Remove Incentives for Producing Ethanol Act of 2011 or the RIPE Act of 2011- Amends the Clean Air Act to repeal the renewable fuel standard. Amends the Internal Revenue Code to terminate the excise tax credit for alcohol fuel mixtures and the income tax credit for alcohol used as fuel. Amends the Harmonized Tariff Schedule of the United States to provide for the duty free treatment for ethyl alcohol or a mixture containing ethyl alcohol if it is to be used as fuel. Applies such treatment to goods entered, or withdrawn from warehouses for consumption, on or after the 15th day after the enactment of this Act.

Kids Just Want to Ride Act - Amends the Consumer Product Safety Improvement Act of 2008 to exempt off-highway vehicles from children's product lead limits. Defines "off-highway vehicle" as: (1) any motorized vehicle designed to travel on two, three, or four wheels and having a seat designed to be straddled by the operator and handlebars for steering control; and (2) a snowmobile. Allows the Consumer Product Safety Commission (CPSC) to exempt a specific product or material from the limits if it finds that lead in the product or material will not result in the absorption of lead (under current law, of any lead) into the human body, taking into account normal and reasonably foreseeable use and abuse of the product by a child.

Veterans' Heritage Firearms Act of 2011 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it, and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.

End the Stimulus Advertisement Act - Prohibits the use of funds appropriated or otherwise made available under the American Recovery and Reinvestment Act of 2009 (ARRA) for physical signage indicating that a project is funded by such Act. States that under appropriations Acts providing funds for each of FY2012 and FY2013, the total amount available for obligation for administrative expenses of an affected agency shall be the amount that would otherwise be available, reduced by 50% of the amount reported to have been expended before the enactment of this Act for such signage. Requires the head of each affected agency to report to the Office of Management and Budget (OMB) a determination of such amount. Requires OMB to determine the allocation of such reduction among the accounts, and programs, projects, and activities within the accounts, of each affected agency. Requires the head of each affected agency to deposit such reduction amount in the general fund of the Treasury for purposes of deficit reduction.

Securing Aircraft Cockpits Against Lasers Act of 2011 - Amends the federal criminal code to prohibit the aiming of the beam of a laser pointer at an aircraft or in its flight path. Imposes a fine and/or prison term of up to five years. Exempts from such prohibition: (1) individuals conducting research and development or flight test operations for an aircraft manufacturer or the Federal Aviation Administration (FAA); (2) Department of Defense (DOD) or Department of Homeland Security (DHS) personnel conducting research, development, operations, testing or training; or (3) an individual using a laser emergency signaling device to send a distress signal.

No Taxpayer Funding for Abortion Act - Prohibits the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law (federal funds) for any abortion. (Currently, federal funds cannot be used for abortion services, except in cases involving rape, incest, or life endangerment.) Prohibits federal funds from being used for any health benefits coverage that includes coverage of abortion. (Thus making permanent existing federal policies.) Disallows any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan that includes coverage of abortion, including any medical deduction for such amounts or any credit for such an employer-sponsored plan. Prohibits the inclusion of abortion in any health care service furnished by a federal or District of Columbia health care facility or by any physician or other individual employed by the federal government or the District. Provides that such prohibitions shall not apply to an abortion if: (1) the pregnancy is the result of forcible rape or, if the pregnant woman is a minor, incest; or (2) the woman suffers from a physical disorder, injury, or illness, including a life-endangering physical condition caused by or arising from the pregnancy itself, that would place her in danger of death unless an abortion is performed, as certified by a physician. Makes such prohibitions applicable to District funds. Codifies the prohibition against a federal agency or program or any state or local government that receives federal financial assistance from subjecting any individual or health care entity to discrimination on the basis that the health care entity does not provide, pay for, provide coverage of, or refer for abortions. Creates a cause of action for any violations of such provisions. Gives federal courts jurisdiction to prevent and redress actual or threatened violations of such provisions by issuing any form of legal or equitable relief, including an injunction or order preventing the disbursement of all or a portion of federal financial assistance until the prohibited conduct has ceased. Gives standing to institute an action to affected health care entities and the Attorney General. Requires the Secretary of Health and Human Services to designate the Director of the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, investigate, and refer to the appropriate federal agency complaints alleging a violation of such provisions.

IRS Fee Reform Act of 2011 - Amends the Treasury, Postal Service and General Government Appropriations Act, 1995, to require fees for services provided by the Internal Revenue Service (IRS) to be deposited in the general fund of the Treasury and not be expended by the IRS unless provided by an appropriations Act (currently, the Secretary of the Treasury may spend such fees to supplement IRS appropriations).

End the Lame Duck Act - Considers the House of Representatives to be adjourned sine die if it stands adjourned on the date of the regularly scheduled general election for federal office during a Congress (beginning with the 112th Congress) pursuant to a concurrent resolution providing for the adjournment of the House. Authorizes the Speaker of the House and the Majority Leader of the Senate, or their respective designees, acting jointly and with the written agreement of the Minority Leaders of both chambers, to notify the Members of the House and Senate to reassemble if each determines that it is in the interest of the United States to do so. Provides for automatic continuing appropriations if a regular appropriation bill for a fiscal year does not become law before the date of the regularly scheduled general election for federal office held during such fiscal year.

Ensuring Affordable Energy Act - Prohibits any funds appropriated or otherwise available for the Administrator of the Environmental Protection Agency (EPA) from being used to implement or enforce: (1) a cap-and-trade program; or (2) any statutory or regulatory requirement pertaining to emissions of one or more greenhouse gases from stationary sources that is issued or becomes applicable or effective after January 1, 2011. Defines: (1) "cap-and-trade program" as any regulatory program established after the date of enactment of this Act that provides for the sale, auction, or other distribution of a limited amount of allowances that permit the emission of one or more greenhouse gases; and (2) "greenhouse gas" to include carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons, perfluorocarbons, or any other designated anthropogenic gas.

Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

Sunset All Czars Act - Prohibits the use of appropriated funds to pay for any salaries or expenses of any task force, council, policy office within the Executive Office of the President, or similar office that is established by or at the direction of the President and is headed by a Czar. Defines "Czar" as the head of any such office who: (1) is appointed to such position (other than on an interim basis) without the advice and consent of the Senate, (2) is excepted from the competitive service, (3) performs or delegates functions which would be performed or delegated by an individual appointed by the President with the advice and consent of the Senate if not for the establishment of such task force or office, and (4) does not have an existing removal date.

Free Industry Act - Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride; and (2) declare that nothing in the Act shall be treated as authorizing or requiring the regulation of climate change or global warming.

Better Use of Light Bulbs Act - Repeals provisions of the Energy Independence and Security Act of 2007 concerning lighting energy efficiency, including provisions that: (1) prescribe energy efficiency standards for general service incandescent lamps, rough service lamps, and other designated lamps; (2) direct the Secretary of Energy (DOE) to conduct and report to the Federal Trade Commission (FTC) on an annual assessment of the market for general service lamps and compact fluorescent lamps; (3) direct the Secretary to carry out a proactive national program of consumer awareness, information, and education about lamp labels and energy-efficient lighting choices; (4) prohibit a manufacturer, distributor, retailer, or private labeler from distributing in commerce specified adapters for incandescent lamps; (5) authorize the Secretary to carry out a lighting technology research and development program; (6) set forth minimum energy efficiency standards for incandescent reflector lamps; (7) set forth requirements for the use of energy efficient lighting fixtures and bulbs in public building construction, alteration, and acquisition; and (8) require metal halide lamp fixtures and energy efficiency labeling for designated consumer electronic products to be included within the Energy Policy and Conservation Act's (EPCA) regulatory oversight. Provides that EPCA shall be applied and administered as if such provisions had not been enacted.

Makes similar redesignations with respect to the Department Under Secretary, the Department Assistant Secretaries, and the General Counsel.

Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order in the House to consider any legislation containing appropriations within the jurisdiction of the Subcommittee on Military Construction, Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee (other than any measure making supplemental appropriations or continuing appropriations for a maximum 60-day period).

Public Employee Pension Transparency Act - Amends the Internal Revenue Code to deny tax benefits relating to bonds issed by a state or political subdivision during any period in which such state or political subdivision is noncompliant with specified reporting requirements for state or local government employee pension benefit plans. Requires plan sponsors of a state or local government employee pension benefit plan to file with the Secretary of the Treasury an annual report setting forth: (1) a schedule of the funding status of the plan; (2) a schedule of contributions by the plan sponsor for the plan year; (3) alternative projections for each of the next 20 plan years relating to the amount of annual conotributions, the fair market value of plan assets, current liability, the funding percentage, and other matters specified by the Secretary; (4) a statement of the actuarial assumptions used for the plan year; (5) a statement of the number of plan participants who are retired or separated from service and are either receiving benefits or are entitled to future benefits and those who are active under the plan; (6) a statement of the plan's investment returns; (7) a statement of the degree to which unfunded liabilities are expected to be eliminated; and (8) a statement of the amount of pension obligation bonds outstanding. Directs the Secretary to develop model reporting statements and create and maintain a public website, with searchable capabilities, for purposes of posting plan information required by this Act.

Authorizes states to return to the Secretary of Transportation certain unobligated stimulus funds made available for high speed rail and intercity rail projects under title XII of Division A of the American Recovery and Reinvestment Act of 2009. Requires the Secretary to deposit such funds into the general fund of the Treasury for federal budget deficit reduction.

American Recovery and Reinvestment Rescissions Act - Rescinds all unobligated balances remaining available as of November 15, 2010, of the discretionary appropriations provided by division A of the American Recovery and Reinvestment Act of 2009 (ARRA) (P.L. 111-5). Prohibits federal agencies administering ARRA funds from providing funding or reimbursement to any entity awarded such funds for the cost associated with physical signage or other advertisement indicating that a project is funded by the ARRA.

Expresses the sense of Congress that the Bayh-Dole Act (amending federal patent and trademark law) and its subsequent amendments have: (1) made substantial contributions to the advancement of scientific and technological knowledge; (2) fostered dramatic improvements in public health and safety; (3) strengthened higher education; (4) led to the development of new domestic industries and private sector jobs; and (5) benefitted economic and trade policies of the United States. Reaffirms the support of Congress for such Act and the role of innovation, entrepreneurship, and job creation in the future of the United States. Expresses the gratitude of Congress for the bipartisan leadership of specified former Members on the 30th anniversary of enactment of such Act.

Makes continuing appropriations for FY2011. Appropriates amounts for continuing projects or activities which were conducted in FY2008-FY2010 and for which appropriations, funds, or other authority were made available in section 101 of division A of P.L. 110-329 (Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009) in specified FY2008 appropriations Acts. Provides that, if the amount provided for a project or activity would be higher than the amount provided in appropriation Acts for FY2010, such project or activity shall be funded at the lower amount. Enacts into law: (1) the Department of Defense Appropriations Act, 2011, as reported in the 111th Congress by the Subcommittee on Defense of the House Committee on Appropriations; (2) the Department of Homeland Security Appropriations Act, 2011, as reported in the 111th Congress by the Subcommittee on Homeland Security of the House Committee on Appropriations; and (3) the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2011, as passed in the 111th Congress by the House. Makes appropriations, funds, and authority granted pursuant to this joint resolution available through FY2011, unless otherwise provided for in the applicable appropriations Act. Authorizes continuation of other specified activities (including activities for entitlements and other mandatory payments) through such date. Prohibits the use of funds made available in this joint resolution: (1) to carry out any program under, promulgate any regulation pursuant to, or defend against any lawsuit challenging any provision of the Patient Protection and Affordable Care Act, the Health Care and Education Reconciliation Act of 2010, or any amendment made by either Act; or (2) for a congressional earmark.

Walker failed to conduct himself in an impartial manner before striking down California's popularly enacted Proposition 8 and thereby redefined traditional marriage to include same-sex relationships; and (2) Judge Walker's decision to strike down Proposition 8 is wrong.

Declares that: (1) it is Congress's responsibility to determine the regulatory authority of the Federal Communications Commission (FCC) with respect to broadband Internet services; and (2) the FCC should suspend any further action on its proceeding to extend its traditional communications regulatory authority to include such services until Congress delegates such authority to the FCC.

Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

Social Security Identity Defense Act of 2010 - Amends the Internal Revenue Code to require the Secretary of the Treasury to make certain disclosures to the holder of a social security account number and to the Federal Bureau of Investigation (FBI) if the Secretary determines that there is a substantial likelihood that there has been a fraudulent use of such account number in the employment context. Authorizes the FBI Director to disclose information received from the Secretary to federal, state, and local law enforcement officials, but restricts the use of such information to carrying out criminal investigations or prosecutions. Requires employers who have been notified of suspected misuse of an employee's social security account number to cease including such account number on statements provided to such employee.

Supports efforts to retain the ban on the ability of the National Highway Traffic Safety Administration (NHTSA) to lobby state legislators using federal tax dollars. Recognizes the importance of motorcycle crash prevention as the primary source of motorcycle safety. Encourages NHTSA to: (1) focus on crash prevention and rider education as the most significant priorities in motorcycle safety; and (2) provide appropriate congressional committees a statement why it believes it is less important to focus on crash prevention, rider education and training, proper licensing, and reducing impaired riding than on mandating universal helmet use. Expresses the sense of the House of Representatives that any law that supersedes state laws regarding the use of helmets as it applies to denial of health coverage and benefits resulting from an injury sustained while riding a motorcycle should not be implemented.

Expresses support for the designation of National Prostate Cancer Awareness Month. Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) support research so that the screening and treatment of prostate cancer may be improved and the causes of, and a cure for, prostate cancer may be discovered; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Better Oil Spill Response Plan Act of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the President, every five years, to publish and provide to each Area Committee an estimate of the worst case discharges that are possible in each area described in an Area Contingency Plan based on the oil and gas exploration, development, and production activities that are planned or being conducted at various locations and depths in each area. Requires the President to revise the National Contingency Plan and the regulations concerning the National Response System to take into account: (1) the adequacy of the Plan to respond to the volume, source, and duration of the discharge caused by the explosion involving the mobile offshore drilling unit Deepwater Horizon; (2) any findings and options related to the Plan made by the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling; and (3) the estimate of the worst case discharges. Requires the President to revise the Plan whenever the estimate of the worst case discharges materially changes. Requires Area Contingency Plans to be adequate to mitigate or remove (currently, to remove) a worst case discharge. Sets forth provisions concerning revision and presidential review of: (1) Area Contingency Plans; and (2) tank vessel, nontank vessel, and facility response plans to discharges of oil or hazardous substances. Repeals provisions authorizing the President to permit a vessel or facility to operate without an approved response plan if the owner or operator certifies the availability of private personnel and equipment to respond to a worst case discharge or substantial threat of such a discharge. Directs the President to require owners or operators of vessels or facilities that are required to submit response plans to demonstrate annually their capacity to implement such plans. Requires a dispersant schedule prepared under the National Contingency Plan to include specified information regarding the safety and efficacy of the dispersants, other chemicals, and other spill mitigating devices and substances. Prohibits the President from placing such a substance on such schedule unless the President receives satisfactory assurances that the manufacturer will publicly disclose the ingredients of any such substance that will be used to carry out a National Contingency Plan, Area Contingency Plan, or vessel or facility response plan in response to a discharge declared to be a spill of national significance. Amends the Outer Continental Shelf Lands Act to require compliance with the Clean Water Act's response plan requirements.

Water Assistance from International Vessels for Emergency Response Act or WAIVER Act - Waives requirements for coastwise endorsements to a certificate of documentation in order to engage in coastwise trade for foreign vessels engaged in containment, remediation, or associated activities in connection with the mobile offshore drilling unit Deepwater Horizon oil spill in the Gulf of Mexico.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Requests the President and directs the Secretary of Energy to furnish to the House of Representatives all documents relating to: (1) the Department of Energy's (DOE) Motion to Withdraw its pending licensing application with prejudice for a permanent geologic repository at Yucca Mountain, Nevada; (2) the President's elimination of future funding for Yucca Mountain; (3) DOE's reprogramming of FY2010 funds to bring to the Yucca Mountain Project to an orderly close; (4) DOE's discontinuation of standard monitoring and data collection of the site; and (5) DOE's efforts to preserve documents supporting its Yucca Mountain Repository License Application.

Directs the Attorney General to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of any document, record, memo, correspondence, or other communication of the Department of Justice (DOJ), including the Office of the Solicitor General, that refers or relates to: (1) any guidance or recommendations made by DOJ since January 20, 2009, regarding discussions of administration appointments by White House staff with any candidate for public office in exchange for such candidate's withdrawal from any election; or (2) any inquiry, investigation, or review by DOJ, including appointment of a Special Counsel, regarding such discussions.

Debt Buy-Down Act - Amends the Internal Revenue Code to allow individual taxpayers to designate up to 10% of their adjusted income tax liability for the reduction of the public debt. Establishes in the Treasury the Public Debt Reduction Trust Fund to hold tax revenues generated by this Act for the reduction of the public debt. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to require a sequestration of federal spending equivalent to the estimated aggregate amount designated by taxpayers under this Act to reduce the public debt. Prohibits any reduction in social security retirement benefits, veterans benefits, or interest payments on federal debt as a result of any such sequestration.

Powering America for Tomorrow Act - Amends the Federal Power Act to direct the Federal Energy Regulatory Commission (FERC) to designate one or more regions within the Eastern Interconnection and the Western Interconnection to be represented by specified regional transmission planners. Sets forth application and approval procedures for regional transmission planners. Prescribes: (1) a regional transmission plan design; and (2) a regional transmission planning process. Requires the federal power marketing administrations and transmitting utilities in a designated region to integrate their transmission plans with the regional transmission plans required under this Act, and to otherwise participate in a regional transmission planning process. Directs FERC to require that: (1) all regional high voltage electric transmission cost allocation processes and methodologies adhere to a clear and consistent set of specified regulatory principles; and (2) regional transmission planners coordinate planning across regional boundaries within an Interconnection. Authorizes a regional transmission planner, as part of a plan submitted to FERC, to identify regional transmission projects required by, and consistent with, the public convenience and necessity. Instructs FERC, in issuing a certificate of public convenience and necessity, to give substantial deference to any proposed finding of public convenience and necessity in the plan submitted by a regional transmission planner. Excludes from review for any environmental assessment or environmental impact statement required under the National Environmental Policy Act of 1969 any proposed finding by a regional transmission planner of public convenience and necessity with respect to a regional transmission project. Retains state exclusive authority over the siting of any transmission facility that is not a part of a regional transmission project. Specifies federal siting authority with respect to any transmission facility identified as part or all of a regional transmission project for which a certificate of public convenience and necessity has been issued.
