Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

United States Call Center Worker and Consumer Protection Act of 2017 This bill requires a business that employs 50 or more call center employees, excluding part-time employees, or 50 or more call center employees who in the aggregate work at least 1,500 hours per week, exclusive of overtime, to notify the Department of Labor at least 120 days before relocating such center outside of the United States. Violators are subject to a civil penalty of up to $10,000 per day. Labor must make publicly available a list of all such employers that relocate a call center. It may remove from the list an employer that has relocated the call center from a location outside the United States to a location inside the United States. Employers must remain on the list for up to three years after each relocation. An employer is ineligible for federal grants or federal guaranteed loans for five years after being added to the list, except where the employer demonstrates that a lack of such loan or grant would threaten national security, result in substantial job loss in the United States, or harm the environment. Federal or state executive agencies or military departments, when awarding a civilian or defense-related contract, must give preference to a U.S. employer that does not appear on the list. Businesses that initiate or receive a customer service communication must require each of their employees or agents participating in the communication to disclose their physical location at the beginning of each such communication unless all involved employees or agents are located in the United States. The bill exempts any communication: (1) initiated by a consumer if the consumer knows or reasonably should know that the employee or agent is located outside the United States, or (2) related to the provision of emergency services. Upon request, businesses must transfer a customer to a customer service agent who is physically located in the United States. The Federal Trade Commission (FTC) may exclude certain classes or types of business entities or customer service communications from the requirements of this bill under exceptionally compelling circumstances. The bill sets forth authority for the FTC to enforce against violations.

Stop Foreign Donations Affecting Our Elections Act This bill amends the Federal Election Campaign Act of 1971 to prohibit political committees from accepting any Internet credit card contribution unless: the individual or entity making the contribution is required, at the time of the contribution, to disclose the credit card's verification value; and the billing address associated with the card is located in the United States or, if the contribution comes from an individual U.S. citizen living outside of the United States, the individual gives the committee the U.S. mailing address he or she uses for voter registration. The person receiving an Internet credit card contribution shall forward it to the treasurer of the political committee within 10 days, together with the name and address of the contributor and the date of receipt. The treasurer shall keep an account of the contributor's name and address, together with the date and amount of the contribution.

Berta Caceres Human Rights in Honduras Act This bill prohibits funds from being made available to Honduras for the police or military (including for equipment and training), and directs the Department of the Treasury to instruct U.S. representatives at multilateral development banks to vote against any loans for the police or military of Honduras, until the Department of States certifies that the government of Honduras has: prosecuted members of the military and police for human rights violations and ensured that such violations have ceased; established the rule of law and guaranteed a judicial system capable of bringing to justice members of the police and military who have committed human rights abuses; established that it protects the rights of trade unionists, journalists, human rights defenders, government critics, and civil society activists to operate without interference; withdrawn the military from domestic policing; and brought to trial and obtained verdicts against those who ordered and carried out the attack on Felix Molina and the killings of Berta Caceres, Joel Palacios Lino, Elvis Armando Garcia, and over 100 small-farmer activists in the Aguan Valley.

Helping Veterans Exposed to Burn Pits Act This bill directs the Department of Veterans Affairs (VA) to establish a center of excellence in the prevention, diagnosis, mitigation, treatment, and rehabilitation of health conditions relating to exposure to burn pits and other environmental exposures in Afghanistan or Iraq. The VA shall, in selecting the center's site, consider entities that: are equipped with the specialized equipment needed to study, diagnose, and treat health conditions relating to such exposure; have a track record of publishing information on post-deployment health exposures among veterans who served in support of Operation Iraqi Freedom and Operation Enduring Freedom; have access to animal models and in vitro models of dust immunology and lung injury consistent with the injuries of members of the Armed Forces who served in support of such operations; and have expertise in allergy, immunology, and pulmonary diseases. The VA shall ensure that the center collaborates with the Department of Defense (DOD), institutions of higher education, and other appropriate public and private entities to: provide for dissemination within the VA of best practices for the treatment of such conditions and the training of health professionals, provide guidance for the VA and DOD health systems in determining the personnel required to provide quality health care for members of the Armed Forces and veterans with such conditions, establish, and oversee a program to train VA and DOD health professionals in the treatment of such conditions, facilitate advancements in the study of the short-term and long-term effects of such exposure, conduct basic science and translational research on such conditions for the purposes of understanding the etiology of such conditions and developing preventive interventions and new treatments, and provide medical treatment to veterans diagnosed with medical conditions specific to exposure to burn pits and other environmental exposures. The center shall have access to and make use of the data accumulated by the burn pits registry.

Living Donor Protection Act of 2017 This bill prohibits discrimination based on an individual's status as a living organ donor in the offering, issuance, cancellation, coverage, price, or any other condition of a life insurance policy, disability insurance policy, or long-term care insurance policy. The bill amends the Family and Medical Leave Act of 1993 to specifically include living organ donation as a serious health condition that entitles a covered employee to leave under that Act. The Department of Health and Human Services must update public service announcements, websites, and other media regarding live organ donation to educate the public on the benefits of live organ donation and on access to insurance for living organ donors.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth. The Commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the Commonwealth. The Commonwealth shall consist of all Washington, DC territory as of enactment of this bill, with specified exclusions for federal buildings and monuments. The Commonwealth may not impose taxes on federal property except as Congress permits. The bill applies current DC laws to the Commonwealth and continues pending judicial proceedings. The bill maintains: (1) DC as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-Third Amendment to the Constitution (which provides for the appointment of electors for President and Vice President).

400 Years of African-American History Commission Act This bill establishes the 400 Years of African-American History Commission to develop and carry out activities throughout the United States to commemorate the 400th anniversary of the arrival of Africans in the English colonies at Point Comfort, Virginia, in 1619. The commission must: plan programs to acknowledge the impact that slavery and laws that enforced racial discrimination had on the United States; encourage civic, patriotic, historical, educational, artistic, religious, and economic organizations to organize and participate in anniversary activities; assist states, localities, and nonprofit organizations to further the commemoration; and coordinate for the public scholarly research on the arrival of Africans in the United States and their contributions to this country. The commission may provide: (1) grants to communities and nonprofit organizations for the development of programs; (2) grants to research and scholarly organizations to research, publish, or distribute information relating to the arrival of Africans in the United States; and (3) technical assistance to states, localities, and nonprofit organizations to further the commemoration. The commission must prepare a strategic plan and submit a final report to Congress that contains a summary of its activities, an accounting of its received and expended funds, and its recommendations. The commission shall terminate on July 1, 2020.

CPI-E Act of 2017 This bill bases cost-of -living increases in benefits under the Civil Service Retirement System, the Federal Employees Retirement System, military retirement and survivor benefit programs, the Social Security old-age, survivors, or disability insurance benefit program, and other specified veterans benefits programs on increases in the Consumer Price Index for the elderly.

Battlefield Excellence through Superior Training Practices Act or the BEST Practices Act This bill requires the Department of Defense (DOD), by no later than: (1) October 1, 2020, to complete the development, testing, and validation of human-based training methods for training members of the Armed Forces in the treatment of combat trauma injuries, with the goal of replacing live animal-based training methods; and (2) October 1, 2022, to use only use human-based training methods for such purposes. No animals may be used in such training after the latter date. DOD shall submit an annual report to Congress regarding the development and implementation of the human-based training methods.

This bill amends the Multinational Species Conservation Funds Semipostal Stamp Act of 2010 by requiring the U.S. Postal Service to make the stamp available to the public for at least 10 years rather than 6 years. The public must be given the choice of two stamps, one depicting an African elephant and another depicting a tiger.

Affordable and Safe Prescription Drug Importation Act This bill amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA) to promulgate regulations within 180 days permitting wholesalers, pharmacies, and individuals to import certain prescription drugs from Canada. The FDA, within two years, may permit the importation of prescription drugs from other countries. The bill establishes a process for certifying foreign sellers—a licensed foreign pharmacy or foreign wholesale distributor.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

No Hero Left Untreated Act This bill requires the Department of Veterans Affairs (VA) to carry out a one-year pilot program to provide access to magnetic EEG/EKG-guided resonance therapy to treat veterans suffering from post-traumatic stress disorder, traumatic brain injury, military sexual trauma, chronic pain, or opiate addiction. The VA shall: (1) carry out the program at up to two VA facilities, and (2) provide access to such therapy to more than 50 veterans.

Furthering Access to Stroke Telemedicine Act of 2017 or the FAST Act of 2017 This bill specifies that, under Medicare, telehealth services include telehealth-eligible stroke services provided to an individual soon after the onset of acute-stroke symptoms. Certain originating-site requirements applicable to telehealth services under Medicare shall not apply with respect to such stroke services.

Investing in America's Small Manufacturers Act This bill amends the Small Business Act to authorize the Small Business Administration (SBA) to guarantee 90% of a loan to a small business manufacturing concern. The SBA may not collect a guarantee fee for a loan of not more than $350,000. For loans exceeding that amount, the fee shall be 50% of the guarantee fee that the SBA would otherwise collect for the loan. The SBA must provide training to small manufacturers in obtaining SBA assistance, including on the application process and partnering with participating lenders. This bill authorizes the SBA and its partners to establish partnerships to facilitate outreach to small manufacturers with respect to the application process for SBA loan guarantees. A state or local development company's debenture issued to a small manufacturer for an SBA loan guarantee may not exceed 50% of the project's cost, subject to certain exceptions.

Child Abuse Accountability Enhancement Act This bill requires that retired pay otherwise payable to a member of the uniformed services shall be paid by the military department concerned to another person to the extent expressly provided in a child abuse garnishment order. "Child abuse garnishment order" means a final court decree that provides for garnishment to enforce a judgment rendered against the member for physically, sexually, or emotionally abusing a child.

Disclosure of Information on Spending on Campaigns Leads to Open and Secure Elections Act of 2017 or the DISCLOSE 2017 Act This bill amends the Federal Election Campaign Act of 1971 to: revise the definition of "independent expenditure;" expand the period during which certain communications are treated as electioneering communications; require certain organizations making campaign-related disbursements to file a statement with the Federal Election Commission; require campaign-related radio or television communications that are not authorized by a candidate or candidate's political committee to include an individual or organizational disclosure statement, together with other information; repeal the prohibition against political contributions by individuals age 17 or younger; and require certain organizations that submit regular, periodic reports to shareholders, members, or donors to include in each report information regarding campaign-related disbursements . The bill amends the Lobbying Disclosure Act of 1995 to require the semiannual reports on certain election campaign contributions filed with the Senate or the House of Representatives by registered lobbyists (or persons or organizations required to register as lobbyists) to contain: (1) the amount of any independent expenditure of $1,000 or more made by each such person or organization, along with the name of each candidate being supported or opposed and the amount spent supporting or opposing that candidate; and (2) the amount of any electioneering communication of $1,000 or more made by such person or organization, along with the name of the candidate referred to in the communication and whether the communication was in support of or in opposition to the candidate.

Redistricting Reform Act of 2017 This bill prohibits a state that has been redistricted after an apportionment of Members of the House of Representatives based on the results of the census from being redistricted again until after the next apportionment, unless the state is ordered by a court to conduct redistricting in order to comply with the Constitution or the Voting Rights Act of 1965. Redistricting must be conducted in accordance with a plan established by a state independent redistricting commission or, if such a plan is not established, in accordance with a redistricting plan established by a three-judge panel of the U.S. District Court for the District of Columbia. This bill sets forth provisions relating to: (1) the establishment and procedures of state independent redistricting commissions, including requirements for commissions to hold their meetings in public and maintain a public website; (2) the development and publication of preliminary redistricting plans; (3) the establishment of a redistricting plan by a three-judge panel and redistricting conducted under a federal court order; and (4) Election Assistance Commission payments to states for carrying out redistricting. This bill authorizes the Department of Justice to bring a civil action to enforce this bill. The action must be given expedited consideration.

Presidential Trade Transparency Act of 2017 This bill requires the President to submit to Congress a report containing a full and complete statement of the President's income earned, assets held, and liabilities owed in the preceding 12 months that are associated with a foreign country: with which the United States is negotiating a trade or investment agreement, that is subject to a presidential trade enforcement action determination modifying the tariff treatment of imported articles from such country, or that is designated as eligible for preferential trade treatment under a trade preference program. If the President fails to report such information to Congress: any instrument providing for the modification of such tariff treatment shall have no force or effect, and the bill implementing such a trade or investment agreement shall not be eligible for trade authorities (fast track) procedures under the Bipartisan Congressional Trade Priorities and Accountability Act of 2015.

Social Security Expansion Act This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) increase the primary insurance amount for all eligible beneficiaries, beginning in 2023; (2) revise computation of cost-of-living adjustments to use the Consumer Price Index for Elderly Consumers; and (3) increase the special minimum primary insurance amount for lifetime low earners based on years in the workforce. This bill amends the Internal Revenue Code to: (1) apply employment and self-employment taxes to remuneration up to the contribution and benefit base and to remuneration in excess of $250,000, and (2) increase the tax rate on investment gain from 3.8% to 10% and allocate specifed amounts of such tax revenue to the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

Recall Unsafe Drugs Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to require producers of medications to notify the Food and Drug Administration (FDA) of the identity and location of a medication if the producer has reason to believe: (1) that the medication is adulterated or misbranded; and (2) there is a reasonable probability that the use or consumption of, or exposure to, the medication will cause a threat of serious adverse health consequences or death to humans or animals. The FDA may: (1) request that the distributor of a medication that is in violation of the FFDCA voluntarily recall the medication; (2) require the distributor of a medication that may cause serious adverse health consequences to immediately cease distribution of the medication; (3) recall a medication for which distribution has been ceased after giving the distributor an opportunity for an informal hearing; and (4) immediately recall a medication that presents an imminent threat of serious adverse health consequences. Distributors may appeal these FDA orders. In the case of a recall, the FDA must notify consumers and state and local health officials to whom the medication was, or may have been, distributed. Medication distributors must have a recall plan in effect.

Expresses the sense of the House of Representatives that the President should: (1) initiate renegotiation of the North American Free Trade Agreement (NAFTA) by June 1, 2017; (2) ensure that specified provisions are included in the core text of such new agreement with Canada and Mexico that is to replace NAFTA before finalizing the agreement; and (3) consider withdrawing the United States from NAFTA if each such provision is not included in the core text within one year of the beginning of NAFTA's renegotiation. Calls for negotiations for such new agreement to take place in a transparent, participatory, and democratic manner, ensuring adequate congressional and stakeholder input throughout the process. Sets forth requirements for such new trade agreement.

Retain Act This bill requires an executive agency to give a contracting preference to an offeror that certifies it will retain jobs performed in the United States and use products substantially manufactured in, and services provided in, the United States for the contract. To be eligible, an offeror shall certify that it: has not relocated jobs from the United States to foreign countries in the preceding five years, has not established foreign facilities to perform the same function that could have been performed in the United States with the intention of manufacturing or providing the same service and importing the same product or service back to the United States, will not relocate jobs from the United States to foreign countries during the contract period, and will use U.S. products and services under the contract. An executive agency may except an offeror from such requirements if: the products needed for the contract are not manufactured in the United States in sufficient and reasonably available commercial quantities and are not of satisfactory quality; there is an unreasonable cost associated with the use of products substantially manufactured in, or services provided in, the United States; and/or the use of such products would be inconsistent with the public interest. If an agency determines that a contractor has submitted a false statement or violated any of the certification requirements, it shall terminate the contract and the contractor may not receive the preference for at least five years. The Federal Acquisition Regulation shall be revised to implement the requirements of this bill.

Esther Martinez Native American Languages Preservation Act This bill amends the Native American Programs Act of 1974 to reauthorize through FY2022 and revise a grant program administered by the Administration for Native Americans at the Department of Health and Human Services to ensure the survival and continuing vitality of Native American languages. The minimum number of enrollees in educational programs funded by grants is reduced from 10 to 5 enrollees in Native American language nests and from 15 to 10 enrollees in the Native American language survival schools. The bill increases the maximum duration of grants.

Historic Tax Credit Improvement Act of 201 7 This bill amends the Internal Revenue Code, with respect to the tax credit for the rehabilitation of buildings and historic structures, to: (1) allow an increased 30% credit, up to $750,000, for projects with rehabilitation expenditures not exceeding $3.75 million, for which no credit was allowed in either of the two prior taxable years (smaller projects); (2) allow the transfer of tax credit amounts for smaller projects; (3) treat a building as substantially rehabilitated if rehabilitation expenditures exceed the greater of 50% of the adjusted basis of the building or $5,000 (currently, the greater of the adjusted basis of the building or $5,000); (4) reduce the required basis adjustment from 100% of the credit to 50% of the amount of the credit; and (5) limit the application of disqualified lease rules to tax-exempt use property.

Equal Opportunity for Residential Representation Act This bill requires the Department of Housing and Urban Development's (HUD's) Office of Community Planning and Development to carry out a program to make grants to organizations to provide legal services and other related supportive services on behalf of low-income families (including individuals and victims of domestic violence) who reside in a rental dwelling unit and have an income that does not exceed 80% of the median income for the area in which the family resides. The following organizations may receive such grants: nonprofit organizations that provide legal services to persons or families of limited income, including organizations that receive funding from the Legal Services Corporation; legal clinics sponsored by law schools or other organizations; and such other entities as HUD considers appropriate. These grants may be used only to provide legal services and other related supportive services in connection with: (1) an eviction of such a family, (2) the prevention of such eviction, (3) a dispute between the landlord and a tenant who is a family member, or (4) enforcing the family's legal rights regarding tenancy or fair housing. Funds for such program shall be derived from revenues resulting from amendments by this bill to the Internal Revenue Code to reduce the limitation on the mortgage interest deduction for the acquisition indebtedness of certain taxpayers.

Inclusive Prosperity Act of 201 7 This bill amends the Internal Revenue Code to: (1) impose an excise tax on the transfer of ownership in certain securities (covered transaction), including any share of stock in a corporation, any partnership or beneficial interest in a partnership or trust, any note, bond, debenture, or other evidence of indebtedness (excluding tax-exempt municipal bonds), or derivative financial instruments; (2) impose a penalty on taxpayers who fail to include a covered transaction on their tax return or information statement; and (3) allow an individual taxpayer whose modified adjusted gross income does not exceed $50,000 ($75,000 for married taxpayers filing joint returns) a tax credit for the amount of tax paid on covered transactions.

Alice Cogswell and Anne Sullivan Macy Act This bill amends the Individuals with Disabilities Education Act to require a state to identify, evaluate, and provide special education and related services to children who have visual or hearing disabilities (or both) and also are, or may be, classified in another disability category. A state must ensure that it has enough qualified personnel to serve children who have such disabilities and that a full continuum of alternative placements is available to meet the needs of disabled children for special education and related services. The individualized education program for each child that is either (or both) visually or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. Similarly, the individualized family service plan for an infant or toddler with a hearing disability must include specified components. A state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services for purposes of the prohibition against reducing state financial support for such services from one fiscal year to the next. The bill also: (1) authorizes grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities; and (2) establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

Equality for All Resolution of 2017 Expresses the sense of the House of Representatives that lesbian, gay, bisexual, and transgender individuals are valuable, contributing members of society who deserve equal treatment under the law. Declares that: (1) discrimination based on sexual orientation and gender identity is a serious problem; (2) existing federal protections are inadequate to ensure nondiscrimination; and (3) Congress should pass legislation that prohibits such discrimination in areas including credit, employment, education, federally funded programs, housing, jury service, and public accommodations. Encourages states to prohibit such discrimination and to reject laws that undermine nondiscrimination protections.

Weekend Voting Act This bill amends the Revised Statutes of the United States to change the timing for regularly scheduled elections for the House of Representatives, Senate, and electors of the President and Vice President to the first Saturday and Sunday after the first Friday in November. Each state shall by law establish the hours of operation for polling places. This bill expresses the sense of Congress that the holding of elections over a weekend should be carried out in a manner which does not interfere with religious practices and should result in cost savings to the taxpayer.

Today's American Dream Act This bill establishes new programs or amends existing programs related to workforce and community development. It directs: (1) the Department of Labor to award grants for job skills training for older individuals (older than age 45) and for workers in highly-skilled industries; and (2) the Department of Education to award scholarships to students pursuing degrees in science, technology, engineering, or mathematics (STEM) and teaching certifications. The bill also amends the Internal Revenue Code to: (1) expand and extend the work opportunity tax credit, (2) allow tax credits for wages paid to interns by small business owners, and (3) extend and increase the new markets tax credit. With respect to community development, the bill limits the first-time homebuyer tax credit to residences in economically distressed communities. It requires the Small Business Administration to make grants for commercial investment in economically underserved communities and direct loans to small business concerns. The Government Accountability Office must report to Congress on efforts to expand access to broadband service. The bill establishes a Commission on Innovation in the Office of Management and Budget to study new and developing technologies. The Department of Health and Human Services must: (1) study characteristics of populations that do not have health insurance coverage, and (2) award grants for free dental health services in underserved communities.

Chief Manufacturing Officer Act This bill: (1) expresses the sense of Congress that a well-designed national manufacturing strategy would benefit the U.S. economy, and (2) directs the President to appoint a United States Chief Manufacturing Officer, which shall be a member of the National Economic Council. The Officer's duties shall include developing, by May 1, 2018, a national manufacturing strategy, which shall incorporate: (1) the national strategic plan for advanced manufacturing developed under the America COMPETES Reauthorization Act of 2010, and (2) the strategic plan developed for the Network for Manufacturing Innovation Program under the National Institute of Standards and Technology Act. The Officer shall provide annual updates on progress made toward achieving the objectives of such strategic plan for advanced manufacturing and carrying out the strategy developed under this bill.

Technologies for Energy Security Act of 2017 This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

Condemns: (1) the killing of peaceful protesters and excessive use of force by Ethiopian security forces; (2) the detention of journalists, students, activists and political leaders who exercise their constitutional rights to freedom of assembly and expression through peaceful protests; and (3) the abuse of the Anti-Terrorism Proclamation to stifle political and civil dissent and journalistic freedoms. Urges: (1) protesters in Ethiopia to refrain from violence and from encouragement or acceptance of violence in demonstrations, and (2) all armed factions to cease their conflict with the Ethiopian government and engage in peaceful negotiations. Calls on the government of Ethiopia to: lift the state of emergency; end the use of excessive force by security forces; investigate the killings and excessive use of force that took place as a result of protests in the Oromia and Amhara regions; release dissidents, activists, and journalists who have been imprisoned for exercising constitutional rights; respect the right to peaceful assembly and guarantee freedom of the press; engage in open consultations with citizens regarding its development strategy; allow a United Nations rapporteur to conduct an independent examination of the state of human rights in Ethiopia; address the grievances brought forward by representatives of registered opposition parties; hold accountable those responsible for killing, torturing, and detaining innocent civilians who exercised their constitutional rights; and investigate and report on the circumstances surrounding the September 3, 2016, shootings and fire at Qilinto Prison, the deaths of persons in attendance at the annual Irreecha festivities at Lake Hora near Bishoftu on October 2, 2016, and the ongoing killings of civilians over several years in the Somali Regional State by police. Calls on such government to repeal proclamations that: can be used to harass or prohibit funding for organizations that investigate human rights violations, engage in peaceful political dissent, or advocate for greater political freedoms; prohibit those displaced from their land from seeking judicial redress; permit the detention of peaceful protesters and political opponents who legally exercise their rights to freedom of expression and association; and limit peaceful nonprofit operations in Ethiopia. Calls on: (1) the Department of State to review security assistance and improve oversight of U.S. assistance to Ethiopia; (2) the U.S. Agency for International Development to lead efforts to develop a strategy to support improved democracy and governance in Ethiopia; and (3) the State Department, in cooperation with the Department of the Treasury, to apply appropriate sanctions on foreign persons or entities responsible for extrajudicial killings, torture, or other gross violations of internationally recognized human rights committed against any nationals in Ethiopia;. Supports the peaceful efforts of the Ethiopian people to exercise their constitutional rights.

Botanical Sciences and Native Plant Materials Research, Restoration, and Promotion Act This bill directs the Bureau of Land Management (BLM), the U.S. Geological Survey, the U.S. Fish and Wildlife Service (USFWS), the National Park Service, and other appropriate entities to support a program of intramural and extramural botanical science research to support the land management responsibilities of the Department of the Interior. Interior may hire additional personnel to augment its expertise in the botanical sciences. Interior's land management agencies, the Forest Service, and the Department of Defense shall give preference to using locally adapted native plant materials when undertaking land management activities on lands under their respective jurisdictions. A state shall maximize the use of such plant materials when carrying out environmental mitigation efforts and environmental restoration and pollution abatement activities authorized under the surface transportation block grant program. Sponsors of development or redevelopment projects involving certain federal facilities shall establish, maintain, or restore use of such plant materials on all natural spaces. Specified federal agencies shall collaborate regarding land use responsibility when undertaking specified activities related to native plant materials. The bill authorizes the BLM to undertake specified activities for the development and use of native plant materials. The National Fish and Wildlife Foundation shall ensure that a program of activities which is focused on conservation and protection of native plants is incorporated into its existing programs and activities. The USFWS shall support a program of collaborative grants to: (1) prevent rare plants from becoming endangered, and (2) encourage the recovery of endangered plants.

Concrete Masonry Products Research, Education, and Promotion Act of 2017 This bill directs the Department of Commerce to issue orders applicable to U.S. manufacturers of concrete masonry products. Any such order must provide for the establishment of a Concrete Masonry Products Board to carry out a program of generic promotion, research, and education regarding concrete masonry products. An order must also provide that assessments be paid by concrete masonry product manufacturers for concrete masonry products manufactured and marketed in the United States. At least 50% of the assessments paid by a manufacturer must be used to support research, education, and generic promotion programs and projects in support of the geographic region of the manufacturer. During the 60-day period preceding the proposed effective date of an order, Commerce shall conduct a referendum for order approval among manufacturers. The bill allows petition and review of an order, and order enforcement through U.S. district courts. The bill requires a study and a report by: (1) the Government Accountability Office on how the board spends assessments collected, the impact of board activities, and other matters relating to the demand for concrete masonry products; and (2) Commerce on the appropriateness and effectiveness of applying the commodity check-off program model to a nonagricultural industry.

Zero Waste Development and Expansion Act of 2017 This bill requires the Environmental Protection Agency (EPA) to award grants to local governments for developing solid waste prevention, reuse, and recycling tactics and operations. Applicants must set specific waste prevention, reuse, recycling, composting, or public education goals that will bring communities closer to zero waste. Zero waste is a goal to guide people towards emulating sustainable natural cycles, where all discarded materials are designed to become resources for others to use. The EPA must convene an annual conference for grantees and other stakeholders to learn about moving toward a zero waste goal.

Youth Access to American Jobs Act of 2017 This bill requires the Department of Education to award grants to 10 eligible entities (partnerships among a local educational agency (LEA), a community college, and a state apprentice program or a joint-labor management training program) to carry out a program for students to: enroll in and complete science, technology, engineering, and mathematics (STEM) courses, STEM-focused career and technical education courses, and other courses during grades 11 and 12 at a high school served by the LEA that prepares them for community college; enroll in a course of study related to a high-growth skills industry, an in-demand industry or occupation, the manufacturing field, or other vocational or career and technical education field at a community college upon graduating from such high school; and enroll, for a two-year period, in the eligible entity's state apprenticeship program or the joint-labor management training program upon receiving an associate's degree from such community college.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.
