Taxpayer Protection Act of 2012 - Directs the Secretary of the Treasury to establish the National Commission on Natural Catastrophe Preparation and Protection to advise the Secretary regarding the estimated loss costs associated with reinsurance protection contracts. Requires the Secretary to implement a program that utilizes premiums from eligible state or multi-state plans to pre-fund future natural catastrophe recovery by making available for purchase, only by such plans, contracts for reinsurance coverage. Requires such contracts to cover insured property losses covered under primary insurance contracts to homeowners, mobile home owners, renters, and condominium owners for specified natural perils. Prescribes requirements for the operation of state plans and the terms of reinsurance contracts. Encourages states to create and maintain catastrophe funds for themselves or with other states. Sets forth requirements for the treatment of insured losses and maximum federal liability. Establishes in the Treasury the Catastrophe Preparedness Fund, consisting of contract sales receipts and any amounts borrowed or earned, which shall be used to pay Commission administrative costs and loss payments under reinsurance contracts. Prohibits the authorization or appropriation of federal funds for the Fund or for implementing the reinsurance liquidity protection program. Establishes a post-catastrophe market stabilization program for liquidity loans to: (1) expedite payment of claims under state catastrophe insurance programs, (2) authorize the Secretary to issue loans to assist financial recovery from significant natural catastrophes, and (3) promote the availability of private capital to state catastrophe insurance programs in order to provide liquidity and capacity. Establishes the National Readiness, Preparedness and Mitigation Committee to administer a Readiness, Preparedness, and Mitigation Grant Program of grants to state and local governments, nonprofit organizations, and other appropriate public and private entities to develop programs and initiatives to improve disaster response, citizen preparedness and protection, and prevention and mitigation of losses from natural catastrophes.

Rebuilding Equity Act of 2012 - Requires the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs) each to establish a voluntary program for eligible borrowers who qualify for the Home Affordable Refinance Program carried out by the GSEs, under which the GSEs shall pay up to $1,000 of the closing costs associated with applying for and receiving refinancing when the borrower agrees to refinance a 30-year mortgage loan into a fully amortizing loan with a term of not longer than 20 years. Requires the subject property to have a loan-to-value ratio of not less than 105%.

Grassroots Democracy Act of 2012 - Amends the Internal Revenue Code to allow a refundable credit of up to $25 ($50 in the case of a joint return), adjusted for inflation, for qualified grassroots federal congressional campaign contributions paid by the taxpayer during the taxable year. Directs the Grassroots Democracy Advisory Commission (GDAC, established by this Act) to establish a pilot program under which a qualified individual shall be provided with a "Grassroots Democracy Coupon" during the election cycle, which will be assigned a routing number and, at the individual's option, provided in either paper or electronic form. Authorizes the individual to: (1) submit the Coupon, using the routing number, in either electronic or paper form to qualified federal election candidates, and (2) allocate portions of the Coupon's value in $5 increments to a candidate (up to a maximum of $50 per candidate). Requires the GDAC to pay the candidate who transmits the Coupon to it the portion of the Coupon's value that the individual allocated to the candidate, which shall be considered a contribution under the Federal Election Campaign Act of 1971 (FECA). Amends FECA with respect to: (1) benefits for participating congressional candidates; (2) Federal Election Commission (FEC) payments to such candidates; (3) candidate use of payments; (4) qualified grassroots contribution, expenditure, and fundraising requirements; (5) certification of participating congressional candidates; (6) campaign administration; (7) prevention of the unnecessary spending of public funds; (8) remittal to the Grassroots Democracy Fund of unspent funds after an election; (9) eligibility of participating candidates for payments; (10) establishment of the Grassroots Democracy Fund in the Treasury and of a Grassroots Democracy Advisory Commission in the FEC; and (11) civil penalties for violation of contribution and expenditure requirements. Prohibits use of contributions by a participating candidate for any purposes other than an election campaign. Revises bundler disclosure requirements to repeal a specified exception and so require disclosure of persons who provided bundled contributions to the reporting committee. Extends from 60 days before a general, special, or runoff election to 120 days before such an election the period for treatment of communications as electioneering communications. Creates user fees, payable to the FEC, for candidate-designated political committees and bundlers. Amends FECA to empower the FEC to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action to enforce the Act. Requires all political committee designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC, and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet. Amends the Internal Revenue Code to repeal: (1) the alternative tax on political organizations that have net capital gains for the taxable year; and (2) the treatment as tax-exempt functions of proceeds from a political fundraising or entertainment event, from the sale of political campaign materials not received in the ordinary course of trade or business, or from any bingo game. Revises the formula limiting the amount included in the gross income of a tax-exempt organization that expends funds for an exempt function of a political committee. Repeals the application of graduated tax rates for principal campaign committees (thus applying the highest rates to such committees). Allows an individual to designate a specified portion of any overpayment of tax as a contribution to the Grassroots Democracy Fund. Amends the Communications Act of 1934 to set a station's lowest unit price for preemptible use as the charge for a broadcast by the national committee of a political party for an affiliated candidate. Authorizes the FEC to revoke a broadcast station license or construction permit only for at least three willful failures to allow reasonable access to, or to permit purchase of reasonable amounts of time for the use of, a broadcasting station by a legally qualified candidate for federal office.

Condemns: (1) the commission of hate crimes against all Americans, including Sikh-Americans; and (2) acts of violence, bigotry, and discrimination against Sikh-Americans. Urges: (1) educators, counselors, and others to support educational efforts to prevent the epidemic bullying of Sikh-American children and families; and (2) the Department of Justice (DOJ) to begin documenting and quantifying hate crimes and other acts of violence perpetrated against Sikh-Americans. Expresses support for: (1) outreach efforts by federal and local law enforcement leaders to prevent violence and hate crimes against Sikh-Americans; and (2) the right of the Sikh-American community to live in peace and free from discrimination, hate crimes, bullying, and all forms of violence.

Expresses the sense of the House of Representatives that Congress should reject the provisions of H.R. 6083, as ordered reported by the House Committee on Agriculture, that reduce the availability or amount of benefits provided under the supplemental nutrition assistance program (SNAP, formerly the food stamp program) in effect under the Food and Nutrition Act of 2008.

Stop Online Ammunition Sales Act of 2012 - Amends the federal criminal code to require the licensing of ammunition dealers. Prohibits any person except a licensed importer, manufacturer, or dealer from: (1) selling ammunition, with an exception for a sale of ammunition to a licensed importer, manufacturer, or dealer; or (2) engaging in the business of importing or manufacturing ammunition, or in the course of such business, from shipping, transporting, or receiving ammunition. Prohibits a licensed importer, manufacturer, or dealer from: (1) transferring ammunition to a person without verifying the person's identity by examining a valid identification document containing a photograph of such person; or (2) selling or delivering any ammunition (currently, any armor-piercing ammunition) to any person unless the licensee notes in his records the person's name, age, and place of residence, if the person is an individual, or the person's identity and principal and local places of business, if the person is a business entity. Applies prohibitions applicable to the shipping or transport of firearms, and record-keeping requirements applicable to the importation, production, shipment, receipt, sale, or other disposition of firearms, to ammunition. Requires each licensee to: (1) prepare a report of multiple sales or other dispositions whenever the licensee sells or otherwise disposes of more than 1,000 rounds of ammunition to an unlicensed person at one time or during any five consecutive business days; and (2) forward such report to the specified office and to the department of state police, the state law enforcement agency, or the local law enforcement agency of the jurisdiction in which the sale took place by the close of business on the day the multiple sale occurs.

Condemns the growing repression of democracy and human rights in Ecuador, including the suppression of freedom of expression and increased government control over the judiciary. Calls on the Secretary of State to: (1) note in the 2012 and future Country Reports on Human Rights Practices for Ecuador the limited ability to report on the full account of human rights abuses in Ecuador due to a lack of transparency within government institutions in that country; and (2) provide to the relevant Senate and House committees a budget and performance review of Department of State and U.S. Agency for International Development (USAID) activities in Ecuador funded to promote strong democratic institutions, the rule of law, and human rights. Expresses concern regarding: (1) the lack of high-level counternarcotics cooperation between the United States and Ecuador, (2) aspects of Ecuador's actions that fail to meet the intentions of the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act, and (3) the expanded relationship between Ecuador and Iran. Declares that the House of Representatives is not inclined to support a renewal of ATPA for Ecuador based on the current status of such concerns. Calls for a careful review of such concerns, in addition to Ecuador's eligibility as a beneficiary country, when considering renewal of ATPA, which expires on July 31, 2013.

Fair Minimum Wage Act of 2012 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.10 an hour on the first day of the third month after the enactment of this Act; (2) $8.95 an hour after one year; (3) $9.80 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Ending the HIV/AIDS Epidemic Act of 2012 - Sets forth provisions addressing HIV/AIDS, including through: the authorization of additional appropriations for AIDS Drug Assistance Program treatments; public health surveillance; strategies to address issues that impede disease status awareness and linkage to and retention in appropriate care; operational and translational research on HIV; workforce initiatives to increase the capacity of the health workforce focusing primarily on HIV/AIDS; educational loan repayment of health professionals; activities to reduce the rate of HIV infections among injecting drug users; grants for comprehensive sex education for young people; best practice recommendations regarding criminal and related civil commitment cases involving people living with HIV/AIDS; the distribution of sexual barrier devices in federal correctional facilities; the enrollment in the Medicaid program of HIV-positive individuals after their release from incarceration; the implementation of the National HIV/AIDS Strategy; a strategy to expand and improve efforts to combat global HIV/AIDS; the repeal of provisions prohibiting organizations receiving certain funding from being required to endorse or utilize a comprehensive approach to combating global HIV/AIDS; and a global HIV sexual transmission prevention strategy.

Recognizes, in light of the upheaval brought by the Arab Spring, that religious freedom is critical to democratization, so that: (1) all people can freely associate, speak, and peacefully participate equally in the political process; and (2) religious minorities are protected during the time of transition in the region. Calls upon the Arab League and the Organization of Islamic Cooperation to press all member nations to protect the rights of religious minorities within their borders and to treat such minorities as equal citizens. Calls for the prosecution of any crimes against such minorities. Urges the U.S. government to lead an international effort to support legal and political reforms for the equal protection of religious freedom as a foundation for a stable, peaceful, and lasting democracy in the region by: (1) making legal protection for the freedom of religion and for all who peacefully practice their faith a top priority in all meetings with senior foreign officials; (2) supporting and directing U.S. officials with international programs in the Middle East to work with officials, civil society actors, and ethno-religious communities to educate all sectors of society that religious freedom provides a foundation for democratic freedoms; (3) supporting Internet freedom throughout the region to provide access to information and the free exchange of ideas; and (4) encouraging the protection of places of worship and historic religious and cultural sites against terrorist attacks. Encourages the Supreme Council of the Armed Forces and the newly elected Egyptian President to ensure that the constituent assembly will draft a new constitution representing all parts of Egyptian society, including religious minorities. Calls on the Egyptian government and the local and federal governments of Iraq to prosecute acts of violence against Christians and to make the protection of religious minorities a priority.

Victory for Veterans Stamp Act of 2012 - Directs the Postal Service to issue a special stamp, to be called the Victory for Veterans Stamp, at a cost of 25 cents each. Makes such Stamp invalid for postage. Requires Stamp sale proceeds to be used as follows: (1) one-third for funding Department of Veterans Affairs (VA) veterans' vocational rehabilitation programs, (2) one-third to the general fund of the Treasury for deficit reduction, and (3) one-third for the Postal Service for modernization and fiscal administration. Requires such Stamp to be made available to the public within six months after the enactment of this Act.

Recognizes that continued U.S. commitment to HIV/AIDS research, prevention, and treatment programs is crucial to protecting global health and commits to supporting a stronger global response to HIV/AIDS. Encourages public and private sector development of innovative therapies and advances in clinical treatment for HIV/AIDS.

Intercountry Adoption Universal Accreditation Act of 2012 - Applies universal intercountry adoption accreditation standards under the Intercountry Adoption Act of 2000, and related regulations, to the same extent as they apply to the offering or provision of adoption services in connection with an adoption under the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, to any person offering or providing adoption services in connection with a foreign orphan under age 16 adopted or to be adopted by a U.S. citizen. Gives the Secretary of State, the Secretary of Homeland Security (DHS), the Attorney General, and the accrediting entities the duties, responsibilities, and authorities under the Intercountry Adoption Act of 2000 and related regulations with respect to a person offering or providing such adoption services, regardless of whether such services are offered or provided in connection with a Convention adoption. Amends the Intercountry Adoption Act of 2000 to repeal the prohibition against, and so make available, collected fees to accrediting entities.

Respects the Republic of Cyprus as the only sovereign state on the island of Cyprus. Urges Turkey to recognize the sovereignty of the Republic of Cyprus over all of the territory of the island of Cyprus, end its illegal military occupation of Cyprus, and implement all U.N. Security Council resolutions on Cyprus. Supports the Republic of Cyprus in its plans to explore and exploit energy reserves within its Exclusive Economic Zone (EEZ) and praises Cyprus and Israel for working cooperatively to develop the energy holdings in the region. Opposes Turkey's threatening statements and naval movements designed to keep Cyprus from exploiting its energy resources. Expresses concern about Turkey's efforts to colonize the area of northern Cyprus, and considers Turkey in violation of Article 49 of the 4th Geneva Convention of 1949 by transferring parts of its own civilian population into occupied northern Cyprus. Urges the Administration to call on Turkey to end its illegal colonization of Cyprus and its illegal interference with Cyprus' exploitation of its energy resources.

Voter Empowerment Act of 2012 - Voter Registration Modernization Act of 2012 - Amends the National Voter Registration Act of 1993 (NVRA) to require each state to make available official public websites for online voter registration. Authorizes automated voter registration of certain individuals and establishes other initiatives to promote voter registration, such as same day registration and voter registration of individuals under 18 years of age. Amends the federal criminal code to prohibit hindering, interfering with, or preventing voter registration. Amends the Help America Vote Act of 2002 (HAVA) to establish requirements for states to promote access to voter registration and voting for individuals with disabilities, including a single office for providing related information. Directs the Election Assistance Commission (EAC) to make grants to eligible states to conduct pilot programs enabling individuals with disabilities to register to vote and vote privately and independently at their own residences (including by telephone). Amends HAVA to reauthorize the program of grants to state and local governments to assure voting access for individuals with disabilities. Amends the federal criminal code to prohibit state or local election officials from preventing an individual from registering or voting in any federal election (voter caging), or from permitting a formal challenge under state law to an individual's registration status or eligibility to vote, if the basis for such decision is evidence consisting of: (1) a voter caging document or voter caging list, (2) an unverified match list, (3) an error or omission on voter application or registration documents that is not material to an individual's eligibility to vote, or (4) any other evidence so designated by the Commission. Amends the federal criminal code to prohibit a person, including an election official, from knowingly and willfully attempting to or depriving or defrauding the residents of a state of their free and fair exercise of the right to vote by the communication of election-related information that is known by the person to be materially false, fictitious, or fraudulent. Increases the penalty for voter intimidation. Declares that the right of an individual U.S. citizen to vote in any federal election shall not be denied or abridged because that individual has been convicted of a criminal offense unless he or she is serving a felony sentence in a correctional institution at the time of the election. Prescribes enforcement of this right by public or private civil action. Requires each state to notify in writing any individual convicted of a criminal offense under state law, upon release from state custody or upon sentence to probation, that he or she has the right to vote in a federal election and so may register to vote. Voter Confidence and Increased Accessibility Act of 2012 - Amends HAVA to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical character recognition device or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Prescribes requirements for: (1) publication of poll tapes, (2) treatment of ballots cast at early voting sites and of absentee ballots, and (3) the counting of provisional ballots that will be treated as votes. Prescribes laboratory conflict-of-interest requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Requires each state, except when the winning candidate had no opponent or received 80% or more of the votes, to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to EAC for publication. Prohibits certification of the results of any election until completion of audits. Amends HAVA to: (1) add requirements for counting provisional ballots, (2) require each state to allow early voting and facilitate the ability of voters to vote by mail. Amends the Servicemembers Civil Relief Act to extend the guarantee of voting residency to family members of absent military personnel. Amends the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) with respect to pre-election reports on availability and transmission of absentee ballots. Revises the 45-day absentee ballot transmission rule. Permits: (1) use of a single absentee ballot application for subsequent elections, and (2) application of the UOCAVA to Commonwealth of Northern Mariana Islands. Entitles to leave a federal employee who serves as a poll worker. Directs the EAC to: (1) make a grant to each eligible state for poll-worker recruitment and training, and (2) develop materials for a model state poll worker training program. Amends HAVA to make available to any person aggrieved by a violation of uniform and nondiscriminatory election technology and administration requirements the option to file a complaint with the Attorney General or pursue a private right of action to enforce such requirements. Amends the Federal Election Campaign Act of 1971 to make it unlawful for a chief state election administration official, unless he or she or a family member is a candidate, to take an active part in political management or in a political campaign for federal office over which such official has supervisory authority. Amends the NVRA to treat universities as voter registration agencies. Amends the HAVA to establish minimum notification requirements on behalf of voters affected by polling place changes. Directs the Attorney General to: (1) coordinate the establishment of a state-based response system for responding to questions and complaints from individuals voting or seeking to vote, or registering to vote or seeking to, in federal elections; (2) establish and operate a toll-free telephone service to connect directly to such response system; and (3) appoint a Voter Hotline Task Force. Amends HAVA to: (1) reauthorize and extend the EAC, and (2) repeal its exemption from certain government contracting requirements.

Declares that the House of Representatives should observe a minute of silence to commemorate the 40th anniversary of the 1972 Munich Olympics terrorist attack and remember those who lost their lives. Urges the International Olympic Committee to: (1) take the opportunity afforded by that anniversary to remind the world that the Olympics were established to send a message of hope and peace through sport and athletic competition; and (2) recognize those who lost their lives at the 1972 Munich Olympics with a minute of silence at every future Olympics Opening Ceremony, beginning with the 2012 London Summer Olympic Games, in an effort to reject and repudiate terrorism as antithetical to the Olympic goal of peaceful competition.

Urges the former Yugoslav Republic of Macedonia to: (1) work within the framework of the U.N. process with Greece to achieve long-standing U.S. and U.N. policy goals by finding a mutually acceptable name, with a geographical qualifier and for all international uses for the former Yugoslav Republic of Macedonia; and (2) abstain from hostile activities and stop violating provisions of the U.N.-brokered Interim Agreement between the former Yugoslav Republic of Macedonia and Greece regarding hostile activities or propaganda. Urges the U.S. government to work in partnership with North Atlantic Treaty Organization (NATO) allies to extend an invitation to the former Yugoslav Republic of Macedonia as soon as a mutually acceptable solution to the name issue has been reached within the U.N. framework.

Palestinian Peace Promotion and Ant-Incitement Act - Expresses the sense of Congress that the Palestinian Authority (PA) has not lived up to its agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel. Amends the Foreign Assistance Act of 1961 to prohibit assistance to the PA. Waives such prohibition if the President certifies to Congress that the waiver is important to U.S. national security interests. Directs the Secretary of State, upon the exercise of such waiver and prior to the obligation of funds, to certify to Congress that the PA: (1) has established a single treasury account for all PA financing and all financing mechanisms flow through this account, no parallel financing mechanisms exist, and there is a single comprehensive civil service roster and payroll; and (2) no longer engages in a pattern of incitement against the United States or Israel and is engaged in peace preparation activities aimed at promoting peace with Israel.

Stop the Rate Hike Act of 2012 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the 3.4% interest rate on Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2012, applicable to Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2013. Amends the Internal Revenue Code to deny the major integrated oil companies the tax deduction for income attributable to the domestic production of oil and gas.

Sergei Magnitsky Rule of Law Accountability Act of 2012 - Directs the Secretary of State to publish and update a list of each person the Secretary has reason to believe: (1) is responsible for the detention, abuse, or death of Sergei Magnitsky, participated in related liability concealment efforts, financially benefited from Sergei Magnitsky's detention, abuse, or death, or was involved in the criminal conspiracy uncovered by Sergei Magnitsky; or (2) is responsible for extrajudicial killings, torture, or other human rights violations committed against individuals seeking to expose illegal activity carried out by Russian officials, or against persons seeking to promote human rights and freedoms. Makes an alien on such list ineligible to enter or be admitted to the United States. Revokes any visa issued for such person. Authorizes the Secretary to waive such prohibition if in the U.S. national security interest. Requires congressional notification of any such waiver. Directs the Secretary of the Treasury to freeze and prohibit U.S. property transactions of an individual who is on the list or who acts as an agent for a listed individual. Authorizes the Secretary to waive such actions if in the U.S. national security interest. Requires congressional notification of any such waiver. Subjects a person who violates, attempts to violate, or causes a violation of such prohibitions to specified penalties. Terminates this Act 10 years after its enactment.

Urges the former Yugoslav Republic of Macedonia to: (1) work within the framework of the U.N. process with Greece to achieve long-standing U.S. and U.N. policy goals by finding a mutually acceptable composite name, with a geographical qualifier and for all international uses for the former Yugoslav Republic of Macedonia; and (2) abstain from hostile activities and stop violating provisions of the U.N.-brokered Interim Agreement between the former Yugoslav Republic of Macedonia and Greece regarding hostile activities or propaganda. Urges the U.S. government to work in partnership with North Atlantic Treaty Organization (NATO) allies to extend an invitation to the former Yugoslav Republic of Macedonia as soon as a mutually acceptable solution to the name issue has been reached within the U.N. framework.

Safe Skies Act of 2012 - Directs the Secretary of Transportation (DOT), not later than the effective date of a specified Department of Transportation (DOT) final rule, to take appropriate actions to ensure that DOT flight, duty, and rest requirements under that rule apply to all-cargo flights to the same extent they apply to passenger flights.

Humphrey-Hawkins 21st Century Full Employment and Training Act of 2012 - Directs the Secretary of Labor to establish a Full Employment National Trust Fund with two separate accounts for: (1) Employment Opportunity Grants to states, local governments, and Indian tribes for job-creating activities in communities whose economy is not at a level of full employment; and (2) Workforce Investment programs. Establishes arbitration procedures for resolution of disputes for grant recipients. Requires the Secretary of Labor to post a whistleblower hotline on the Department of Labor's website for the public to report noncompliance with the Act's requirements. Directs the Secretary to convene a national employment conference to bring together leaders of small, medium, and large businesses, labor, government, and other parties to discuss employment, with particular attention to structural unemployment and the plight of disadvantaged youth. Amends the Workforce Investment Act of 1998 to revise member composition requirements for state and local workforce investment boards to include at least 25% of the chief executive officers of minority-serving, community-based organizations. Amends the Internal Revenue Code to impose a tax on certain covered securities transactions, payable by trading facilities or purchasers that deal in such transactions. Requires a transferor with respect to any outbound securities transaction to deduct and withhold a tax equal to the tax imposed on covered securities transactions.

Ambassador James R. Lilley and Congressman Stephen J. Solarz North Korea Human Rights Reauthorization Act of 2012 - Expresses the sense of Congress that the United States should: (1) continue to seek cooperation from foreign governments to allow the United States to process North Korean refugees overseas for U.S. resettlement, and (2) urge China to halt its forcible repatriation of North Koreans. Amends the North Korean Human Rights Act of 2004 to authorize appropriations: (1) for grants that promote democracy and a market economy in North Korea, (2) to increase the availability of non-government controlled information inside North Korea, and (3) for organizations or persons that provide humanitarian assistance to North Koreans who are outside of North Korea. Directs the Broadcasting Board of Governors to report to Congress regarding U.S. broadcasting to North Korea. Extends specified annual reporting requirements for: (1) the Special Envoy for North Korean human rights issues, and (2) the Secretary of State and the Secretary of Homeland Security (DHS).

Restoring Essential Safeguards for a Transparent, Open, and Reliable Executive under FOIA Act - Amends the Freedom of Information Act to deny an exemption from disclosure requirements to any instrumentality of the federal government engaging in any transaction: (1) that results in the United States owning, subscribing to, or otherwise having any interest in the stock or equity of any company, association, or corporation, except for any investments through pension funds; or (2) in which the instrumentality or its employees or agents execute authority with respect to the federal government's ownership interest in any such company, association, or corporation.

Iron Dome Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short-range missiles launched against Israel.

Moving Ahead for Progress in the 21st Century or MAP-21 - Authorizes appropriations out of the Highway Trust Fund (HTF) (other than the Mass Transit Account) equal to current federal highway spending levels plus inflation for FY2012 and FY2013 for: (1) certain new and existing core federal-aid highway programs, and (2) Federal Highway Administration (FHWA) administrative expenses. Revises the National Highway System (NHS) program. Prescribes requirements for acceleration of project delivery. Jason's Law - Declares a national priority to address specified kinds of projects for the shortage of long-term parking for commercial motor vehicles on the NHS. Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 - Establishes a Gulf Coast Restoration Trust Fund for deposit of administrative and civil penalties paid in connection with the Deepwater Horizon incident. Amends the Federal Water Pollution Control Act to require Gulf Coast state allocation and expenditures from the Fund for specified recovery activities. Establishes within the National Oceanic and Atmospheric Administration (NOAA) a Gulf Coast Ecosystem Restoration Science, Observation, Monitoring, and Technology Program. Extends the Land and Water Conservation Fund through FY2022. America Fast Forward Financing Innovation Act of 2011 [ sic ]- Amends the the Transportation Infrastructure Finance and Innovation Act to revise the Department of Transportation (DOT) program of direct loans, loan guarantees, and credit for surface transportation projects. Federal Public Transportation Act of 2012 - Amends the Transportation Equity Act for the 21st Century (TEA-21) and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to repeal specified programs and revise other specified public transportation policies and programs. Motor Vehicle and Highway Safety Improvement Act of 2012 or Mariah's Act - Authorizes appropriations for specified highway safety programs and grants through FY2013. Directs the Secretary of Transportation to: (1) improve public accessibility to information on the publicly accessible vehicle safety databases of the National Highway Traffic Safety Administration (NHTSA), and (2) establish within NHTSA a Council for Vehicle Electronics, Vehicle Software, and Emerging Technologies to build, integrate, and aggregate NHTSA expertise in passenger motor vehicle electronics and other new and emerging technologies. Requires the Secretary to issue a final rule to establish frontal crash protection requirements for child restraint systems for children weighing over 65 pounds. Commercial Motor Vehicle Safety Enhancement Act of 2012 - Revises requirements for: (1) commercial motor vehicle registration, (2) commercial motor vehicle safety, and (3) driver safety. Safe Roads Act of 2012 - Directs the Secretary to establish a national clearinghouse for records relating to alcohol and controlled substances testing of commercial motor vehicle operators. Revises requirements for enforcement of various specified regulations regarding commercial motor vehicles. Motorcoach Enhanced Safety Act of 2012 - Directs the Secretary to prescribe regulations requiring: (1) installation of safety belts in motorcoaches at each designated seating position, and (2) other elements of motorcoach safety. Prescribes additional registration requirements for household goods motor carriers. Surface Transportation and Freight Policy Act of 2012 - Declares a national surface transportation and freight policy. Directs the Secretary to develop and implement a National Surface Transportation and Freight Performance Plan. Hazardous Materials Transportation Safety Improvement Act of 2012 - Revises hazardous material (hazmat) transportation safety requirements. National Rail System Preservation, Expansion, and Development Act of 2012 - Revises requirements regarding: (1) federal and state roles in rail planning and development tools, (2) the Northeast Corridor Infrastructure and Operations Advisory Commission and Amtrak, (3) rail safety, and (4) freight rail. Sport Fish Restoration and Recreational Boating Safety Act of 2012 - Amends the Federal Aid in Fish Restoration Act to extend through FY2013 allocations to states for fish restoration and management projects. Highway Investment, Job Creation, and Economic Growth Act of 2012 - Extends Highway Trust Fund expenditure authority and related highway taxes. Amends the Internal Revenue Service to require transfers of specified funds and taxes as well as a 100% levy on payments to Medicare providers and suppliers. Transportation Research and Innovative Technology Act of 2012 - Authorizes appropriations for FY2012-FY2013 for specified transportation research and innovative technology programs, including intelligent transportation systems research. Reauthorizes certain programs and activities under the Secure Rural Schools and Community Self-Determination Act of 2000, the Internal Revenue Code, and federal civil service law (regarding phased retirement). Authorizes certain special measures to counter money laundering and efforts to impede significantly U.S. tax enforcement. Revises requirements for overflights of National Parks.

Sudan Peace, Security, and Accountability Act of 2012 - Directs the President to develop and transmit to Congress a comprehensive strategy to end serious human rights violations in Sudan and promote a comprehensive peace and democratic reform strategy. Requires the strategy to include an interagency framework to plan, coordinate, and review the diplomatic, economic, intelligence, and military actions and capabilities of U.S. policy regarding Sudan. Directs the President to impose specified visa, development assistance, security assistance, property, credit, financial assistance, export, cultural, or scientific sanctions on any person or government that: (1) supported or assisted Sudan in the commission of serious human rights violations in Sudan, including by selling, leasing, or otherwise transferring military equipment to Sudan or providing property, goods, technology, services, or other support in the amount of $500,000 or more that directly and significantly contributes to Sudan committing or assisting in the commission of serious human rights violations; (2) is interfering or has interfered with the delivery of humanitarian aid to Sudan; (3) is impeding the peace process or threatening the stability of any part of Sudan or the region; or (4) failed to execute an International Criminal Court arrest warrant against any Sudanese official if such person or government had the jurisdictional authority to execute the warrant and failed to make the arrest without reasonable justification. Prohibits the imposition of sanctions or other prohibitions on any government or person that is: (1) acting on behalf of the government of South Sudan in connection with the shipment or payment for oil from South Sudan or the advancement of peace between Sudan and South Sudan, or (2) providing humanitarian aid to Sudan. Amends: (1) the Comprehensive Peace in Sudan Act of 2004 to make its asset and visa sanctions applicable to Sudan, and (2) the Darfur Peace and Accountability Act of 2006 to impose such sanctions on Janjaweed commanders and coordinators threatening peace and stability in Sudan. Terminates sanctions upon certification by the President that specified conditions have been met.

International Food Assistance Improvement Act of 2012 - Amends the Food for Peace Act to direct the Administrator of the U.S. Agency for International Development (USAID) to: (1) improve the nutritional quality of U.S. food assistance, particularly for groups such as pregnant and lactating mothers, children under the age of five, and beneficiaries under the President's Emergency Fund for AIDS Relief in Africa; and (2) work within the Food Aid Consultative Group to increase coordination and oversight of food assistance programs.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Coordination of Pro Bono Medically Recommended Dental Care Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to award competitive grants to, or enter into contracts with, eligible entities to maximize the number of eligible low-income individuals receiving dental care. Requires an entity to use amounts received under a grant or contract to fund the employment costs of a program to: (1) coordinate the provision of free, medically recommended dental care to eligible low-income individuals by volunteer dentists in a manner consistent with state licensing laws; and (2) verify the medical, dental, and financial needs of individuals who may be eligible for such dental services. Requires an eligible: (1) entity to be tax exempt and provide for the participation of eligible individuals in a free dental services program; and (2) individual to be entitled to benefits or be enrolled under Medicare, Medicaid, or a state plan or waiver under the State Children's Health Insurance Program (CHIP, formerly known as SCHIP).

Department of State Rewards Program Update and Technical Corrections Act of 2012 - Expresses the sense of Congress that the Department of State rewards program should be expanded to: (1) address the threat to U.S. interests from transnational criminal activity; and (2) target individuals indicted by international, hybrid, or mixed tribunals for genocide, war crimes, or crimes against humanity. Amends the State Department Basic Authorities Act of 1956 to include in the program's purpose the prevention of acts of transnational organized crime and violations of international humanitarian law. Provides rewards for the arrest or conviction of persons involved in such activities. Eliminates program references to the reward for the capture or death of Osama bin Laden.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Disclosure of Information on Spending on Campaigns Leads to Open and Secure Elections Act of 2012 or DISCLOSE 2012 Act - Amends the Federal Election Campaign Act of 1971 to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidates, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes: (1) disclosure requirements for corporations, labor organizations, and certain other entities; and (2) disclaimer requirements for campaign-related disbursements and for certain communications. Requires any communication transmitted through radio or television to include an individual or organizational disclosure statement, together with: (1) the Top Two Funders List of the persons providing the largest and second largest aggregate payments of $10,000 or more for a radio communication, and (2) the Top Five Funders List of the five persons providing the largest aggregate payments of $10,000 or more for a television communication. Repeals the prohibition against political contributions by individuals age 17 or younger. Requires a covered organization which submits regular, periodic reports to its shareholders, members, or donors on its finances or activities to include in each report, in a clear and conspicuous manner, the information included in the statements it has filed about campaign-related disbursements the organization has made during the period covered by the report. Amends the Lobbying Disclosure Act of 1995 to require semiannual reports on certain election campaign contributions filed with the Secretary of the Senate or the Clerk of the House of Representatives by registered lobbyists (or persons or organizations required to register as lobbyists) to contain: (1) the amount of any independent expenditure of $1,000 or more made by each such person or organization, along with the name of each candidate being supported or opposed and the amount spent supporting or opposing that candidate; and (2) the amount of any electioneering communication of $1,000 or more made by such person or organization, along with the name of the candidate referred to in the communication and whether the communication involved was in support of or in opposition to the candidate.

Commends the Cuban Patriotic Union, the Ladies in White, the Orlando Zapata Tamayo National Front for Civic Resistance and Civil Disobedience, and other pro-democracy organizations in Cuba. Pledges solidarity with the people of Cuba as they struggle against totalitarianism and brutality to achieve fundamental rights. Condemns the repression and human rights abuses perpetrated by the Castro regime against its own people.

Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the 3.4% interest rate on Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2012, applicable to Direct Stafford loans first disbursed to undergraduate students on or after July 1, 2012.

After School for America's Children Act of 2012 - Amends the 21st Century Community Learning Centers program under part B of title IV of the Elementary and Secondary Education Act of 1965 (ESEA). (21st Century Community Learning Centers provide students with before and afterschool programs to improve their academic performance.) Requires the Centers to provide: (1) students with activities that are targeted to their academic needs and aligned with the instruction they receive during the school day, and (2) students' families with opportunities for active and meaningful engagement in their children's education. Includes Indian tribes or organizations among the local public or private entities that are eligible for grants from states to establish the Centers. Requires states to use at least 93% (currently 95%) of their allotment from the Secretary of Education to provide grants to those entities. Allows states to use up to 5% (currently, 3%) of their allotment for certain state activities. Requires states to use a rigorous peer review process in reviewing grant applications. Allows states to renew a grant under part B based on the grantee's performance during the original grant period. Prohibits the Secretary or states from giving funding priority to applicants that propose to use the funds to extend the regular school day. Includes among the activities grants may fund: (1) core academic subject education activities, including those that allow students to recover or attain credits; (2) literacy education programs; (3) programs that support a healthy, active lifestyle; (4) services for the disabled; (5) programs that support global education and competence; (6) social and emotional learning programming; and (7) programs that build science, technology, engineering, and mathematics (STEM) skills and support innovative STEM teaching methods. Reauthorizes the 21st Century Community Learning Centers program through FY2017.

Affirms that it is U.S. policy to support the Republic of Georgia's sovereignty, independence, and territorial integrity and to recognize Abkhazia and South Ossetia as regions of Georgia illegally occupied by the Russian Federation. Calls on: (1) the Russian Federation to end the occupation of Abkhazia and South Ossetia; and (2) the Russian Federation, Venezuela, Nicaragua, and Nauru to reverse their recognition of Abkhazia and South Ossetia as independent. Supports: (1) strengthened U.S. engagements with Georgia aimed at helping Georgia enhance its security and to restore its territorial integrity through exclusively peaceful means, (2) implementation of the United States-Georgia Charter on Strategic Partnership, and (3) Georgia's North Atlantic Treaty Organization (NATO) membership aspirations. Encourages Georgia to continue strengthening its democracy. Affirms that a peaceful resolution to this conflict is a U.S. priority in the Caucasus region.

Egg Products Inspection Act Amendments of 2012 - Amends the Egg Products Inspection Act to revise housing and treatment of egg-laying hens and related enforcement provisions. Directs the Secretary of Agriculture (USDA) to delegate to the California Department of Food and Agriculture certain enforcement authority with respect to eggs produced, shipped, handled, transported or received in California prior to the date that is 18 years after the date of enactment of this Act.

New Jersey Betting and Equal Treatment Act of 2012 - Amends the federal judicial code to exempt a lottery, sweepstakes, or other betting, gambling, or waging scheme operating exclusively in New Jersey, to the extent such scheme is approved by that state's legislature by statute, from the prohibition against a governmental entity, or a person acting pursuant to the law or compact of a governmental entity, sponsoring, operating, advertising, or promoting sports gambling.
