Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Directs the Secretary of Defense (DOD) to establish the Commission on Urotrauma to: (1) conduct a study on urotrauma (injury to the urinary tract from a penetrating, blunt, blast, thermal, chemical, or biological cause) among members of the Armed Forces and veterans; and (2) provide an interim and final report to the congressional defense and veterans committees on such study.

Commemorates the 40th anniversary of the Kent State University shootings that occurred on May 4, 1970, by: (1) recognizing the tragedy of the shootings and the implications that the shootings have had not only on Kent State and the local community, but also on the nation and the world; and (2) applauding the development of the May 4 visitors' center as an additional primary resource to preserve and communicate the history of the shootings, its larger ethical and societal context and impact, and its enduring meaning for our democratic nation.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

National Shipbuilding Budget Policy Act - Authorizes appropriations for FY2011-FY2015 for: (1) construction of vessels to meet Navy force requirements; and (2) loan guarantees and commitments for the construction of new vessels to replace and expand the U.S. fleet of commercial vessels.

Security in Energy and Manufacturing Act of 2010 or the SEAM Act of 2010 - Amends the Internal Revenue Code to expand the qualifying advanced energy project credit by allocating in 2010 $5 billion of grants or tax credit amounts to manufacturers of goods and components (other than for assembly of components) in the United States that are used in alternative energy projects.

Targeted Deficit Reduction Act of 2010 - Amends the Congressional Budget Act of 1974 to require each budget resolution for FY2011-FY2020 to include reconciliation directives to reduce the deficit to achieve the following goals: (1) primary budget balance by FY2015; (2) full budget balance by FY2020; and (3) a debt-to-gross domestic product (GDP) ratio of 60% by FY2020. Requires any committee that receives such reconciliation directives to be ordered to report a reconciliation bill within 45 calendar days after adoption of such budget resolution. Requires the Director of the Congressional Budget Office (CBO), on or before February 15 of each year through 2019, to report to the congressional budget committees a target deficit reduction, for the fiscal year commencing on October 1 of that year, necessary to achieve the applicable goals and the anticipated glide path for each such fiscal year until FY2020.

Spending Reduction Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish nonsecurity discretionary category spending limits (spending caps) for FY2011-FY2015. Defines "nonsecurity discretionary category" as all discretionary appropriations except budget accounts within major functional category (050) National Defense, (150) International Affairs, (700) Veterans Benefits and Services, and the National Nuclear Security Administration (NNSA) within major functional category (270) Energy, and any appropriations for the Department of Homeland Security (DHS). Repeals the termination date for Pay-As-You-Go (PAYGO) enforcement mechanisms under such Act (thus making them permanent). Declares that, if for any fiscal year, legislation making appropriations for discretionary accounts includes a designation for emergency requirements, such measure may not be considered in either chamber as passed or agreed to unless by a vote of at least two-thirds of the Members.

American Job Creation and Investment Act - Amends the Internal Revenue Code to allow a corporation to elect in 2010 and 2011 to increase its alternative minimum tax (AMT) credits by a specified credit adjustment amount for purposes of increasing its U.S. workforce and making investments in business equipment. Allows a similar election for a taxable year which includes December 31, 2009, with certain restrictions. Terminates such additional credit allowance after December 31, 2011.

Stem Cell Research Advancement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of reproductive treatment, and were in excess of the needs of the individuals seeking such treatment; (2) it was determined through consultation with the individuals seeking reproductive treatment that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking reproductive treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Secretary to maintain, review every three years, and update as scientifically warranted, guidelines applicable to the conduct or support of human stem cell research by HHS. Prohibits the Secretary from using any funds for the conduct or support of human cloning. Requires the Director of the National Institutes of Health (NIH) to include in its biennial report to Congress a summary of research activities on human stem cells.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (USDA), through the Rural Utilities Service, to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Retraining a New Health Care Workforce Act of 2010 - Directs the Secretary of Health and Human Services (HHS) to develop and submit to Congress within nine months a strategic plan to retrain displaced workers to become health care professionals serving areas with a shortage of the type professionals involved. Requires the plan to include: (1) an overview of national shortages in health care professions; (2) an assessment of how existing federal health care workforce programs may be used to retrain displaced workers; and (3) recommendations for legislative and administrative changes for making such programs more effective. Requires the Secretary to establish a grant program for states to assist displaced workers to become state-licensed or certified health care professionals serving areas with a shortage of health care professionals.

Taking Responsibility For Congressional Pay Act - Reduces the rate of basic pay for each Member of Congress by 5%, rounded to the nearest multiple of $100 (or, if midway between multiples of $100, to the next higher multiple of $100). Declares that such adjustment shall be in lieu of any adjustment which (but for this Act) might otherwise take effect in 2011.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Directs the President to submit a balanced budget to Congress annually. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires the appropriate congressional committees to report implementing legislation to achieve a balanced budget without reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.

Foreign Manufacturers Legal Accountability Act of 2010 - Directs the Food and Drug Administration (FDA) (with respect to drugs, devices, cosmetics, and biological products), the Consumer Product Safety Commission (CPSC) (with respect to consumer products), and the Environmental Protection Agency (EPA) (with respect to chemical substances, new chemical substances, and pesticides) to require foreign manufacturers and producers of such products (or components used to manufacture them), in excess of a minimum value or quantity, to establish a registered agent in the United States who is authorized to accept service of process on their behalf for the purpose of all civil and regulatory actions in state and federal courts. Requires the registered agent to be located in a state with a substantial connection to the importation, distribution, or sale of the products. Directs the Secretary of Commerce to establish, maintain, and make available to the public a registry of such agents. Deems a foreign manufacturer or producer of products covered under this Act that registers an agent to consent to the personal jurisdiction of the state or federal courts of the state in which the agent is located for the purpose of any civil or regulatory proceeding. Prohibits importation into the United States of a covered product (or component part that will be used in the United States to manufacture a covered product) if the product (or component part) or any part of the product (or component part) was manufactured or produced outside the United States by a manufacturer or producer who does not have a registered agent whose authority is in effect on the date of the importation. Requires the Secretary of Agriculture and the Commissioner of Food and Drugs to jointly study the feasibility and advisability of requiring foreign producers of food distributed in commerce to establish a registered agent in the United States who is authorized to accept service of process on behalf of such producers for the purpose of all civil and regulatory actions in state and federal courts.

Protecting Employees and Retirees in Business Bankruptcies Act of 2010 - Amends federal bankruptcy law governing expenses and claims to increase to $20,000: (1) allowed unsecured claims in the fourth order of priority (wages, salaries, or commissions); and (2) the factor multiplied by the number of employees covered with respect to employee benefit plan contributions in the fifth order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals, but only if an employer or plan sponsor who has commenced a case in bankruptcy has committed fraud regarding the plan or has otherwise breached a duty to the participant that has proximately caused the loss of value. Allows as an administrative expense: (1) severance pay owed to certain employees of the debtor for layoff or termination (which pay shall be deemed earned in full); and (2) damages as a result of violation of law by the debtor. Includes among prerequisites for confirmation of a business reorganization bankruptcy plan (Chapter 11) provision for: (1) recovery of damages payable for the rejection of a collective bargaining agreement, or other financial returns as negotiated by the debtor and the authorized representative; (2) continued payment of retiree benefits maintained or established by the debtor before the petition filing date if no modifications are made before confirmation of the plan; and (3) recovery of claims arising from the modification of retiree benefits or for certain financial returns, as negotiated by the debtor and the authorized representative. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) payment of insurance benefits to retired employees, including benefit modifications proposed by the trustee; and (3) a trustee's administrative power to dispose of property. Requires the court, in approving a sale of business assets, to consider the extent to which a bidder has offered to maintain existing jobs, preserve terms and conditions of employment, and assume or match pension and retiree health benefit obligations in determining whether an offer constitutes the highest or best offer for such property. Requires the bankruptcy court to allow certain claims asserted by an active or retired participant, or by a labor organization representing such participant, for any shortfall in pension benefits accrued as a result of the termination of the plan and limitations upon the payment of certain statutory benefits. States that, if employees have not received wages and benefits for services rendered on and after the date of the commencement of the case in bankruptcy, such unpaid obligations shall be deemed necessary costs and expenses of preserving, or disposing of, property securing an allowed secured claim and shall be recovered even if the trustee has otherwise waived certain provisions under an agreement with the holder of the allowed secured claim. Allows reduction of a debtor's time frame for filing a Chapter 11 bankruptcy plan in the event of: (1) the filing of a motion seeking rejection of a collective bargaining agreement if a plan based upon an alternative proposal by the labor organization is reasonably likely to be confirmed within a reasonable time; or (2) the proposed filing of a plan by a proponent other than the debtor, which incorporates the terms of a settlement with a labor organization, if such plan is reasonably likely to be confirmed within a reasonable time. Modifies requirements for confirmation of a Chapter 11 bankruptcy plan to prohibit approval of: (1) payments or other distributions for the benefit of insiders, senior executive officers, and certain highly compensated employees or consultants providing services to the debtor, except as part of those generally applicable to the debtor's employees if the court determines that such payments are not excessive or disproportionate compared to distributions to the debtor's nonmanagement workforce; and (2) insider compensation unless approved by the court as reasonable according to specified criteria. Restricts: (1) certain executive compensation enhancements as part of the allowance of administrative expenses; (2) trustee assumption of certain deferred compensation arrangements for the benefit of insiders, senior executive officers, or certain highly compensated employees of the debtor; and (3) trustee assumption of retiree benefits for insiders, senior executive officers, or certain highly compensated employees of the debtor if the debtor has obtained relief to impose reductions in retiree benefits, or health benefits of active employees of the debtor, or has reduced or eliminated health benefits for active or retired employees within 180 days before the date of the commencement of the case. Requires the court, where a debtor has obtained relief by which it reduces the cost of its obligations under a collective bargaining agreement or a retiree plan, fund, or program of retiree benefits, to determine before granting relief the percentage diminution in the value of the obligations when compared to the debtor's obligations under the collective bargaining agreement, or with respect to retiree benefits. Authorizes the trustee in bankruptcy to avoid a transfer made in anticipation of bankruptcy to or for the benefit of an insider, including certain consultants who were formerly insiders and who are retained to provide services to an entity that becomes a debtor. Grants a labor organization creditor status for purposes of filing a proof of claim. Declares that the filing of a petition for relief does not operate as an automatic stay of the commencement or continuation of a dispute resolution proceeding established by a collective bargaining agreement that was or could have been commenced against the debtor before the filing of a petition, including payment or enforcement of an award or settlement under such proceeding.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Save Our Energy Jobs Act - Expresses the sense of Congress that: (1) Congress did not intend the Clean Air Act to regulate greenhouse gases (GHGs); (2) the Environmental Protection Agency (EPA) should not have the authority to promulgate rules to regulate GHG emissions without explicit authority from Congress; (3) rules that regulate GHG emissions will have a significant impact on the U.S. economy and should not be left to administrative rulemaking in the absence of congressional action; and (4) comprehensive regulations to address global climate change must only be enacted at the direction of Congress. Amends the Clean Air Act to amend the definition of "air pollutant" to exclude carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Mechanical Insulation Installation Incentive Act of 2009 - Amends the Internal Revenue Code to allow a tax deduction for a specified percentage of the cost, including labor costs, of installing and maintaining mechanical insulation property. Defines "mechanical insulation property" as insulation materials, facings, and accessory products placed in service in connection with a mechanical system which is utilized for thermal, acoustical, and personnel safety requirements for mechanical piping and equipment, hot and cold applications, and heating, venting and air conditioning applications which can be used in a variety of facilities.

Stop the Automatic Pay Raise for Members of Congress in Fiscal Year 2011 Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2011 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Authorizes the Secretary of Veterans Affairs (VA), in lieu of making payments to state homes for furnishing nursing home care to veterans, to enter into agreements with such homes to furnish such care under federal provisions which allow the Secretary to transfer to non-VA homes (at the expense of the United States) veterans who have been furnished such care in a facility under the jurisdiction of the Department of Veterans Affairs. Replaces provisions providing for payment of nursing home care at the lesser of the prevailing rate or the cost of daily care with provisions providing for payment at the rate determined for a state home that is the applicable or prevailing rate payable in the geographic area in which the state home is located.

Veterans Appeals Improvement and Modernization Act of 2009 - Provides that if a veteran claimant submits evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to a regional office of the Department of Veterans Affairs (VA), unless the claimant requests that the evidence first be reviewed by the regional office. Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Directs the Secretary of Energy to establish a program for paying certain affected participants a one-time lump sum payment. Defines affected participants as persons who retired from active employment at one of the gaseous diffusion plants of the United States Enrichment Corporation (USEC), or are employed by USEC's operating contractor, on or before its privatization date as vested participants in a pension plan maintained either by USEC's operating contractor or by a contractor employed prior to July 1, 1993, by the Department of Energy to operate a gaseous diffusion plant. Prescribes a formula for the determination of such payments, based on the total recoverable amount of accrued pension benefits.

Veterans Burial Benefits Improvement Act of 2009 - Increases the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases the burial plot allowance for veterans who, at the time of death, were receiving hospital or nursing home care in or through the Department of Veterans Affairs (VA). Authorizes the annual adjustment of such allowances by the same percentage increase as adjustments to benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Makes eligible for a $300 plot allowance for burial in a cemetery other than a national cemetery a veteran who is eligible for burial in a national cemetery and who: (1) was discharged from active service for a disability incurred or aggravated in the line of duty; or (2) is a veteran of any war. Authorizes the Secretary of Veterans Affairs, in lieu of furnishing a headstone or marker for an individual so entitled, to reimburse the person entitled to request such headstone or marker for acquiring a non-government headstone or marker for placement in any cemetery other than a national cemetery in connection with the burial or memorialization of the deceased individual.

Small Business and Military Family Assistance Act of 2009 - Amends the Internal Revenue Code to extend through 2011 the tax credit for differential wages paid to employees while on active duty in the uniformed services for a period of more than 30 days.

Preventing All Your Bucks from Aiding non-Citizens is Key Act or PAYBACK Act - Withholds from assistance to a foreign country 110% of the costs incurred by U.S. hospitals and other medical facilities for the long-term care of aliens unlawfully present in the United States from such country until the President certifies to Congress that such costs are fully paid. Authorizes: (1) a national security waiver of such requirement; and (2) withheld funds to be used for border protection and prevention of illegal immigration.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Preserve Benefits and Jobs Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to: (1) allow a sponsor of a single-employer defined benefit pension plan to elect in 2009 or 2010 extended amortization periods (9 or 15 years) for investment losses incurred in prior years; (2) allow an increase in the valuation range of plan assets; (3) use the funded status of a plan in 2008 to determine benefit restrictions in 2009 and 2010 and prohibit the use of credit balances by pension plans that are under 80% funded in the prior year; (4) exclude plan-related administrative expenses (including investment expenses) from normal cost targets; (5) delay until 2012 the application of certain benefit restrictions to collectively bargained plans; and (6) require a 120% funding target for plans adopting ad hoc amendments that allow lump sum benefits payments and increased plan liabilities. Revises rules relating to information reporting and reportable events. Calculates the amount of any pension plan guarantee by the Pension Benefit Guaranty Corporation (PBGC) using the date of plan termination rather than the date of a plan bankruptcy filing. Amends ERISA provisions relating to multiemployer pension plans to: (1) allow such plans to elect alternative amortization plans and valuation methods in 2009 and 2010 for investment losses; (2) extend by five years the funding improvement period for plans in endangered or critical status; (3) permit multiemployer plans to merge or form alliances with other plans; and (4) increase PBGC guarantees for insolvent plans to increase participant benefits.
