Emergency Daylight Saving Time Act

Emergency Daylight Saving Time Act - Allows the President to declare an energy emergency exists within a State suffering from severe energy shortages. Requires, upon such declaration, that daylight savings time be instituted within the effected State for 60 days. Requires the Secretary of Transportation to report to the President, within 60 days after the imposition or extension of emergency daylight saving time, concerning the operation and effect of this Act upon the effected State. Permits the President to declare additional 60-day emergency periods if he deems such action to be appropriate after having received the most recent report of the Secretary of Transportation. Directs the Federal Communications Commission to make appropriate adjustments in its rules where daytime standard amplitude modulation broadcast stations are adversely affected by the provisions of this Act.

Defense Economic Adjustment Act

Defense Economic Adjustment Act - States the purpose of this Act to be to provide advance planning for effective conversion of defense-related industries to productive civilian activity and to provide economic adjustment assistance to affected communities, industries, and workers which may be substantially and seriously affected by reductions in defense expenditures. Title I: Defense Economic Adjustment Council - Establishes a Defense Economic Adjustment Council in the Executive Office of the President, membership to include Cabinet officers, representatives of the business-management community, and representatives of labor union organizations. Defines the duties of the Council, including: (1) encouraging preparation of plans for civilian-oriented public projects; (2) supervising the establishment of a Job Information Bank in the Department of Labor to coordinate State, local and Federal employment services; (3) preparing lists of organizations and consultants engaged in civilian-oriented activity for use by local conversion committees; and (4) preparing and distributing a Conversion Guidelines Handbook. Title II: Alternative Use Committees - Establishes local Alternative Use Committees to undertake economic conversion planning and preparation in the event of reductions in defense spending resulting in substantial and serious unemployment. Provides a fund for performing these duties to be derived from the military contract or base operating costs. Title III: Economic Adjustment Fund - Provides for establishment in the Treasury of a Workers Economic Adjustment Reserve Trust Fund. Requires defense contractors to pay to the Fund an amount equal to one and a quarter percent per year of their gross revenue. Title IV: Economic Adjustment Assistance for Workers - Requires that all displacements in defense related facilities affecting more than five percent of the workers be reported to the State employment office or agency acting as agent for administration of employees' benefits programs. Provides eligible workers with two year entitlement to the following applicable benefits: (1) compensation on a weekly basis to maintain an income equal to 90 percent of the first $20,000 per year and 50 percent of the next $5,000 in excess of $20,000; (2) vested pension credit; (3) maintenance of hospital, surgical, medical, disability, and life insurance coverage; (4) retraining for civilian work; and (5) necessary relocation expenses. Requires all managerial and technical employees who have spent more than 50 percent of the ten years preceding implementation of the plan to participate in a professional retraining program in order to be eligible for benefits. Authorizes the Council to reimburse a State or administering agency (acting as agent of the Council) for all benefits paid. Title V: Use of Certain Research Funds - Amends the Defense Authorization Act of 1970 to expand kinds of independent research and development which can be funded in a defense contract to include projects which the Council believes have a potential relationship to an urgent national requirement in a designated non-defense sector. Title VI: Authorization of Appropriations - Authorizes the appropriation of sums which may be necessary to carry out provisions of this Act.

Revises the list of officials who are members of the Board of Directors of the Pennsylvania Avenue Development Corporation, and makes similar other revisions to reflect the changes of titles of officials and agencies resulting from the District of Columbia Self-Government and Governmental Reorganization Act. Increases the maximum amount which the Corporation is authorized to borrow from the Treasury of the United States. Extends through fiscal year 1990 the authority of the Corporation to issue obligations. Stipulates that the Corporation, in carrying out its duties (1) shall request the Council of the District of Columbia to close any street or alley when required to implement the plan and shall receive title to such property without cost, barring the existence of a reverter to a private landowner and (2) may transfer title and jurisdiction to real property which is to be dedicated to public uses to the United States or District of Columbia. Increases and extends the appropriation authorization for the administrative expenses of the Corporation. Replaces the set dollar authorization for implementation of the development plan with an authorization for such sums as may be necessary.

Directs the Secretary to report to the President and Congress annually starting April 20, 1980 on the progress of the Federal Government and the nation in converting to solar energy.

Amends the Federal Power Act to require the Federal Power Commission to hold an evidentiary hearing before approving public utility rate increases due to fuel adjustment clauses. Requires a showing that the clause effectively provides incentives for the economical purchase and use of fuel. Requires further that the clause is necessary to enable the utility to pay for the added fuel costs which are by nature short-term fluctuations and therefore not capable of determination in proceedings before such costs are incurred. Sets a one-year limit on approved fuel adjustment clauses and requires an evidentiary hearing before their renewal. Requires the Commission to examine and, if appropriate, to audit the practices of public utilities using fuel adjustment clauses. Requires relevant utilities to supply information as the Commission may require and makes such information available to the public. Grants to any purchaser of electric energy produced for resale and subject to a fuel adjustment clause, the right to examine the records of the relevant utility to insure compliance with applicable schedules and Commission rules. Requires the Commission, after affording the opportunity for an evidentiary hearing, to order the cessation or modification of any practice which does not constitute the most economical purchase and use of fuel. Amends the National Gas Act to impose similar restrictions on rate increases of natural gas companies pursuant to automatic adjustment clauses. Prohibits State regulated utilities from making rate increases pursuant to an automatic adjustment clause unless such clause has been determined to effectively provide incentives for the economical purchase and use of the fuel involved. Requires further that such clauses be necessary to enable the utility to pay for short-term fluctuations in fuel costs that are not susceptible to determination in proceedings held prior to such costs being incurred. Limits automatic adjustment clauses to one-year in duration, and requires an evidentiary hearing before their renewal. Requires the reviewing authority to examine and, if appropriate, to audit the practices of utilities with respect to fuel adjustment clauses. Requires that utilities supply such relevant information as is required by the State regulatory body and makes such information available to the public. Sets procedures for the certification of State regulatory bodies with respect to this Act. Requires the Commission to enforce the Act in the absence of State certification and upon the request of any State regulated utility. Amends the Federal Power Act to expand the scope of businesses forbidden from having interlocking directorates without Commission approval. Makes such approval no defense to actions under specified provisions of the Clayton Act. Amends the Natural Gas Act to expand the scope of natural gas companies forbidden from having interlocking directorates without Commission approval. Makes such approval no defense to actions under specified provisions of the Clayton Act.

Title I: Establishment of Park - Establishes, in the city of Lowell, Massachusetts, the Lowell National Cultural Park, consisting of a preservation zone and an intensive use zone, to preserve sites and structures through implementation of the plan of the Lowell Historic Canal District Commission. Title II: Role of the Secretary - Requires the Secretary of the Interior to submit a park management plan to Congress. Provides for consultation with the Lowell city manager and the Lowell National Cultural Park Commission, established by this Act, in setting preservation, restoration, and use standards. Sets requirements for acquisition of property within the preservation zone. Directs the Secretary to provide technical assistance in preservation, restoration, and other use of park properties. Permits withholding of park management plan funds by the Secretary if the city of Lowell fails to meet specified criteria. Title III: Role of the Commission - Establishes within the Department of the Interior the Lowell National Cultural Park Commission to administer the preservation zone. Requires the Commission to submit management plans and an index of Federal Register and other potentially significant historic cultural or architectural properties. Directs the Commission to make loans, grants, and technical assistance for the preservation, restoration, or development of the park. Provides for the acquisition and disposition of property by the Commission. Enumerates the powers of the Commission, including the holding of hearings, and provides for the staff of the Commission.
