Housing Emergencies Lifeline Program Act of 2020 or the HELP Act of 2020 This bill requires the Department of Housing and Urban Development (HUD) to establish a database of information regarding evictions from federally assisted dwellings, limits the inclusion of information relating to landlord-tenant actions in consumer reports, and otherwise provides eviction-related assistance and services. Specifically, the bill requires states and local entities receiving federal housing assistance to submit to HUD, for inclusion in the database, certain information regarding evictions from assisted dwelling units in the past year. Such information must include, among other things, the reason for eviction and whether the household was represented by legal counsel in the proceedings. Additionally, consumer reporting agencies may include an adverse item of information relating to a landlord-tenant action in a consumer report only if the landlord prevailed in the action and the tenant was an adult on the date the court claim was filed. Any such information must be removed from a consumer report one year after the date of the action. Further, the bill authorizes additional Emergency Solutions Grants to provide legal counsel and pay court fees for tenants subject to or at risk of eviction. Finally, HUD must require owners of federally assisted rental units to annually provide information to each tenant regarding the rights and responsibilities of the owner with respect to eviction and local organizations and resources that can provide assistance in eviction-related matters. HUD must also establish an eviction hotline to provide assistance to tenants of these units.

Airport Infrastructure Readiness Act of 2020 or the AIR Act of 2020 This bill directs the Department of Transportation (DOT) to apportion Airport Improvement Program funding for FY2022 and FY2023 to an airport sponsor based on the number of passenger boardings at such airport that would result in the highest apportioned amount during either calendar year 2018, calendar year 2019, or the full calendar year prior to the current fiscal year. Additionally, DOT shall not calculate a benefit-to-cost ratio with respect to an air traffic control tower participating in the Contract Tower Program on the basis of an annual aircraft traffic decrease in FY2020 and FY2021. Under the Contract Tower Program, air traffic control towers are staffed by employees of private companies rather than by Federal Aviation Administration (FAA) employees. The FAA is required to perform a benefit-cost analysis to determine eligibility for participation in the program.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

No Funds for Apportionment Exclusion Act This bill prohibits using federal funds to carry out the July 21, 2020, presidential memorandum ordering the exclusion of aliens without legal immigration status from being counted for the purposes of apportioning representation in the House of Representatives following the 2020 census.

Caribbean Basin Security Initiative Authorization Act This bill authorizes the allocation of certain funds for purposes related to the Caribbean Basin Security Initiative, requires the Department of State to develop a strategy for prioritizing efforts to increase disaster response and resilience in the Caribbean, and establishes monitoring and reporting requirements. Funds for carrying out the initiative shall be used for purposes that include (1) promoting citizen safety, security, and the rule of law in the Caribbean; (2) prioritizing efforts to combat corruption; and (3) promoting the rule of law in the Caribbean and countering influence from authoritarian regimes. The State Department shall develop a strategy that incorporates specific, measurable benchmarks demonstrating a prioritization of efforts to increase disaster response and resilience through carrying out specified coordination, resilience, and preparedness programs in beneficiary countries. The State Department must also submit an implementation plan that includes a timeline and stated objectives for such actions to be taken.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

Passport Backlog Elimination Act This bill requires the Department of State to submit and implement a plan containing specified actionable strategies to eliminate the backlog of passport applications that is due to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Computers for Veterans and Students Act of 2020 or the COVS Act This bill allows federal agencies to directly transfer surplus computers and related technology to refurbishers for eventual distribution to schools, veterans, seniors, and other specified populations in need. The General Services Administration (GSA) may also transfer property it receives from other agencies to refurbishers for such purposes. Currently, the GSA operates the Computers for Learning Program, which distributes surplus computers and related technology from federal agencies to schools and educational nonprofits; the program does not allow property to be transferred directly to refurbishers.

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Masks Work Act of 2020 This bill requires the Department of Health and Human Services, the Centers for Disease Control and Prevention, and the National Institutes of Health to provide access to, increase public awareness of, and support research on cloth face coverings to reduce the spread of COVID-19 (i.e., coronavirus disease 2019), respectively.

The COVID-19 Hospital and Health Provider Loan Forgiveness Act of 2020 This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill requires the Centers for Medicare & Medicaid Services to waive recoupment and repayment for providers who meet specified requirements. Among other criteria, providers must not have engaged in surprise billing practices with respect to COVID-19 patients. Providers must still repay any amounts not used for COVID-19 expenses; the bill caps the interest rate on such repayments at 2% upon a demonstration of hardship. The bill also requires private health insurers to treat out-of-network COVID-19 services as in-network for purposes of payment and cost-sharing.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2020 or the RESTAURANTS Act of 2020 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs. The amount of such a grant shall be reduced by the amount of (1) any emergency grant received for an economic injury disaster loan, or (2) any paycheck protection loan amount forgiven under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million.

Investing in a New Vision for the Environment and Surface Transportation in America Act or the INVEST in America Act This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, research, hazardous materials, and rail programs of the Department of Transportation (DOT). Among other provisions, the bill extends FY2020 enacted levels through FY2021 for federal-aid highway, transit, and safety programs; reauthorizes for FY2022-FY2025 several surface transportation programs, including the federal-aid highway program, transit programs, highway safety, motor carrier safety, and rail programs; addresses climate change, including strategies to reduce the climate change impacts of the surface transportation system and conduct a vulnerability assessment to identify opportunities to enhance the resilience of the surface transportation system and ensure the efficient use of federal resources; revises Buy America procurement requirements for highways, mass transit, and rail; establishes a rebuild rural grant program to improve the safety, state of good repair, and connectivity of transportation infrastructure in rural communities; implements new safety requirements across all transportation modes; and directs DOT to establish a pilot program to demonstrate a national motor vehicle per-mile user fee to restore and maintain the long-term solvency of the Highway Trust Fund and achieve and maintain a state of good repair in the surface transportation system.

Justice in Policing Act of 2020 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices. The bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination. The bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It establishes a framework to prohibit racial profiling at the federal, state, and local levels. The bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body cameras.

Great American Outdoors Act This bill establishes the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance projects on federal lands. For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all federal revenues from the development of oil, gas, coal, or alternative or renewable energy on federal lands and waters. Deposited amounts must not exceed $1.9 billion for any fiscal year. The fund must be used for priority deferred maintenance projects in specified systems that are administered by the National Park Service, the Forest Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Indian Education. The Government Accountability Office must report on the effect of the fund in reducing the backlog of priority deferred maintenance projects for the specified agencies. Additionally, the bill makes funding for the Land and Water Conservation Fund (LWCF) permanent. The President shall annually report to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, the U.S. debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) proposes a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.

Accelerating Access to Critical Therapies for ALS Act This bill establishes a grant program, as well as a new center within the Food and Drug Administration (FDA), to facilitate access to investigational therapies for neurodegenerative diseases such as amyotrophic lateral sclerosis (i.e., ALS, also known as Lou Gehrig's disease, a progressive and fatal disease). Specifically, the Department of Health and Human Services (HHS) must award grants for the provision of investigational drugs for ALS and other rapidly progressing neurodegenerative diseases through an expanded access (i.e., compassionate use) program. HHS may award these grants to (1) a small business that is the sponsor of an investigational new drug application, or (2) a participating clinical trial site for such a sponsor. Additionally, HHS must establish within the FDA a Center of Excellence for Neurodegenerative Diseases. The center shall have duties and authorities similar to those of the FDA's Oncology Center of Excellence, which helps expedite the development of medical products and assists providers in requesting access to investigational drugs.

Child Care Is Essential Act This bill establishes and provides $50 billion in appropriations for the Child Care Stabilization Fund to award grants to child care providers during and after the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill establishes the fund within the existing Department of Health and Human Services Child Care and Development Block Grant (CCDBG) program, and the grants must be administered by the existing CCDBG lead agencies of states, tribes, or territories. Child care providers that are currently open or temporarily closed due to COVID-19 are eligible to receive grant awards, which are based on the provider's operating costs before the COVID-19 public health emergency and adjusted to account for the increased costs of providing child care as a result of COVID-19.

Protecting Human Rights During Pandemic Act This bill establishes strategies and reporting requirements related to internationally recognized human rights and COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the Department of State and the U.S. Agency for International Development to submit (1) a strategy for carrying out programs to support democratic institutions, freedom of the press, civil society, and human rights defenders in countries where government measures in response to COVID-19 violated or undermined internationally recognized human rights; and (2) a five-year strategic plan outlining the steps to address persistent human rights issues in the aftermath of COVID-19. The bill also conditions the provision of security assistance to a foreign government on consideration of whether the foreign government used emergency laws, policies, or administrative procedures in violation of internationally recognized human rights. Further, the bill requires the State Department to author initial, monthly, and final reports describing, among other things (1) specified countries' adherence to certain human rights principles in responding to COVID-19, (2) the actions of the U.S. government to address foreign governments' violations of human rights in responding to COVID-19, (3) the impact of such violations on things such as access to health care and the efforts and ability to control the pandemic, and (4) the U.S government's global efforts to counter disinformation and disseminate accurate information about the pandemic. The bill also requires the inclusion of certain information, such as the misuse and abuse of emergency powers, in the annual country reports on human rights practices.

Homeless Veterans Credit Repair, Enhancement, and Debt Improvement for Tomorrow Act or the Homeless Veterans CREDIT Act This bill requires the Department of Veterans Affairs to conduct a comprehensive study on access to, and the use and effects of, financial and credit counseling for veterans who do not have stable housing.

COVID-19 Dependent Care Flexible Spending Arrangement Rollover Act of 2020 This bill directs the Department of the Treasury to issue regulations or other guidance that permit the unused balance as of the end of plan year 2020 of any dependent care flexible spending arrangement to be rolled over to plan year 2021.

This resolution expresses support for the goals and ideals of Polycystic Ovary Syndrome (PCOS) Awareness Month. PCOS is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne. It recognizes the need for further research, improved treatment and care options, and a cure for PCOS. It also acknowledges the struggles affecting all women and girls afflicted with PCOS.

Paycheck Recovery Act of 2020 This bill directs the Department of the Treasury to establish a paycheck recovery program to provide grants for certain small businesses and employers that have lost revenue because of COVID-19 (i.e., coronavirus disease 2019) to pay wages and fixed expenses such as rent, utilities, and safety equipment. Treasury shall award such grants to employers that have experienced revenue losses above a 10% gross receipts threshold or to small businesses that employ 20 or fewer individuals and have annual gross receipts of less than $3 million. Recipients shall receive an initial, 90-day grant that covers the percentage of revenue loss multiplied by wages provided to an employee (up to a salary cap of $90,000), plus an additional 25% of total wages to cover business operating costs. Subsequent grants shall be disbursed on a monthly basis until the nationwide unemployment rate remains below 7% for three consecutive months, at which point Treasury shall terminate the program. An employer receiving a grant must meet certain conditions related to share repurchases, payments to shareholders or bondholders, and executive compensation and bonuses, as well as conditions relating to labor protections such as keeping employees on payroll and benefits. The bill also establishes a Congressional Paycheck Recovery Program Implementation Oversight Board to ensure employers that receive grants use the funds appropriately and comply with all conditions.

Black History is American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Black history in their teaching of American history. It also requires Black history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Black history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Black history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's National Museum of African American History and Culture. The bill also requires the inclusion of Black history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Pandemic Heroes Compensation Act of 2020 This bill allows essential workers and their family members to file claims and receive compensation for harm or death suffered as a result of COVID-19 (i.e., coronavirus disease 2019). A Special Master appointed by the Department of Justice must review claims submitted and determine if a claimant is eligible for compensation, the extent of the harm to the claimant, and the amount of compensation to be awarded.

Utilizing and Supporting Evacuated Peace Corps Volunteers Act This bill provides benefits for Peace Corps volunteers, including health insurance for volunteers whose service was terminated due to the COVID-19 (i.e., coronavirus disease 2019) outbreak. Such a terminated Peace Corps volunteer shall receive health insurance for two months upon return to the United States. The volunteer may elect to extend such insurance, at the volunteer's expense, until the last day in which the volunteer would be eligible for unemployment benefits under the Coronavirus Aid, Relief, and Economic Security Act. Executive branch departments and agencies with hiring needs, as well as the Corporation for National and Community Service, shall establish expedited processes for hiring and enrolling such terminated Peace Corps volunteers. The Peace Corps shall (1) resume all programs, to the extent possible, as soon as the COVID-19 pandemic has subsided; and (2) establish an expedited process for reenrolling Peace Corps volunteers whose service was terminated due to COVID-19. For the purpose of Foreign Service officer appointments, a candidate's previous Peace Corps service shall be considered a significant affirmative factor but shall be less significant than the affirmative factor afforded to a veteran. The Peace Corps shall inform exiting volunteers of various health care options available after leaving the Peace Corps. The bill allows the official seal or emblem of the Peace Corps and the name Peace Corps to be used on any death announcement, plaque, gravestone, or other grave marker of a former volunteer, officer, or employee.

Emergency Rental Assistance and Rental Market Stabilization Act of 2020 This bill authorizes the Department of Housing and Urban Development (HUD) to award additional grants under the Emergency Solutions Grant program to provide rental assistance for short-term and medium-term housing to homeless individuals or families, or those who are at risk of homelessness, and expands eligibility for such additional assistance. For assistance provided under the bill, the term at risk of homelessness shall include individuals and families that have an income below 80% of the median income for the area (rather than 30% of the area median income, as under current law). Rental assistance provided under the bill shall generally be limited to 120% of the HUD-established fair market rent for the area, whereas currently rental assistance under the program is generally limited to 100% of an area's fair market rent. Such assistance may not be conditioned on any prerequisite activities, such as receiving treatment. HUD may, with some limitations, waive requirements or establish alternative requirements related to such assistance if doing so is necessary to respond to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

Supporting Connectivity for Higher Education Students in Need Act This bill establishes and provides funds for the Emergency Higher Education Connectivity Fund. Specifically, the National Telecommunications and Information Administration (NTIA) must use the fund to support institutions of higher education (IHEs) in providing broadband internet access service, videoconferencing systems and services used for distance learning, and equipment (e.g., computers, Wi-Fi hotspots, and other one-time costs) to enrolled students during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill requires the NTIA, in consultation with the Department of Education, to promulgate regulations within 14 days related to support for IHEs. Among other things, the regulations must prioritize support for IHEs that receive certain institutional grants, including historically Black colleges and universities, minority-serving institutions, and rural-serving institutions; require IHEs to prioritize support for students who are eligible for need-based financial aid; and establish a schedule of reasonable per-student funding amounts for eligible services and equipment.

Security After Sandy Act This bill cancels and waives certain debts owed to the United States. The bill cancels repayment for all uncollected amounts owed with respect to community disaster loans made by the federal government between January 1, 2006, and January 1, 2020, with respect to any major disaster declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The Federal Emergency Management Administration (FEMA), the Department of Housing and Urban Development, and the Small Business Administration shall waive a debt owed to the United States related to such assistance provided to an individual or household if (1) such debt owed is a result of an unauthorized use of funds for such assistance, and (2) the use of funds related to the same recovery for which the assistance was provided. Such debt may not be waived if it involves fraud by the debtor.

COVID-19 Mortgage Relief Act This bill extends protections for renters and mortgage borrowers provided in response to the COVID-19 (i.e., coronavirus disease 2019) emergency, revises bankruptcy provisions, and expands COVID-19 aid programs to include mortgage servicers. Mortgage forbearance may be extended to borrowers for up to 12 months. Currently, borrowers may receive 180 days of forbearance, with an extension of up to an additional 180 days. The bill also expands the forbearance provisions to apply to nonfederally backed mortgages. The bill expands the current moratorium on evictions of renters from property receiving a forbearance to generally protect all such renters, not only renters in federally assisted housing or property that has a federally backed mortgage. The current moratorium on mortgage foreclosures is extended from 60 days beginning on March 18, 2020, to 6 months after enactment of this bill. The bill also expands this moratorium to include nonfederally backed mortgages. Additionally, the bill generally revises bankruptcy provisions. COVID-19 aid is excluded from property subject to bankruptcy proceedings and the homestead exemption available to individual debtors is increased, among other protections. Existing COVID-19 economic aid programs are expanded to include mortgage servicers. The Department of the Treasury must allow mortgage servicers to participate in these programs to receive loans, loan guarantees, and other investments currently offered to eligible businesses, states, and municipalities.

Children's Health Insurance Program Pandemic Enhancement and Relief Act or the CHIPPER Act This bill extends the 11.5% increase to the enhanced Federal Medical Assistance Percentage (FMAP) that is otherwise applicable under the Children's Health Insurance Program (CHIP) through FY2021, in accordance with specified conditions. For example, in order to receive the increased FMAP in FY2021, a state must cover, without cost-sharing, testing and treatment for COVID-19 (i.e., coronavirus disease 2019), including vaccines, specialized equipment, and therapies.

This resolution condemns political imprisonments in Russia and calls on Russia to release its political prisoners. The resolution also urges the United States to advocate for the release of such prisoners and to identify the Russian officials responsible for their imprisonment.

Haitian Deportation Relief Act This bill defers the removal of any national of Haiti who is physically present in the United States on the date of the bill's enactment. The deferral period shall last until the later of (1) the end of the emergency period in the United States stemming from the COVID-19 (i.e., coronavirus disease 2019) outbreak; or (2) the end of the COVID-19 emergency in Haiti, if such removals will not overwhelm Haiti's public health infrastructure. The Department of Homeland Security shall prioritize alternatives to detention for an alien whose removal is deferred under this bill, unless the alien poses a significant public safety risk.
