Eliminates the terminating date of the Jobs and Growth Tax Relief Reconciliation Act of 2003 applicable to provisions reducing tax rates on dividends and capital gains. Amends the Internal Revenue Code to: (1) phase-in between 2010 through 2020 increases in the exemption amount for the alternative minimum tax (AMT); and (2) make permanent offsets against the AMT for certain nonrefundable tax credits.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

A Roadmap for America's Energy Future - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 to have been approved by the Secretary of the Interior as a final oil and gas leasing program in full compliance with specified environmental law. Directs the Secretary to conduct a lease sale every 270 days in each outer Continental Shelf (OCS) planning region for which there is a commercial interest in purchasing federal oil and gas leases for OCS production. Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) modify the OCS leasing program; and (2) direct the Secretary to include, in each 5-Year Program, lease sales proposals offering for oil and gas leasing at least 75% of the available unleased acreage within each OCS Planning Area. Prescribes requirements for coordination with adjacent states regarding pipeline construction for crude oil, petroleum products, and natural gas. Prohibits, on either federal OCS or state waters, uses that are incompatible with: (1) oil and gas leasing; or (2) full oil or natural gas exploration and production on geologically prospective tracts. Requires the Secretary to accept, in satisfaction of mitigation requirements, proposals for mitigation measures on a site away from the area impacted by exploration and production activities. Directs the Secretary to establish a leasing program for oil, gas and oil shale within the Alaska Coastal Plain (ANWR). Amends the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Allocates to the state of Alaska 50% of federal revenues derived from federal oil and gas leasing operations. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund. Requires the Secretary to hold a lease sale offering an additional 10 parcels for lease for research, development, and demonstration of oil shale resources. Directs the Secretary of Defense (DOD) to develop, construct, and operate a coal-to-liquids facility. Amends the Energy Independence and Security Act of 2007 to repeal the limitation on federal agency contracting for procurement and acquisition of alternative fuels with respect to associated lifecycle greenhouse gas emissions. Amends the Internal Revenue Code to establish the American-Made Energy Trust Fund to receive certain revenues from oil, gas, and oil shale leases. Directs the Nuclear Regulatory Commission (NRC) to: (1) issue operating permits for 200 new commercial nuclear reactors; (2) continue to review certain license applications to construct the nuclear waste repository at Yucca Mountain (Nevada); (3) use certain funds to develop, construct, and operate a facility for the recycling of spent nuclear fuel; (4) establish a process for licensing facilities for the recycling of spent nuclear fuel; and (5) deem that sufficient capacity will be available for spent nuclear fuel and high level radioactive waste disposal. Directs the Secretary of Energy (DOE) to promulgate regulations to conduct reverse auctions to award funds from the American-Made Energy Trust Fund to owners or operators of qualified renewable energy facilities to generate electric energy. Establishes in the legislative branch the National Commission on Outer Continental Shelf Oil Spill Prevention to examine and report on the Deepwater Horizon explosion and oil spill of 2010.

Next Generation Public Safety Device Act of 2010 - Directs the Assistant Secretary of Commerce for Communications and Information to conduct a competition to award grants to eligible entities for the development of nonstationary radio over Internet protocol (RoIP) devices that support mission-critical broadband voice and data communications of public safety personnel. Establishes a working group to provide the Assistant Secretary with advice and technical assistance in conducting the competition. Requires the Assistant Secretary to establish: (1) requirements for the RoIP devices developed, in whole or in part, using a grant awarded under this Act; and (2) a three-stage process under which to award such grants to eligible entities. Allows the award of a grant in a stage only to an eligible entity that: (1) submits a bid meeting the specifications developed for that stage; and (2) provides an assurance that the grant funds will be used to develop an RoIP device in accordance with the specifications included in that bid. Sets forth additional factors for the Assistant Secretary to consider when making a grant. Requires the Comptroller General to conduct an audit of such competition. Directs the FCC to establish a voluntary labeling program for the identification of nonstationary RoIP devices that meet such criteria as considered appropriate to support mission-critical broadband voice and data communications of public safety personnel.

SDHV Energy Efficiency Standards for America Act of 2010

SDHV Energy Efficiency Standards for America Act of 2010 - Amends the Energy Policy and Conservation Act to revise energy conservation standards for central air conditioners and central air conditioning heat pumps by requiring: (1) the seasonal energy efficiency ratio of small-duct, high-velocity systems to be no less than 11.00 for products manufactured on or after January 23, 2006; and (2) the heating seasonal performance factor of such systems to be 6.8 for products manufactured on or after such date. Defines "small-duct, high-velocity systems" to mean a heating and cooling product that contains a blower and indoor coil combination that: (1) is designed for, and produces, at least 1.2 inches of external static pressure when operated at the certified air volume rate of 220-350 cubic feet per minute per rated ton of cooling; and (2) when applied in the field, uses high velocity room outlets generally greater than 1,000 feet per minute that have less than 6.0 square inches of free area. Authorizes the Secretary of Energy to amend by rule the standards established for such systems. Prohibits amended standards from taking effect less than five years after the final rule making the amendment is published. Requires the Secretary to determine whether standards for such systems should be amended no later than June 30, 2011. Amends the Internal Revenue Code to include within the definition of "energy-efficient building property" for purposes of the tax credit for nonbusiness energy property a small-duct, high-velocity central air conditioning and heat pump system. Allow such credit through December 31, 2013.

Renewable Fuels Marketing Act of 2010 - Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency (EPA) to issue guidelines for determining whether underground storage tanks and associated dispensing equipment are compatible with any fuel or fuel additive that is authorized by the Administrator or by statute for use in a motor vehicle, nonroad vehicle, or engine. Deems tanks and equipment that have been listed by a nationally recognized testing laboratory as compatible with such a fuel or fuel additive as of the date of enactment of this Act to be compatible under the guidelines. Declares that no person shall be liable under any federal or state law, and no provider of financial assurance may deny payment for a claim, on the basis that a tank (or associated dispensing equipment) is not compatible with such fuel or fuel additive if such tank or equipment has been determined to be compatible pursuant to the guidelines issued under this Act. Amends the Clean Air Act to direct the Administrator to promulgate regulations that establish requirements for the labeling of associated dispensing equipment to prevent the introduction into a motor vehicle, nonroad vehicle, or engine of transportation fuel that contains a fuel or fuel additive that is authorized, after January 1, 2010, by the Administrator or by statute for use in motor vehicles, nonroad vehicles, or engines but that is not compatible with such vehicle or engine. Shields a person selling such fuel who complies with such regulations from liability for: (1) a self-service purchaser's introduction of such a fuel into a vehicle or engine that is not compatible with such fuel; or (2) the voiding of the manufacturer's warranty of such vehicle or engine from introduction of such fuel. Sets penalties for violation of such regulations.

National All Schedules Prescription Electronic Reporting Reauthorization Act of 2010 - Amends the National All Schedules Prescription Electronic Reporting Act of 2005 to include as a purpose of such Act to foster the establishment of state-administered controlled substance monitoring systems in order to ensure that appropriate law enforcement, regulatory, and state professional licensing authorities have access to prescription history information for the purposes of investigating drug diversion and prescribing and dispensing practices of errant prescribers or pharmacists. Amends the Public Health Service Act to revise and update the controlled substance monitoring program, including to: (1) allow grants to be used to maintain and operate existing state controlled substance monitoring programs; (2) require the Secretary of Health and Human Services (HHS) to redistribute any funds that are returned among the remaining grantees; (3) require a state that is not in compliance with the requirements for such program to submit a plan for bringing the state into compliance; and (4) require a state to provide the Secretary with aggregate data and other information to enable the Secretary to evaluate the success of the state's program and to submit a progress report to Congress. Requires a state receiving a grant to: (1) facilitate prescriber use of the state's controlled substance monitoring system; and (2) educate prescribers on the benefits of the system both to them and society.

End the Stimulus Advertisement Act - Prohibits the use of funds appropriated or otherwise made available under the American Recovery and Reinvestment Act of 2009 (ARRA) for physical signage indicating that a project is funded by such Act. States that under appropriations Acts providing funds for each of FY2011-FY2012 the total amount available for obligation for administrative expenses of an affected agency shall be the amount that would otherwise be available, reduced by 50% of the amount reported to have been expended before the enactment of this Act. Requires the head of each affected agency to report to the Office of Management and Budget (OMB) a determination of the amount of funds expended before the enactment of this Act, if any, by the agency, or any grantee or other recipient of assistance from the agency, for physical signage indicating that a project was funded by the ARRA. Requires OMB to determine, and report to Congress on, the allocation of such reduction among the accounts, and programs, projects, and activities within the accounts of each affected agency. Requires the head of each affected agency to deposit each amount of the reduction in the general fund of the Treasury for purposes of deficit reduction.

Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Save America's Future Economy Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require the Office of Management and Budget (OMB) to calculate the uniform percentage by which nonexempt spending accounts are to be sequestered such that total government spending for a budget year, compared to the preceding fiscal year, does not increase at a rate greater than the percentage point change in the Consumer Price Index (CPI) plus the percentage point change in annual population growth. Requires OMB to prepare annually a report to be included in the President's budget for each fiscal year setting forth: (1) the projected level of total federal spending for the current year; (2) the percentage point increase in the CPI over the fiscal year before the current year; (3) the total percentage point increase in population from July 1 of the second preceding fiscal year before the current year and July 1 of the fiscal year before the current year; (4) the sum of such total percentage point increases; and (5) the projected level of total federal spending for the budget year and the amount, if any, by which that spending would exceed the projected level of total federal spending for the current year, as adjusted by the such sum of the total percentage point increases. Prescribes requirements for OMB Preview Reports and OMB Final Sequestration Reports. Requires the President to issue a sequestration order, effective on issuance, if OMB in its Final Sequestration Report estimates that any sequestration is required. Prohibits OMB from including the budgetary effects of an emergency requirement in its estimates. Exempts from any sequestration reduction order: (1) payments for net interest; and (2) federal obligations required to be paid under the U.S. Constitution or legally contractual obligations. Extends indefinitely certain Pay-As-You-Go (PAYGO) enforcement mechanisms.

Unborn Child Pain Awareness Act of 2010 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services (HHS) to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Small Business Bill of Rights - Amends the Internal Revenue Code to: (1) extend through 2011 the offset of nonrefundable personal credits against regular and alternative minimum tax (AMT) liability, the increased AMT exemption amount, and the reduced tax rates on dividends and capital gains; (2) reduce the tax rate on gain from the sale of qualified small business stock; (3) increase in 2009, 2010, or 2011 the tax deduction for business start-up expenses; (4) allow self-employed individuals to deduct health insurance costs in computing the tax on self-employment income; (5) increase and make permanent the tax credit for the purchase of hybrid motor vehicles; (6) allow a new tax credit for the purchase of flexible fuel vehicles; and (7) make the tax credits for residential energy efficiency expenditures and the tax deduction for energy efficient commercial building expenditures permanent. Requires each report of a congressional committee on a public bill or joint resolution to contain a statement by the Comptroller General that certifies that such bill or resolution will not cause an increase in unemployment. Exempts a small business concern from any amendment to the Internal Revenue Code after the enactment of this Act that would result in a tax increase to such business. Authorizes the Administrator of the Small Business Administration (SBA) to take steps to limit the impact of federal regulations on small business concerns. Postpones until December 31, 2015, the termination of the estate and generation-skipping transfer tax provisions enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001. Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board (NLRB); and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner. Sets forth provisions to implement health care liability reforms. Amends the Public Health Service Act to allow for the purchase of health insurance coverage across state lines. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the e-verify program permanent and to allow verification of employee legal status over the telephone. Allows small business concerns a 30-day grace period to correct errors in paperwork for which fines may be imposed under the Immigration and Nationality Act. Expresses the sense of Congress against the enactment of any laws to lessen the protections for new products or processes under the patent law or to reduce the term of any existing patent. Establishes in the United States Patent and Trademark Office (USPTO) a Patent Ombudsman Program to assist small business concerns in filing patents. Prohibits: (1) a federal agency from issuing a rule until it has studied whether such rule will have an unduly burdensome effect on small business concerns; and (2) the SBA Administrator, in carrying out SBA programs, from imposing any limit on executive compensation by any small business concern. Requires the Comptroller General to conduct a study of each federal regulation to determine the burden such regulation imposes on small business concerns. Amends the Small Business Act relating to the Service Corps of Retired Executives (SCORE) to require the SBA Administrator to ensure that SCORE: (1) carries out a plan to increase the number of small business mentors; (2) establishes benchmarks for evaluating its activities and volunteers; and (3) establishes a mentoring program of one-on-one advice to small businesses from qualified counselors. Renames the Service Corps of Retired Executives as SCORE. Eliminates the Active Corps of Executives. Amends the Small Business Act to increase from 23% to 30% the government-wide small business procurement contract goal. Requires the President, before the close of each fiscal year, to establish new goals. Requires each federal agency to have an annual goal at least equal to the federal goal. Redefines the terms"bundled contract" and "bundling of contract requirements" for federal contract procurement purposes. Amends the federal criminal code to impose criminal penalties for making a false statement concerning status as a small business concern in an effort to obtain a federal contract. Rescinds any unobligated balances made available by the American Recovery and Reinvestment Act of 2009. Repeals the Troubled Asset Relief Program (TARP). Requires any TARP funds repaid to the federal government to be used for deficit reduction.
