Provides, under the Bank Holding Company Act, procedures for the acquisition of failing banks or bank holding companies and for the acquisition of such banks or bank holding companies in cases where the Board of Governors of the Federal Reserve System has determined that it must act quickly to prevent the probable failure of a bank or bank holding company. States that, upon receiving from a company any application for approval to acquire shares or assets of a failing bank, the Board shall give notice to the Comptroller of the Currency, or to the appropriate supervisory authority of the interested State, in order to provide for the submission of the views and recommendations of the Comptroller of the Currency or the State supervisory authority, as the case may be. Provides that if the Comptroller or the State disapproves an application in writing within a specified period, the Board shall give written notice of that fact to the applicant. Requires the Board, within three days of giving of such notice, to notify the applicant and the disapproving authority of the date for a hearing by it on such application. Provides that, at the conclusion of the hearing, the Board shall by order grant or deny the application on the basis of the record made at such hearing. Allows the Board to dispense with notice requirements if the Board finds that it must act at once to prevent the probable failure of a bank holding company involved in a proposed acquisition, merger, or consolidation transaction. Requires the Board to immediately notify the Attorney General of any approval by it of a proposed acquisition, merger, and consolidation transaction. States that if the Board has found that it must act immediately in order to prevent the probable failure of a bank or bank holding company involved in any such transaction, such transaction may be consummated at once upon approval by the Board. Outlines standards to be applied by a court in the event that a judicial proceeding is brought to attack any acquisition, merger, or consolidation transaction approved by the Board pursuant to this Act.

Requires States to enter into agreements with the Secretary of Health, Education, and Welfare under which the State will agree to periodically inspect public and private extended care facilities, skilled nursing homes, and intermediate care facilities. Provides that eligibility for Federal payments under title XIX (Medicaid) of the Social Security Act is contingent upon such an inspection program. Directs States to impose a fine of up to $300 for willful refusal to permit any inspection required by this Act. Requires States to enforce specified guarantees of rights of patients in public and private extended care facilities, skilled nursing homes, and intermediate care facilities, including a guarantee of the patients' right to receive adequate, high quality, and appropriate medical care.

Provides that recipients of veterans' pension and compensation shall not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits resulting from the enactment of Public Law 93-66, Public Law 93-233, and subsequent cost-of-living increases under title II of the Social Security Act. Provides that the provisions of this Act shall apply with respect to annual income determinations made for calendar years after 1972.

Provides hospital and medical care to members of the armed forces of Poland or Czechoslovakia who participated in armed conflict with an enemy of the United States during World War I or World War II, and who have been citizens of the United States for not less than 10 years. Provides that such hospital and medical care shall be available to the same extent as if such service had been performed in the Armed Forces of the United States.

Marine Resources Conservation and Development Act - Provides for the distrubution of revenues from outer continental shelf lands pursuant to the Outer Continental Shelf Lands Act. Creates a Marine Resources Conservation and Development Fund to be available for use for marine resources conservation and development programs and the costs of their administration.

Provides that the beneficiary of an insured individual who dies shall, if otherwise qualified under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act, be entitled to a prorated benefit for the month of death of the insured.

Home Heating Efficiency Act - Authorizes the Secretary of Housing and Urban Development to make payments to assist low-and middle-income owners of existing residential structures to purchase and install energy conservation improvements. Limits such payments in the case of middle- income households to the lower of $300 or 25 percent of the cost of the improvements, and in case of low-income households to the lower of $300 or 90 percent of the cost of the improvements. Defines the terms used in this Act. Authorizes appropriations of up to $800,000,00 without fiscal year limitation to carry out the provisions of this Act.

Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

Revises the Internal Revenue Code to allow as a credit against the income tax the expenses of elementary or secondary education paid by an individual during the taxable year to any private nonprofit elementary or secondary school for a dependent. Limits such credit to the lesser of 100 percent of the expenses or $300. Reduces such credit by an amount equal to 1 percent of the amount by which the adjusted gross income of the taxpayer exceeds $22,500.

National Home Health Care Act - Broadens the coverage of home health services under the supplementary medical insurance (Medicare) program of of the Social Security Act and removes the 100-visit limitation presently applicable to the home health service program. Extends the coverage of posthospital home health services to include payment for items and services which the indiviudal could otherwise obtain in a skilled nursing facility. Requires the inclusion of home health services in a State's medicaid program under the Social Security Act and permits the payment of rent under such program for elderly persons who would otherwise require nursing home care. Provides expanded Federal funding for congregate housing for the displaced and the elderly by increasing the amount available for such housing under the low income housing program. Establishes, in the Department of Health, Education, and Welfare, a home health patient ombudsman, who shall be appointed and provided with adequate staff and facilities by the Secretary. Makes it the duty and responsibility of the ombudsman to monitor specified programs under the Social Security and the various medical assistance programs under the State plans approved pursuant to such Act, and to maintain such oversight of those programs and their operation and administration as may be necessary to: (1) assure that home health patients under such programs are receiving the care to which they are entitled, (2) provide safeguards against over-charging for home health services, (3) identify abuses against home health patients, (4) receive, handle, and expedite complaints by home health patients, (5) recommend to the Secretary any changes in the regulations affecting home health services which may appear necessary or desirable, and (6) take appropriate action (including the transmission of findings to the Attorney General) with respect to abuses and violations of law affecting the provision or receipt of home health services under such programs. Makes the children over 18 of parents receiving nursing and home health care assistance under the medicaid program liable for a specified portion of the expenses of such assistance, depending upon the income of such child. Permits the waiver of such obligation in any case where the State agency determines, in accordance with regulations prescribed by the Secretary, that the imposition of such obligation or the making of such collection would impose undue hardship. Provides that any amount collected from or otherwise paid by any person in satisfaction of any obligation imposed by this section shall constitute a medical expense paid or incurred by such person for purposes of deductions under the Internal Revenue Code ot 1954.

Emergency Unemployment Health Benefits Act - Includes a new title under the Emergency Jobs and Unemployment Health Benefits Act establishing an emergency health benefits program for the unemployed. Declares all unemployed individuals who (1) are entitled to receive State or Federal unemployment benefits and (2) would if their employment had not been discontinued, be covered under an employer-sponsored health insurance plan to be eligible for health insurance benefits of the type provided by their previous employer. Extends such benefits to the dependent spouse and the dependent children of such eligible individuals. Authorizes the Secretary of Health, Education, and Welfare to enter into arrangements with carriers and State agencies to carry out this Act. Stipulates that no health insurance benefits may be provided under this Act after June 30, 1976. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Disaster Insurance Act - States that it is the purpose of this Act to assure the widest possible provision of adequate insurance coverage against catastrophic losses resulting from disasters by requiring such coverage in the case of residential housing and small business receiving Federal assistance, by encouraging the purchase of such coverage by property owners in all other cases, and by creating a new federally chartered quasi-public entity to assist the private insurance industry, through risk-sharing reinsurance and otherwise, in making such coverage available on the widest possible basis and facilitating its provision and administration. Requires that no officer or agency of the United States shall make or enter into a contract or commitment to make any grant or loan, or provide or enter into a contract or commitment to provide assistance in the form of mortgage insurance or loan guaranty or in any other form, to aid in the purchase, construction, rehabilitation, or maintenance of residential real property which is designed principally for the occupancy of from one to four families or of nonresidential property which is owned or leased and operated by one or more small businesses, unless the property involved is or will upon completion be covered (as a part of the coverage provided under a fire or extended coverage insurance policy or otherwise) by insurance against catastrophic losses. States that no loan or other financial assistance to aid in the purchase, construction, rehabilitation, or maintenance of residential real property which is designed principally for the occupancy of from one to four families or of nonresidential property which is owned or leased and operated by one or more small businesses shall be made or provided by any financial institution or other lender the deposits or accounts of which are insured by an agency of the Federal Government, or which is itself regulated by an agency of the Federal Government, unless the property involved is or will upon completion be covered (as a part of the coverage provided under a fire or extended coverage insurance policy or otherwise) by insurance against catastrophic losses. Establishes a Disaster Insurance Corporation. States that the basic function of the Corporation is to encourage and facilitate the provision by private insurance companies of insurance against catastrophic losses for owners and lessors of real property of reinsuring such companies (directly or by purchasing policies of reinsurance) against abnormally high losses resulting from the provision of such insurance. Provides that if at any time catastrophic insurance is unavailable from private industry, the Corporation shall provide such insurance through the facilities of the Federal Government. Establishes in the Treasury of the United States a fund to be used by the Corporation for its operating and capital expenses under this Act. Authorizes to be appropriated to the fund out of any money in the Treasury not otherwise appropriated, not to exceed $100,000,000 to provide such fund with necessary initial capital.

Expresses the sense of the Congress that the President should convene immediately a meeting of the heads of all appropriate Federal departments and agencies for the purpose of taking such steps as may be necessary to prevent Arab discrimination against American business enterprises which have Jewish individuals serving in positions of major responsibility or which do business with Israel.

Emergency Middle-Income Housing Act - Authorizes the Secretary of Housing and Urban Development to reduce interest rates on home mortgages for middle- income families by making, and contracting to make, periodic interest reduction payments, interest rate differential payments and by purchasing below-market-interest-rate mortgages. Defines terms as used in this Act. Provides that the aggregate amount of mortgages assisted under this Act shall not exceed $12,000,000,000. Authorizes the appropriation of such sums as may be necessary to carryout the provisions of this Act. Sets forth the guidelines the Secretary shall follow in allocating such assistance. Specifies that the Secretary shall take steps to encourage the construction or sale of dwelling units which he determines will contribute to the conservation of land and energy resources. Directs that authority to enter into such financial assistance obligations as provided in this Act shall expire June 30, 1976.

Price Disclosure Act - Provides that no person engaged in business in the sale at retail of any packaged consumer commodity which has been distributed in commerce, or the distribution of which affects commerce, shall sell, offer for sale, or display for sale any such commodity unless: (1) the total selling price of such commodity is plainly marked by a stamp, tag, or label affixed to a principal display panel of the package; and (2) the retail unit price of such commodity is plainly marked by a stamp, tag, or label affixed to a principal display panel of the package, or a label or sign in close proximity to the point of display of such package, which label or sign shall also contain the name and quantity of contents of such commodity. Exempts from these requirements any individual retail outlet which sells or offers for sale packaged consumer commodities and whose total gross sales do not exceed $250,000 per annum, unless such an outlet is one of a number of outlets owned substantially or whose inventory is supplied substantially, by a single person, partnership, or corporation whose total gross sales exceeds $500,000 per annum; or any retail outlet in any State which has enacted mandatory unit pricing law and whose law, in the judgment of the Federal-Trade Commission, is in full force and effect and is comparable in scope and comprehensiveness to the requirements of this Act, except that retailers (including chainstores and affiliated stores) who operate outlets in any such State shall be subject to the provisions of this Act if they also operate outlets in one or more other States. Redefines the term "consumer commodity" and defines the term "retail unit price" for purposes of the Fair Packaging and Labeling Act. Abolishes the authority of the Secretary of Health, Education and Welfare to promulgate regulations under such Act, and transfers that authority to the Commission. Directs the Commission to request, and the Secretary of Commerce to initiate, a voluntary product standard for consumer commodities under the procedures for the development of voluntary products standards established by the Secretary pursuant to specified provisions of law whenever the Commission determines that there is undue proliferation of the weights, measures, or quantities in which any consumer commodity or reasonably comparable consumer commodities are being distributed in packages for sale at retail and such undue proliferation impairs the reasonable ability of consumers to make value comparisons with respect to such consumer commodity or commodities. Requires that regulations with respect to fair packaging and labeling standards be promulgated by the Commission in accordance with the applicable provisions of the Administrative Procedure Act. Directs the Commission to give interested persons an opportunity for oral presentations of views, data, and agreements. Authorizes travel and per diem reimbursement for persons being trained by the Commission to carry out the provisions of the Act. Declares that any violation of any of the provisions of the Fair Packaging and Labeling Act or the regulations issued pursuant to such Act, with respect to any consumer commodity delivered into introduction in commerce, or sold at retail, offered for sale at retail, or displayed for sale at retail, shall constitute an unfair or deceptive act or practice affecting commerce and shall be subject to penalties under specified provisions of law.

Emergency Health Benefits Protection Act - Requires the Secretary of Health, Education, and Welfare, under the Public Health Service Act, to enter into agreements with insurance carriers to provide health insurance benefits to persons unemployed, where such individuals were covered while employed by their previous employer. Requires the Secretary to enter into agreements with appropriate State agencies for purposes of determining the eligibility of individuals in the State for such benefits, and for the purpose of making payments to carriers.

Increases from thirteen to twenty-six the maximum number of weeks for which an individual may receive emergency compensation under the Emergency Unemployment Compensation Act. Requires that amounts established by States for individuals in emergency compensation accounts must equal the lesser of (1) 100 percent (presently 50) of the total amount of regular compensation payable to the individuals with respect to the benefit year on the basis of which he most recently received regular compensation, or (2) 26 times (presently 13) his average weekly benefit amount for his benefit year. (Amends 26 U.S.C. 3304m.)

Food Allowance for Older Americans Act - Establishes, under the Social Security Act, a food allowance program under which qualified elderly persons shall be provided with an opportunity to obtain an adequate level of nutrition through the issuance to them, without charge or fee or condition of any kind, a food allowance of $50 for each month after December 1973 in the form of coupons that can be used only to purchase food from retail stores. States that an individual is eligible for a food allowance under this Act only if such individual is (1) sixty-five years of age or older, (2) the head of his or her own household, and (3) has an annual income which does not exceed $5,000. Provides for the issuance of coupons reduced in value to individuals whose annual income exceeds $5,000 by not more than $480 and who otherwise meet the conditions of eligibility. Authorizes appropriations of such sums as may be necessary to carry out the purposes of this Act.

States that the House of Representatives disapproves the deferral of budget authority relating to comprehensive planning grants under the Housing Act of 1954 (deferral numbered D 75-107) which is proposed by the President in his special message of November 26, 1974 transmitted pursuant to the Impoundment Control Act.

States that if the Board of Governors of the Federal Reserve System determines that it must act immediately on any application for approval of a merger transaction under the Bank Holding Company Act in order to prevent the probable failure of a bank or bank holding company involved in proposed acquisition or consolidation proceedings, the Board may dispense with the requirement that notice be given to the Comptroller of the Currency or the State supervisory authority, as the case may be. Provides that if notice is given, the Board may request that the views and recommendations of the Comptroller or the State supervisory authority be submitted immediately in any form or by any means acceptable to the Board. Permits the Board to approve applications which would allow bank holding companies to acquire the assets of banks located outside of the State in which the applicant does business if the Board determines that (1) an emergency requiring expeditious action exists or the danger of bank failure exists with respect to a bank having assets in excess of $500,000,000or a bank holding company controlling a bank having assets in excess of $500,000,000, and (2) the public interest would be best served by approval of the application.

Provides, under the Omnibus Crime Control and Safe Streets Act, that specific grants under such Act shall not be made to any State, unit of general local government, or public agency, unless there is in effect a law enforcement officer's bill of rights. States that such bill of rights must substantially provide as a minimum the rights enumerated in this Act, including: (1) the right of a law enforcement officer to engage in political activity during off-duty hours or to refrain from such activity; and (2) observance of specified standards with respect to the investigation of a law enforcement officer who is under investigation for alleged malfeasance, misfeasance, or nonfeasance of official duty, with a view to possible disciplinary action, demotion, dismissal, or criminal charges. States that such standards shall include: (1) informing the law enforcement officer of the nature of the investigation, the names of any complainants, and the identity and authority of the person conducting such investigation; (2) full recordation of the investigation; and (3) allowing the law enforcement officer to have his counsel present at any interrogation in connection with the investigation. Grants a law enforcement officer the right to recover pecuniary and other damages from persons violating any of the rights established under the bill of rights. Provides that no law enforcement officer shall be required to disclose, for the purposes of promotion or assignment, any item of his property, income, assets, debts, or expenditures. Establishes a Law Enforcement Officers' Grievance Commission composed of representatives of the general public, law enforcement agencies, and other public agencies. Gives the Commission the authority to receive, investigate, and determine grievances of any law enforcement officer, and to require testimony under oath and the production of documents. Defines terms used in this Act.

Removes from the class of aliens whose status may be adjusted by the Attorney General in his discretion to that of aliens lawfully admitted for permanent residence those aliens who continue in or accept unauthorized employment prior to the filing of an application for adjustment to such status. Makes it unlawful for any employer, or any agent or any person who for a fee, refers an alien for employment by such an employer, knowingly to employ, continue to employ, or refer for employment any alien in the United States who has not been lawfully admitted to the United States for permanent residence, unless the employment of such alien is authorized by the Attorney General. Provides that an employer, referrer, or agent shall not be deemed to have violated this Act if he has made a bona fide inquiry whether a person hereafter employed or referred by him is a citizen or an alien, and if an alien, whether he is lawfully admitted to the United States for permanent residence or is authorized by the Attorney General to accept employment. Requires that if, in a proceeding initiated within two years after the service of a citation by the Attorney General informing an employer of a violation under this Act, the Attorney General finds that any employer, agent, or referrer upon whom such citation has been served has thereafter violated the provisions of this Act, the Attorney General shall assess a penalty of not more than $500 for each alien in respect to whom any such violation is found to have occurred. Provides that further violation of this Act following the assessment of the above civil penalty shall make the employer guilty of a misdemeanor and upon conviction thereof such employer shall be punished by a fine not exceeding $1,000, or imprisonment not exceeding one year, or both, for each alien in respect to whom any violation of this occurs. Requires disclosure by employees and officers of the Department of Health, Education, and Welfare of information on illegal aliens who are receiving assistance under the Social Security Act.

Constitutional Amendment - States that with respect to the right to life, the word 'person' as used in this article and in the fifth and fourteenth amendments to the Constitution of the United States, applies to all human beings, irrespective dependency including their unborn offspring at every stage of their biological development. Provides that no person shall be deprived of life by any person. Provides that this article shall not prohibit a law permitting only those medical procedures required to prevent the death of the mother.

Provides, under the Internal Revenue Code, for reductions in Social Security taxes relating to the rate of tax on self-employment income for purposes of old-age, survivors, and disability insurance. States that such reductions shall apply in the case of taxes imposed with respect to self-employment income for taxable years beginning after December 31, 1975, and with respect to wages paid or received during calendar years after 1975. Provides for Federal participation in the costs of the old-age, survivors, and disability insurance program under title II of the Social Security Act. Increases the earnings counted for benefit and tax purposes under the Social Security Act.

Fishing Vessels Claims Recovery Act - Authorizes the Secretary of Commerce, under the Fish and Wildlife Act of 1956, to make non-interest-bearing loans to United States fishermen to cover the costs of damages to their vessels and gear by foreign vessels operating in water superjacent to the continental shelf of the United States. Directs the Secretary to investigate each such incident, to cancel repayment of the loan if he determines that the damage was caused solely by the vessel of a foreign nation, and to seek recovery from such foreign nation in that case.

Provides for the disposal under the Federal Property and Administrative Services Act of 1949 of surplus real property at not less than 25 percent of fair market value to States and their political subdivisions, agencies, and instrumentalities for economic development purposes where such areas meet special needs arising from actual or threatened severe unemployment arising from the closing of Federal facilities.

Emergency Homeowners' Relief Act - Declares that the purpose of this Act is to prevent widespread mortgage defaults and the distress-sale of homes as a result of adverse economic conditions. Authorizes and directs the Secretary of Housing and Urban Development to make repayable emergency mortgage relief payments on behalf of distressed homeowners when he determines that such action is necessary and that there is a reasonable prospect that the homeowner will be able to make necessary adjustments for the full resumption of mortgage payments. Defines "distressed homeower" as one or more persons who own and occupy a dwelling as a principal residence and whose income has declined by more than 20 percent as the result of unemployment or other adverse economic conditions. Limits relief payments to a period not exceeding two years. Provides that payments be repaid on such terms as the Secretary prescribes. Empowers the Secretary to delegate any of his functions under this Act to other Federal agencies or private entities. Authorizes the Secretary to establish a revolving fund for mortgage relief payments and other specified purposes, including payment of obligations issued to the Secretary of the Treasury to enable the Secretary of Housing and Urban Development to carry out his functions under this Act. Provides for a payment expiration date of July 1, 1976.

Food Supplement Amendment - Defines the term "food supplement" for purposes of the Federal Food, Drug, and Cosmetics Act to mean food for special dietary uses, and defines the meaning of "special dietary uses" as particular uses of food for man which meets specified requirements. Provides that in administering such Act the Secretary of Health, Education, and Welfare: (1) shall not limit the potency, number, combination, amount, or variety of any synthetic or natural vitamin, mineral, substance, or ingredient of any food supplement unless such article is intrinsically injurious to health in the recommended dosage; and (2) shall not require a warning label on any food supplement unless such article is intrinsically injurious to health in the recommended dosage.

Provides for certification by the State water pollution control agency of treatment projects within such State where the Administrator of the Environmental Protection Agency determines that such projects will be carried out in accordance with State laws and standards at least equivalent to those established by Federal law.

Allows a tax credit under the Internal Revenue Code for the ordinary and necessary expenses paid during the taxable year by a taxpayer for the improvement of the thermal design of the principal residence of the taxpayer, including that amount of the purchase price of a principal residence allocable to any storm door, storm window, or solar heating and cooling equipment (up to $1000 for the period during which such credit is available under the Internal Revenue Code, no more than $250 of which may be allowed as a credit for the purchase of conventional materials). Authorizes the taxpayer to elect a deduction of up to $4000 for the period during which the provisions of this Act are effective (no more than $1,000 of which may be allowed as a deduction for the purchase of conventional materials) in lieu of the credit provided by this Act. Directs the Secretary of the Treasury to report to the Federal Energy Administration an analysis of the energy savings achieved through the operation of this Act no later than September 15, 1978.

Interim Fisheries Zone Extension and Management Act - Extends the jurisdiction of the United States over specified ocean areas and fish for purposes of protecting the domestic fishing industry. Requires the Secretary of Commerce to conduct research in order to promote the conservation of fish originating in the United States territorial sea and contiguous fisheries zone. Authorizes the appropriation of up to $1,000,000 in any fiscal year to carry out the provisions of this Act.

Appliance Dating Act - Requires any consumer durable product determined by the Federal Trade Commission to be of a type whose design or performance features are changed on a periodic basis in such a manner as to make its date of manufacture a relevant factor in connection with sales to consumers to be labeled by the manufacturer as to the month and year of manufacture.
