for International Affairs to perform duties related to foreign agriculture. Title IV: Agricultural Counselors - Amends the Agricultural Act of 1954 to change the title of Agricultural Attaches to Agricultural Counselors, and to require each Counselor to submit to the Secretary an annual report detailing the social, political and economic factors affecting agriculture and agricultural trade in the country or area to which such Counselor is assigned. Title V: General Provisions - Requires the Secretary to transmit to Congress annual reports on the activities and accomplishments of the Department, especially those of the United States Agricultural Trade Offices, in developing, maintaining, and expanding foreign markets for United States agricultural commodities.

Directs the Secretary of Transportation to evaluate the adequacy and appropriateness of Federal Motor Vehicle Standard 121 (49 CFR 571.121) with particular attention to whether the antilock braking requirement is practicable and meets the needs of motor vehicle safety. Requires the Secretary to submit the results of such evaluation to Congress within 12 months. Suspends the implementation of any antilock braking requirement until three months after the Secretary submits such report.

Amends the Food and Agriculture Act of 1977 and the Agriculture Act of 1949 to: (1) increase the established prices of wheat and corn for the 1978 crops; (2) require land diversion payments whenever a set-aside of wheat or feed grains cropland is in effect for the 1978 crop year; (3) declare that no further acreage set-aside shall be required in any year on a summer fallow farm if at least 55 percent of cropland acreage is diverted to summer fallow use; (4) require implementation of the critical lands resource conservation program for the Great Plains states for the 1978 crop year; and (5) allow, under specified circumstances, interest-free extensions of the repayment period on wheat and feed grains loans.

Agricultural Trade Expansion Act - Amends the Food for Peace Act of 1966 to permit the Commodity Credit Corporation to finance export sales of agricultural commodities on credit terms in excess of three years, but not more than ten years. Exempts such sales from the requirement that exports be transported on privately owned United States - flag commercial vessels.

Amends the Packers and Stockyards Act of 1921 to restrict the authority of the Secretary of Agriculture to determine the justness or reasonableness of any stockyard service rate or charge to only those rates or charges for services at stockyards which have a certain minimum annual sales volume.

Independent Local Newspaper Act - Amends the Internal Revenue to promote the survival of independent newspapers by providing for the establishment of tax exempt trusts for paying estate taxes on such papers, and by postponing the payment of estate taxes on such papers.

Declares it the sense of Congress that the sovereign rights of the United States in the Panama Canal Zone shall not be transferred, and that no Federal funds shall be made available for negotiation or implementation of any treaty or other agreement which may impair the sovereign rights of the United States in the Canal Zone.

Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to make assistance payments for the purpose of aiding any lower-income family in making rental payments with respect to real property on which is located a mobile home owned by such family and utilized by such family as its principal place of residence.

States that during the period following the enactment of this Act until December 31, 1978, neither the Secretary of the Interior nor the Attorney General shall withhold water delivery from any beneficiary of a Federal reclamation project for purposes of achieving conformity with acreage limitations or residency requirements of reclamation law.

National Product Liability Act - Declares that the purpose of this Act is to establish a substantive law of product liability for damages resulting from harm caused by products affecting interstate commerce and to establish a product liability action therefor. States that such product liability action preempts all existing causes and laws for the same purpose. Subjects whomever is engaged in interstate commerce and manufactures or sells: (1) a product which is in a defective condition; or (2) any product and fails to warn or protect against a dangerous condition in the use or reasonably foreseeable misuse or unintended use of the product or fails to provide proper instructions for the intended use of that product, to liability for the harm caused despite the fact that the manufacturer or seller has exercised all possible care in the preparation and/or sale of the product. Allows any person harmed by a product who is a reasonably anticipated user or consumer of the product to bring an action in "product liability" against the manufacturer or seller of the product. Allows any person against whom a product liability action is brought to bring an action for indemnification or other appropriate relief against any third party whose misconduct has caused or contributed to the harm for which damages are sought. Limits the time for commencing a product liability action to two years from the date when the harm is first sustained, discovered, or in the exercise of reasonable care should have been discovered. Stipulates that a product shall be deemed in defective condition only if it is unreasonably dangerous for its intended use at the time the product left the control of the party against whom the action is being brought. Prohibits the awarding of punitive or exemplary damages unless the trier of fact finds that the accused acted out of malice or willfully or wantonly acted in flagrant disregard of public health and safety. Allows the primary forum for trying cases brought under this Act to remain in the State courts.

Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to permit owners of farmland condemned for use by the Federal Government to elect to have any building on such land moved to any location within reasonable proximity of such farmland in lieu of being paid for such building. Requires the Government to find and offer to any such displaced farmland owner an option to buy suitable replacement property in lieu of other compensation for land taken under the Act. Requires any person displaced from any business or farm operation he or she owns to be compensated for closing costs and increased interest costs incurred in replacing such property. Requires 50 percent of the compensation offered by the Government to any owner under the Act to be paid to such owner pending any condemnation proceeding if the only issue in such proceeding is the adequacy of the compensation offered.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

Expresses the sense of the Congress that any right to, title to, or interest in the property of the United States Government agencies in the Panama Canal Zone or any real property and improvements thereon located in the zone should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by any Act of Congress.

Amends the Federal Property and Administrative Services Act of 1949 to prohibit the award of contracts for technical support services under rebid or recompetition procedures for substantially the same services on the basis of lower salaries than those paid by the predecessor contractor. Prohibits a procuring agency from awarding a contract unless it has determined that the salary levels for professional employees proposed under such contract are keeping with the professional contribution and reflect the professional status, responsibility, and value of the education and experience of such professional employees. (Amends 10 U.S.C. 2304)

Rural Health Care Delivery Improvement Act - Declares that it is the policy of Congress and the purpose of this Act to provide assistance to programs for the delivery of health services in order to increase the availability of health care services to residents of rural areas. Establishes within the Department of Health, Education, and Welfare an Office of Rural Health. Authorizes the Director of such office to award grants, contracts, loans, and loan guarantees for projects to: (1) examine existing models of rural health care delivery; (2) determine such models applicability and transferability to other rural areas; and (3) assist in the study, planning, and development of rural health care delivery models. States that the Director shall: (1) provide liaison among all Federal agencies for the purpose of coordinating health care programs in rural areas; (2) provide technical assistance and advice for the development of rural health care delivery models; and (3) provide for the coordination of programs assisted under this Act with programs of the National Health Service Corps. Establishes in the Treasury a rural health care delivery loan guarantee and loan fund. Stipulates that the Director shall not approve an application for a loan or a loan guarantee under this Act unless he determines that the terms and conditions are sufficient to protect the financial interests of the United States. Establishes a Rural Health Care Advisory Committee composed of 11 members. Directs such committee to make recommendations to the Director with respect to overall planning, policies, objectives and priorities for the Office of Rural Health. Stipulates that the Director shall not approve an award of any grant, contract, loan, or loan guarantee under this Act unless such award has been approved by the Rural Health Care Advisory Committee and the appropriate State and local medical society. Authorizes the appropriation of such amounts as may be required from time to time for for the rural health care delivery loan guarantee and loan fund.

Natural Diversity Preservation Act - Title I: Statement of Findings and Purposes - States that the purpose of this Act is to establish a nationwide policy of preserving representative examples of the full range of the elements of natural, biological, and geological diversity found in the United States. Title II: Responsibility and Function - Establishes in the Department of the Interior the Office of Nationwide Ecological Reserves which shall have as its function, among other things, the development and administration of a identifying those examples of elements of natural diversity deemed relevant for potential inclusion on the Nationwide Registry of Ecological Reserves. Establishes the Nationwide Ecological Reserves Board. Title III: Inventory and Registry - Requires the development of a Nationwide Registry of Ecological Reserves which shall classify resources according to their relative significance: National, State or local. Sets forth standards of protection for National Classification Registry entries. Title IV: Funding Authorization - Establishes the Natural Diversity Preservation Fund in the Department of the Treasury. Defines the terms which must be followed by the Secretary of the Interior in providing financial assistance for Federal agencies, State and local governments, and the private sector.

Amends Title XVIII (Medicare) of the Social Security Act to provide for the creation of an alternative reimbursement formula which will allow participating hospitals with less than 100 beds and less than 60 percent average occupancy located in areas where there is a demonstrated shortage of nursing home beds, to provide long-term care without applying proportional allocation of overhead costs to all patients in such facilities.

Amends the Tariff Schedules of the United States to exempt from customs duties products of the insular possessions of, the United States if not more than 70 percent of the products value is attributable to foreign materials, until the value of such imports reaches a specified annual total. Exempts watch products from such quota. Exempts from customs duties products of the insular possessions of the United States upon re-entry, if applicable duties were previously paid.

Amends the Federal Salary Act of 1967 to require the appointment of persons to the Commission on Executive, Legislative, and Judicial Salaries every second calendar year beginning in 1978. Requires the President to separately submit pay recommendations for Members of Congress. Stipulates that such recommendations may not take effect prior to the Congress following the Congress during which they were transmitted. Declares that such recommendations shall take effect if not disapproved by resolution of either House. Amends the Legislative Reorganization Act of 1946 to abolish automatic cost-of-living adjustments for Members of Congress.

Alcohol Fuel Act - Amends the Internal Revenue Code: (1) to allow the election of a deduction with respect to the amortization, based on a 60-month period, of any qualified facility producing alcohol from coal, wood, waste, or agricultural products for primary use as a motor fuel; (2) to exempt from specified excise taxes the sale of any gasoline or fuel at least ten percent of which is alcohol; and (3) to allow the tax-free withdrawal from bonded premises of distilled spirits to the extent such spirits are alcohol produced by a qualified alcohol-producing facility for primary use as motor fuel.

Amends the National Trails System Act to include historic trails, in addition to recreation and scenic trails, within the National Trails System. Defines historic trails as those trails which follow as closely as possible and practicable the original trails or routes of travel of national historical significance. Designates the Oregon National Historic Trail and Travelway in the States of Oregon and Washington, as a unit of the National Trails System. Sets forth the criteria for the qualification of a trail as a National Historic Trail.

Postal Reorganization Act Amendments - Changes the organizational structure of the United States Postal Service by: (1) naming the Postmaster General chief executive officer and vesting in the Postmaster General the powers formerly held by the Board of Governors; (2) revising the procedures for adjustment of rates and services whereby the Postal Service is authorized to request the Congress to authorize appropriations to defray the estimated costs of the Postal Service for the fiscal year, to request a recommended decision of the Postal Rate Commission, or to propose a change in the nature of postal services; (3) requiring that all proposed capital investments by the Postal Service be reviewed by the Post Office and Civil Service Committees of the Senate and the House of Representatives; and (4) requiring the Postal Rate Commission to submit to the President annually a separate budget for its operating expenses. Prohibits reducing the frequency of mail delivery service below the frequency which was in effect on April 21, 1977.
