Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

Lead-Safe Housing for Kids Act of 2016 This bill directs the Environmental Protection Agency and the Department of Housing and Urban Development (HUD) to promulgate regulations to update the standards for lead-contaminated dust and lead-contaminated soil, in accordance with health-based standards. The Residential Lead-Based Paint Hazard Reduction Act of 1992 is amended to define elevated blood lead level as the lower of: 5 mg/dL (micrograms of lead per deciliter), or the most recent definition for elevated blood lead level or reference range level in children ages 1 through 5 set by the Centers for Disease Control and Prevention. The bill also removes 0-bedroom housing from the definition of target housing. The Lead-Based Paint Poisoning Prevention Act is amended to direct HUD to promulgate regulations that: require an initial lead-based paint hazard risk assessment before a family with a child under age six occupies certain housing, unless lead-based paint has already been removed; and state that a visual assessment is not sufficient for these purposes. These regulations shall apply to housing receiving federal assistance that was constructed before 1978, but exclude: single-family housing covered by an application for mortgage insurance from the Federal Housing Administration, or multi-family housing covered by such an application but does not receive any other federal housing assistance. HUD regulations shall also require emergency relocation of such families, without placement on a waitlist, penalty, or lapse in assistance, to another unit of covered housing that has no lead-based paint hazards. The Government Accountability Office shall report to Congress on lead hazards in federally assisted housing.

Promoting Travel, Commerce, and National Security Act of 2016 This bill amends the federal criminal code to allow the United States to prosecute certain U.S. employees who engage in conduct in Canada that would constitute a federal criminal offense if the conduct had occurred in the United States. This bill applies to employees, contractors, and grantees of a U.S. department or agency other than the Department of Defense who are stationed in Canada pursuant to a border security initiative.

Recognizes and honors: (1) the work of Meals on Wheels America and senior nutrition programs throughout the nation in addressing hunger, isolation, and the quality of life of seniors; (2) the volunteers for the programs; and (3) the role that March for Meals celebrations play in increasing awareness of the need for non-federal funds and volunteers for the programs. Encourages Members of Congress to support their local senior nutrition programs by participating in March for Meals events and by delivering meals to homebound seniors and serving them in a group setting throughout the year.

Assistance, Quality, and Affordability Act of 2016 This bill amends the Safe Drinking Water Act to reauthorize the Act through FY2021. The bill sets forth requirements concerning Safe Drinking Water Act State Revolving Fund (SRF) projects, including mandates for the use of bond sales, mandates to produce goods in the United States, and mandates to provide prevailing wages to laborers and mechanics. The bill makes changes to provisions that states must include in their Intended Use Plans, including data on variances, exemptions, and persistent violations. The bill amends the Safe Drinking Water Act to provide additional assistance to public water systems that serve disadvantaged communities. The bill increases the portion of SRF funds that states may reserve to provide technical assistance to public water systems. Additionally, the bill increases the funds that may be reserved by the Environmental Protection Agency (EPA) for use in the District of Columbia, American Samoa, Northern Mariana Islands, Guam, and the Virgin Islands. The EPA must: (1) study the presence of pharmaceuticals and personal care products in drinking water sources, (2) establish requirements for electronic submission of compliance monitoring data by public water systems, (3) collect data on best practices for administration of SRF programs, (4) implement a certification program for effective water leak control technology, (5) develop a strategic plan for assessing and managing the risks of drought to drinking water, (6) establish a grant program to assist water systems in improving drinking water resiliency and sustainability, and (7) establish a grant program to remove lead service lines from public water systems.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Great Lakes Fishery Research Authorization Act of 2016 This bill authorizes the U.S. Geological Survey (USGS) to conduct critical monitoring, scientific assessments, and research in support of fisheries within the Great Lakes Basin between the United States and Canada. In support of the fisheries within the Great Lakes Basin, the USGS Great Lakes Science Center shall: (1) execute a comprehensive, multi-lake, freshwater fisheries science program; (2) work cooperatively with regional, state, tribal, and local governments; and (3) consult with interested groups, including academia and Canadian agencies. To protect and improve the Great Lakes, the USGS Great Lakes Science Center may provide: deep-water ecosystem research, fish behavior and habitat reports, fish population assessments, invasive species research, use of biological equipment and laboratory capabilities necessary to support fishery management decisions, and studies that assess impacts on Great Lakes Fishery resources.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Federal Adjustment of Income Rates Act or the FAIR Act This bill increases the rates of basic pay for federal employees under the statutory pay systems (relating to the General Schedule, the U.S. Foreign Service, and the Veterans Health Administration) and for prevailing rate employees by 3.9% for FY2017. The percentage adjustment for locality-based comparability payments for calendar year 2017 shall be an increase of 1.4%.

100 Years of Women in Congress Act This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to designate as Jeannette Rankin Women and Minorities in STEM Fields Program Grants the current research and extension grants to increase participation by women and underrepresented minorities from rural areas in the fields of science, technology, engineering, and mathematics (STEM).

Frederick Douglass Bicentennial Commission Act This bill establishes the Frederick Douglass Bicentennial Commission to study activities that may be carried out by the federal government to honor Frederick Douglass on the bicentennial anniversary of his birth, including: (1) the issuance of a postage stamp, (2) the convening of a joint meeting or joint session of Congress for ceremonies and activities relating to Frederick Douglass, (3) a rededication of the Frederick Douglass National Historic Site, and (4) the acquisition and preservation of related artifacts. By December 1, 2017, the commission must recommend appropriate activities in a final report to Congress.

Child Care Access to Resources for Early-learning Act or the Child CARE Act This bill amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to make appropriations through FY2021 to the Department of Health and Human Services for allotments to states to: expand access to high-quality child care for infants and toddlers from low-income families who do not receive child care funded through the Child Care and Development (CCD) Fund, and increase the quality of such care for infants and toddlers who do receive child care funded through the CCD Fund. The state shall reserve at least 80% of funds for direct services provided through grants, contracts, or certificates, to expand access to high-quality child care for infants and toddlers and to increase parental options for and access to such care. The state shall use the cost of a mandatory triennial high-quality child care study to ensure that for all infant and toddler child care slots: (1) the child care is of sufficient quality, (2) the care providers are supported along a career pathway to achieve higher levels of training and education, and (3) the provider rates are sufficient. The state shall also ensure that all infant and toddler child care providers participating in CCD Fund-supported activities meet certain quality standards by the end of FY2026. The state shall: (1) identify underserved geographic areas and special populations; and (2) develop and implement a plan to increase the availability of high-quality child care in such areas and populations, especially those that are hard-to-serve. The state shall reserve certain funds to carry out specified activities to increase the quality of child care programs for infants and toddlers in eligible families. An Indian tribe or tribal organization that receives a grant through an allotment for Indian and Native Hawaiian Child Care shall use the grant funds to provide, by the end of FY2026, access to high-quality, culturally and linguistically appropriate child care for infants and toddlers for eligible families in the tribal community.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Public Health Emergency Preparedness Act This bill provides $5 billion in supplemental appropriations to the Department of Health and Human Services (HHS) for the Public Health Emergency Fund. The bill designates the funds as an emergency requirement, and provides that the funds are only available if the President subsequently designates the funds. (Emergency spending is exempt from discretionary spending limits and other budget enforcement rules.) HHS may use the funds provided by this bill to acquire products such as drugs, vaccines and other biological products, and medical devices for deposit into the Strategic National Stockpile. The bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to exempt the Public Health Emergency Fund from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.

Promoting Responsible Opioid Prescribing Act of 2016 or the PROP Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to exclude certain pain-related measures for purposes of calculating incentive payments under the value-based purchasing program (VBP). (VBP is a program that links hospital payments to the quality of care provided.) Specifically, VPB measures shall not include measures based on a patient's assessment of: (1) the patient's need for pain medicine during a hospital stay; (2) how often, during the stay, the patient's pain was well controlled; or (3) how often, during the stay, hospital staff did everything they could to help manage the patient's pain.

Truth in Tuition Act of 2016 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify eligibility requirements for an institution of higher education (IHE) to participate in federal student aid programs. Specifically, the bill requires an IHE to provide to an admitted graduate or undergraduate student: (1) a multi-year tuition and fee schedule; or (2) a single-year tuition and fee schedule, and a nonbinding, multi-year estimate of net costs after financial aid is awarded. An IHE that provides a single-year tuition and fee schedule must include, in its multi-year estimate of net costs, the average difference between previous year estimates and actual net costs.

Families of Flint Act This bill provides support for Flint, Michigan in addressing lead in the city's drinking water and related issues. The bill amends the Safe Drinking Water Act by establishing a 10-year grant program to ensure that Flint's drinking water does not contain: (1) lead levels that threaten public health or the environment, or (2) other drinking water contaminants and pathogens that threaten public health. The bill also establishes specified grant programs for assisting Flint that are established within the Department of Labor, the Department of Health and Human Services (HHS), the Department of Education, the Department of Commerce, the Department of Justice, and the Department of Housing and Urban Development. The bill amends the Consolidated Appropriations Act, 2016, by allowing states to use more than 20% of funds from Drinking Water State Revolving Fund capitalization grants for addressing a threat to public health from heightened exposure to lead in a municipal drinking water supply if a federal or state emergency declaration has been issued for that threat. HHS must establish in Flint a Center of Excellence on Lead Exposure. The bill amends the Child Nutrition Act of 1966 to increase the allowable participation period in the Special Supplemental Nutrition Program for Women, Infants, and Children for children residing in areas that are in a state of emergency. A state may elect to allow those children to participate in the program for a period that ends on the earlier of: (1) the child's tenth birthday (currently fifth), or (2) five years after the emergency (currently children may participate for a one-year period).

Working Student Act of 2015 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify the income protection allowance levels used to calculate a student's expected family contribution and need for financial assistance. (An income protection allowance is an amount for basic living expenses that is protected from being considered income available for postsecondary educational expenses.) Specifically, the bill increases, in academic year 2016-2017, income protection allowance levels for students who are dependent, independent without non-spouse dependents (e.g., children), and independent with non-spouse dependents to reduce such students' income available (and increase need for financial assistance) to cover postsecondary educational expenses. The Department of Education must, in subsequent years, adjust the income protection allowance levels for inflation.

Equal Access to Justice for Victims of Gun Violence Act This bill amends the Protection of Lawful Commerce in Arms Act to repeal provisions that prohibit state or federal civil actions or administrative proceedings from being brought against firearm or ammunition manufacturers, sellers, importers, dealers, or trade associations for criminal or unlawful misuse of a firearm by the person bringing the action or a third party. The bill lifts the immunity from legal process of the Firearms Trace System database maintained by the National Trace Center of the Bureau of Alcohol, Tobacco, Firearms and Explosives. In state or federal civil actions or administrative proceedings, the contents of the database: (1) shall be subject to discovery and admissible as evidence; and (2) may be used, relied on, or disclosed in any manner. Testimony or other evidence may also be permitted based on that data.

Providing Opportunities for Savings, Transactions, and Lending Act of 2015 [ sic ] or the POSTAL Act of 2015 [ sic ] This bill expands the specific powers of the U.S. Postal Service (USPS) to include the provision of basic financial services, including: (1) small-dollar loans; (2) checking accounts, interest-bearing savings accounts, and services relating to international money transfers, each of which may be provided by the USPS alone or in partnership with depository institutions and credit unions; (3) other basic financial services as appropriate in the public interest; and (4) the creation of a Postal Card that allows users to engage in such financial services.

Ensuring the Taxpayer a Fair Return for Federal Onshore Oil and Gas Resources Act of 2015 This bill amends the Mineral Leasing Act to increase the minimum acceptable bids and rentals for leases of oil, natural gas, and tar sand on federal land. Minimum acceptable bids and rentals shall receive inflation adjustments once every four years. One-third of any amounts received by the United States from sales, bonuses, and royalties, including interest charges collected under the Federal Oil and Gas Royalty Management Act of 1982, and from rentals of the public lands in Alaska under the Mineral Leasing Act and the Geothermal Steam Act of 1970, shall be made available in specified percentages: for use for oil and gas inspection and enforcement; to remediate, reclaim, and properly plug and abandon orphan oil and gas wells on federal lands; and to the state within whose boundaries the leased land is located, or the deposits were derived, for state use in accordance with specified requirements.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Puerto Rico Emergency Financial Stability Act of 2015 This bill grants a temporary stay (until April 1, 2016, with specified exceptions) of any litigation, liens, or other collection actions to recover debts owed by the government of the Commonwealth of Puerto Rico and allows relief from such stay only in limited circumstances.

Expresses condolences for the victims of anti-Muslim hate crimes. Declares that the House of Representatives: confirms its dedication to the rights and dignity of all citizens; denounces the increase of hate speech and hate crimes targeted against mosques, Muslims, or those perceived to be Muslim; and recognizes the positive contributions made by the U.S. Muslim community to U.S. society. Declares that the civil rights and liberties of all U.S. citizens, including Muslims in the United States, should be protected. Urges law enforcement authorities to work to prevent hate crimes and to prosecute the perpetrators of such crimes. Reaffirms the inalienable rights of every citizen to live without fear and intimidation and to practice freedom of faith.

Safer Neighborhoods Gun Buyback Act of 2015 This bill authorizes the Department of Justice's Bureau of Justice Assistance (BJA) to make grants to states, local governments, or gun dealers to conduct gun buyback programs. The BJA may distribute smart prepaid cards for use by a state, local government, or gun dealer to compensate individuals who dispose of firearms. Additionally, the bill amends the federal criminal code to make it a crime to use or accept a smart prepaid card in the acquisition or transfer of a firearm or ammunition. A violator is subject to a fine, up to two years in prison, or both.

Assault Weapons Ban of 2015 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The legislation amends the NICS Improvement Amendments Act of 2007 to require law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Azerbaijan Democracy Act of 2015 This bill prohibits the issuance of any visa to, and requires denial of entry to the United States of, any alien who: holds a position in the senior leadership of the government of Azerbaijan, or is an immediate family member of such person; through his or her business dealings with such senior leadership derives significant financial benefit from policies or actions, including electoral fraud, human rights abuses, or corruption, that undermine democratic institutions or impede the transition to democracy in Azerbaijan; or is a member of any branch of the security, judicial, or law enforcement services of Azerbaijan and has participated in the persecution or harassment of independent media or journalists, human rights defenders, opposition groups, or religious groups. The Department of State shall revoke any existing visas of such ineligible aliens. The visa and entry prohibitions shall not apply to a government official of Azerbaijan seeking U.S. entry to participate in talks related to resolution of the Nagorno Karabakh conflict. It is the sense of Congress that: no loan, credit guarantee, insurance, or financing assistance be extended by any U.S. agency to the government of Azerbaijan, except for the provision of humanitarian goods and agricultural or medical products; and no funds available to the Trade and Development Agency should be available for activities of the Agency in or for Azerbaijan. It is also the sense of Congress that the President should block all property and interests in property that: are owned by any member of the senior leadership of the government of Azerbaijan, by any family member, or by any person who through his or her business dealings with such persons derives significant financial benefit from policies or actions that undermine Azerbaijan's democratic institutions; and are or come within the United States, or that are or come within the possession or control of any U.S. person. Activities prohibited by reason of the blocking of property and interests in property should include payments or transfers of any property, or any transactions involving the transfer of anything of economic value by any U.S. person to any person whose assets are blocked. It is the sense of Congress that the President should continue to seek the support of other countries, particularly European countries, for a multilateral strategy to further the purposes of this Act.

Protecting Our Students by Terminating Graduate Rates that Add to Debt Act or the POST GRAD Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to make graduate and professional students eligible to receive subsidized Stafford Loans under the Federal Direct Loan Program beginning on July 1, 2016. Protecting Our Youth from Dangerous Synthetic Drugs Act of 2015 This bill amends the Controlled Substances Act to include in the definition of a "controlled substance analogue" a substance designated as such by the Controlled Substance Analogue Committee (established by this bill). It directs the Drug Enforcement Administration (DEA) to establish such Committee as an interagency committee headed by the DEA and comprised of scientific experts in the fields of chemistry and pharmacology from the DEA, the National Institute on Drug Abuse, the Centers for Disease Control and Prevention, and any other federal agency determined by the DEA to be appropriate. The Committee may designate, and shall establish and maintain a list of, controlled substance analogues determined to be similar to a schedule I or II controlled substance in either chemical structure or predictive effect on the body in such a manner as to make it likely that the substance will, or can be reasonably expected to, have a potential for abuse. The DEA must publish a description of each designation made by the Committee. The bill amends the Controlled Substances Import and Export Act to prohibit the importation of any controlled substance analogue except pursuant to such notification or declaration as the DEA may prescribe. It directs the U.S. Sentencing Commission to review and, if appropriate, amend the federal sentencing guidelines and policy statements to ensure that they provide adequate penalties for any offense involving the unlawful manufacturing, importing, exporting, or trafficking of controlled substance analogues and similar offenses.

CLEANER Act of 2015 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2015 This bill amends the Resource Conservation and Recovery Act to eliminate the exemption for waste derived from the exploration, development, or production of crude oil, natural gas, or geothermal energy from regulations governing the disposal of hazardous waste. Within a year of this bill's enactment, the Environmental Protection Agency (EPA) must: determine whether waste associated with oil, gas, or geothermal energy activities meet the criteria promulgated for the identification or listing of hazardous waste; identify or list as hazardous waste any of those wastes if they meet the identification or listing criteria; and promulgate regulations regarding standards applicable to generators, transporters, and owners and operators of facilities for the treatment, storage, or disposal of those wastes. The EPA may modify the regulation of those standards to consider the special characteristics of those wastes so long as the modified regulations protect human health and the environment. Within a year of this bill's enactment, the EPA must promulgate revisions of certain criteria concerning landfills and waste management practices of open dumping for facilities that may receive wastes that are: (1) associated with those activities, and (2) not identified or listed as hazardous waste. Those revisions must: protect human health and the environment, while allowing consideration of the practicable capability of such facilities; and require groundwater monitoring as necessary to detect contamination; establish criteria for the acceptable location of new or existing facilities; and provide for corrective action and financial assurance as appropriate.

Fort Ontario Study Act This bill directs the Department of the Interior to conduct a special resource study of Fort Ontario in Oswego, New York, which was used as a military installation during the French and Indian War, the Revolutionary War, and the War of 1812. Interior shall: (1) evaluate the site's national significance, and (2) determine the suitability and feasibility of designating it as a unit of the National Park System.

Fair and Clear Campaign Transparency Act This bill directs the Federal Communications Commission to require online public inspection files that must be uploaded to the Internet by television broadcast stations, AM or FM radio broadcast stations, cable operators, direct broadcast satellite service providers, or satellite digital audio radio service providers to be made available to the public in a machine-readable format that supports automated searching, bulk downloading, aggregation, manipulation, and sorting. Public inspection files include political files that contain records of requests to purchase broadcast time by or on behalf of candidates for public office or to communicate a message relating to a political matter of national importance.

Stop Foreign Donations Affecting Our Elections Act This bill amends the Federal Election Campaign Act of 1971 to prohibit political committees from accepting any Internet credit card contribution unless: the individual or entity making the contribution is required, at the time of the contribution, to disclose the credit card's verification value; and the billing address associated with the card is located in the United States or, if the contribution comes from an individual U.S. citizen living outside of the United States, the individual gives the committee the U.S. mailing address he or she uses for voter registration. In the case of an Internet credit card contribution: the person receiving the contribution shall forward it to the treasurer of the political comittee within 10 days, together with the name and address of the contributor and the date of receipt; and the treasurer shall keep an account of the contributor's name and address, together with the date and amount of the contribution.

Seniors And Veterans Emergency (SAVE) Benefits Act This bill directs the Department of the Treasury to disburse a payment equal to 3.9% of the average amount of annual benefits to certain individuals (except prisoners, fugitive felons, or aliens) who are entitled to a specified benefit under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA), an annuity under the Railroad Retirement Act of 1974, a veterans benefit, or are eligible for a cash benefit under SSA title XVI (Supplemental Security Income), including a special benefit for individuals who perform substantial gainful activity despite severe medical impairment. A refundable income tax credit is allowed for the first taxable year beginning in 2015 in an amount equal to $581 for certain eligible government retirees who do not receive such a payment. The Internal Revenue Code is amended, with respect to the $1 million limitation on the deductibility of employee compensation, to: eliminate the exemption from that limitation for compensation payable on a commission basis or upon the attainment of a performance goal; extend the limitation to any individual who is a current or former officer, director, or employee of a publicly-held corporation; and apply the limitation to all publicly-held corporations required by the Securities and Exchange Commission to register securities and provide periodic reports to their investors.

Declares that the House of Representatives shall: support the achievement of near zero greenhouse gas emissions nationally by January 1, 2050, through policies that shift the U.S. energy supply strategy from fossil fuels to 100% renewable energy, increase energy efficiency, and implement zero waste practices to end dependence on fossil fuels and to promote climate security, jobs, universal access to clean energy, national economic competitiveness, and national security; establish a national goal of deriving 50% of electricity from renewable sources by January 1, 2030; establish policies and programs to modernize the national infrastructure, transition toward full employment with new green jobs, and build a sustainable economy, focusing on historically unemployed or underemployed communities; provide educational and job training programs, transitional financial assistance, and job opportunities for displaced fossil fuel industry workers; provide retraining and re-employment opportunities in green jobs for military veterans; provide increased funding for educational, training, and job assistance programs for rural residents and for increased emergency preparation and assistance to rural communities damaged by the adverse impacts of climate change; help the people of the United States to establish resiliency to withstand the significant impacts of climate change; establish policies that capture and store carbon currently in the atmosphere by protecting forests and improving land and agricultural practices; support trade policies that maintain American labor and environmental standards; support tax incentives that promote the growth of green jobs; ensure universal access to clean energy for moderate- and low-income families; create policies or programs that result in net positive environmental and economic benefits in impacted communities, which shall receive at least 25% of revenues committed to or generated by the implementation of carbon reducing programs; phase out subsidies for fossil fuels; establish a national goal of doubling efficiency of existing buildings from 2015 levels by January 1, 2030; and support a policy to work with international organizations and other nations to significantly reduce greenhouse gas emissions and to set a goal to achieve near zero greenhouse gas emissions by January 1, 2050, through replacing fossil fuels with 100% renewable energy, conservation, and energy efficiency.
