Taxpayer Conscience Protection Act of 2009 - Directs each state that makes a Medicaid payment from federal funds during the fiscal year for any items or services furnished by an abortion provider to: (1) report to the Secretary of Health and Human Services on all such payments; and (2) publish the report on a public Internet website of the state. Requires an annual report to specified congressional committees on such reports, which shall also be published on a public Internet website of the Department of Health and Human Services.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single gold medal in honor of the Women Airforce Service Pilots (WASP) collectively, in honor of their pioneering military service and exemplary record, which forged revolutionary reform in the U.S. Armed Forces. Expresses the sense of Congress that the Smithsonian Institution shall make the medal available for display elsewhere, particularly at other locations associated with the WASP.

Iran Diplomatic Enhancement Act of 2009 - Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more sanctions under such Act if a person has, with actual knowledge: (1) on or after the date of enactment of such Act made an investment of $40 million or more (or any combination of investments of at least $10 million which in the aggregate equals or exceeds $40 million in any 12-month period) that significantly contributed to Iran's ability to develop its petroleum resources; (2) on or after the date of enactment of the Iran Diplomatic Enhancement Act of 2009 made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources; or (3) on or after the date of enactment of the Iran Diplomatic Enhancement Act of 2009 provided Iran with refined petroleum resources, engaged in an activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources, or provided Iran with goods, services, or technology for refining petroleum. (Current law imposes sanctions upon investments of $40 million or more and does not include refined petroleum resource imports.) Extends existing presidential waiver authority to such activities. Directs the President to report to the appropriate congressional committees every six months on such activities.

North Korea Sanctions and Diplomatic Nonrecognition Act of 2009 - Continues diplomatic, economic, and military sanctions against the government of North Korea as a supporter of international terrorism until the President certifies to Congress that North Korea: (1) is no longer engaged in the illegal transfer of missile or nuclear technology, particularly to Iran and Syria; (2) is not assisting foreign terrorist organizations, engaged in counterfeiting U.S. currency, or engaged in illicit narcotics traffic; (3) has released specified U.S. citizens, Japanese nationals, and surviving Korean War prisoners of war; (4) has undertaken specified family reunification actions; and (5) has undertaken specified penal reforms. Continues diplomatic nonrecognition of North Korea until such benchmarks have been met. Directs the President, in the case of a North Korean missile or rocket launch in violation of U.N. Security Council Resolutions 1695 and 1718, to instruct the U.S. Permanent Representative to the United Nations to use U.S. influence to secure adoption of a Security Council resolution condemning North Korea's action and requiring implementation of comprehensive sanctions against North Korea.

Fairness in Firearm Testing Act - Amends the Homeland Security Act of 2002 to direct the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to make a video recording of the entire process of its examination and testing of an item for the purpose of determining whether the item is a firearm (and if so, the type of firearm) or ammunition. Bars ATF from editing or erasing any such recording. Directs ATF to make available a digital video disc that contains a copy of the recording: (1) at the request of a person who claims an ownership interest in such item; and (2) to a defendant in a criminal proceeding involving such item. Provides that an item which ATF has determined is a firearm or ammunition shall not be admissible as evidence unless: (1) ATF has complied with the requirements of this Act to make its digital video disc available; or (2) such compliance has been waived in writing by the person against whom the item is offered as evidence.

National Health Service Corps Improvement Act of 2009 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

Dental Health Promotion Act of 2009 - Amends the Internal Revenue Code to allow reimbursement from flexible spending accounts for products used to diagnose, cure, mitigate, treat, or prevent the onset of tooth decay (caries), periodontal diseases, and conditions ailing the teeth, gums, and mouth, or affecting their functioning.

Expresses: (1) concern over the threat posed by nuclear, chemical, and biological weapons and related delivery systems in the hands of states that sponsor terrorism, such as Iran; and (2) support for the deployment of U.S. missile defense assets in Europe to address the growing missile threat posed by rogue regimes. Urges the President to expedite the deployment of components of an operational U.S. missile defense system in Europe. Requests the President to report annually to Congress on steps taken to move forward with such deployment. States that the United States shall continue its support for the missile defense of key allies against attacks by rogue regimes.

Clean Coal-Derived Fuels for Energy Security Act of 2009 - Directs the President to promulgate regulations to ensure that aviation fuel, motor vehicle fuel, home heating oil, and boiler fuel sold or introduced into commerce in the United States, on an annual average basis, contains the applicable volume of clean coal-derived fuel, determined in accordance with this Act. Exempts small refineries from compliance with such regulations until calendar 2018. Directs the Secretary of Energy to study and report to the President and Congress on whether compliance with the requirements of this Act would impose a disproportionate economic hardship on small refineries. Requires the President to extend such exemption if it would. Allows a small refinery to: (1) petition the President for an exemption at any time for the reason of disproportionate economic hardship; and (2) opt-in and be subject to such regulations if it notifies the President that it waives the exemption.

Medicare Patient Access to Physical Therapists Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Freight Rail Infrastructure Capacity Expansion Act of 2009 - Amends the Internal Revenue Code to allow: (1) a tax credit for 25% of the cost of new qualified freight rail infrastructure property and qualified locomotive property; and (2) a taxpayer election to expense the cost of qualified freight rail infrastructure property (i.e., deduct all costs in the current taxable year). Terminates such credit and expensing election after 2015. Requires compliance with federal wage rate requirements under the Davis-Bacon Act as a condition of eligibility for the tax credit and expensing allowance provided by this Act.

Constitutional Amendment - States that the liberty of parents to direct the upbringing and education of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served. Provides that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

E85 and Biodiesel Access Act of 2009 - Amends the Internal Revenue Code to set forth a special rule for increasing the tax credit for alternative fuel vehicle commercial refueling property expenditures in states in which 15% of the retail fuel facilities store and dispense clean-burning fuel.

Breast Cancer Education and Awareness Requires Learning Young Act of 2009 or EARLY Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct a national evidence-based education campaign: (1) to increase public awareness regarding the threats posed by breast cancer to young women, including the particular risks faced by certain ethnic and cultural groups; and (2) focusing on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns. Directs the Secretary to award grants to entities to establish national multimedia campaigns that: (1) will encourage young women to be aware of their personal risk factors, strategies for increasing early detection and self awareness, evidence based preventative lifestyle changes, and other appropriate breast cancer early detection and risk reduction strategies; (2) will encourage young women of specific higher-risk populations to talk to their medical practitioners about those risks and methods for appropriate screening and surveillance; and (3) may include advertising through specified media. Requires the Secretary, acting through the Director, to: (1) establish an advisory committee to assist in creating and conducting the public education campaign; (2) conduct an education campaign to increase awareness among health care professionals; and (3) conduct prevention research. Directs the Secretary to award grants to organizations and institutions to provide to young women diagnosed with breast cancer substantive assistance and health information from credible sources on: (1) education and counseling regarding fertility preservation; (2) social, emotional, psychosocial, financial, lifestyle, and caregiver support; (3) familial risk factors; and (4) risk reduction strategies to reduce recurrence or metastasis.

Tracking Registered And Convicted Known (TRACK) Sex Offenders Act - Amends title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act to require the Secretary of Health and Human Services to disclose to the Federal Bureau of Investigation (FBI) information in the National Directory of New Hires to assist in the enforcement of a federal or state law requiring the registration of sex offenders. Authorizes the FBI to disclose such information to state or local law enforcement agencies for purposes of enforcing sex offender registration laws.

Carbon Capture and Storage Early Deployment Act - Authorizes qualified industry organizations to conduct a referendum among the owners or operators of distribution utilities delivering fossil fuel-based electricity for the creation of a Carbon Storage Research Corporation to establish a program to accelerate the commercial availability of carbon dioxide capture and storage technologies and methods through the provision of grants, contracts, and financial assistance. Requires the Corporation: (1) to be established upon approval of those persons representing two-thirds of the total quantity of fossil fuel-based electricity delivered to retail consumers, unless opposed by 40% state regulatory authorities; and (2) to operate as a division or affiliate of the Electric Power Research Institute . Requires the Corporation, annually, to collect an assessment on such distribution utilities that shall reflect the relative carbon dioxide emission rates of different fossil fuel-based electricity. Sets initial rates of assessment for coal, natural gas, and oil. Authorizes the Corporation to adjust the assessments to reflect changes in the expected quantities of such electricity from different fuel types such that the assessments generate between $1.0 billion and $1.1 billion annually. Sets forth provisions concerning an assessment within the Electric Reliability Council of Texas. Authorizes the Corporation to collect assessments and conduct operations for 10 years. Dissolves the Corporation after 15 years. Requires the Corporation's Board to establish policies regarding the ownership of intellectual property developed as a result of Corporation support that encourage individual ingenuity and invention. Requires the Secretary of Energy to: (1) issue a rule for determining the level and type of fossil fuel electricity delivered to retail customers by each distribution utility; and (2) make and publish such determinations annually. Provides for recovery of a distribution facility's costs of complying with this Act. Establishes the Technical Advisory Committee to provide independent assessments and technical evaluations concerning Corporation activities.

Empowerment Zone, Renewal Community and Enterprise Community Enhancement Act of 2009 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, rural enterprise communities, and renewal communities to: (1) extend the period of designation for such areas through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities, including those located in rural areas; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; (7) allow federal guarantees and tax exemptions for enterprise zones and renewal communities; and (8) allow the issuance of tax-exempt rural enterprise community bonds and empowerment zone facility bonds.

Safe Highways and Infrastructure Preservation Act - Prohibits a state from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semitrailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (NHS) (including the Interstate System), unless the operation of such unit is authorized by the state on June 1, 2008, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a state from allowing the operation of a commercial motor vehicle combination on the NHS (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under state law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semitrailer, or other type of length limitation allowed by state law on June 1, 2008; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such state on or before June 1, 2008. Prohibits a state from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to state (grandfather) law. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the NHS, unless: (1) such segments are subject to lower state weight limits; or (2) a state allows the operation of any vehicle or combination on an existing non-Interstate segment of the NHS that could be so operated lawfully on June 1, 2008.

Amends the Consumer Product Safety Improvement Act of 2008 to exempt off-highway vehicles from children's product lead limits. Defines "off-highway vehicle" as: (1) any motorized vehicle designed to travel on two, three, or four wheels and having a seat designed to be straddled by the operator and handlebars for steering control; and (2) a snowmobile. Allows the Consumer Product Safety Commission (CPSC) to exempt a specific product or material from the limits if it finds that lead in the product or material will not result in the absorption of lead (under current law, of any lead) into the human body, taking into account normal and reasonably foreseeable use and abuse of the product by a child.

Directs the Secretary of the Treasury to: (1) pursue every legal means to stay or recoup incentive bonuses and retention payments paid by American International Group, Inc. (AIG) to its executives and employees after September 16, 2008; (2) prohibit payments or other federal assistance to AIG unless current AIG executives and employees return to the Treasury any incentive bonuses and retention payments paid to them after September 16, 2008; and (3) require any financial institution that has received any assistance under the Troubled Asset Relief Program (TARP) and that has not repaid such assistance in full within two weeks after the enactment of this Act to submit to the Secretary for approval plans for making any incentive bonuses or retention payments to its executives or employees and any contracts that require such payments.

Directs the Secretary of the Treasury to transmit to the House of Representatives copies of all Department of the Treasury documents, records, and communications referring or relating to: (1) any negotiation concerning the controlled break-up of the American International Group, Inc. (AIG) into at least three government-controlled divisions; (2) any negotiation concerning any additional assistance under title I of the Emergency Economic Stabilization Act of 2008, or other program administered by the Secretary to such corporation; or (3) any government communication or authorization for payment of any pre-existing bonus contract with any AIG executive.

Expresses the sense of the House of Representatives that: (1) the Department of Veterans Affairs (VA) should take full responsibility for financing the health-care benefits earned by veterans with service-connected disabilities; (2) the purchase of supplemental health insurance by a veteran should not be grounds for reducing the federal government's obligation to such veteran; and (3) the VA should not implement policies that discourage disabled veterans from purchasing supplemental health insurance coverage for themselves and their families.

Cell Tax Fairness Act of 2009 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate.

Army Corps of Engineers Recreation Improvement Act - Authorizes the Secretary of the Army to charge recreation fees at lands and waters administered by the Corps of Engineers in the same manner the Secretary of the Interior may charge such fees with respect to federal recreation lands and waters managed by the Bureau of Reclamation. Directs the Secretary of the Treasury to establish a special account in the Treasury for the Corps, which shall be used for the same purpose and subject to the same conditions as the special accounts established for each federal land management agency.

Newborn, Child, and Mother Survival Act of 2009 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries. Directs the President to develop a comprehensive U.S. government strategy to reduce mortality and improve the health of newborns, children, and mothers in developing countries. Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.

Amends title XVIII (Medicare) of the Social Security Act with respect to the use of average sales price methodology for calculating payments for drugs and biologicals under Medicare part B (Supplementary Medical Insurance). Excludes from the manufacturer's average sales price when calculating such payments any customary prompt pay discounts extended to wholesalers.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order in the House to consider any legislation containing appropriations within the jurisdiction of the Subcommittee on Military Construction, Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee (other than any measure making supplemental appropriations or continuing appropriations for a maximum 60-day period).

Iran Sanctions Enabling Act of 2009 - States that it is the policy of the United States to support the decision of state and local governments and educational institutions to divest from, and to prohibit the investment of assets they control in, persons that have investments of more than $20 million in Iran's energy sector. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit the investment of assets they control in, such persons, including financial institutions which extend them credit to so invest. Amends the Investment Company Act of 1940 to shield any registered investment company from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, securities issued by such persons. Expresses the sense of Congress that a fiduciary of an employee benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA) may divest plan assets from, or avoid investing plan assets in, a person that has investments of more than $20 million in Iran's energy sector without breaching his or her fiduciary duties under ERISA, if such determination is based on credible information and in accordance with federal law.

Safe Food Enforcement, Assessment, Standards, and Targeting Act of 2009 or the Safe FEAST Act of 2009 - Amends the Federal Food, Drug, and Cosmetic Act to expand the authority of the Secretary of Health and Human Services (the Secretary) to regulate food, including by authorizing the Secretary to: (1) suspend the registration of a food facility; and (2) order a cessation of distribution, or a recall, of food. Requires each food facility to evaluate hazards and implement preventive controls. Directs the Secretary to allocate inspection resources based on the risk profile of food facilities or food. Requires the Secretary and the Secretary of Agriculture to prepare the National Agriculture and Food Defense Strategy. Directs the Secretary to assess and collect fees related to: (1) food facility reinspection; (2) food recalls; and (3) the voluntary qualified importer program. Requires the Secretary to: (1) recognize bodies that accredit food testing laboratories; (2) identify preventive programs and practices to promote the safety and security of food; and (3) improve the capacity of the Secretary to track and trace raw agricultural commodities. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to enhance foodborne illness surveillance systems. Provides for: (1) foreign supplier verification activities; (2) a voluntary qualified importer program; and (3) the inspection of foreign facilities registered to import food.

Post-Abortion Depression Research and Care Act of 2009 - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify NIMH research and related activities with respect to post-abortion depression and psychosis. Requires the Director of NIMH to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, such post-abortion conditions; and (2) conduct a study to determine the incidence and prevalence of cases of post-abortion conditions and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such post-abortion conditions.

Fairness in Housing Recovery Act of 2009 - Shields a servicer from liability for entering into a loan modification or loss mitigation plan for certain mortgages pursuant to guidelines issued by the Secretary of the Treasury under the Emergency Economic Stabilization Act of 2008 (EESA), if such servicer acts consistent with the fiduciary duty of servicers of pooled residential mortgages required by the Truth in Lending Act. Amends the National Housing Act to replace the Hope for Homeowners Program with a program for insurance of home ownership retention mortgages. Amends the Department of Housing and Urban Development Act to establish the Office of Housing Counseling Requires the Secretary of Housing and Urban Development (HUD) to provide financial assistance to governmental entities and nonprofit organizations providing home ownership or rental counseling. Requires the Secretary to study and report to Congress on the root causes of default and foreclosure of home loans. Amends the Real Estate Settlement Procedures Act of 1974 to direct the Secretary periodically to prepare a consumer education booklet on real estate settlement practices for federally related mortgage loan applicants. Amends the National Housing Act to prescribe limitations upon participation in origination and mortgagee approval. Establishes Commission on the Foreclosure and Mortgage Lending Crisis to study and report to Congress on the current legal and regulatory framework governing the housing mortgage lending markets and how it contributed to the increased foreclosure rate. Authorizes appropriations to the Attorney General to combat mortgage fraud. Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act (FCUA) to increase the maximum deposit insurance and borrowing authorities of the Federal Deposit Insurance Corporation (FDIC) and the National Credit Union Administration (NCUA). Amends the FDIA with respect to systemic risk special assessments. Amends the FCUA to direct the NCUA Board to establish a National Credit Union Share Insurance Fund restoration plan in specified circumstances. Amends the EESA to prohibit the Secretary of the Treasury from making any purchase for which the Secretary receives control-diluting stock. Declares that for a taxpayer who holds an interest in a subsidized residence: (1) the exclusion of gain from sale of principal residence under the Internal Revenue Code shall not apply to any gain from the sale or exchange of such interest, and (2) a specified rate of tax on specified gain shall be twice the rate which would otherwise apply. Amends the Internal Revenue Code to allow a refundable general home buyer credit for residences purchased during 2009 or 2010. Prescribes general conditions for mortgage relief.

Congressional Accountability and Line Item Veto Act of 2009 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the repeal of any congressional earmark or the cancellation (line item veto) of any limited tariff benefit or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed repeal or cancellation. Dedicates any repeal or cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed repeal or cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Welfare Reform Restoration Act of 2009 - Amends title IV part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act to repeal the Emergency Contingency Fund for State Temporary Assistance for Needy Families Programs (Emergency Fund), as added by the American Recovery and Reinvestment Act of 2009, and eliminate related provisions.

Commission on the Foreclosure and Mortgage Lending Crisis Act - Establishes in the legislative branch the Commission on the Foreclosure and Mortgage Lending Crisis to: (1) study and report to Congress on the current legal and regulatory framework governing the housing mortgage lending markets and how it contributed to the increased foreclosure rate; (2) recommend changes to the current framework to prohibit lending practices that have contributed to the mortgage lending crisis; (3) review the impact of subprime abuses and predatory lending practices; (4) assess the role of states in enacting policies to reduce predatory lending practices and abuses in the subprime markets; (5) assess the impact of mortgage-backed securities and the Federal National Mortgage Corporation (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) upon the mortgage lending crisis; and (6) assess the impact of the Community Reinvestment Act of 1977 on the crisis.

Achieving a Better Life Experience Act of 2009 or the ABLE Act of 2009 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts for individuals with a disability to pay certain expenses of such individuals, including expenses for education, housing, transportation, employment support, medical care, and certain life necessities. Defines "individual with a disability" as an individual who is eligible to receive certain supplemental security income benefits under the Social Security Act. Allows individual taxpayers a tax deduction, up to $2,000 per year, for contributions to an ABLE account. Requires the Secretary of the Treasury to study and report to Congress on the use of ABLE accounts and the effect of the tax deduction for contributions to such accounts. Requires ABLE accounts to be disregarded in determining eligibility for Medicaid benefits and for purposes of determining eligibility for other means-tested federal programs.

Medal of Honor Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the design selected by the Secretary, after consultation with the Boards of the Congressional Medal of Honor Society and the Congressional Medal of Honor Foundation, in honor of the distinguished service of the American military men and women who have been Medal of Honor recipients. Limits the period for coin issuance to calendar year 2011. Imposes a surcharge of $35 per coin for the $5 coin and $10 per coin for the $1 coin, to be distributed to the Congressional Medal of Honor Foundation to help finance educational, scholarship, and outreach programs of the Foundation.
