Expresses the sense of the Congress that the President should: (1) ensure that U.S. officials carry out the pledge to resolve the issue of the Americans still missing and unaccounted for in Indochina; (2) work for the immediate release of any Americans still held captive and the return of the remains of those who died in Southeast Asia; and (3) make every effort to secure the further cooperation of Laos and Vietnam in resolving this issue.

Repeals the requirement added by the Tax Reform Act of 1984 relating to the maintenance of contemporaneous records with respect to: (1) business travel expenses, including automobile expenses; (2) business entertainment expenses; and (3) expenses for gifts.

Makes supplemental appropriations for African famine relief programs for FY 1985 to: (1) the Department of Agriculture for Public Law 480; (2) the Agency for International Development for specified agriculture, rural development, and nutrition programs, for international disaster assistance, and for operating expenses; and (3) the Department of State for migration and refugee assistance.

Expresses the sense of the Congress that the Federal Home Loan Bank Board should delay until June 30, 1985, the effective date of its proposed regulations regarding limitations on direct investment in real estate, service corporations, and equity securities by federally insured savings and loan associations. Directs the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Banking, Finance, and Urban Affairs of the House of Representatives to examine alternatives to the proposed regulations which will ensure safety and sound investment activities.

National Observance Advisory Act - Establishes the President's Advisory Commission on National Observances to establish criteria for recommending to the President that a proposed national observance be approved or disapproved.

Davis-Bacon Reform Act of 1985 - Amends the Davis-Bacon Act to increase from $2,000 to $1,000,000 the threshold dollar amount subjecting certain contracts to such Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Directs the Secretary of Labor to establish as the prevailing wage for a class of laborers or mechanics the entire range of wages being paid to a corresponding class of such workers in the particular urban or rural subdivision of the State in which the work is to be performed. Excludes from the computation of wages the basic hourly rates of pay for workers on local Federal projects. Establishes a separate classification for helpers of laborers or mechanics. Amends the Copeland Anti-Kickback Act to require certain contractors or subcontractors to furnish compliance statements concerning weekly wages at the beginning and conclusion of the period covered by the contract, instead of every week as the wages are paid.

Amends the Internal Revenue Code to repeal rules relating to the determination of the issue price of certain debt instruments issued for property. Amends the Tax Reform Act of 1984 to repeal the revisions made to rules for the imputation of interest on certain deferred payments. Provides that the Internal Revenue Code shall be applied and administered as if such revisions had not been enacted.

Requires that each State establish and maintain an approved workfare program as a condition of its eligibility for Federal payments or other assistance under the: (1) program of aid to families with dependent children under the Social Security Act; (2) food stamp program under the Food Stamp Act of 1977; and (3) public housing and assisted housing programs under the United States Housing Act of 1937. Requires that such State workfare program shall require every State resident applying for or receiving aid under such Federal public assistance program to perform work in return for, and as a condition for, such aid. Directs the appropriate Federal agencies to promulgate guidelines for approval, supervision, and oversight of such State workfare programs. Exempts from required participation in such programs those who are: (1) under age 18 or over age 65; (2) disabled; (3) regularly employed for at least 40 hours a week; or (4) primarily responsible for the care of a child less than three years old (or for the care of a child more than two but less than six years old if suitable child care is not available at reasonable cost). Requires that each State workfare program must provide that if any individual who is required to participate in such program refuses to accept a bona fide offer of qualified employment or to perform qualified employment, in any month, neither such individual nor any other person in the family or household of which such individual is a member shall be eligible to receive any aid under such Federal public assistance programs for that month. Requires that State workfare programs include provision for job counseling, assistance in obtaining employment outside the program, and job search activities. Provides for: (1) Federal matching funds to cover administrative costs of such State programs; (2) Federal cut-offs of funds to State agencies for failure to comply with this Act; and (3) Federal agency reports to Congress on such State programs. Authorizes appropriations.

Repeals the Service Contract Act of 1965. Provides that any provision of law requiring the payment of wages and benefits at rates determined by reference to determinations of the Secretary of Labor under such Act shall cease to be effective on the enactment date of this Act. Provides that nothing in this Act shall be construed to impair or otherwise affect rights and duties under contracts entered into prior to such enactment date.

Directs the Secretary of Transportation to apportion for expenditure on the National System of Interstate and Defense Highways: (1) one-half of the sums authorized to be appropriated in accordance with the interstate cost estimate for FY 1985; and (2) the sums authorized to be appropriated in accordance with the interstate cost estimate for FY 1986. Directs the Secretary to apportion: (1) one-half of the sums to be apportioned for FY 1984 for expenditure on substitute highway and public mass transit projects; and (2) the sums to be apportioned for FY 1985 for expenditure on substitute highway and public mass transit projects. Specifies apportionment factors.

Amends the Board for International Broadcasting Act of 1973 to direct the Board for International Broadcasting to require Radio Free Europe/Radio Liberty, Incorporated, to establish a Russian language program, to be known as Radio Maccabee, for the Jewish population of the Soviet Union. Authorizes appropriations for FY 1986 and 1987 for such program.

National Diffusion Network Act - Directs the Secretary of Education to carry out a program to promote the use of exemplary educational programs, products, and practices to interested elementary and secondary schools. Requires the Secretary to provide information, materials, training, technical assistance, and evaluations. Authorizes the Secretary to make grants to, and contracts with, public and nonprofit private educational institutions and organizations to carry out such program. Declares that such program shall be deemed to be a continuation of the National Diffusion Network for which provision is made under the Education Consolidation and Improvement Act of 1981. Directs the Secretary to allocate funds available under such Act to such program. Authorizes additional appropriations, if necessary, to carry out such program in FY 1986 through 1989.

Requires the penny to be an alloy of 95 percent copper and five percent zinc. Repeals the authority of the Secretary of the Treasury to prescribe a different weight and composition of such alloy. Requires the copper to be mined, smelted, and refined within the United States.

Constitutional Amendment - Allows the President an item veto of appropriations bills. Requires the President, in signing such a bill, to designate the provisions disapproved and return the bill to the House in which it originated. Subjects such bills to the same proceedings as other bills disapproved by the President.

Constitutional Amendment - Requires the Congress, prior to each fiscal year, to adopt a statement of receipts and outlays for that year in which total outlays are not greater than total receipts. Permits the Congress in such statement to provide for a specific excess of outlays over receipts by a three-fifths vote directed solely to that subject. Requires the President and the Congress to ensure that actual outlays do not exceed the outlays set forth in such statement. Prohibits total receipts for any fiscal year set forth in such statement from increasing by a rate greater than the rate of increase in national income in the last calendar year ending before such fiscal year, unless the Congress passes by a three-fifths vote a bill directed solely to approving specific additional receipts and such bill has become law. Requires the President, prior to each fiscal year, to transmit to the Congress a proposed statement of receipts and outlays for that year consistent with the provisions of this article. Permits the Congress to waive the provisions of this Act with respect to any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing and total outlays shall include all outlays of the United States except those for repayment of debt principal.

Establishes the Joint Committee on Intelligence. Declares that such committee has exclusive legislative jurisdiction with respect to any intelligence activity of the Federal Government and authorizations for appropriations for specified agencies and intelligence-related activities. Directs the joint committee to classify its information and records and to establish guidelines for their maintenance, use, and availability. Sets forth procedures for the disclosure of such information. Directs the joint committee to establish and carry out rules and procedures necessary to prevent the unauthorized disclosure of information. Makes conforming amendments to the Rules of the House of Representatives, including abolishing the Permanent Select Committee on Intelligence, and the National Security Act of 1947.

Expresses the sense of the House of Representatives that the President should direct appropriate members of the administration to: (1) pursue discussions with Canada directed toward resolving problems relating to U.S. imports of Canadian pork; and (2) use all available authorities to protect the economic viability of the U.S. pork industry and to promote free and fair trade.

States that the United States is committed to full participation in the International Search and Rescue Satellite Program (SARSAT/COSPAS) and should fly two search and rescue systems on National Oceanic and Atmospheric Administration (NOAA) polar-orbiting spacecraft. States that the President should: (1) instruct the U.S. delegation to sign the 1984 Leningrad SARSAT/COSPAS agreement; (2) direct the National Aeronautics and Space Administration (NASA) and NOAA to explore alternative ways to provide two permanent search and rescue systems in polar orbit, including the development of a dedicated satellite; and (3) direct NASA and NOAA to obtain the widest possible international participation in the development and operation of such program.

Lamb Meat Quota Act of 1984 - Authorizes the Secretary of Agriculture to impose a limit on the amount of lamb meat that may be entered into the United States during any calendar quarter or calendar year after 1984. Sets forth a formula for determining the amount of lamb meat that may be entered into the United States for such time periods. Requires the Secretary to certify such limits to the Secretary of the Treasury. Directs the Secretary of the Treasury to issue regulations to ensure, to the extent practicable, that the country of origin of lamb meat subject to this Act is indicated to consumers who purchase such lamb meat at retail prices.

Tax Status of Space Act - Provides that activities performed in space for U.S. persons on any spacecraft owned by U.S. persons and articles produced in space primarily for sale or use within the United States shall be treated as activities performed within and articles produced within the United States for purposes of the Internal Revenue Code and the Tariff Schedules of the United States.

Sunshine Resolution of 1984 - Amends Rule XXVIII of the Rules of the House of Representatives to provide that, after the approval of any matter, House conferees shall be entitled to three days in which to file supplemental, minority, or additional views. Establishes Rule LI which requires the Speaker of the House to provide for printing of the floor schedule in the Congressional Record at least two legislative days in advance. Amends Rule XXVII to require the printing in the Record of the names of Members who have signed, or withdrawn a signature to, a motion to discharge a committee from consideration of a bill or resolution, whenever 100 Members have signed such a motion. Amends Rule I to require the broadcasting system to include frequent, wide-angle visual coverage of the chamber when the House is in session. Amends Rule X to provide for the compilation of an oversight agenda resolution. Requires the House to complete action on such resolution within 100 days after the Congress convenes. Amends Rule XI to prohibit proxy voting in committees. Establishes Rule LII which requires the body of the Congressional Record for the House to contain an accurate and verbatim account of remarks actually delivered on the floor. Limits extension and revision of remarks delivered on the floor to the correction of grammatical and typographical errors. Authorizes Members, by unanimous consent, to make insertions of remarks not actually delivered on the floor and requires such insertions to be clearly distinguished from verbatim remarks. Amends Rule X to require committee ratios to reflect the majority to minority party ratio in the House.

Amends the Internal Revenue Code to reduce the excise tax on gasoline, diesel fuel, and special motor fuels containing alcohol from four cents to one cent per gallon through 1987. Increases such tax to: (1) two cents in 1988; (2) three cents in 1989; and (3) four cents between 1990 and 1993. Increases the excise tax on leaded gasoline from nine cents to 11 cents per gallon. Revises the rules relating to the refund of floor stock excise taxes on gasoline and gasohol. Provides for a temporary increase through 1989 in the amount of the income tax credit allowed for alcohol used as a fuel. Provides for a temporary increase through 1989 in the customs duty on alcohol imported for use as a fuel.
