Medicaid Advanced Practice Nurses and Physician Assistants Access Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to eliminate the state option to include nurse practitioners, certified nurse-midwives, and physician assistants as primary care case managers. Specifies as primary care case managers any nurse practitioner, certified nurse-midwife, or physician assistant that provides primary care case management services under a primary care case management contract. Revises the coverage of certain nurse practitioner services under the Medicaid fee-for-service program to remove the specification of certified pediatric nurse practitioner and certified family nurse practitioner in order to extend such coverage to services furnished by a nurse practitioner or clinical nurse specialist. Includes nurse practitioners, clinical nurse specialists, physician assistants, certified nurse midwives, and certified registered nurse anesthetists in the mix of service providers which Medicaid managed care organizations are required to maintain.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing: (1) mortgage lending services for either a subprime federally related mortgage loan; (2) mortgage brokerage services for such a loan; and (3) appraisal of a property offered as security for repayment of the loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.

Protecting America's Workers Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to expand its coverage to federal, state, and local government employees. Authorizes the Secretary of Labor, under specified conditions, to cede OSHA jurisdiction to another federal agency with respect to certain occupational standards or regulations for such agency's employees. Declares OSHA inapplicable to working conditions covered by the Federal Mine Safety and Heath Act of 1977. Sets forth increased protections for whistleblowers under OSHA. Increases civil and criminal penalties for certain OSHA violators. Sets forth provisions relating to: (1) victims' rights; (2) posting of employee rights; (3) investigations of fatalities and serious injuries; (4) prohibition of unclassified citations; (5) right to contest citations and penalties; and (6) objections to modifications of citations. Directs the Secretary to revise regulations and promulgate OSHA standards to require employers to provide personal protective equipment for employees at no cost to employees.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Promoting Lifelong Active Communities Every Day Act or the PLAY Every Day Act - Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop the Community Play Index to measure the policy, program, or environmental barriers in communities to participating in physical activity. Requires the Index to include: (1) measurements that examine barriers to physical activities across multiple settings; and (2) measurements to assist economically and culturally diverse communities in examining the social determinants of health. Requires the Secretary, acting through the Director, to award grants to state health departments for work in partnership with community-based coalitions to plan and implement model communities of play that: (1) increase the physical spaces and places available for physical activity; (2) increase the opportunities for children and families to participate in quality play and the number of children and families participating in quality play; and (3) increase knowledge and awareness about the importance of individuals achieving 60 minutes of recommended physical activity every day.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Part-time Student Assistance Act - Amends the Higher Education Act of 1965 to provide access and assistance to increase college attendance and completion by part-time students. Increases the earnings exempt from student aid need determinations for academic year 2007-2008 by exempting earnings of up to: (1) $9,000 for dependent students; and (2) $12,000 for independent students with no dependents (other than spouse). Establishes a revised table that increases the amount of earnings for independent students with dependents (other than spouse) that are exempt. Provides for inflationary adjustments to such earnings exemptions in subsequent academic years. Exempts earned income credits from the calculation of income. Revises and expands a program (child care access means parents in school) which provides grants to institutions of higher education for child care assistance for low-income students. Directs the Secretary of Education to establish a year-round Pell grant pilot program. Authorizes a demonstration program to create a holistic approach to addressing the needs of part-time students. Allows such program to: (1) be at up to 150 associate's and bachelor's degree-granting institutions; and (2) include grants, leveraging funds from nonfederal sources, comprehensive child care, and better tailored remedial course programs.

Employment Non-Discrimination Act of 2007 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the armed forces. States that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act with regard to: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) dress and grooming standards; and (5) certain matters relating to marriage. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings against state governments and, subject to limitation, the federal government.

Right Start Child Care and Education Act of 2007 - Amends the Internal Revenue Code to: (1) increase the rates and maximum allowable amount of the tax credit for employer-provided child care; (2) increase the dollar limit on the child care tax credit; and (3) allow a $2,000 tax credit for child care providers who hold a bachelor's degree in early childhood education, child care, or a related degree and who provide at least 1,200 hours of child care services in a taxable year.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Greater Hells Canyon ecosystem; (6) Islands in the Sky Wilderness; and (7) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as wilderness and components of the System; and (3) certain biological connecting corridors as special corridor management areas. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Patient Protection and Innovative Biologic Medicines Act of 2007 - Amends the Public Health Service Act to allow any person to submit an application for approval of a biologics license for a biological product that is claimed to be similar to a qualified biological product (reference product) after 12 years have elapsed since the reference product was approved or licensed. Allows the Secretary of Health and Human Services to approve such a similar biological product: (1) only if the applicant demonstrates that the product conforms to the applicable final product-class specific guidance and the Secretary concludes the product is safe, pure, and potent; (2) only for indications for which the reference product is approved; and (3) to be effective only after at least 14 years have elapsed since the reference product was approved or licensed. Prohibits the Secretary from designating a similar biological product as therapeutically equivalent to the reference product. Prohibits the Secretary from approving a product that is claimed to be similar to or the same as a reference product under any other provision of law. Authorizes any person to request issuance of product-class specific guidance applicable to a qualified biological product and its class. Requires the Secretary to establish a Similar Biological Products Advisory Committee. Sets forth provisions governing the naming of biotechnology-derived therapeutic protein and other biological products. Amends the Federal Food, Drug, and Cosmetic Act to deem a biotechnology-derived therapeutic protein to be misbranded if its labeling fails to meet the requirements of this Act.

Haley's Act - Amends the Animal Welfare Act to: (1) define the term "big cat" to mean any live species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species; (2) allow the Secretary of Agriculture to deny or revoke licenses to animal dealers and exhibitors based on recommendations from state or local officials with jurisdiction over captive wildlife; (3) require the Secretary to include in standards that govern the humane handling, care, treatment, and transportation of animals by dealers, research facilities, and exhibitors a minimum requirement to provide for public safety; (4) increase civil and criminal penalties for violations of such Act; (5) prohibit a licensed exhibitor or dealer from allowing direct contact between a big cat and a member of the public, with an exception for zoos; and (6) prohibit the Secretary from granting a license to a dealer or exhibitor of a big cat until the Secretary has issued regulations to implement this Act.

Bristol Bay Protection Act - Amends the Outer Continental Shelf Lands Act to prohibit the conduct of oil and gas preleasing, leasing, and related activities in areas of the outer Continental Shelf located in the North Aleutian Basin Planning Area. Amends the Energy Policy Act of 2005 to exclude such Planning Area from a mandated inventory of oil and natural gas resources beneath the waters of the outer Continental Shelf.

Recognizes that: (1) infertility is a disease; and (2) knowledge about infertility will help people make educated decisions about family building. Commends RESOLVE: the National Infertility Association and other organizations for their efforts to promote greater public awareness about infertility. Expresses support for the goals of National Infertility Awareness Week. Acknowledges federal responsibility to raise awareness and improve education, encourage research, and improve access to information regarding infertility.

America's Red Rock Wilderness Act of 2007 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase-Escalante; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of state-owned lands within such areas; (3) federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Small Business Fairness in Contracting Act - Amends the Small Business Act to, among other things: (1) revise and add to Small Business Administration (SBA) requirements concerning contract bundling; (2) increase the government-wide goal for participation by small business concerns in federal procurement and service contracts; (3) include overseas contracts in such goal; and (4) require certain small businesses to annually recertify compliance with maximum small business size standards for eligibility for SBA-awarded contracts and subcontracts. Directs the SBA Administrator to: (1) develop and maintain a database to assist small businesses in marketing to large corporations that have not achieved their small business goals; (2) contact registered small businesses regarding the likelihood of federal contracting opportunities; (3) prescribe regulations governing SBA review of subcontracting plans; (4) ensure that whenever a small business loses a protest over its size, a notification is placed adjacent to the listing for that business in the Central Contractor Registry; and (5) ensure a biannual review of such Registry to purge businesses no longer considered small businesses.

Medicare Access to Rural Anesthesiology Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide payment under Medicare part A (Hospital Insurance) on a reasonable cost basis for anesthesia services furnished by a physician who is an anesthesiologist in certain rural hospitals in the same manner as payment is made for anesthesia services furnished by a certified registered nurse anesthetists in such hospitals.

National Health Service Corps Improvement Act of 2007 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

Superfund Equity and Megasite Remediation Act of 2007 - Amends the Internal Revenue Code to reinstate the Hazardous Substance Superfund financing rate and the corporate environmental income tax, except in certain calendar quarters in which the unobligated balance in the Hazardous Substance Superfund exceeds $5.7 billion. Provides for a 50% increase in the Hazardous Substance Superfund financing rate and the corporate environmental income tax between 2008 and 2013 to fund response actions at Superfund sites estimated to cost more than $50 million (megasites) or which pose high health risks. Establishes the Megasites and High Risk Sites Cleanup Account in the Hazardous Substance Superfund. Transfers to such Account revenues resulting from the temporary 50% increase in the Hazardous Substance Superfund financing rate and the corporate environmental income tax. Requires the Administrator of the Environmental Protection Agency (EPA) to report to Congress annually on the progress of response actions funded by the Hazardous Substance Superfund.

Expanding the Promise for Individuals With Autism Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) convene, on behalf of the Interagency Autism Coordinating Committee, a Treatments, Interventions, and Services Evaluation Task Force to evaluate evidence-based biomedical and behavioral treatments and services for individuals with autism; (2) establish a multi-year demonstration grant program for states to provide evidence-based autism treatments, interventions, and services. (3) establish planning and demonstration grant programs for adults with autism; (4) award grants to states for access to autism services following diagnosis; (5) award grants to University Centers of Excellence for Developmental Disabilities to provide services and address the unmet needs of individuals with autism and their families; (6) make grants to protection and advocacy systems to address the needs of individuals with autism and other emerging populations of individuals with disabilities; and (7) award a grant to a national nonprofit organization for the establishment and maintenance of a national technical assistance center for autism services and information dissemination. Directs the Comptroller General to issue a report on the financing of autism services and treatments.

Teaching Fellows Act of 2007 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to make competitive matching grants to states for Teaching and Partnership Fellows programs of scholarships for prospective public school teachers. Provides for scholarships: (1) under the Teaching program for high school seniors and second-year college students to encourage them to enter the teaching field and become career educators; and (2) under the Partnership program for individuals, such as paraprofessional educational personnel and others currently in the education field, to complete a bachelor's degree with a state license or certification to teach through partnerships among associate- and bachelor-degree-granting institutions. Requires scholarship recipients to repay specified amounts if they do not fulfill certain obligations to teach in their state's public elementary or secondary schools, under such Teaching and Partnership Fellows program.

Elder Justice Act - Amends the Social Security Act (SSA) to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry. Directs the Attorney General to: (1) study and report to the EJCC, the Advisory Board, and Congress on state laws and practices relating to elder abuse, neglect, and exploitation; and (2) develop and implement a long-term plan for elder justice programs and related activities. Authorizes the Attorney General to award advocacy grants for study of elder abuse victim needs. Directs the Attorney General to award grants to provide training and other types of support to local and state prosecutors as well as police and other front line law enforcement responders handling elder justice-related cases. Requires increased Department of Justice support for federal cases involving elder justice. Amends the Internal Revenue Code to create a long-term care facility worker employment tax credit.

Ambulatory Surgical Center Medicare Payment Modernization Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to revise the requirements and the formula for payments for services, including an implantable medical device, furnished to individuals in ambulatory surgical centers.

Medicare Durable Medical Equipment Access Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from awarding any contracts under the competitive durable medical equipment items and services acquisition program unless: (1) the quality standards have been implemented; and (2) the Secretary has received advice from the program oversight committee. Requires the Secretary (who currently is authorized), in carrying out competitive acquisition programs, to exempt: (1) rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service; and (2) items and services for which the application of competitive acquisition is not likely to result in significant savings. Exempts smaller metropolitan statistical areas as well. Modifies requirements for the protection of small suppliers in bidding and contracting. Requires the Secretary to permit all suppliers to continue to participate as suppliers at the selected award price so long as they submit bids at less than the fee schedule amount otherwise applicable and otherwise comply with program requirements. Provides for appeal rights (currently denied). Requires the Secretary to exempt from competitive acquisition requirements items and services for which the application of competitive acquisition is not likely to result in significant savings of at least 10%. Prohibits the Secretary from implementing a program with respect to an item or service unless inclusion of the item or service will make significant savings of at least 10% probable, compared to the fee schedule in effect on January 1, 2007. Prohibits the Secretary from implementing certain payment rate basis requirements for covered items furnished after January 1, 2009, with respect to an area that is not a competitive acquisition area, unless a comparability analysis has been completed and published. Directs the Secretary, after fully implementing the initial 10 competitive acquisition areas, to analyze and report to Congress on the impact of competitive bidding in those areas. Prohibits expanding the coverage of competitive acquisition programs, or applying bid rates to non-bid areas, beyond the 10 competitive acquisition areas, unless specifically authorized by Congress.

Rural Wind Energy Development Act - Amends the Internal Revenue Code to allow: (1) a tax credit for the installation of wind energy property; and (2) an accelerated depreciation allowance for such property.

Tax Equity for Health Plan Beneficiaries Act of 2007 - Amends the Internal Revenue Code to: (1) extend the exclusion from gross income for employer-provided health care coverage to certain eligible beneficiaries and their dependent children; (2) revise the definition of "dependent" for purposes of the tax deduction for the health insurance costs of self-employed individuals; and (3) extend voluntary employees' beneficiary association sick and accident benefits to eligible beneficiaries and their dependents.

Farm Animal Stewardship Purchasing Act - Prohibits the federal government from purchasing any product derived from a covered animal unless the animal is raised with: (1) adequate shelter which allows the animal to stand, lie down, walk, and turn around completely and fully extend all limbs or wings without touching any part of an enclosure or other animal; (2) daily access to adequate food and water; (3) adequate veterinary care; and (4) in the case of a mammal, the offspring of a dam that was kept in compliance with such provisions during pregnancy. States that this Act shall not apply to a covered animal: (1) during lawful transport; (2) in lawful rodeo exhibitions, state or county fair exhibitions, or other similar exhibitions; (3) in lawful scientific or agricultural research; (4) undergoing veterinary care; or (5) in the case of a sow, during the seven day period prior to the date the sow is expected to give birth. Defines "covered animal" as any non-aquatic farm animal, including a pig, head of bison or cattle, chicken, turkey, duck, goose, goat, sheep, rabbit, ostrich, emu, or rhea intended for food production use.

Colorectal Cancer Prevention, Early Detection, and Treatment Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and Indian tribes for colorectal cancer programs that include: (1) providing colorectal cancer screening to individuals who are over 50 years of age or at high risk for such cancer; (2) providing case management and referrals for medical treatment; (3) ensuring the full continuum of follow up and cancer care for individuals screened; (4) carrying out activities to improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; and (5) developing and disseminating public information and education programs for the detection and control of colorectal cancer and promoting the benefits of receiving screenings through this program. Gives priority to low-income individuals who lack adequate coverage under health insurance and health plans with respect to screenings for colorectal cancer. Allows the Secretary to provide training and technical assistance with respect to the planning, development, and operation of programs funded by a grant under this Act. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for colorectal cancer under this Act and who need treatment for complications due to screening or colorectal cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Fire Sprinkler Incentive Act of 2007 - Amends the Internal Revenue Code to classify automatic fire sprinkler systems as five-year depreciable property. Makes this Act applicable to property placed in service after April 11, 2003.

Protection Against Transmission of HIV for Women and Youth Act of 2007 - States that it shall be U.S. policy to: (1) pursue a global HIV prevention strategy that emphasizes the needs of married and unmarried women and girls and addresses the factors that lead to gender disparities in HIV infection rates; and (2) balance funding for HIV prevention methods. Directs the President to: (1) formulate and submit to the appropriate congressional committees, and make available to the public, a comprehensive and culturally appropriate global HIV prevention strategy that addresses the HIV vulnerability of married and unmarried women and girls and seeks to reduce the factors that lead to gender disparities in HIV infection rates; (2) ensure that the United States coordinates its overall HIV/AIDS policy and programs with foreign governments, international organizations, other donor countries, and indigenous organizations; and (3) provide clear guidance to U.S. field missions.

COPS Improvements Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to expand the authority of the Attorney General to make grants for public safety and community policing programs (COPS ON THE BEAT grant program). Authorizes grants to: (1) hire school resource officers and establish local partnerships to combat crime, gangs, drug activities, and other problems in elementary and secondary schools; (2) pay for officers hired to perform intelligence, anti-terror, or homeland security duties; (3) establish and implement programs to reduce and prevent illegal drug activities, including the manufacturing, distribution, and use of methamphetamine; and (4) meet emerging law enforcement needs, as warranted. Authorizes the use of COPS ON THE BEAT grants to hire former members of the Armed Forces to serve as career law enforcement officers. Authorizes the Attorney General to make grants for: (1) assigning prosecutors to handle cases from specific geographic areas and to address counter-terrorism problems and violent crime in local communities; and (2) developing new technologies to assist state and local law enforcement agencies in crime prevention and training. Grants the Office of Community Oriented Policing Services exclusive authority to perform functions and activities under COPS ON THE BEAT grant program. Authorizes the Attorney General to extend grant periods and to renew grants if the grant recipient can demonstrate significant progress in achieving the objectives of the initial grant application.

Inhumane Trapping Prevention Act - Makes it unlawful to: (1) import, export, or transport in interstate commerce conventional steel jawed leghold traps and articles of fur derived from animals trapped in such traps; or (2) sell or acquire such a trap transported in violation of such provision. Prescribes criminal penalties for violations. Directs the Secretary of the Interior to reward persons (other than government employees performing official duties) for information leading to a conviction under this Act. Empowers enforcement officials to detain, search, and seize suspected containers or merchandise and any accompanying documents, to make arrests without warrants with probable cause, and to execute warrants. Subjects seized merchandise to forfeiture.

Condemns the Islamic Republic of Iran for the seizure of 15 British marines and sailors and demands their unconditional release. Calls on the U.N. Security Council to condemn this seizure and explore new sanctions against Iran, including gasoline restrictions, to prevent further Iranian hostile action, deny Iran's ability to militarize the Persian Gulf, and enforce Iran's nonproliferation commitments.

Medicare Mental Health Modernization Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare. Directs the Secretary of Health and Human Services to study and report to Congress on whether the criteria for coverage of any therapy service or any outpatient mental health care service under Medicare unduly restricts the access to such a service of any Medicare beneficiary with Alzheimer's disease or a related mental illness because the coverage criteria requires the Medicare beneficiary to display continuing clinical improvement to continue to receive the service.

Public Service Academy Act of 2007 - Establishes in the Department of Homeland Security a U.S. Public Service Academy for the instruction in and preparation for public service of selected individuals. Sets forth provisions relating to: (1) key personnel positions and faculty and departments; (2) student qualifications and requirements for admission; (3) procedures for the appointment of students to the Academy by Members of Congress and the President; (4) curriculum standards; and (5) study abroad requirements. Requires each Academy student to sign an agreement with respect to length of public service. Imposes tuition and cost repayment requirements for Academy students who fail to graduate or accept or complete assigned public service. Establishes a Board of Visitors to inquire into the efficiency and effectiveness of the operations of the Academy. Requires the tuition of each Academy student to be fully subsidized. Provides for public (80%) and private funding for the Academy.

Volunteer Firefighter and EMS Personnel Job Protection Act - Prohibits any employee from being terminated, demoted, or discriminated against in the terms or conditions of employment because the employee is absent or late as a result of serving as a volunteer firefighter or providing volunteer emergency medical services as part of a response to an emergency or major disaster. Excludes absences for which the employee: (1) is absent for more than 14 days per calendar year; (2) responds to an emergency or major disaster without being official deployed in accordance with a coordinator national deployment system; or (3) fails to provide written verification within a reasonable period of time. Allows employers to: (1) reduce the employee's regular pay for such time as the employee is absent; and (2) require the employee to provide written verification from the supervising Federal Emergency Management Agency (FEMA), state, or local official that such employee responded in an official capacity at a specified time and date. Requires such an employee to make a reasonable effort to notify his or her employer that he or she may be absent or late. Gives such an employee a private cause of action for discrimination which violates this Act.

Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that states are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires states receiving such grants to provide for an individual evaluation of the state's program by an external, independent entity.

Re-Empowerment of Skilled and Professional Employees and Construction Tradesworkers (RESPECT) Act - Amends the National Labor Relations Act to revise the definition of "supervisor" in the following ways: (1) require the individual to have authority over employees for a majority of the individual's worktime; and (2) remove authority to assign other employees and to responsibly direct employees as conditions for being considered a supervisor.

Community Choice Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require state Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines requirements for: (1) an enhanced federal medical assistance percentage (FMAP) for ongoing activities of early coverage states that enhance and promote the use of community-based attendant services and supports; and (2) increased federal financial participation for certain expenditures incurred by the state for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible states which have established a Consumer Task Force to assist the state in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to dually eligible individuals.

College Aid Made EZ Act - Amends the Higher Education Act of 1965 (HEA) to require the Secretary of Education (Secretary) to make the Free Application for Federal Student Aid (FAFSA): (1) consumer-friendly, with 50% fewer data elements within five years of this Act's enactment; (2) available in both paper and (downloadable) electronic formats; (3) flexible enough to permit applicants to enter data years before enrolling and selectively update information; and (4) include data elements relevant to state student aid determinations. Directs the Secretary to develop a simplified paper EZ FAFSA for applicants having no expected family contributions and simplified electronic FAFSAs for applicants to whom a simplified needs test applies. Directs the Secretary to conduct a demonstration program assessing the feasibility and benefits of allowing dependent students to apply for aid in their junior year of high school. Reduces the types of income and benefits which are considered untaxed and thereby included in student need analyses. Excludes untaxed distributions from qualified education benefits as income or assets in computing expected family contributions in student aid calculations. Treats a qualified education benefit as: (1) the parent's asset when considering the family contribution for a dependent student; and (2) the student's asset when considering such contribution for independent students. Excludes from need analyses any untaxed distributions from state prepaid tuition plans or Coverdell education savings accounts. Urges the Secretary and the Secretary of the Treasury to develop a process allowing the Department of Education, with the applicant's permission, to complete the FAFSA by drawing income information directly from the Internal Revenue Service (IRS). Allows the Secretary to use the previous tax year's income information to facilitate this end.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.
