Expresses the sense of Congress that it is the goal of the United States that not later than January 1, 2025, U.S. agricultural, forestry, and working land should provide from renewable resources not less than 25% of total U.S. energy consumption and continue to produce safe, abundant, and affordable food, feed, and fiber.

Amends the Communications Act of 1934 to make federal provisions which prohibit the obligation or expenditure of funds either in excess of appropriated amounts or in violation of sequestration orders under the Balanced Budget and Emergency Deficit Control Act of 1986 inapplicable to: (1) any amount collected or received as federal universal service contributions; or (2) the expenditure or obligation of amounts attributable to such contributions.

Truth in Caller ID Act of 2007 - Amends the Communications Act of 1934 to make it unlawful for any person in the United States, in connection with any telecommunication service or VOIP (voice over Internet protocol) service, to cause any caller identification service to transmit misleading or inaccurate caller identification information ("spoofing").

Renewable Fuels and Energy Independence Promotion Act of 2007 - Amends the Internal Revenue Code to make permanent the income and excise tax credits for alcohol and biodiesel used as fuel. Amends the Harmonized Tariff Schedule of the United States to move the effective date for tariff duties on ethyl alcohol and ethyl tertiary-butyl ether (ethanol) to the effective date of this Act.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Congressional Integrity and Pension Forfeiture Act of 2007 - Amends federal civil service law, with respect to both the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS), to require the Office of Personnel and Management (OPM) to prescribe regulations that deny eligibility under CSRS or FERS for a Member convicted of certain offenses that are: (1) committed by the individual while a Member, (2) related to the individual's service as a Member, and (3) after enactment of this Act. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

RU-486 Suspension and Review Act of 2007 - Deems the approved application for the drug mifepristone (marketed as Mifeprex, commonly known as RU-486, and used for the chemically induced termination of intrauterine pregnancy) to have been withdrawn. Deems the drug misoprostol to be misbranded under the Federal Food, Drug, and Cosmetic Act (FFDCA) if it bears labeling providing that the drug may be used for the medical termination of intrauterine pregnancy. Directs the Comptroller General to review and report on the process by which the Food and Drug Administration (FDA) approved mifepristone. Provides for the reinstatement of the approved application for such drug if the report determines the approval to have been in accordance with FFDCA.

Melanie Blocker-Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify research and related activities on postpartum depression and postpartum psychosis. Requires the Director of NIMH to conduct or support research to expand the understanding of the causes of, and to find a cure for, such conditions. Directs the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such conditions and their families. Allows the Secretary to provide technical assistance to grant recipients.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Urges the League of Arab States to: (1) declare the systematic torture, rape, and displacement of Darfurians a genocide; (2) pass a resolution to support and accept U.N. peacekeepers to enforce the ceasefire, protect civilians, and ensure access to humanitarian assistance in Darfur; and (3) work with the United Nations, the African Union, and the United States Presidential Special Envoy for Sudan, Andrew Natsios, to bring about peace and stability to Darfur, the refugee camps, and along the Chadian border.

America's Domestic Fuels Act - Instructs the Secretary of Energy to provide grants to states to conduct research to expedite the use of coal gasification as an energy source in ethanol production. Requires at least one pilot project receiving such assistance to be fueled by coal gasification and to be located in an area with high sulfur bituminous coal reserves.

Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to enter into agreements, in the form of price floor loans, with up to six low-carbon CTL projects (that convert coal to liquid or gaseous transportation fuels) to guarantee each project a minimum price for its output of liquid or gaseous transportation fuels in return for: (1) payment to the United States of the cost of such loan; or (2) at the borrower's election, a call option for the United States equivalent in value to such payment. Prohibits any agreement for a price floor loan unless the Office of Management and Budget (OMB) determines that the loan cost is fully offset by either certain payments or by the value of a call option.

Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations through FY2012 for the McGovern-Dole International Food for Education and Child Nutrition Program. Specifies Commodity Credit Corporation (CCC) fund amounts to be used for the Program in each of FY2008-FY2012. Makes the Secretary of Agriculture responsible for specified program administration provisions currently delegated to the President.

National Institutes of Health Reform Act of 2006 - Amends the Public Health Service Act to: (1) reorganize the National Institutes of Health (NIH); (2) establish the Division of Program Coordination, Planning, and Strategic Initiatives (the Division); (3) limit the total number of national research institutes and national centers; and (4) establish procedures for future NIH reorganizations. Requires the Secretary of Health and Human Services to establish the Scientific Management Review Board to advise the appropriate officials on the organization of NIH. Requires the Secretary, acting through the Director of NIH, to: (1) be responsible for program coordination across national research institutes and national centers; (2) ensure that scientifically based strategic planning is implemented in support of research priorities; and (3) ensure that NIH resources are sufficiently allocated for research projects identified in the strategic plans. Requires the Director to establish the Council of Councils to advise the Director on matters related to the policies and activities of the Division. Requires the Secretary, acting through the Director, to establish an electronic system to uniformly code NIH research grants and activities. Sets forth NIH reporting requirements to Congress, the Secretary, the Commissioner of Food and Drugs, and the Inspector General of the Department of Health and Human Services. Allows the Secretary, acting through the Director, to allocate funds for the national research institutes and national centers to make grants for the purpose of improving the public health through demonstration projects for biomedical research at the interface between the biological, behavioral, and social sciences and the physical, chemical, mathematical, and computational sciences.

Congressional Pension Forfeiture Act of 2006 - Requires the Office of Personnel and Management (OPM) to prescribe regulations that prohibit eligibility in the governmental retirement system for a Member convicted of certain felony offenses in which: (1) every act or omission of such individual that is needed to satisfy the elements of the offense occurs while the individual is a Member; (2) such act or omission relates to the performance of the individual's official duties as a Member; and (3) the offense is committed after the enactment of this Act. Requires refund of annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

Cytology Proficiency Improvement Act of 2006 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to revise national quality assurance standards to assure consistent performance by laboratories of valid and reliable cytology services, to include requirements that each clinical laboratory: (1) ensure that all individuals involved in screening and interpreting cytological preparations participate annually in an approved continuing medical education program in gynecologic cytology that provides each participant with gynecologic cytologic preparations designed to improve locator, recognition, and interpretive skills; and (2) maintain a record of program results. Requires the Secretary to terminate individual proficiency testing that was in effect before enactment of this Act.

Video Game Decency Act of 2006 - Makes it unlawful for any person to distribute any video game whose label contains an age-based content rating if, with the intent of obtaining a less restrictive age-based rating, that person fails to disclose game content to an independent ratings organization, with the result that the video game receives a less-restrictive age-based content rating. Treats any violation of this Act as an unfair or deceptive act or practice. Preempts state or local law or regulation related to video game content rating.

Flood Insurance Community Outreach Grant Program Act of 2006 - Amends the National Flood Insurance Act of 1968 to authorize the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governmental agencies responsible for floodplain management activities in communities that participate in the national flood insurance program for: (1) outreach activities to encourage and facilitate the purchase of flood insurance protection by owners and renters of properties in such communities; and (2) educational activities that increase awareness of flood risk reduction. Permits grant funds to be used to: (1) identify such property owners and renters; (2) notify them when their properties become included in, or are excluded from, an area having special flood hazards about the effect of such inclusion or exclusion on the applicability of the mandatory flood insurance purchase requirement; (3) educate them regarding the flood risk and reduction of risk in their community and regarding the benefits and costs of flood insurance; and (4) encourage them to maintain or acquire coverage. Sets forth requirements regarding cost-sharing and limits on administrative costs. Requires the Director to provide for such agencies to submit applications for grants and for competitive selection, based on criteria established by the Director. Lists selection considerations. Authorizes the Director to use up to 50% of amounts available for grants in each fiscal year in areas determined to have the most immediate need for such activities.

Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Linking Educators and Developing Entrepreneurs for Reaching Success (LEADERS) Act - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a nonprofit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Belarus Democracy Reauthorization Act of 2006 - Amends the Belarus Democracy Act of 2004 to extend and specify authorization of appropriations for: (1) democracy and civil society activities; and (2) radio and television broadcasting to Belarus. Establishes specified economic and U.S. entry sanctions against Belarus until its government makes progress in meeting specified conditions respecting: (1) release of political prisoners and accounting for the disappearances of opposition leaders and journalists; (2) cessation of political harassment; (3) prosecution of senior government leaders for embezzlement of state assets and administration of fraudulent elections; and (4) holding free presidential and parliamentary elections under independent supervision.

American-Made Energy Freedom Act of 2006 - Amends the Internal Revenue Code to: (1) increase tax credits for cellulosic biomass ethanol; (2) extend the energy credit for solar and fuel cell property; (3) extend and modify the credits for residential energy efficient property and for certain liquid fuel derived from coal; and (4) establish the American-Made Energy Trust Fund to implement designated sections of the Energy Policy Act of 2005, including climate change technology deployment. Directs the Secretary of the Interior to undertake a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR) and any leasing or development leading to such production. Prescribes procedures for: (1) lease sales; (2) grants of leases; and (3) Coastal Plain environmental protection; (4) rights-of-way and easements for the transportation of oil and gas across the Coastal Plain. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities directly impacted by oil and gas production and exploration on the Coastal Plain.

Warning, Alert, and Response Network Act - Establishes: (1) a voluntary National Alert System to provide a public communications system capable of alerting the public to emergency situations on a national, regional, or local basis; and (2) the National Alert Office within the National Telecommunications and Information Administration (NTIA) to administer, operate, and manage the System. Sets forth System functions and capabilities, including: (1) enabling federal, state, tribal, or local government officials with credentials issued by the Office to alert the public to imminent threats that present a significant risk of injury or death; and (2) incorporating multiple communications technologies without interfering with existing alerts or communications systems employed by emergency response personnel. Requires the System to operate consistent with the National Oceanic and Atmospheric Administration's (NOAA) All-Hazards Radio System. Requires the Office to establish a process for issuing credentials to enable officials responsible for issuing safety warnings to access the System. Directs the Federal Communications Commission (FCC) to initiate proceedings to: (1) allow licensees providing commercial mobile service to elect to transmit System alerts to subscribers; and (2) require public broadcast television licensees to install necessary equipment to enable transmitters to receive and retransmit System alerts. Requires the Director of the Office to establish a National Alert System Working Group to develop recommendations for protocols, procedures, guidelines, and standards and to coordinate with the operators of nuclear power plants and other critical infrastructure facilities to integrate emergency alert systems.

Military Fallen Heroes Protection Act of 2006 - Prohibits any person, except with permission, from using the name, image, or likeness of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, commercial, or political activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Securing Knowledge, Innovation, and Leadership Act of 2006 or the SKIL Act of 2006 - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Increases the annual H-1B cap, with a 20% increase for the following year if the previous year's quota is reached. Exempts from worldwide immigration caps an alien who: (1) has earned a master's or higher degree from an accredited U.S. university; (2) has been awarded medical specialty certification based on postdoctoral training and experience in the United States; (3) will work in shortage occupations; (4) has earned a master's degree or higher in science, technology, engineering, or math and has been working in a related field in the United States during the three-year period preceding his or her immigrant visa application; (5) has extraordinary ability or received a national interest waiver; or (6) is the spouse or minor child of an employment-based immigrant. Increases the annual immigrant visa cap. Revises student visa provisions. Authorizes an L-1 (intracompany transfer) visa extension beyond the fifth or seventh year if the individual has a immigrant application pending. Permits an alien with an approved labor certification to apply for permanent resident status adjustment if there is no visa immediately available by paying a $500 supplemental fee. Directs the Secretary of Homeland Security to establish a pre-certification procedure for employers who file multiple employment petitions. Revises certain labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Authorizes temporary workers (E, H, I, L O, or P visas) who have not violated their status to renew their same category visa from within the United States. States that the constitutional authority on which this Act rests is Congress' power to establish a uniform rule of naturalization and authority to provide for the general welfare as enumerated in article I, section 8 of the Constitution.

Boutique Fuel Reduction Act of 2006 - Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator of the Environmental Protection Agency (EPA) may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. States that EPA shall have no authority, when considering a state implementation plan (SIP) or SIP revision, to approve any fuel included in such plan or revision if the effect of such approval increases the total number of fuels set forth on the published list of approved fuels (currently EPA does not have the authority to approve a fuel if it increases the total number of fuels approved as of September 1, 2004, in all SIPs). Requires notice and opportunity for comment before EPA removes a fuel from the list. Requires EPA to remove a fuel from the list if such fuel has ceased to be included in an SIP or is identical to a federal fuel control or prohibition. Repeals provisions prohibiting EPA from reducing the total number of authorized fuels. Requires EPA to publish a revised list reflecting the reduction in the number of fuels. Amends the Energy Policy Act of 2005 to change the deadline for a report by the Administrator and the Secretary of Energy concerning motor vehicle fuels (currently, June 1, 2008) to the earlier of: (1) nine months after the date of enactment of this Act; or (2) June 1, 2008.

Amends federal transportation law to establish a national motor vehicle tire fuel efficiency consumer information program to educate consumers about the effect of tires on automobile fuel efficiency. Requires information to be provided to consumers at the point of sale and other sites. Prohibits the Secretary of Transportation from requiring permanent labeling concerning tire fuel efficiency information on a tire. Sets forth a civil penalty for persons failing to comply with the consumer information program requirements of this Act.

Children's Hospital GME Support Reauthorization Act of 2006 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make payments for FY2007-FY2011 (currently, through FY2005) to children's hospitals for expenses associated with operating approved graduate medical residency training programs. Requires a 25% reduction in the amount payable for residency training programs for children's hospitals that do not provide an annual report to the Secretary for the previous fiscal year or that do not provide an annual report that includes all of the required information. Requires the Secretary to provide notice and an opportunity for a hospital to provide additional information before imposing the reduction.

Warning, Alert, and Response Network Act - Establishes: (1) a voluntary National Alert System to provide a public communications system capable of alerting the public to emergency situations on a national, regional, or local basis; and (2) the National Alert Office within the National Telecommunications and Information Administration (NTIA) to administer, operate, and manage the System. Sets forth System functions and capabilities, including: (1) enabling federal, state, tribal, or local government officials with credentials issued by the Office to alert the public to imminent threats that present a significant risk of injury or death; and (2) incorporating multiple communications technologies without interfering with existing alerts or communications systems employed by emergency response personnel. Requires the Office to establish a process for issuing credentials to enable officials responsible for issuing safety warnings to access the System. Directs the Federal Communications Commission (FCC) to initiate proceedings to: (1) allow licensees providing commercial mobile service to elect to transmit System alerts to subscribers; and (2) require public broadcast television licensees to install necessary equipment to enable transmitters to receive and retransmit System alerts. Requires the Director of the Office to: (1) establish a National Alert System Working Group to develop recommendations for protocols, procedures, guidelines, and standards and to work with the operators of nuclear power plants and other critical infrastructure facilities to integrate emergency alert systems; and (2) establish an extramural research and development program to support the development of technology that will enable all existing and future providers of communications services and devices to be utilized effectively with the System.

Expresses the sense of Congress that it is the goal of the United States that by January 1, 2025, U.S. agricultural, forestry, and working land should provide from renewable resources not less than 25% of the total U.S. energy consumption and continue to produce safe, abundant, and affordable food, feed, and fiber.
