Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to the family of Thurgood Marshall (the first African-American Justice to serve on the U.S. Supreme Court) in recognition of Marshall's contributions to the Nation.

Directs the Consumer Product Safety Commission to prescribe regulations classifying any children's product containing lead as a banned hazardous substance under the Hazardous Substances Act. Defines "children's product containing lead" as any consumer product marketed for use by children under age six (or whose substantial use by such children is foreseeable) that contains more than trace amounts of lead as determined by the Commission and prescribed by regulations. Requires the Commission, if it determines that it is not feasible for certain electronic devices to immediately comply with prescribed regulations, to: (1) issue standards to reduce exposure and accessibility to lead in such devices; and (2) establish a schedule for full compliance.

Amends the Internal Revenue Code to: (1) include certain additional expenses, such as fees, books, supplies and equipment, as qualified tuition and related expenses for purposes the Hope Scholarship Tax Credit; (2) exclude Federal Pell Grant and Supplemental Educational Opportunity Grant payments as mandatory reductions to expenses eligible for the Hope Scholarship Tax Credit; and (3) exempt the additional expenses allowed by this Act from certain tax reporting requirements.

Authorizes the Government of Ukraine to establish a memorial on Federal land in the District of Columbia to honor the victims of the Ukrainian famine-genocide of 1932-1933. Prohibits the U.S. Government from paying any expense for the establishment of the memorial or its maintenance.

Native American Veterans Cemetery Act of 2005 - Authorizes the Secretary of Veterans Affairs to make grants to any tribal organization for establishing, expanding, or improving veterans' cemeteries on trust lands owned by, or held in trust for, the organization.

Voter Confidence and Increased Accessibility Act of 2005 - Amends the Help America Vote Act of 2002 with respect to: (1) voter verification and mandatory paper record audit capacity; and (2) accessibility and voter verification of results for individuals with disabilities. Requires the Election Assistance Commission to study, test, and develop best practices to enhance the accessibility of voter-verification mechanisms for individuals with disabilities and for voters whose primary language is not English, including best practices for the mechanisms themselves and the process through which the mechanisms are used. Outlines additional voting system requirements. Requires laboratories to meet standards prohibiting conflicts of interest as a condition of accreditation for the testing of voting system hardware and software. Provides for the filing of complaints by aggrieved persons with the Attorney General. Extends the authorization of Election Assistance Commission permanently. Makes available additional funding to enable States to meet the costs of the requirements imposed by this Act. Directs the Election Assistance Commission to conduct random, unannounced, hand counts of the voter-verified records for each Federal general election in at least two percent of the precincts in each State. Requires Federal certification of the technological security of voter registration lists.

Free Flow of Information Act of 2005 - Prohibits Federal entities from compelling covered persons (specified media outlets or their employees) to testify or produce any document unless a court determines by clear and convincing evidence that: (1) the entity has unsuccessfully attempted to obtain such testimony or document from all non-covered persons; and (2) in a criminal matter, based on information from a non-covered person, there are reasonable grounds to believe a crime has occurred and the testimony or document is essential to the investigation, prosecution, or defense; or (3) in a non-criminal matter, based on information from a non-covered person, the testimony or document is essential to a dispositive issue of substantial importance. Requires the content of compelled testimony or documents to be: (1) limited to the purpose of verifying published information; and (2) narrowly tailored in subject matter and time period covered. Excludes certain commercial or financial information from coverage under this Act. Prohibits compelled disclosure, notwithstanding this Act's conditions for such disclosure, of: (1) the identity of a confidential source; or (2) information reasonably expected to lead to the discovery of such identity. Makes this Act applicable to testimony or documents sought from third parties that are related to business transactions with covered persons. Authorizes compelled disclosure in such cases only where the covered person has received notice and an opportunity to be heard. States that publication or dissemination of testimony or documents does not waive the requirements for compelled disclosure set forth in this Act.

High School Athletics Accountability Act of 2005 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools, if they participate in any ESEA program, to: (1) report certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available to their students and potential students, upon request, and to the public.

Student Privacy Protection Act of 2005 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to revise provisions for military recruiter access to secondary school student information. Requires ESEA-assisted local educational agencies (LEAs) to notify each secondary school student's parent of the option to consent to a release of the student's name, address, and telephone listing to military recruiters, and to give the parent the opportunity to provide such consent in writing. Requires such LEAs to provide military recruiters, upon their request, with access to such information on a student only if the student's parent has given such written consent.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints. Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Secure Rural Schools and Community Self-Determination Reauthorization Act of 2005 - Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to extend the Act through FY2013. Revises requirements regarding the merchantable material contracting pilot program. Requires counties participating in county projects to submit a specified notification for each project for which the participating county obligated county funds. Provides for the review of such notifications.

Assured Funding for Veterans Health Care Act of 2005 - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2007 130 percent of the amount obligated during FY 2005. Adjusts the amount provided for fiscal years after FY 2007 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2005, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Remember 9/11 Health Act - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to deem certain emergency service, rescue and recovery, and law enforcement personnel and transit and cleanup workers who responded to the September 11, 2001, terrorist attacks in New York City, residents of the declared disaster area, and persons employed or attending school, child care, or adult day care in the declared disaster area between September 11, 2001, and August 31, 2002 (eligible recipients) to be civil employees under provisions relating to: (1) compensation to federal employees for work injuries; and (2) claims relating to damage to, or loss of, personal property incident to federal service, except that such an eligible recipient shall not be responsible for the payment of any health care expenses that result from exposure to the adverse conditions after such attack. Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants or cooperative agreements to specified programs, including one established by the New York City Fire Department, to carry out screening and clinical examinations and long-term health monitoring and analysis for eligible recipients. Limits such monitoring to 20 years and 40,000 individuals. Allows the Secretary of Health and Human Services to establish a similar program for those affected by the September 11, 2001, Pentagon attack. Requires the Director of the National Institutes of Health (NIH) to conduct or support diagnostic or treatment research for adverse health conditions considered to be associated with the terrorist attacks. Requires the Secretary to convene a 9/11 Health Emergency Coordinating Council to examine and formulate recommendations on the adequacy of the: (1) responses by the Federal, State, and local governments and the private sector to the attacks; (2) care and compensation for the victims; (3) Federal tracking of the monitoring and treatment of individuals suffering health effects from the attacks; and (4) coordination among the Council members to the attacks. Allows the Council, upon request, to issue advisory opinions on the relative obligation of the Federal Government and any insurance company resulting from the attacks.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Fairness and Accountability in Broadcasting Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from issuing or renewing any license for a broadcasting station based upon a finding that the issuance or renewal serves the public interest, convenience, and necessity unless such station: (1) covers issues of importance to the local community in a fair manner, taking into account diverse interests and viewpoints of the local community; (2) holds two public hearings each year in the local community to ascertain the needs and interests of the local communities that they serve; and (3) documents and reports in writing, on a biannual basis to the FCC, the programming that is broadcast to cover the issues of public importance as ascertained through the hearings process, and how such coverage reflects the diverse interests and viewpoints in the local community. Allows any interested person to file a petition with the FCC to deny a license renewal for a broadcast station's failure to follow the above requirements. Reduces from eight to four years the term of a broadcast license.

Push Poll Disclosure Act of 2005 - Amends the Federal Election Campaign Act of 1971 to require any person who conducts a Federal election poll by telephone or electronic device to: (1) disclose to each respondent the identity of the person paying the poll expenses; and (2) report to the Federal Election Commission the poll's total cost and all its funding sources (if not otherwise to be made public), the total number of households contacted, and a copy of the poll questions.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Marine One Made in America Act - Prohibits the Secretary of the Navy from entering into a contract for the procurement of a helicopter under the VH-3D presidential helicopter replacement program unless the contract requires the helicopter to be wholly manufactured in the United States from parts wholly manufactured in the United States. Provides that if a contract entered into after December 31, 2004, and before the date of enactment of this Act does not meet such requirements, the Secretary shall terminate such contract.

Home Lead Safety Tax Credit Act of 2005 - Amends the Internal Revenue Code to provide owners of residential properties built in the United States before 1978 a tax credit for lead-based paint abatement costs performed by a certified lead abatement contractor. Limits the amount of such credit to 50 percent of the cost of the abatement, not to exceed $1,500 per dwelling unit.

Recognizes the unique obstacles that women face in ensuring retirement security and survivor and disability stability, and the essential role that Social Security plays in guaranteeing inflation-protected financial stability for women throughout their entire old age. Expresses the sense of the House of Representatives that the Congress and the President should take these factors into account when considering proposals to reform the Social Security system.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

National Computer Recycling Act - Directs the Administrator of the Environmental Protection Agency (EPA), after submitting to Congress the results of a study of waste materials in used computers that may be hazardous to human health or the environment along with related management recommendations, to require assessment of a fee on the sale to an end-user of any computer, monitor, or other designated electronic devices. Exempts nonprofit organizations from the fee requirement. Authorizes the Administrator to create additional fee exemptions for sales that will likely result in maximum reuse of significant components and the disposal of remaining components in an environmentally sound and lawful manner. Requires fees collected to be used for administration of this Act and for making grants to eligible individuals or organizations for: (1) collecting or processing used computers, monitors, or other devices for recycling; (2) reusing or reselling such devices; and (3) extracting and using, or selling for reuse, raw materials from such devices. Requires reports to Congress on the status of computer recycling, which shall include descriptions of fee collection and use.

Medicare's Equitable Drugs for Seniors Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to repeal provisions prohibiting the Secretary of Health and Human Services from: (1) interfering with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors; and (2) requiring a particular formulary to institute a price structure for the reimbursement of covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Grants the Secretary instead, in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage prescription drug plans pay the lowest possible price, authority similar to that of the Secretary of Veterans Affairs, Secretary of Defense, and the heads of other Federal agencies and departments that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered Medicare part D drugs, consistent with the requirements and in furtherance of the goals of providing quality care and containing costs under such part.

Federal Propaganda Prohibition Act of 2005 - Requires an Executive agency, not later than 30 days after entering into a contract for public relations, media relations, advertising, or public opinion research services, to submit in writing to specified congressional committees the contractor's name, the amount and the purpose of the contract, a summary of the contract, other relevant information, and, upon request: (1) a copy of the covered contract; (2) any contract modifications; and (3) any materials produced under the contract. Prohibits an officer or employee of the U.S. Government from making or authorizing an expenditure or obligation of funds for publicity or propaganda within the United States unless authorized by law. Imposes penalties. Requires each advertisement or other communication paid for by an Executive agency to include a prominent notice that the advertisement or other communication is paid for by that agency.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than: (1) 500,000 $1 coins with the image of Theodore Roosevelt as a Rough Rider on one side and an eagle design on the other side; and (2) 500,000 $1 coins with the image of Roosevelt on horseback on one side and a flaming sword of righteousness on the other side. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York. Authorizes the Secretary to issue such minted coins beginning on January 1, 2006, and to initiate coin sales before such date. (2006 will mark the 100th anniversary of Roosevelt's award of the Nobel Peace Prize.) Requires payment of $10 surcharges from the coin sales to the Theodore Roosevelt Association, to be used exclusively for educational programs at Sagamore Hill National Historic Site, including a visitor's center.

Expresses support for the goals and ideals of National Black HIV/AIDS Awareness Day (February 7). Encourages: (1) State and local governments to recognize such day, publicize its importance among their communities, and encourage individuals to undergo HIV testing; (2) media organizations to carry messages in support of such day; and (3) the President to emphasize the importance of addressing the HIV/AIDS epidemic among the African American community.

Little Rock Central High School Desegregation 50th Anniversary Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue coins commemorating the 50th anniversary of the desegregation of Little Rock Central High School in Little Rock, Arkansas. Requires the design of such coins to be emblematic of the desegregation of Little Rock Central High School and its contribution to civil rights in America. Specifies the sale price of such coins and applicable surcharges. Requires surcharges collected from sales to be used equally for: (1) the Jefferson National Parks Association for support of the activities and mission of Little Rock Central High National Historic Site; and (2) site improvements.

Keep Our Promise to America's Children and Teachers Act - Keep Our PACT Act - Makes appropriations in order to provide for the full funding of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (ESEA-NCLBA), and for the Individuals with Disabilities Education Act (IDEA). Makes such appropriations for ESEA-NCLBA programs in amounts for each of FY 2006 through 2011 which equal the difference between other appropriations and specified amounts for each of those fiscal years. Amends IDEA to authorize and make appropriations for: (1) each of FY 2006 through 2011 in specified amounts; and (2) for FY 2012 and each subsequent fiscal year, in the amount that is the total for all States of the maximum amounts necessary to fully fund 40 percent of the average per pupil expenditure for IDEA part B programs of assistance for education of all children with disabilities.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Long Island Sound Stewardship Act of 2005 - Establishes the Long Island Sound Stewardship Initiative Region in Connecticut and New York. Establishes the Long Island Sound Stewardship Advisory Committee to evaluate applications: (1) for funds to purchase land or development rights for designated stewardship sites; (2) to develop and implement management plans to address threats; and (3) to act on opportunities to protect and enhance stewardship sites. Requires the Committee to: (1) identify 20 initial Long Island Sound stewardship sites; and (2) recommend an equal distribution of funds between States for the initial sites. Authorizes owners to submit applications to the Committee to have sites identified as stewardship sites. Directs the Committee to publish notice of the list of sites identified pursuant to the site identification process. Protects the existing legal rights of private property owners. States that nothing in this Act requires private property owners located within the Region to participate in the Initiative. Specifies permissible uses for appropriated funds. Limits the Federal share of costs associated with activities carried out using assistance or grants under this Act to 75 percent. Amends the Federal Water Pollution Control Act to reauthorize appropriations for: (1) the Office of Management Conference of the Long Island Sound Study; and (2) implementation of the Long Island Sound Comprehensive Conservation and Management Plan through FY 2009.

Retired Pay Restoration Act of 2005 - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Military Death Benefit Improvement Act of 2005 - Increases from $12,000 to $100,000 the death gratuity payable to the survivors of members of the Armed Forces who die: (1) while on active duty or inactive duty training; or (2) within 120 days after discharge or release from such duty or training, if the death resulted from an injury or disease incurred or aggravated during such duty or training.

Iran Freedom Support Act - States that: (1) U.S. sanctions, controls, and regulations relating to weapons of mass destruction with respect to Iran shall remain in effect until the President certifies to the appropriate congressional committees that Iran has permanently and verifiably dismantled its weapons of mass destruction programs and has committed to combating such weapons' proliferation; and (2) such certification shall have no effect on other sanctions relating to Iranian support of international terrorism. Amends the Iran and Libya Sanctions Act of 1996 to: (1) eliminate mandatory sanction provisions respecting Libya; (2) impose mandatory sanctions on a person or entity that aids Iran acquire or develop weapons of mass destruction or destabilizing types and numbers of conventional weapons; (3) revise multilateral regime reporting requirements, including provisions respecting sanctions on individuals aiding Iranian petroleum development; (4) enlarge the scope of sanctionable entities; and (5) eliminate the sunset provision. Authorizes the President to provide financial and political assistance to eligible foreign and domestic individuals and groups that support democracy in Iran and that are opposed to the Government of Iran. Expresses the sense of Congress that: (1) the President should appoint a special assistant on Iranian matters; (2) contacts should be expanded with democratic Iranian opposition groups; and (3) the President should designate at least one such eligible group within 90 days of enactment of this Act.

Bullying and Gang Prevention for School Safety and Crime Reduction Act of 2005 - Amends: (1) the Safe and Drug-Free Schools and Communities Act to cover bullying and gang (as well as drug and violence) prevention; and (2) the Omnibus Crime Control and Safe Streets Act of 1968 to authorize (with respect to juvenile accountability block grants) accountability-based programs designed to enhance school safety, which may include research-based bullying and gang prevention programs.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL) to mint and issue: (1) ten dollar gold coins; (2) five dollar gold coins; (3) one dollar silver coins; and (4) half-dollar silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Directs each Federal agency and U.S. instrumentality that has in its possession any craft or any part of a craft that flew in space to: (1) retrieve any gold, silver, copper, and other precious metal that may be used in the production of any coins under this Act from such craft or part; and (2) deposit such metals with the Director of the United States Mint. Requires that all sales of coins minted under this Act include a surcharge of : (1) $75 per coin for the ten dollar coin; (2) $35 per coin for the five dollar coin; (3) $10 per coin for the one dollar coin; and (4) $3 for the half-dollar coin, which shall be paid by the Secretary to the NASA Family Assistance Fund for the purposes of providing financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties.

Rail and Public Transportation Security Act of 2005 - Directs the Under Secretary of Homeland Security for Border and Transportation Security to complete a vulnerability assessment of freight and passenger rail transportation, and develop specific prioritized recommendations for improving rail security. Directs the Secretary of Transportation to review existing Department of Transportation (DOT) rail regulations to identify areas for revision to improve rail security. Directs the Comptroller General to study the rail passenger transportation security programs in Japan, the European Union (EU), and other foreign countries in order to identify effective rail transportation security measures. Directs the Under Secretary to: (1) analyze the cost and feasibility of requiring security screening for passengers, baggage, and mail on passenger trains; and (2) conduct a pilot program of random security screening at five Amtrak passenger rail stations. Authorizes the Secretary to make grants to Amtrak for fire and life-safety improvements and infrastructure upgrades to tunnels on the Northeast Corridor. Directs the Secretary of Homeland Security to ensure that DOT receives timely notification, through the Information Sharing and Analysis Center for Public Transportation, of all credible terrorist threats against public transportation assets. Directs the Secretary of Homeland Security to award research, development, and demonstration grants to reduce and deter terrorist threats against public transportation systems. Amends Federal transportation law to direct Amtrak to submit to the National Transportation Safety Board a plan to address the needs of families of passengers involved in rail passenger accidents. Authorizes the Under Secretary to make grants for certain system-wide Amtrak, freight, hazardous materials transportation, and passenger rail security upgrades. Directs the Federal Railroad Administration to set forth certain standards for welded rail and tank car safety improvements. Requires the Under Secretary to assess the current system for preclearance and screening of rail and airline passengers and baggage, as well as freight railroad traffic, between the United States and Canada, including progress on a rail passenger preclearance protocol. Authorizes the Under Secretary to make operating grants and capital grants for mass transportation system security improvements.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Amends the Farm Security and Rural Investment Act of 2002 with respect to the senior farmers' market nutrition program to: (1) increase program funding; (2) expand the program to include locally produced farm products as deemed appropriate by the Secretary of Agriculture; (3) permit up to ten percent of program funds to be used for administrative costs; and (4) permit carryover of unused funds.

Ensuring College Access for All Americans Act - Prohibits the application of the annual updates (prescribed in the Federal Register on December 23, 2004) to the allowance for State and other taxes in the tables used in the Federal Needs Analysis Methodology to determine a student's expected family contribution for the award year 2005-2006 under the Higher Education Act of 1965, to the extent such updates will reduce the amount of Federal student assistance for which the student is eligible.

Acid Rain Control Act - Amends the Clean Air Act to require further reductions in total annual emissions of sulfur dioxide by utility units and nitrogen oxides by facilities with one or more combustion units serving at least one electricity generator with a capacity of at least 25 megawatts. Permits emissions trading and allocation. Requires the Administrator of the Environmental Protection Agency to promulgate regulations controlling electric utility and industrial source emissions of mercury. Prohibits mercury emission allowance transfers. States that regulations promulgated to carry out emissions reduction and control under this Act shall prevent localized adverse effects and ensure significant reductions in both the Eastern and Western Regions of the United States. Directs the Administrator to identify objectives for and report to Congress on scientifically credible environmental indicators sufficient to protect sensitive ecosystems of the Adirondack, mid-Appalachian, Rocky, and Southern Blue Ridge Mountains as well as the Great Lakes, Lake Champlain, Long Island Sound, and the Chesapeake Bay.

Social Security Fairness Act of 2005 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.
