Defines the "Great Lakes Saint Lawrence Seaway System" as the waterway between Duluth, Minnesota, and Nova Scotia, encompassing the five Great Lakes, their connecting channels, and the Saint Lawrence River.

Applies such prohibitions to coverage offered in the individual market. Emergency Contraception Education Act of 2009 - Directs the Secretary of Health and Human Services to develop and disseminate information on emergency contraception to the public and to health care providers. Compassionate Assistance for Rape Emergencies Act of 2009 - Requires hospitals, as a condition of receiving federal funds, to offer and to provide, upon request, emergency contraception to victims of sexual assault. At-Risk Communities Teenage Pregnancy Prevention Act of 2009 - Authorizes the Secretary to award grants for teenage pregnancy prevention programs. Requires the Secretary to award grants for teenage pregnancy prevention research. Truth in Contraception Act of 2009 - Requires that any information concerning the use of a contraceptive provided through specified federally funded education programs be medically accurate and include health benefits and failure rates. Unintended Pregnancy Reduction Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to expand Medicaid's coverage of family planning services. 340B Program Improvement and Integrity Act of 2009 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

Prevention Through Affordable Access Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Lilly Ledbetter Fair Pay Act of 2009 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when: (1) a discriminatory compensation decision or other practice is adopted; (2) an individual becomes subject to the decision or practice; or (3) an individual is affected by application of the decision or practice, including each time wages, benefits, or other compensation is paid. Allows liability to accrue, and allows an aggrieved person to obtain relief, including recovery of back pay, for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the preceding provisions to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time wages, benefits, or other compensation is paid.

Authorizes certain additional amounts from state and national party committees. Amends the Internal Revenue Code to: (1) authorize taxpayers to designate specified overpayments and contributions for the Fund; and (2) increase corporate tax rates on taxable income above $10 million, and require payment of the amounts received by reason of such increase to the Fund. Amends FECA to: (1) ban independent expenditures in House elections; (2) ban the use of nonfederal funds for certain disbursements; and (3) set forth specified House limitations for expenditures for elections other than general elections.

Paycheck Fairness Act

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation; (2) is job-related with respect to the position in question; and (3) is consistent with business necessity. Avers that such defense shall not apply where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential; and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer has made substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on woman workers in the Current Employment Statistics survey; (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity; and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

Requires the WTC program administrator to: (1) implement a quality assurance program; (2) establish the WTC Health Program Scientific/Technical Advisory Committee; (3) establish the WTC Responders Steering Committee and the WTC Community Program Steering Committee; (4) provide for education and outreach on services under the WTC program; (5) provide for the uniform collection of data related to WTC-related health conditions; (6) conduct research on physical and mental health conditions that may be related to the September 11 terrorist attacks; and (7) extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the Department to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to: (1) make individuals eligible for compensation under the September 11 Victim Compensation Fund of 2001 for harm as a result of debris removal; and (2) extend the deadline for making a claim for compensation. Sets forth provisions governing the application of the economic substance doctrine to transactions.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest. Directs the Secretary of the Interior to conduct reconnaissance surveys of areas classified as Level III ecoregions of the continental United States by the Environmental Protection Agency (EPA) to determine if there are resources that possess national significance and to evaluate their suitability for inclusion as units of the National Park System. Requires the appointment of a committee of scientists to provide the Secretary and Congress with advice and counsel on such surveys.

Veteran Voting Support Act - Directs the Secretary of Veterans Affairs to permit a state to designate facilities of the Department of Veterans Affairs (VA) located in the state as voter registration agencies under the National Voter Registration Act of 1993. Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Great Lakes Legacy Reauthorization Act of 2008

Great Lakes Legacy Reauthorization Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to include aquatic habitat restoration activities among activities the Great Lakes National Program Office is authorized to implement for the remediation of sediment contamination in areas of concern. Prohibits the Administrator of the Environmental Protection Agency (EPA) from implementing such a remediation project if any nonfederal sponsor has not entered into a written agreement with the Administrator under which each party agrees to carry out its responsibilities and requirements for the project. Revises provisions concerning the nonfederal share of the project costs. Requires the Administrator to implement at federal expense the initial site characterization of a project for the remediation of contaminated sediment. Repeals a prohibition against implementing a project unless the nonfederal sponsor agrees to maintain aggregate expenditures from all other sources for remediation programs in the area of concern in which the project is located at or above the average level of such expenditures in the two fiscal years preceding the date on which the project is initiated. Authorizes appropriations through FY2013 for: (1) such remediation projects; and (2) the development and use of innovative approaches, technologies, and techniques for such remediation. Limits to 20% the amount of funds appropriated for remediation projects that may be used for site characterization.

Clean Cruise Ship Act of 2008 - Prohibits cruise vessels calling on U.S. ports from discharging sewage, graywater, or bilge water into U.S. waters unless: (1) the treated effluent meets specified effluent limits and management standards; (2) the vessel is proceeding at not less than six knots; (3) the vessel is not less than 12 nautical miles from shore; and (4) the vessel is not in a no discharge zone. Prohibits the discharge of sewage sludge, incinerator ash, or hazardous waste into U.S. waters and requires it to be off-loaded at appropriate land-based facilities. Prescribes exceptions for: (1) discharges solely to secure the safety of a vessel or to save a life at sea; and (2) Alaskan vessels until 10 years after enactment. Requires the Administrator of the Environmental Protection Agency (EPA) to promulgate such effluent limits that: (1) are consistent with the capability of the best available technology to treat effluent; (2) require compliance with state and federal water quality standards; (3) take into account the best available scientific information on environmental effects; and (4) require treated discharges to meet specified standards for minimum effluent quality, fecal coliform, and residual chlorine. Requires the EPA Administrator to implement a sampling and testing program, and requires the Commandant of the Coast Guard to implement an inspection program, sufficient to verify that such vessels are in compliance with this Act, the Federal Water Pollution Control Act, and other applicable federal laws and international agreements. Requires the Commandant to establish a program for the placement of trained independent observers on vessels to monitor and inspect vessel operations, equipment, and discharges. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to carry out a pilot program to develop and promote commercialization of technologies to provide federal agencies data regarding discharges from vessels and functioning of vessel components relating to fuel consumption and air and water pollution control. Calls for enactment of standards for: (1) ballast water; and (2) air quality regarding incineration and engine activities of vessels. Establishes the Cruise Vessel Pollution Control Fund. Requires the Commandant to collect fees from vessels for paying passengers to be deposited in such Fund for use in carrying out this Act.

Requires the Comptroller General to: (1) report annually on the overall degree of cooperation of agencies subject to the Chief Financial Officers Act of 1990 and other agencies designated by the Comptroller General in making personnel available for interviews, providing written answers to questions, submitting to an oath authorized by the Comptroller General, granting access to records, providing timely comments to draft reports, adopting report recommendations, and responding to such matters as the Comptroller General deems appropriate; and (2) report to Congress when agencies do not respond to requests regarding such matters.

Prevent Unfair Manipulation of Prices Act of 2008 - Amends the Commodity Exchange Act (CEA) to extend the regulatory authority of the Commodity Futures Trading Commission (CFTC) to certain transactions in derivatives involving specified energy commodities ("included energy transactions"), including those on foreign boards of trade. Defines "included energy transaction" as a contract, agreement, or transaction in an energy commodity for future delivery that: (1) provides for a delivery point in the United States; or (2) is transacted on a computer terminal located in the United States. Prohibits the CFTC from exempting from regulation any "included energy transaction" unless certain notice to Congress and public comment requirements are met. Declares null and void any CFTC "no-action letter" exemptions from CEA requirements for "included energy transactions." Requires the CFTC to establish uniform limits on the aggregate number of positions with respect to "included energy transactions" which may be held by any person for the prompt month, for each month, and for all months in all markets subject to CFTC jurisdiction. Excludes swaps involving "included energy transactions" from any CEA exemption for bona fide hedging transactions. Defines "bilateral included energy transaction" as an included energy transaction executed or traded other than on or through a trading facility. Exempts such transactions from the requirement that transactions be made on or through a designated contract market. Applies to "bilateral included energy transactions" certain reporting and recordkeeping requirements. Instructs the CFTC to publish monthly on its website: (1) the aggregate number and value of long and short positions held by a person in any portfolio constructed to match or track the components of an index of all commodities; and (2) the portion of the positions that are net long positions in "included energy transactions." Amends the Natural Gas Act and the Federal Power Act to set forth enforcement powers of the Federal Energy Regulatory Commission (FERC), including cease-and-desist proceedings, temporary orders, and general implementation authority.
