Expresses commitment to the objectives of the Cairo Consensus as set forth at the International Conference on Population and Development. Encourages nongovernmental organizations, faith based organizations, community organizations, and private citizens to act to improve gender equality, end violence against women, expand access to reproductive, maternal, and other health services, lower childhood and maternal mortality rates, and eradicate world poverty.

Women's Environmental Health and Disease Prevention Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants for the development and operation of centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each such center to: (1) conduct basic or clinical research; (2) develop protocols and conduct training programs for physicians, scientists, nurses, and other health and allied health professionals; (3) disseminate information to such professionals and the public; and (4) emphasize activities that are directed toward preventing the development in women of the diseases and conditions involved. Allows a center to use funds to provide stipends for health and allied health professionals enrolled in training programs. Requires each center to establish and maintain ongoing collaborations with community organizations in the geographic area served by the center, including organizations that represent women or children with disorders that appear to stem from environmental factors. Requires the Director to provide for the coordination of information among centers and ensure regular communication between them. Directs the House Committee on Energy and Commerce to hold a hearing on the Director's implementation of this Act.

Environmental Hormone Disruption Research Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to establish a comprehensive program to: (1) research the health effects on women and children that may result through disruption of the hormone systems; (2) carry out research, development, and demonstrations on technologies to mitigate the occurrence of hormone-disrupting pollutants in the environment and their unintended effects on ecological and wildlife health, in cooperation with the United States Geological Survey (USGS); and (3) coordinate U.S. research on hormone disruption with research conducted in other nations. Requires the program to provide for: (1) the collection and dissemination of scientifically valid information on human health effects of hormone-disrupting pollutants, the extent of human exposure to such pollutants, and the exposure of wildlife species to such pollutants and possible associated health effects; and (2) research on mechanisms by which such pollutants interact with biological systems, testing for hormone disruption, and the identity and fate of hormone-disrupting pollutants in the environment. Directs the House Committee on Energy and Commerce to hold a hearing on program implementation. Gives the Director principal responsibility for conducting and coordinating research on the unintended effects of hormone-disrupting pollutants on human health and the environment. Requires the Secretary of Health and Human Services (HHS) to establish the Hormone Disruption Research Interagency Commission. Establishes a Hormone Disruption Research Panel to make recommendations on the design and implementation of the program.

Increasing Access to Voluntary Screening for HIV/AIDS and STIs Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to: (1) allow a higher payment to states for routine HIV/AIDS and STI (sexually transmitted infections recognized by the Centers for Disease Control and Prevention [CDC]) screening services; and (2) require coverage of low-income HIV/AIDS infected individuals. Directs the Administrator of the Centers for Medicare & Medicaid Services to adopt a broad policy for voluntary HIV/AIDS and STI screening for all Medicare beneficiaries who are 13 years of age or older. Authorizes the Administrator of the Health Resources and Services Administration of the Department of Health and Human Services (HHS) to award grants to federally qualified health centers to provide voluntary HIV/AIDS and STI screening. Amends the Public Health Service Act to require group and individual health plans to provide routine HIV/AIDS and STI screening. Requires the Director of the CDC to: (1) track national HIV/AIDS and STI screening trends and the burdens of HIV/AIDS and STIs among people with disabilities; (2) make sex education materials that promote voluntary screening for HIV/AIDS and STIs accessible to the deaf and hearing loss community and to people with intellectual disabilities; (3) ensure that national screening guidelines for cervical cancer state that women who have sex with women should have the same guidelines as women who have sex only with men; and (4) improve information collection concerning the transmission, morbidity, and screening for HIV/AIDS and STIs in transgender communities.

Amends the Wool Suit and Textile Trade Extension Act of 2004 to require the Bureau of Customs and Border Protection (CBP) to make certain additional payments from the Wool Apparel Manufacturers Trust Fund (consisting of duties paid on imported wool) to each wool manufacturer that provides to the Bureau in a year in which a payment may otherwise be payable an affidavit stating that it remains a wool manufacturer in the United States.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Congratulates the captain and commissioning crew of the USS New York LPD 21 on the occasion of their vessel entering into the service of the U.S. Navy. Recommits the House of Representatives to the counter-terrorism mission of the USS New York LPD 21 and all the members of the U.S. Armed Forces.

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $1.29 million.

Drug Price Competition Act of 2009 - Amends the Federal Food, Drug, and Cosmetic Act to expand the definition of "first applicant" under such Act to allow a generic drug manufacturer that is currently considered an applicant subsequent to a brand-name manufacturer's 180-day exclusivity period to qualify as a first applicant for purposes of filing an abbreviated application for a new drug. Requires such applicant to submit a substantially complete application that contains and lawfully maintains a certification for such drug.

Reciprocal Market Access Act of 2009 - Prohibits the President from agreeing to the reduction or elimination of the existing rate of duty on any product in order to carry out a trade agreement entered into between the United States and a foreign country until the President certifies to Congress that: (1) the United States has obtained the reduction or elimination of tariff and nontariff barriers and policies and practices of such foreign country with respect to U.S. exports of any product that has the same physical characteristics and uses as the product for which the President seeks to modify its rate of duty; and (2) any violation of the trade agreement is immediately enforceable by withdrawal of the modification of the existing duty on such foreign product until the United States Trade Representative (USTR) certifies to Congress that the United States has obtained the reduction or elimination of the tariff or nontariff barrier or policy or practice of such foreign government. Requires the withdrawal of such a modification in specified circumstances until the USTR makes such a certification to Congress.

Sets forth the rule for consideration of the conference report to accompany the bill (H.R. 2647) to authorize appropriations for fiscal year 2010 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, to provide special pays and allowances to certain members of the Armed Forces, expand concurrent receipt of military retirement and VA disability benefits to disabled military retirees.

Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from a country which has entered into a free trade agreement with the United States). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Commemorates the lives and work of Jesuit Fathers Ignacio Ellacuria, Ignacio Martin-Baro, Segundo Montes, Amando Lopez, Juan Ramon Moreno, Joaquin Lopez y Lopez, and housekeeper Julia Elba Ramos and her daughter Celina Mariset Ramos who were executed by members of the Salvadoran Army on November 16, 1989, at the University of Central America Jose Simeon Canas (UCA) in San Salvador, El Salvador. Extends sympathy to their families, friends, colleagues, and religious communities. Recognizes the continuing academic, spiritual, and social contributions of the UCA. Commends the 28 Jesuit colleges and universities in this country for their solidarity with the UCA and annual remembrances of the Jesuit martyrs. Continues to find inspiration in the lives and work of the Jesuit martyrs. Remembers the seminal reports by Chairman John Joseph Moakley and the Speaker's Special Task Force on El Salvador in investigating the murders. Acknowledges the role played by the Speaker's Special Task Force, Congressman John Joseph Moakley, the Jesuit leadership of the UCA, and the Salvadoran judicial investigation and convictions in advancing negotiations to end the war so that the deaths of the Jesuits and two laywomen contributed directly to achieving the peace to which they had dedicated their lives. Calls upon the people of this country, schools, and churches to participate in local, national, and international events commemorating the 20th anniversary of their deaths. Recognizes that despite significant post-war progress, social and economic hardships persist among many sectors of Salvadoran society. Calls upon our government to support and work with the El Salvadoran government and other public, private, nongovernmental, and religious organizations in efforts to reduce poverty and hunger and promote educational opportunity, human rights, the rule of law, and social equity for Salvadorans.

Solar Technology Roadmap Act - Directs the Secretary of Energy to conduct a program of research, development, and demonstration for solar technology. Requires the Secretary to provide awards to: (1) academic institutions, national laboratories, government research agencies, nonprofit organizations, industrial entities, or consortia thereof for research, development, and demonstration activities; and (2) industry-led consortia for research, development, and demonstration of advanced techniques for manufacturing a variety of solar energy products. Directs the Secretary to establish and provide support for a Solar Technology Roadmap Committee, which shall develop a Solar Technology Roadmap that: (1) presents the best current estimate of the near-, mid-, and long-term research, development, and demonstration needs in solar technology; and (2) provides guidance to the solar technology research, development, and demonstration activities supported by the federal government for meeting national priorities in energy security, U.S. competitiveness, climate change mitigation, and energy diversification. Declares it to be U.S. policy that at least 75% of funding for Department of Energy (DOE) solar technology research, development, and demonstration activities after FY2014 support Roadmap activities. Requires the Director of the Office of Science and Technology Policy to coordinate federal interagency activities identified in and related to the Roadmap. Directs the Secretary to: (1) establish a program to provide grants for demonstration projects to support the development of solar energy production, consistent with the Roadmap; (2) transmit to Congress the results of a study that analyzes the performance of photovoltaic installations in the United States; (3) award multiyear grants for research, development, and demonstration activities to create innovative and practical approaches to increase reuse and recycling of photovoltaic devices; and (4) establish an initiative to develop a comprehensive physical property database of materials for use in photovoltaic devices.

Respect for Marriage Act of 2009 - Amends the Defense of Marriage Act to repeal provisions allowing states, territories, possessions of the United States, or Indian tribes to give no effect to a public act, record, or judicial proceeding of any other such entity respecting a relationship between persons of the same sex that is treated as a marriage under that entity's laws or a right or claim arising from such relationship. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.

Waterfront Brownfields Revitalization Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to require the President to establish a grant program for reuse planning, site characterization and assessment, or remediation at waterfront brownfields sites, including the integration of activities related to the design and implementation of water quality improvements, low impact development approaches, green infrastructure, remediation and management of sediments, or flood damage prevention associated with brownfields remediation and reuse. Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide training, research, and technical assistance to individuals and organizations to facilitate waterfront brownfields revitalization. Authorizes funding for brownfields revitalization for FY2010-FY2014. Requires the Administrator to establish and serve as chairperson of a task force on waterfront brownfields revitalization that shall identify: (1) funding and technical assistance resources for such revitalization; (2) barriers to and solutions for revitalization; and (3) methods to coordinate interagency revitalization efforts. Directs: (1) the Administrator to submit to specified congressional committees an annual report on the implementation of the brownfield site characterization and assessment grant program authorized by CERCLA; and (2) such committees to hold hearings each year on such report.

Roosevelt Scholars Act of 2009 - Establishes the Theodore Roosevelt Scholarship Foundation as an independent establishment in the executive branch. Directs the Foundation to award scholarships in an annual nationwide competition to individuals (to be known as "Roosevelt Scholars") who are: (1) enrolled in or seeking admission to accredited full-time graduate studies that prepare them for occupations critical to the missions of federal agencies; and (2) nominated by persons that have direct knowledge of their academic or work experience. Sets the maximum scholarship amount at $60,000 for each of up to five academic years, covering tuition, room and board, books, materials, and fees. Requires Roosevelt Scholars to: (1) agree to serve in the federal government for a period of years equal to the number of academic years during which they received their scholarship; (2) complete a federal internship related to their studies while earning their degree; (3) participate in certain extracurricular activities designed to assist their pursuit of federal careers and development of leadership qualities; and (4) serve as sources of information regarding federal scholarship and employment opportunities. Establishes the Theodore Roosevelt Memorial Scholarship Trust Fund consisting of appropriations and gifts for such scholarships. Sets forth additional duties of the Foundation, including the creation of an online directory of all federal scholarship opportunities available to individuals pursuing federal employment and an online directory of current occupations critical to the missions of federal agencies. Amends the Internal Revenue Code to exclude Roosevelt Scholarships from gross income.

Mitochondrial Medicine Research and Treatment Enhancement Act - Amends the Public Health Service Act to establish within the Office of the Director of the National Institutes of Health (NIH) an Office of Mitochondrial Medicine (OMM). Requires the OMM Director to develop, make publicly available, implement, and biennially update a written plan to facilitate research into mitochondrial medicine. Sets forth as plan objectives: (1) improving coordination of research related to mitochondrial medicine among the national research institutes and between NIH and outside researchers; (2) providing training to research scientists and health professionals engaged in research related to mitochondrial medicine; (3) providing training to health care providers regarding the diagnosis of mitochondrial disease and dysfunction; and (4) establishing scientific review groups with expertise in mitochondrial medicine to oversee relevant research projects in NIH. Requires the OMM Director to award at least five grants, annually, for each of the following: (1) integrated, multi-project research programs related to mitochondrial medicine; and (2) planning activities associated with such programs. Authorizes the Director to award grants to institutions or consortiums of institutions to establish Mitochondrial Medicine Centers of Excellence to promote interdisciplinary research and training related to mitochondrial medicine. Requires the Director to establish: (1) a national registry for the maintenance and sharing for research purposes of medical information collected from patients with mitochondrial disease or dysfunction; and (2) a national biorepository for the maintenance and sharing for research purposes of tissues and DNA collected from such patients.

Amends the Clean Air Act to include algae-based biofuel in the renewable fuel program. Defines "algae-based biofuel," for purposes of such Act, as liquid fuel derived from the biomass of single- or multi-cellular organisms which are inherently aquatic and classified as non-vascular plants and that have lifecycle greenhouse gas emissions that are at least 60% less than the baseline for such emissions. Amends the Internal Revenue Code to: (1) expand the definition of cellulosic biofuel to include algae-based biofuel for purposes of the cellulosic biofuel producer tax credit; and (2) allow accelerated depreciation of property used to produce algae-based biofuel. Defines "algae-based biofuel" as any liquid fuel which is produced from the biomass of an algal organism (i.e., an organism that is primarily aquatic and classified as a non-vascular plant).

Short Sea Shipping Act of 2009 - Amends the Internal Revenue Code to exempt from the harbor maintenance tax commercial cargo (other than bulk cargo) loaded at: (1) a port in the U.S. mainland and unloaded at another such port after transport solely by coastal route or river or unloaded at a port in Canada located in the Great Lakes Saint Lawrence Seaway System; or (2) such a port in Canada and unloaded at a port in the U.S. mainland. Defines the "Great Lakes Saint Lawrence Seaway System" as the waterway between Duluth, Minnesota, and Nova Scotia, encompassing the five Great Lakes, their connecting channels, and the Saint Lawrence River.

Medical Debt Relief Act of 2009 - Amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from making any report containing information related to a fully paid or settled medical debt that had been characterized as debt in collection for credit reporting purposes, which, from the date of payment or settlement, antedates the report by more than 30 calendar days.

Improving Assistance to Domestic and Sexual Violence Victims Act of 2009 - Amends the Violence Against Women Act of 1994 to: (1) amend certain definitions, grant conditions relating to confidential information, and matching fund requirements under such Act; (2) expand the role of the national resource center on workplace responses to domestic violence to require information and assistance to victim service providers and other community-based organizations and coalitions; and (3) expand requirements for providing culturally and linguistically specific services to domestic and sexual violence victims. Amends grant provisions under the violence against women program of the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) impose limits on Internet publication of protection order information in domestic violence cases; (2) exempt victims of dating violence from certain costs for criminal proceedings and protection orders; (3) provide for sexual assault forensic medical personnel examiners to collect and preserve evidence in sexual assault cases; and (4) expand grant purposes to include HIV, hepatitis, and sexually transmitted infection testing and treatment for victims of sexual assault. Amends the Immigration and Nationality Act and the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to expand visa eligibility for aliens who are victims of domestic violence and sex trafficking. Amends the Housing and Community Development Act of 1980 to permit certain aliens lawfully present in the United States to qualify for low-income housing assistance.

Taxpayer Responsibility, Accountability and Consistency Act of 2009 - Amends the Internal Revenue Code to: (1) require reporting to the Internal Revenue Service (IRS) of payments of $600 or more made to corporations; (2) set forth criteria and rules relating to the treatment of workers as employees or independent contractors; and (3) increase penalties for failure to file correct tax return information or comply with other information reporting requirements. Requires the Secretary of the Treasury to issue an annual report on worker misclassification.

Coordinated Environmental Public Health Network Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) establish and operate a Coordinated Environmental Public Health Network to provide for public access to an electronic national database on the incidence and prevalence of priority chronic conditions and health effects and relevant environmental and other factors; (2) award grants to states for the establishment, maintenance, and operation of state networks; (3) enter into a cooperative agreement with the Council of State and Territorial Epidemiologists to train and place applied epidemiology fellows in state and local health departments to enhance public health capacity in the areas of environmental health, chronic and other noninfectious diseases and conditions, and public health surveillance; and (4) enter into cooperative agreements with states or consortia of states to expand the scope and amount of biomonitoring data collected and analyzed by the CDC, state laboratories, and consortia of state laboratories in order to obtain robust information about a range of environmental exposures. Requires the Secretary to integrate the enactment of this Act with all funded environmental health tracking programs.

Airline Safety and Pilot Training Improvement Act of 2009 - Requires the Administrator of the Federal Aviation Administration (FAA) to establish the FAA Task Force on Air Carrier Safety and Pilot Training to evaluate best practices in the air carrier industry and make recommendations on specified matters. Directs the FAA Administrator to conduct a rulemaking proceeding to require air carriers to: (1) provide flight crewmembers with ground training and flight training to recognize and avoid or recover from a stall or an upset of an aircraft; and (2) establish remedial training programs for flight crewmembers who have demonstrated performance deficiencies or experienced failures in the training environment. Requires the FAA Administrator to convene a multidisciplinary panel of specialists to study and report to the FAA Administrator on methods to increase the familiarity of flight crewmembers with stick pusher systems and certain weather events. Requires the Secretary of Transportation to report annually to Congress and the National Transportation Safety Board (NTSB) on NTSB air carrier safety recommendations made to and adopted or refused by the Secretary. Directs the FAA Administrator to establish an electronic pilot records database of pertinent information in FAA, air carrier, and other records that an air carrier shall access and evaluate before allowing an individual to begin service as a pilot. Requires the FAA Administrator to issue a specified final rule regarding flight crewmembers and aircraft dispatchers training programs. Requires the Inspector General of the Department of Transportation (DOT) to review and report to the FAA Administrator on FAA aviation safety inspectors and operational research analysts. Directs the FAA Administrator to conduct a rulemaking proceeding to require air carriers to: (1) establish flight crewmember mentoring programs; (2) develop methods for ensuring that flight crewmembers have proper qualifications and experience; and (3) implement a safety management system. Directs the Comptroller General to study and report to Congress on flight schools, flight education, and academic training requirements for pilot certification. Requires the FAA Administrator to report to specified congressional committees on certain voluntary safety programs. Directs the FAA Administrator to develop a plan to facilitate the establishment of an aviation safety action program (ASAP) and a flight operational quality assurance (FOQA) program by all air carriers. Treats as an unfair or deceptive trade practice for any ticket agent, air carrier, foreign air carrier, or other person to sell tickets for a flight on an air carrier without disclosing the name of the air carrier providing each flight segment before the purchase of the ticket. Requires the FAA Administrator to issue regulations to: (1) limit the number of flight and duty time hours allowed for pilots to address pilot fatigue problems; as well as (2) require air carriers to develop for FAA approval fatigue risk management plans. Directs the FAA Administrator to study and report to Congress on aviation industry best practices with regard to flight crewmember pairing and crew resource management techniques.

Protect America's Wildlife Act of 2009 - Amends the Fish and Wildlife Act of 1956 to impose criminal penalties on anyone who knowingly violates any regulation prohibiting the shooting or harassing of birds, fish, or other animals from aircraft (airborne hunting). Increases the monetary penalty for airborne hunting from $5,000 to $50,000. Expands the exceptions to the prohibition against airborne hunting to include enhancing the propagation and survival of wildlife or preventing the extinction of a species threatened or endangered under the Endangered Species Act of 1973.

Lowering Oil Price Speculation for Infrastructure Dedicated to Economic Development Act of 2009 or the LOPSIDED Oil Prices Act of 2009 - Amends the Internal Revenue Code to: (1) impose an excise tax on transactions in oil futures and options, to be paid by the trading facility on which the transactions occur or the buyer of the transactions; (2) require withholding of such tax; and (3) deposit revenues from the tax into the Highway Trust Fund. Exempts from such tax certain commercial oil traders and bona fide hedging transactions.
