Displaced Afghan Women and Girls Education Act of 2022 This bill provides certain educational resources to certain displaced Afghan women and girls domiciled in the United States. For example, the bill (1) requires such displaced Afghan women and girls to receive in-state tuition rates at public institutions of higher education, and (2) provides funding for and establishes the Displaced Afghan Women and Girls Scholarship Grant.

Pride in Mental Health Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing youth who are lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, or gender-variant members of indigenous communities (e.g., Two Spirit). Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants. The bill also establishes a grant program to provide mental and behavioral health resources for such youth, including trauma-informed care.

Health Equity and Accountability Act of 2022 This bill directs the Department of Health and Human Services (HHS) and others to undertake efforts to reduce health disparities. For example, the bill (1) requires more detailed reporting of demographic and health disparities data, including related to public health emergencies; (2) directs certain components of HHS to support health workforce diversity; and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, nutrition assistance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDS, kidney disease, and diabetes; investments in communities facing health and other inequities; and nondiscrimination in the provision of services in federally supported health programs. Additionally, the bill (1) revises health information technology programs to address health disparities, and (2) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health (i.e., nonmedical factors that influence health outcomes, such as income and educational attainment). The bill also requires various studies and reports on issues related to health care and health disparities, including a report by the Government Accountability Office on health workforce diversity.

Western Hemisphere Nearshoring Act This bill provides assistance for corporations to move operations from China to countries in Latin America or the Caribbean and addresses related issues. For example, the bill requires the U.S. International Development Finance Corporation to provide financing and other assistance to eligible corporations for costs associated with such a move. Tariffs collected for goods manufactured in China shall be used to pay for such assistance. The President may provide preferential treatment, including duty-free treatment, for goods produced in a Latin American or Caribbean country by a corporation that received relocation assistance under this bill.

Hispanic Educational Resources and Empowerment Act of 2022 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic and Latino students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as improving school-based and institutional practices to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

Accountability for Cryptocurrency in El Salvador Act or ACES Act This bill requires the Department of State to devise and implement a plan to mitigate any potential risk to the U.S. financial system posed by the adoption of a cryptocurrency as legal tender in El Salvador and any other country that uses the U.S. dollar as legal tender. The State Department must report to Congress on this plan and on various issues relating to El Salvador's adoption of Bitcoin as legal tender.

Energy Conservation Opportunities on Campus Act or the ECO Campus Act This bill directs the Department of Energy to establish a grant program to support energy efficiency, renewable energy, and climate resilience improvements at certain public institutions of higher education.

Safe Aircraft Maintenance Standards Act This bill addresses safety standards related to foreign aircraft repair stations. Among other things, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year; requires air carriers to submit monthly reports to the Federal Aviation Administration (FAA) with respect to maintenance, preventive maintenance, or alternations of an aircraft; sets forth minimum qualifications for mechanics and others working on U.S. registered aircraft at foreign repair stations; and establishes a moratorium on FAA certification of new foreign aircraft repair stations if certain regulations are not implemented within one year.

Countering Malign Russian Activities in Africa Act This bill requires the Department of State to report to Congress a strategy and implementation plan outlining U.S. efforts to counter Russia's malign influence and activities in Africa. The State Department must also report to Congress annual updates on the strategy and implementation plan.

This bill prohibits using federal funds to support or facilitate (1) Russia's participation in a Group of Seven (G-7) proceeding, or (2) a reconstituted Group of Eight (G-8) that includes Russia. (The G-7 is an informal group consisting of seven of the world's largest advanced economies. In 2014, the G-8 became the G-7 when Russia 's membership was suspended following Russia's annexation of the Crimea region of Ukraine.)

This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.

Cuban Family Reunification Parole Act of 2022 This bill directs the Department of State to restart processing applications under the Cuban Family Reunification Parole Program. (The program, which was suspended in 2017, allows eligible U.S. citizens and lawful permanent residents to apply for parole for family members in Cuba, who can then enter the United States while waiting for immigrant visas.) The State Department must prioritize applications filed before this bill's enactment and ensure that the adjudication of such applications begin no later than six months after this bill's enactment date.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2022 This bill reauthorizes programs to combat human trafficking and addresses related issues. The bill reauthorizes through FY2026 various programs, including (1) Department of State and Department of Justice activities to combat human trafficking internationally; and (2) the Angel Watch Center, a U.S. Immigrations and Customs Enforcement program that notifies foreign countries of the pending arrival of certain convicted sex offenders. The Department of Health and Human Services may carry out a program to prevent the re-exploitation of certain victims of trafficking by helping such individuals reintegrate into society and achieve self-sufficiency. The bill imposes additional requirements on states receiving federal payments for foster care maintenance or adoption assistance. Specifically, if a state agency has certain responsibilities pertaining to a missing child who is (or at risk of being) a trafficking victim, that agency must maintain regular communication and share information with law enforcement and the National Center for Missing and Exploited Children in efforts to safely recover the child. The Angel Watch Center must periodically obtain from each country in the visa waiver program a list of individuals from those countries who are required to register as sex offenders. The U.S. Agency for International Development must encourage integration of activities to counter human trafficking into its broader assistance programs. Federal agencies must ensure, to the greatest extent practicable, that nightly lodgings booked in the United States for agency employees are made with establishments with procedures and policies to combat human trafficking.

This resolution calls on the government of Rwanda to immediately release Paul Rusesabagina on humanitarian grounds and permit him to return safely to the United States. The resolution calls on the government of Rwanda to ensure Paul Rusesabagina receives access to appropriate, qualified medical professionals and all medical care necessary to guarantee his physical integrity and psychological well-being. The resolution also urges the U.S. government in all interactions with the government of Rwanda to raise the case of Paul Rusesabagina and to press for his immediate release on humanitarian grounds. Finally, the resolution expresses support to the family of Paul Rusesabagina and their commitment to bringing him home.

It urges the government to initiate dialogues with separatist groups and civil society, follow through on initiatives developed to address various grievances, and comply with international human rights standards. The resolution also urges separatist groups to immediately stop committing human rights abuses and end their incitement of violence and hate speech.

This resolution condemns the military coup that took place in Burma (Myanmar) on February 1, 2021. The resolution denounces the Tatmadaw (the military of Burma) for perpetrating gross violations of human rights as part of its brutal campaign to suppress the democratic aspirations of the people of Burma and calls on the Tatmadaw to cease all violence against prodemocracy activists and reach a cease-fire with ethnic armed organizations, release all political prisoners, and engage in constructive dialogue with all parties to negotiate a pathway toward a government that reflects the will of the Burmese people. The resolution also calls on the President to enact new targeted sanctions on individuals and entities affiliated with the Tatmadaw, including an international arms embargo and a prohibition on the sale of aviation fuel.

Transition-to-Success Mentoring Act This bill permanently reauthorizes educational programs that assist at-risk middle school students. It also establishes a transition-to-success mentoring program requiring the Department of Education to award grants to eligible entities (e.g., local educational agencies) to provide school-based mentoring programs to assist at-risk students in transitioning from middle to high school.

Climate Risk and Emergency Support In Livable Inclusive and Equitable Neighborhoods and Communities Everywhere Act or the Climate RESILIENCE Act This bill makes changes to the Robert T. Stafford Disaster Relief and Emergency Assistance Act to take into account climate change. The bill includes extreme temperature events, such as heat waves or freezes, within the scope of the act and defines resilience for purposes of disaster assistance and mitigation efforts. Federal and state preparedness and mitigation assistance may be used for reducing the impacts of extreme temperatures and improving air quality and mitigating against wildfire smoke.. The bill authorizes implementing predisaster hazard mitigation measures that will be cost-effective and equitable long-term and provide enhanced protection to the community. The Federal Emergency Management Agency (FEMA) must (1) provide technical assistance to underserved and disadvantaged communities for such measures; and (2) provide guidance to implement the latest published editions of relevant consensus-based codes, specifications, and standards that incorporate the latest hazard-resistant designs. The bill includes within the hazard mitigation program requirements the abatement of lead, mold, mildew, radon, asthma, and allergen triggers, or other pollutants and hazardous materials directly caused by a major disaster or emergency. FEMA must report to Congress regarding challenges posed by FEMA requirements for determining the cost-effectiveness of mitigation activities and how such requirements may disproportionately burden underserved or disadvantaged communities.

Fire Sale Loophole Closing Act This bill imposes restrictions on the transfer of business inventory firearms by a firearms importer, manufacturer, or dealer whose license is revoked or denied. An individual who violates the restrictions is subject to criminal penalties—a fine, prison term of up to one year (or five years if the violation was willful), or both.

Protecting Immigrants From Legal Exploitation Act of 2021 This bill establishes that certain acts of immigration-related fraud shall be punished by fines, imprisonment, or both. The bill provides for such punishment for a person who knowingly or recklessly executes a scheme or artifice in a matter arising under immigration law to (1) defraud any person; or (2) obtain anything of value from any person through false pretenses, representations, or promises. A person who knowingly and falsely represents that such person is an attorney or accredited representative in any matter arising under immigration law shall be subject to such punishment. The Department of Justice (DOJ) may seek civil injunctions to stop an immigration service provider from further engaging in fraudulent conduct or willfully misrepresenting the provider's authority to provide representation in immigration matters. An alien who left the United States based on erroneous advice from a person engaged in immigration practitioner fraud or the unauthorized practice of law shall not be barred from reentering the country. An alien may withdraw an application for immigration benefits that was prepared or submitted by an individual engaging in immigration practitioner fraud or the unauthorized practice of law, if the alien had no prior knowledge of the individual's fraudulent or unauthorized status. The Department of Homeland Security (DHS), the Department of State, and DOJ shall develop procedures for allowing such an alien to submit corrected filings. DHS and DOJ shall establish a program to provide grants to eligible nonprofit organizations to provide direct legal services to aliens.

Humane Cosmetics Act of 2021 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

EDUCATORS for America Act This bill provides resources to support the recruitment, retention, and preparation of educators. These resources include, among others, expanding the Teacher Quality Partnership program to include training and professional development opportunities for principals and other school leaders, updating the Augustus F. Hawkins Centers of Excellence program to support underrepresented candidates in educator preparation programs, and revising the Teacher Education Assistance for College and Higher Education (TEACH) grant program to raise the maximum amount for TEACH grants. The bill also directs the Department of Education to carry out a program to provide loan credits to eligible educator borrowers enrolled in income-contingent or income-based repayment plans.
