Elder Abuse Victims Act of 2008 - Directs the Attorney General to: (1) study and report to Congress on state laws and practices relating to elder abuse, neglect, and exploitation; and (2) develop and implement policies and a long-term plan for elder justice programs and related activities. Authorizes the Attorney General to award victim advocacy grants for study of the special needs of victims of elder abuse, neglect, and exploitation, including related pilot programs. Directs the Attorney General to: (1) award grants to support local and state prosecutors and general law enforcement in elder justice matters; and (2) establish procedures to ensure that the Department of Justice dedicates resources to investigating and prosecuting elder justice cases. Amends title XX (Block Grants to States for Social Services) of the Social Security Act to add a new part B (Elder Justice) establishing an Elder Justice Coordinating Council and the Advisory Board on Elder Abuse, Neglect, and Exploitation.

Internet Freedom Preservation Act of 2008 - Amends the Communications Act of 1934 to declare that it is U.S. policy to: (1) maintain the freedom to use broadband telecommunications networks, including the Internet, without unreasonable interference from or discrimination by network operators; (2) enable the United States to preserve its global leadership in online commerce and technological innovation; (3) promote the open and interconnected nature of broadband networks that enable consumers to reach, and service providers to offer, content, applications, and services of their choosing; and (4) guard against unreasonable discriminatory favoritism for, or degradation of, content by network operators based upon its source, ownership, or destination on the Internet. Requires the Federal Communications Commission (FCC) to commence a proceeding on broadband services and consumer rights, including assessing whether broadband network providers: (1) refrain from unreasonably interfering with the ability of consumers to access, use, send, receive, or offer content, applications, or services of their choice, and attach or connect their choice of devices; and (2) add charges for quality of service to certain Internet applications and service providers.

Climate Change Center and Clearinghouse Act of 2008 - Amends the Small Business Act to establish: (1) the Office of Environment, Energy, and Climate Change within the Small Business Administration (SBA); and (2) the Climate Change Center and Clearinghouse within such Office. Requires the Office to: (1) oversee and administer the Center; (2) promote energy efficiency efforts for, and efforts to reduce energy costs of, small businesses; and (3) oversee efforts by small businesses to develop renewable energy technologies. Requires the Center to: (1) provide information to small businesses on assessing and managing the impacts of climate change and on cost savings and revenue gains possible through carbon credit trading opportunities and federal and state renewable energy and energy efficiency tax relief programs, purchase incentives, and rebate programs; (2) ensure that such information is provided to small businesses on an accessible website and through nationwide workshops; (3) coordinate federal agency efforts to provide support to small businesses for the purpose of maintaining competitiveness while developing green products or services, implementing green business practices, or reducing pollution; (4) develop a baseline study that provides a broad analysis that aggregates small business energy consumption and emissions; (5) raise awareness among small businesses of the information, technical support, and network opportunities made available through the Energy Star Program to reduce energy waste and energy costs; (6) develop a carbon footprint website that contains information on how small business concerns can reduce their carbon footprint, links to other carbon footprint websites, and a calculator for obtaining an estimate of a small business's carbon emissions based on electricity usage, heating fuel usage, and fleet mileage; and (7) develop a marketing plan. Directs: (1) the President to establish an interagency working group to establish goals and priorities for the Center and to provide for interagency coordination of Center activities; and (2) the Administrator of SBA to specify a detailed definition for the terms "green products or services" and "green business practices."

Provides that, if the federal medical assistance percentage (FMAP) determined under title XIX (Medicaid) of the Social Security Act without regard to this Act for a state for FY2008 is less than the FMAP as so determined for FY2007, the FY2007 FMAP shall be substituted for the FMAP for the third and fourth calendar quarters of FY2008, before the application of this Act. Provides that, if the FMAP determined without regard to this Act for a state for FY2009 is less than the FMAP as so determined for FY2008, the FY2008 FMAP shall be substituted for the FMAP for the first, second, and third calendar quarters of FY2009, before the application of this Act. Provides that, for each eligible state for the third and fourth calendar quarters of FY2008, and for the first, second, and third calendar quarters of FY2009, the FMAP shall be increased by 2.95 percentage points. Provides for an increase in the cap on Medicaid payments to Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. Declares that, only for FMAP computation purposes, any significant disproportionate employer pension or insurance fund contribution shall be disregarded in computing the per capita income of a state, but not in computing the per capita income for the continental United States (and Alaska) and Hawaii.

Authorizes the award of a single Congressional Gold Medal to collectively honor the American soldiers who were prisoners of war in Bataan, Philippines, during World War II, in recognition of their personal sacrifice and service to their country. Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the prisoners of war at Bataan.

Armed Forces Suicide Prevention Act of 2008 - Directs the Secretary of Defense to undertake specified actions to enhance the suicide prevention programs of the Department of Defense (DOD), including: (1) suicide prevention training for all members of the Armed Forces and DOD civilian health care community and family support professionals; and (2) a suicide prevention outreach program throughout the Armed Forces and military family communities. Directs the Secretary to provide readjustment assistance to spouses and parents of members returning from deployments, including information on: (1) ways to identify signs and symptoms of risk factors for suicide; and (2) the national suicide prevention hotline and other suicide prevention resources. Authorizes the Secretary to award grants and enter into cooperative agreements to identify and implement within DOD strategies for: (1) the recruitment and retention of qualified military behavioral health professionals to provide mental health services, and substance abuse disorder prevention and treatment services, to members; and (2) reducing the stigma associated with seeking mental health treatment.

Justice for Victims of Torture and Terrorism Act - Amends the National Defense Authorization Act for Fiscal Year 2008 (the Act) to remove the authority of the President to grant the government of Iraq immunity from actions by victims of terror seeking compensation for injuries caused by officials, employees, or agents of the government of Iraq during the time such government was classified as a state sponsor of terrorism if: (1) it is the interest of national security; (2) it promotes the reconstruction of, the consolidation of democracy in, and the relations of the United States with, Iraq; and (3) Iraq continues to be a reliable ally of the United States and partner in combating acts of international terrorism. Deems ineffective, on the date of the enactment of this Act, any such immunity granted to the government of Iraq by the Act.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain veterans who die as a result of a service-connected disability incurred or aggravated on active duty in a war after the Persian Gulf War or a combat zone after September 11, 2001, if the Secretary determines, in his or her discretion, that the termination of collection is in the best interest of the United States. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Securing Success for Veterans on Campus Act of 2008 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to award three-year grants to institutions of higher education to develop model programs that require each grantee to establish a campus Center of Excellence for Veteran Student Success that provides a single point of contact for the coordination of comprehensive support services for students who are veterans. Requires the Secretary to develop an evaluation and accountability plan for measuring the effect such programs have on veterans' success in postsecondary education.

Environmental Justice Renewal Act - Defines "environmental justice" as the fair treatment and meaningful involvement of all individuals regardless of race, color, national origin, educational level, or income in the process of developing environmental laws and regulations. Defines "environmental justice community" as a community with a significant representation of racial, ethnic, or low-income populations vulnerable to environmental or human health risks. Directs the Administrator of the Environmental Protection Agency (EPA) to establish the Interagency Working Group on Environmental Justice to provide guidance to federal agencies in identifying disproportionately high and adverse human health or environmental effects on minority and low-income populations and to assist such agencies in developing environmental justice strategies. Requires the Working Group to develop and promulgate a coordinated interagency federal environmental justice strategy. Requires the Administrator to: (1) establish in the EPA the position of Environmental Justice Ombudsman to monitor complaints relating to environmental justice programs; (2) provide training in environmental justice to EPA employees; (3) establish grant programs to address local environmental justice concerns; (4) establish a basic training program to assist residents of environmental justice communities in identifying human health and environmental risks; (5) establish a National Environmental Justice Advisory Council to provide independent advice and recommendations to the Administrator on environmental justice issues; and (6) establish an Environmental Justice Clearinghouse to provide information on EPA activities relating to environmental justice. Requires the Comptroller General to report to Congress on the effectiveness of this Act.

Prohibits the Secretary of the Interior from selling any oil and gas lease for any tract located in the Lease Sale 193 Area of the Alaska Outer Continental Shelf Region before the earlier of: (1) the listing of the polar bear as a threatened or endangered species under the Endangered Species Act of 1973 and a final decision regarding the determination of its critical habitat; or (2) the date the Secretary publishes a determination that such listing is not warranted.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) full and equitable funding for the Ryan White HIV/AIDS Treatment Modernization Act of 2006; (3) development of a national AIDS plan to reduce new HIV infections; (4) appropriate funding for HIV/AIDS prevention and treatment; (5) the strengthening of stable African-American communities; (6) reducing the impact of incarceration as a driver of new HIV infections within the African-American community; (7) HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment as early as possible; (8) reducing the number of HIV infections in the African-American community resulting from injection drug use; and (9) efforts to link those infected with HIV to accessible care and treatment options. Applauds the codification of the Minority AIDS Initiative within the reauthorization of the Ryan White CARE Act.

Josh Miller Helping Everyone Access Responsive Treatment in Schools Act of 2007, or the Josh Miller HEARTS Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to local educational agencies (LEAs) to: (1) purchase automated external defibrillators (AEDs) for use in their schools; and/or (2) provide training to meet the requirement that at least five adult employees or volunteers at each school with an AED successfully complete training in its use and in cardiopulmonary resuscitation (CPR). Requires LEA grant applicants also to demonstrate that: (1) the AEDs are integrated into the schools' medical emergency response procedures; and (2) emergency services personnel are notified of their locations.

Recognizes the need to pursue research into the causes, treatment, and a cure for primary lateral sclerosis. Commends: (1) hospitals, community clinics, educational institutes, and other organizations that are working to increase awareness of, and conducting research for methods to help patients suffering from, the disorder; and (2) the Spastic Paraplegia Foundation for its efforts to educate, support, and provide hope for individuals who suffer from the disorder, while funding research to help find a cure. Expresses support for the designation of a Hardy Brown Primary Lateral Sclerosis Awareness Month.

Compound 1080 and M-44 Elimination Act - Amends the Toxic Substances Control Act to prohibit the manufacture, processing, possession, or distribution in commerce of sodium fluoroacetate (known as Compound 1080 or sodium monofluoroacetate). Directs the Secretary of Agriculture to: (1) conduct an inventory to identify stocks of Compound 1080 under federal control; (2) provide for the collection and destruction of all remaining stocks of Compound 1080 and the compensation of persons (other than federal entities) who transfer stocks of Compound 1080 to the Secretary; and (3) disseminate information to the public about the ban on Compound 1080 and the collection and compensation program under this Act. Prohibits any federal entity from using M-44. Defines "M-44" as sodium cyanide packaged in a dispenser designed to propel it when activated and any other form of sodium cyanide used for wildlife management or other animal control purposes.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Environmental Justice Access and Implementation Act of 2007 - Requires specified federal agencies to establish an Office of Environmental Justice pursuant to Executive Order 12898 (concerning federal actions to address environmental justice in minority and low-income populations). Defines "environmental justice" as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, educational level, or income in the development, implementation, and enforcement of environmental laws and regulations. Requires the inclusion of minority and low-income populations with health vulnerabilities and exposure to certain environmental conditions in criteria for defining an environmental justice community. Requires federal agencies to integrate the environmental justice strategy developed under Executive Order 12898 into their operations and missions and explicitly address compliance with this Act. Directs the Interagency Federal Working Group on Environmental Justice (Working Group) to coordinate an integrated environmental justice training plan for federal agencies. Requires federal agencies subject to the requirements of this Act to carry out certain outreach activities relating to environmental justice and to report on such activities to the Working Group. Directs federal agencies to fund and establish community technology centers to provide technical assistance and other services in the environmental justice area. Requires the President and the Government Accountability Office (GAO) to provide certain reports to Congress relating to environmental justice.

Small Business Regulatory Improvement Act - Revises the Regulatory Flexibility Act. Defines the "economic impact" of a rule to include any direct or indirect economic effects on small entities. Requires initial regulatory flexibility analyses of a proposed rule to contain a detailed statement describing the type of small entities to which the proposed rule will apply. Revises provisions requiring the publication by each agency of a plan for the periodic review of its rules that have a significant impact on a substantial number of small entities to determine whether they should be continued, changed, or rescinded, including to: (1) limit to two years the amount of time the period for reviewing an agency's regulations may be extended; and (2) require each agency to report annually on review results to Congress and to the Administrator of the Office of Information and Regulatory Affairs of the Office of Management and Budget (OMB). Requires an agency to notify the Chief Counsel for Advocacy of the Small Business Administration of any draft rules that may have a significant economic impact on a substantial number of small entities either: (1) when the agency submits a draft rule to the such Office, if submission is required; or (2) if no submission to the Office is so required, at a reasonable time before publication of the rule by the agency. Requires that final regulatory flexibility analyses include the agency's response to any comments filed on a rule by the Chief Counsel and a detailed statement of any changes made as a result.

Pediatric, Adolescent, and Young Adult Cancer Survivorship Research and Quality of Life Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to expand and intensify CDC's cancer control programs. Requires the Secretary to: (1) provide guidance to states, in collaboration with the Director of the National Cancer Institute (NCI), on interventions that may be incorporated into state cancer control programs to improve the long-term health status of childhood cancer survivors; (2) encourage states to incorporate strategies for improving their care into their comprehensive cancer plans; (3) collaborate with the NCI Director to improve or develop systems for tracking cancer survivors; and (4) enhance control programs to include a focus on childhood cancer survivorship. Directs the NCI Director to: (1) coordinate National Institutes of Health (NIH) activities regarding cancer survivorship; (2) make grants for research regarding pediatric cancer survivors and health disparities in cancer survivorship within minority populations; (3) conduct or support research to evaluate followup care for childhood cancer survivors; and (4) make grants to establish pilot programs to develop, study, or evaluate model systems for monitoring and caring for cancer survivors. Directs the Secretary to make grants to: (1) establish or improve training programs for health care professionals to improve followup care for young cancer survivors and to ensure that such care is linguistically and culturally competent; (2) pay costs incurred during the first four years of operating a clinic for comprehensive long-term followup services for childhood cancer survivors; and (3) improve physical and psychosocial care for such survivors.

Recognizes the special legal and political relationship the Indian tribes have with the United States and the solemn covenant with the land we share. Commends and honors the Native Peoples for the thousands of years that they have stewarded and protected this land. Recognizes that there have been years of official depredations, ill-conceived policies, and the breaking of covenants by the U.S. government regarding Indian tribes. Apologizes on behalf of the people of the United States to all Native Peoples for the many instances of violence, maltreatment, and neglect inflicted on them by U.S. citizens. Expresses the regret of the United States for the ramifications of former wrongs and its commitment to build on the positive relationships of the past and present to move toward reconciliation. Urges the President to acknowledge the wrongs of the United States against Indian tribes in U.S. history. Commends the state governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries, and encourages all state governments to do the same. Declares that nothing in this Joint Resolution authorizes or supports any claim against the United States or serves as a settlement of any claim against the United States.

Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.
