Voluntary Protection Program Act This bill provides statutory authority for the Occupational Safety and Health Administration's (OSHA's) voluntary protection program, under which management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Protecting the Privacy of Customers of Broadband and Other Telecommunications Services." The rule published on December 2, 2016: (1) applies the customer privacy requirements of the Communications Act of 1934 to broadband Internet access service and other telecommunications services, (2) requires telecommunications carriers to inform customers about rights to opt in or opt out of the use or the sharing of their confidential information, (3) adopts data security and breach notification requirements, (4) prohibits broadband service offerings that are contingent on surrendering privacy rights, and (5) requires disclosures and affirmative consent when a broadband provider offers customers financial incentives in exchange for the provider's right to use a customer's confidential information.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Edwin Cole "Ed" Bearss in recognition of his contributions to the preservation of American Civil War history and his continued efforts to bring our nation's history alive for new generations through his interpretive storytelling.

Social Security Fairness Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act to repeal the "government pension offset" and the "windfall elimination provision." Under current law, those provisions reduce OASDI benefits for individuals who receive a pension based on earnings in government employment that was not covered under the Social Security program.

Equitable Access to Care and Health Act or the EACH Act This bill amends the Internal Revenue Code to expand the religious conscience exemption under the Patient Protection and Affordable Care Act to exempt individuals who rely solely on a religious method of healing and for whom the acceptance of medical health services would be inconsistent with their religious beliefs from the requirement to purchase and maintain minimum essential health care coverage.

Furthering Access to Stroke Telemedicine Act of 2017 or the FAST Act of 2017 This bill specifies that, under Medicare, telehealth services include telehealth-eligible stroke services provided to an individual soon after the onset of acute-stroke symptoms. Certain originating-site requirements applicable to telehealth services under Medicare shall not apply with respect to such stroke services.

Abraham Lincoln National Heritage Area Amendment Act This bill amends the Consolidated Natural Resources Act of 2008 to add Livingston County, the city of Jonesboro in Union County, and the city of Freeport in Stephenson County in Illinois to the Abraham Lincoln National Heritage Area.

FDA Deeming Authority Clarification Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to: (1) revise premarket review and reporting requirements for products newly deemed by the Food and Drug Administration (FDA) to be tobacco products; and (2) grant the FDA the authority to regulate vapor products, which include products that produce vapor with nicotine (e.g., e-cigarettes) and nicotine intended to be used with such a product (e.g., nicotine cartridges). A product is not subject to premarket review by the FDA if it is marketed before it is deemed a tobacco product. The bill delays deadlines for reports to the FDA on products similar to a marketed product that are introduced to market less than 21 months after that type of product is deemed a tobacco product. The bill grants the FDA regulatory authority over vapor products that is in addition to the FDA's existing authority to regulate vapor products as tobacco products. Provisions of the FFDCA applicable to tobacco product components also apply to vapor product batteries. The FDA must establish standards for vapor product batteries. Vapor products first marketed not later than 24 months after enactment of this bill are not subject to premarket review or reporting requirements based on changes to the product's battery to conform to standards. Vapor products may not be advertised in publications, except publications with adult readership. Vapor products may be sold only face-to-face, through vending machines in facilities where only adults are permitted, or by mail order. Vapor products must be labeled with their nicotine content and specified phrases. Retailers of vapor products must register with the FDA.

Technologies for Energy Security Act of 2017 This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

Condemns: (1) the killing of peaceful protesters and excessive use of force by Ethiopian security forces; (2) the detention of journalists, students, activists and political leaders who exercise their constitutional rights to freedom of assembly and expression through peaceful protests; and (3) the abuse of the Anti-Terrorism Proclamation to stifle political and civil dissent and journalistic freedoms. Urges: (1) protesters in Ethiopia to refrain from violence and from encouragement or acceptance of violence in demonstrations, and (2) all armed factions to cease their conflict with the Ethiopian government and engage in peaceful negotiations. Calls on the government of Ethiopia to: lift the state of emergency; end the use of excessive force by security forces; investigate the killings and excessive use of force that took place as a result of protests in the Oromia and Amhara regions; release dissidents, activists, and journalists who have been imprisoned for exercising constitutional rights; respect the right to peaceful assembly and guarantee freedom of the press; engage in open consultations with citizens regarding its development strategy; allow a United Nations rapporteur to conduct an independent examination of the state of human rights in Ethiopia; address the grievances brought forward by representatives of registered opposition parties; hold accountable those responsible for killing, torturing, and detaining innocent civilians who exercised their constitutional rights; and investigate and report on the circumstances surrounding the September 3, 2016, shootings and fire at Qilinto Prison, the deaths of persons in attendance at the annual Irreecha festivities at Lake Hora near Bishoftu on October 2, 2016, and the ongoing killings of civilians over several years in the Somali Regional State by police. Calls on such government to repeal proclamations that: can be used to harass or prohibit funding for organizations that investigate human rights violations, engage in peaceful political dissent, or advocate for greater political freedoms; prohibit those displaced from their land from seeking judicial redress; permit the detention of peaceful protesters and political opponents who legally exercise their rights to freedom of expression and association; and limit peaceful nonprofit operations in Ethiopia. Calls on: (1) the Department of State to review security assistance and improve oversight of U.S. assistance to Ethiopia; (2) the U.S. Agency for International Development to lead efforts to develop a strategy to support improved democracy and governance in Ethiopia; and (3) the State Department, in cooperation with the Department of the Treasury, to apply appropriate sanctions on foreign persons or entities responsible for extrajudicial killings, torture, or other gross violations of internationally recognized human rights committed against any nationals in Ethiopia;. Supports the peaceful efforts of the Ethiopian people to exercise their constitutional rights.

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments made by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.

Improving Transparency and Accuracy in Medicare Part D Spending Act This bill amends title XVIII (Medicare) of the Social Security Act to prohibit Medicare Prescription Drug Plan sponsors from retroactively reducing payment on clean claims submitted by pharmacies. (A "clean claim" is a Medicare claim that is free of defects such as incomplete documentation.)

Concrete Masonry Products Research, Education, and Promotion Act of 2017 This bill directs the Department of Commerce to issue orders applicable to U.S. manufacturers of concrete masonry products. Any such order must provide for the establishment of a Concrete Masonry Products Board to carry out a program of generic promotion, research, and education regarding concrete masonry products. An order must also provide that assessments be paid by concrete masonry product manufacturers for concrete masonry products manufactured and marketed in the United States. At least 50% of the assessments paid by a manufacturer must be used to support research, education, and generic promotion programs and projects in support of the geographic region of the manufacturer. During the 60-day period preceding the proposed effective date of an order, Commerce shall conduct a referendum for order approval among manufacturers. The bill allows petition and review of an order, and order enforcement through U.S. district courts. The bill requires a study and a report by: (1) the Government Accountability Office on how the board spends assessments collected, the impact of board activities, and other matters relating to the demand for concrete masonry products; and (2) Commerce on the appropriateness and effectiveness of applying the commodity check-off program model to a nonagricultural industry.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Children of Fallen Heroes Scholarship Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to eliminate the expected family contribution (EFC) used to determine financial need in the case of a Pell Grant-eligible student whose parent or guardian died in the line of duty as a police officer, firefighter, or other public safety officer. Such student is eligible to receive an automatic zero EFC and qualify for the maximum Pell Grant award if the student was less than 24 years old or enrolled at an institution of higher education at the time of the parent or guardian's death.

Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill states that it is U.S. policy to assist the government of Ukraine in restoring its sovereignty and territorial integrity in order to reverse and deter Russian aggression in Ukraine. The bill prohibits: (1) a federal agency from taking any action or extending any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters; and (2) the Government Publishing Office from printing any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Order 13685 (blocking property of certain persons and prohibiting certain transactions with respect to the Crimea region of Ukraine) shall remain in effect until the President certifies to Congress that Ukraine's sovereignty over Crimea has been restored. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated Executive Orders 13685 or Executive Orders 13360 or 13661(blocking property of persons contributing to the situation in Ukraine), or (2) facilitated deceptive or structured transactions for, or on behalf of, any person subject to U.S. sanctions against Russia. The President is authorized to impose similar sanctions against a foreign person: (1) who is responsible for, or complicit in, the commission of serious human rights abuses in any territory occupied or controlled by Russia; or (2) has materially assisted, or provided financial, material, or technological support for, such a person or is controlled by such a person. The President shall: (1) use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and (2) direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services that are contrary to U.S policy. The Department of State shall develop and implement a strategy to respond to Russian-supported disinformation and propaganda efforts against persons in countries bordering Russia.

Free Speech Fairness Act This bill amends the Internal Revenue Code to permit a tax-exempt organization to make certain statements related to a political campaign without losing its tax-exempt status. An organization may not lose its tax-exempt status under section 501(c)(3) or be deemed to have participated in, or intervened in any political campaign on behalf of (or in opposition to) any candidate for public office, solely because of the content of any statement that: (1) is made in the ordinary course of the organization's regular and customary activities in carrying out its exempt purpose, and (2) results in the organization incurring not more than de minimis incremental expenses.

Common Sense Nutrition Disclosure Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to revise the nutritional information that restaurants and retail food establishments must disclose. The nutrient content disclosure statement on the menu or menu board must include: (1) the number of calories contained in the whole menu item; (2) the number of servings and number of calories per serving; or (3) the number of calories per common unit of the item, such as for a multi-serving item that is typically divided before presentation to the consumer. Nutritional information may be provided solely by a remote-access menu (e.g., an Internet menu) for food establishments where the majority of orders are placed by customers who are off-premises. Establishments with self-serve food may comply with the requirements for restaurants or place signs with nutritional information adjacent to each food item. An establishment's nutrient content disclosures may vary from actual nutrient content if the disclosures comply with current standards for reasonable basis. Establishments with standard menu items that come in different flavors, varieties, or combinations, that are listed as a single menu item may determine and disclose nutritional information using specified methods or methods allowed by the Food and Drug Administration (FDA). Regulations pursuant to this bill or the clause amended by this bill may not take effect earlier than two years after final regulations are promulgated. The FDA may not exempt states from nutrition labeling requirements.

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

Child Interstate Abortion Notification Act This bill amends the federal criminal code to make it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. A violator is subject to criminal penalties—a fine, up to one year in prison, or both. The bill provides an exception for an abortion that is necessary to save the life of a minor whose life is endangered by a physical disorder, illness, or condition. This bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Additionally, this bill makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first complying with parental notification requirements, subject to specified exceptions. A physician violator is subject to criminal penalties—a fine, up to one year in prison, or both.

Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.

Stopping EPA Overreach Act of 2017 This bill amends the Clean Air Act to exclude carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride pollution from the scope of that Act. The bill declares that current law does not authorize or require the regulation of climate change or global warming and nullifies certain final rules relating to: (1) greenhouse gas and volatile organic compounds emissions, including methane emissions, from the oil and natural gas sector; and (2) carbon pollution emissions from the utility power sector. Before proposing or finalizing regulations or policies, the Environmental Protection Agency must analyze the net and gross impact of those regulations and policies on employment. Regulations and policies may not take effect if they have a negative impact on employment, unless they are approved by Congress and signed by the President.

Death Tax Repeal Act of 201 7 This bill amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and the lifetime gift tax exemption. The bill provides for an inflation adjustment to such exemption amount.

Pharmacy and Medically Underserved Areas Enhancement Act This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment with respect to certain pharmacist services that: (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Kari's Law Act of 2017 This bill amends the Communications Act of 1934 to prohibit businesses from manufacturing or importing for use in the United States, or selling or leasing in the United States, a multi-line telephone system unless it is pre-configured to allow users to directly initiate a call to 9-1-1 (without dialing any additional digit, code, prefix, or post-fix, including any trunk-access code such as the digit "9") from any station equipped with dialing facilities. Businesses are prohibited from installing, managing, or operating multi-line telephone systems without such a direct 9-1-1 call configuration. Businesses installing, managing, or operating such systems for use in the United States must configure the systems to provide a notification to a central location at the facility where the system is installed, or to another person or organization regardless of location, if the system is able to be so configured without an improvement to the hardware or software.

Health Care Safety Net Enhancement Act of 2017 This bill amends the Public Health Service Act to deem a hospital or an emergency department and a physician or physician group of a hospital or emergency department to be an employee of the Public Health Service with liability protection provided by the United States for purposes of any civil action that may arise due to providing emergency or post-stabilization services on or after January 1, 2016.

Taiwan Travel Act This bill states that it should be U.S. policy to: (1) allow officials at all levels of the U.S. government to travel to Taiwan to meet their Taiwanese counterparts; (2) permit high-level Taiwanese officials to enter the United States under respectful conditions and to meet with U.S. officials, including officials from the Department of State and the Department of Defense; and (3) encourage the Taipei Economic and Cultural Representative Office, and any other instrumentality established by Taiwan, to conduct business in the United States.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide each veteran who submits a claim for VA benefits with an opportunity to permit a covered congressional employee in the office of the veteran's Member of Congress to have read-only access to all of the veteran's records in the Veterans Benefits Administration databases. A Member may designate up to two such covered congressional employees. A covered congressional employee may not be recognized as an agent or attorney with respect to veterans' benefit claims. Funds under this bill may not be used to design or administer any training for covered congressional employees. The bill makes funds available for FY2018 through FY2021 for such congressional employee access program.

Heartbeat Protection Act of 2017 This bill amends the federal criminal code to make it a crime for a physician to knowingly perform an abortion: (1) without determining whether the fetus has a detectable heartbeat, (2) without informing the mother of the results, or (3) after determining that a fetus has a detectable heartbeat. It provides an exception for an abortion that is necessary to save the life of a mother whose life is endangered by a physical (but not psychological or emotional) disorder, illness, or condition. A physician who performs a prohibited abortion is subject to criminal penalties—a fine, up to five years in prison, or both. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Email Privacy Act This bill amends the federal criminal code to revise provisions that limit an electronic communication service (ECS) or remote communication service (RCS) provider from disclosing the contents of a wire or electronic communication that is in electronic storage. Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose contents of a wire or electronic communication or noncontent records or information pertaining to a subscriber or customer. An ECS or RCS provider may notify a subscriber or customer of the receipt of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification. The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of a delayed notification order.

Defund Planned Parenthood Act of 2017 This bill prohibits, for a one-year period, the availability of federal funds for any purpose to Planned Parenthood Federation of America, Inc., or any of its affiliates or clinics, unless they certify that the affiliates and clinics will not perform, and will not provide any funds to any other entity that performs, an abortion during such period. This restriction does not apply in cases of rape or incest or where a physical condition endangers a woman's life unless an abortion is performed. The Department of Health and Human Services and the Department of Agriculture must seek repayment of federal assistance received by Planned Parenthood Federation of America, Inc., or any affiliate or clinic, if it violates the terms of the certification required by this bill. Additional funding for community health centers is provided for the one-year period described above.

Requires both chambers of Congress to assemble annually in the Hall of the House of Representatives to receive a presentation from the Comptroller General on the Government Accountability Office's audited financial statement of the accounts and associated activities of the executive branch, together with an analysis of the financial position and condition of the federal government.

Inspiring the Next Space Pioneers, Innovators, Researchers, and Explorers (INSPIRE) Women Act This bill directs the National Aeronautics and Space Administration (NASA) to encourage women and girls to study science, technology, engineering, and mathematics (STEM), pursue careers in aerospace, and further advance the nation's space science and exploration efforts through support of the following initiatives: NASA GIRLS and NASA BOYS; Aspire to Inspire; and Summer Institute in Science, Technology, Engineering, and Research. NASA shall submit to Congress a specified plan on how NASA can best facilitate and support both current and retired astronauts, scientists, engineers, and innovators, including early career female astronauts, scientists, engineers, and innovators, to engage with K-12 female STEM students and inspire the next generation of women to consider participating in STEM fields and to pursue careers in aerospace.

Sarah's Law This bill amends the Immigration and Nationality Act to require the detention of an alien: (1) who was not inspected and admitted into the United States, who held a revoked nonimmigrant visa (or other nonimmigrant admission document), or who is deportable for failing to maintain nonimmigrant status; and (2) who has been charged in the United States with a crime that resulted in the death or serious bodily injury of another person. U.S. Immigration and Customs Enforcement shall make reasonable efforts to: obtain information about the identity of any victims of the crimes for which such alien was charged or convicted; and provide the victim, or a parent, guardian, spouse, or closest living relative of a deceased victim, with information about such alien, including name, date of birth, nationality, immigration status, criminal history, and a description of any related removal efforts.
