Directs the President to report to the Congress on whether the Government of India is preventing human rights organizations from visiting India to monitor human rights conditions. Terminates development assistance to India (except for assistance for specified health projects) if the President reports that the Government of India is implementing such policy. Provides for the resumption of assistance to India if the President reports to the Congress that India is no longer implementing such policy.

Expresses the sense of the Congress that the administration should: (1) be commended for its quick action in addressing the humanitarian crisis in northern Ethiopia; and (2) impress upon Ethiopia's opposition groups that the U.S. attitude toward each such group will be greatly influenced by their cooperation in facilitating relief efforts and by steps they take in negotiating a lasting political settlement. Requests the President to urge: (1) the parties to the conflict in northern Ethiopia to agree to a ceasefire, to accept free passage of relief, and to permit the United Nations (U.N.) to assume a prominent role in coordinating international relief efforts; (2) Soviet President Gorbachev to press the Ethiopian Government to agree to such actions; and (3) nations supplying military assistance to the warring parties in Ethiopia to use their influence to facilitate a ceasefire and end external military flows. Urges the President: (1) until the Ethiopian Government takes such actions, to oppose favorable treatment of such Government by the International Bank for Reconstruction and Development (World Bank) and the International Monetary Fund (IMF), to continue to oppose upgrading of U.S. diplomatic relations with such Government, and to prohibit the importation of Ethiopian coffee; and (2) after the Ethiopian Government takes such actions and has made substantial progress in effecting macroeconomic reform and in negotiating a settlement of Ethiopia's internal wars, to begin the normalization of relations and to support an expanded World Bank and IMF role in Ethiopia.

Loans to One Borrower Transition Rule Act of 1990 - Amends the Home Owners' Loan Act to establish a transition period during which specified limits apply to total loans and credit extensions offered by savings associations to any one borrower. Requires the Director of the Office of Thrift Supervision to prescribe regulations to implement this Act.

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide that the definition of "owner or operator" (for purposes of liability) does not include: (1) a designated lending institution which acquires control of a facility pursuant to the terms of a security interest held by the person in such facility or in connection with a lease subject to Federal or State banking authorities; (2) a corporate fiduciary which operates or has legal title to a facility pursuant to the terms of an estate or trust; (3) an individual or institution that serves as an indenture trustee and acquires control of a facility as the result of default on a financing document between the trustee and the issuing entity; and (4) an individual fiduciary who has legal title to a facility for purposes of administering an estate or trust.

Amends title XVIII (Medicare) of the Social Security Act to prohibit the implementation of sanctions against a hospital for violating Medicare emergency medical condition screening and treatment requirements until a peer review organization makes a finding as to whether such a violation has occurred.

Rural Nursing Incentive Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to provide direct coverage under part B (Supplementary Medical Insurance) of the Medicare program of nurse practitioner or clinical nurse specialist services furnished in rural areas. Sets the Medicare payment for such services at 80 percent of the lesser of the actual charge or the prevailing charge that would have been recognized had the services been performed by a physician. Requires that such payments be made on an assignment-related basis.

Medicare Physician Regulation Relief Amendments of 1990 - Amends title XVIII (Medicare) of the Social Security Act to require carriers and peer review organizations to release the medical review screen or the associated screening parameter to a physician before notifying such physician that payment for his or her service has been denied. Permits Medicare reimbursement of a patient's regular physician for services provided to such patient by another physician who occasionally covers for the regular physician. Requires Medicare carriers to provide physicians, upon request and without charge, with carrier-generated information which physicians need to submit a payment claim or respond to a carrier inquiry. Allows a medical society or other professional organization representing physicians to represent a group or class of physicians in Medicare payment determinations, reconsiderations, or appeals. Directs the Secretary of Health and Human Services to appoint, based on nominations submitted by national medical organizations representing physicians, a Practicing Physicians Advisory Council with which the Secretary must consult concerning changes in the Medicare program and proposed changes in regulations and carrier operation policies.

Rural Hospital Payment Equity Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to equalize average standardized Medicare payments for urban and rural hospitals. Requires the Security of Health and Human Services to collect data on compensation and paid hours of employment for hospital employees in various occupational categories and use such data to establish a professional and non-professional occupational component for each area wage index used in reimbursing hospitals for wage-related costs. Directs the Secretary to develop a legislative proposal allowing for the adjustment of a rural hospital's wage index by substituting the professional occupational component of the wage index used in the nearest metropolitan area for the professional occupational component that would otherwise apply to such rural hospital's area wage index.

Amends the Coastal Zone Management Act of 1972 to repeal a provision concerning the expiration of authority to make coastal zone management grants to States. Removes a requirement that coastal States expend an increasing proportion of administrative grants on specified coastal zone activities in order to receive such grants. Deletes provisions concerning the segmental development of coastal zone management programs and the inclusion of standards for coastal resources of national significance in such programs. Defines "National Priority Program Element" as: (1) enhanced wetland protection and restoration; (2) prevention and mitigation of risks to life and property from coastal hazards and of nonpoint source pollution; and (3) management of beach and marine debris to reduce coastal zone pollution. Authorizes the Secretary of Commerce to make grants to coastal States for the implementation of coastal zone management program changes supporting the National Program Priority Elements. Limits the amounts of such grants to be used for such changes. Permits the Secretary to suspend payment and withdraw any unexpended portion of financial assistance to a State if the State is failing to adhere to: (1) a management program or national estuarine reserve management program; or (2) the terms of any grant or cooperative agreement. (Current law requires the Secretary to reduce such assistance by a specified amount if the State is failing to achieve certain coastal management objectives.) Revises notice requirements with respect to such suspensions. Provides that such suspensions shall last between six and 36 months. Authorizes the Secretary to make grants to any person (currently, coastal States) for educational or interpretive activities related to a natural estuarine reserve. Authorizes appropriations for various activities under the Coastal Zone Management Act of 1972.

Language of Government Act of 1990 - Declares English to be the official language of the U.S. Government. States that the Government has an affirmative obligation to preserve and enhance the role of English as the official language. Prohibits anyone from being denied Government services because they communicate in English. Prohibits a Government entity from making or enforcing an official act requiring the use of a language other than English. Deems anyone discriminated against for communicating in English to have been discriminated against on the basis of national origin. Makes available to a person so discriminated against all lawful remedies available under the Civil Rights Act of 1964.

Places additional prohibitions on individuals convicted of felonies in connection with Department of Defense (DOD) contracts. Disallows such individuals from having any contact with defense subcontracts or subcontractors during such prohibition. Prohibits the Secretaries of the military departments from allowing the award of DOD subcontracts to suspended or debarred contractors (current law prohibits the approval of such subcontracts). Provides that, in the case of any DOD contact with respect to which the Secretary of Defense is required to approve the contractor's purchasing system, approval will be withdrawn if the contractor awards a subcontract to a contractor who has been suspended or debarred from Government contracting or subcontracting, except where the contractor has established procedures fully protecting the Government's interests. Directs the Secretary to require each DOD contractor to require each of its subcontractors to certify that the subcontractor is not debarred or suspended from Government contracting or subcontracting at the time of the contract award.

Tourism Policy and Export Promotion Act of 1990 - Declares it to be the national goal to increase U.S. export earnings from U.S. tourism and transportation services with an eye toward: (1) the elimination of the travel and tourism export deficit of the United States and the U.S trade deficit; and (2) the achievement of a travel and tourism export surplus. Amends the Trade Act of 1974 to require the United States Trade Representative (USTR) to identify foreign trade barriers to U.S. travel and tourism. Requires the USTR to submit the National Trade Estimate to the President and the Senate Committees on Finance and Commerce, Science, and Transportation. Amends the International Trade Act of 1961 to require each annual tourism trade development plan to focus on those countries in which tourism trade development has the greatest potential for increasing travel and tourism export revenues. Declares that the Congress finds that increased efforts directed at the promotion of rural tourism will contribute to the economic development of rural America. Establishes the Rural Tourism Foundation. Authorizes appropriations.

World War II 50th Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 50th anniversary of World War II by minting and issuing commemorative coins. Directs the Secretary of the Treasury to issue and mint such coins in five dollar, one dollar, and half dollar denominations. Mandates that surcharges received from the sale of such coins be deposited in a coinage profit fund and allocated, upon separate congressional authorization, to the American Battle Monuments Commission to establish a World War II memorial. Directs the Secretary to report semiannually to the Congress regarding implementation of this Act.

Rural Health Improvement Act of 1990 - Title I: Tax Provisions - Amends the Internal Revenue Code to provide tax credits to physicians, physician assistants, and nurse practitioners for the first five years of their practice in a rural area. Excludes from gross income any payments made on behalf of a taxpayer by the National Health Service Corps Loan Repayment program. Permits physicians to expend up to $25,000 annually for the purchase of basic equipment used in providing primary care services in rural areas. Title II: Public Health Service Provisions - Amends the Public Health Service Act to include disadvantaged individuals and minorities and individuals living in, or intending to serve, medically underserved areas among the priority clientele of the National Health Service Corps Scholarship and Loan Repayment programs. Increases the amount of coverage authorized under the Loan Repayment program. Increases funding for area health education centers. Targets Public Health Service funds to county health departments for preventive health services. Title III: Social Security Provisions - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) the elimination, by January 1, 1991, of separate average standardized Medicare payments for large urban, other urban, and rural hospitals; and (2) full implementation, by January 1, 1992, of a resource-based relative value scale for determining Medicare payments to physicians. Covers nurse practitioner services furnished in rural areas. Establishes uniform national payment rates for certified registered nurse anesthetist services. Permits physician assistants to provide Medicare-covered services in rural areas without regard to whether such areas are manpower shortage areas. Title IV: Miscellaneous Provisions - Waives the application of antitrust laws against rural hospitals which engage in joint activities that include, purchasing, contracting for specified services, and the sharing of personnel. Directs the Secretary of Health and Human Services to determine which Medicare regulations affecting rural hospitals could be made less burdensome without diminishing the quality of care such hospitals provide to Medicare beneficiaries.

Depository Institution Golden Parachute Prohibition Act of 1990 - Amends the Federal Deposit Insurance Act to authorize the Federal Deposit Insurance Corporation Board of Directors to prohibit any insured depository institution from making golden parachute payments as defined in the Internal Revenue Code (payments resulting from an agreement during the pendency of a tender offer to increase the compensation of senior management personnel).

Homeownership and Opportunity for People Everywhere Act of 1990 - Title I: HOPE Grants - Subtitle A: HOPE for Public and Indian Housing Homeownership - Amends the United States Housing Act of 1937 to authorize planning and implementation matching grants for public and Indian housing homeownership. Authorizes appropriations. Subtitle B: HOPE for HUD Multifamily Homeownership - Authorizes technical assistance, planning, and implementation matching grants for multifamily housing. Authorizes appropriations. Subtitle C: HOPE for Homeownership through Nonprofit Organizations - Authorizes implementation matching grants to private nonprofit organizations to carry out homeownership programs. Authorizes appropriations. Title II: Preservation of Low-Income Housing and Resident Homeownership - Retitles title II of the Emergency Low Income Housing Preservation Act of 1987 as the "Low-Income Housing Preservation and Resident Homeownership Act of 1990." Revises mortgage prepayment provisions. Authorizes approval of resident homeownership plans. Sets forth related conditions. Title III: Other HOPE Programs - Amends the Stewart B. McKinney Homeless Assistance Act to establish the shelter plus care program to provide specified rental assistance in connection with related support services to homeless persons who are seriously mentally ill or who have chronic alcohol or drug problems. Authorizes appropriations. Establishes a demonstration program to test the effectiveness of combining housing vouchers and support services to assist frail elderly persons to continue to live independently. Amends the United States Housing Act of 1937 to establish the Operation Bootstrap program to promote the development of local strategies to coordinate certificate and voucher program assistance with public and private resources to enable eligible families to achieve economic independence. Authorizes appropriations. Title IV: Housing Opportunity Zones - Authorizes the Secretary of Housing and Urban Development to designate Housing Opportunity Zones and approve Barrier-Removal Plans for cities and urban counties in order to remove legislative and administrative barriers to new and rehabilitated housing production.

Regulated Precursor Chemicals Act of 1990 - Amends the Controlled Substances Act to revise and expand the list of precursor chemicals, including transferring to such list hydriodic acid from the list of essential chemicals. Revises the definition of "regulated transaction" to include transfers of any amount of an essential listed precursor chemical, with exceptions. Requires each regulated person to report to the Attorney General on any regulated transaction involving any quantity of a listed essential chemical. Makes it unlawful for any person to engage in a regulated transaction involving a listed precursor chemical or any other conduct that defines such person as a regulated person for purposes of such Act without a license required under such Act. Requires the Attorney General to establish a program requiring licenses for regulated persons and regulated transactions involving listed precursor chemicals where such requirement will contribute to carrying out the purposes of such Act and to criminal drug law enforcement. Provides for fines and imprisonment of not more than four years for violations of the licensing requirement. Requires the Attorney General to provide for the audit and control of listed precursor chemical inventories of persons possessing a license under this Act. Directs the Attorney General to cooperate with State authorities by providing information regarding regulated transactions in such chemicals that might be useful in the administration of State laws relating to precursor chemicals, controlled substances, and other illegal drugs.

Ocean and Coastal Programs Authorization Act of 1990 - Authorizes appropriations to the Department of Commerce for FY 1991 to carry out activities of the National Oceanic and Atmospheric Administration relating to: (1) mapping, charting, and geodesy; (2) observation and assessment (not to be used for activities authorized separately by the National Ocean Pollution Planning Act of 1978 or by title II of the Marine Protection, Research, and Sanctuaries Act of 1972) (Marine Sanctuaries Act); and (3) ocean and coastal management, under title III of the Marine Sanctuaries Act (not to be used for activities authorized separately under the Deep Seabed Hard Mineral Resources Act).
