Marriage Access for People with Special Abilities Act or the MAPSA Act This bill excludes a spouse's income and resources when determining eligibility for Supplemental Security Income (SSI), and disregards marital status when calculating the SSI benefit amount, for an adult who has a diagnosed intellectual or developmental disability. SSI is a federal income supplement program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133rd Signal Service Company, known as the Ghost Army , collectively, in recognition of its service during World War II.

Heartbeat Protection Act of 2021 This bill makes it a crime for a physician to knowingly perform an abortion (1) without determining whether the fetus has a detectable heartbeat, (2) without informing the mother of the results, or (3) after determining that a fetus has a detectable heartbeat. It provides an exception for an abortion that is necessary to save the life of a mother whose life is endangered by a physical (but not psychological or emotional) disorder, illness, or condition. A physician who performs a prohibited abortion is subject to criminal penalties—a fine, up to five years in prison, or both. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Keystone XL Pipeline Construction and Jobs Preservation Act This bill authorizes the TransCanada Keystone Pipeline to construct, connect, operate, and maintain the pipeline facilities in Phillips County, Montana, for the import of oil from Canada to the United States.

Recognition of Local Interests in NEPA Decision Making This bill sets forth requirements for determining the venue for judicial review of an agency action under the National Environmental Policy Act of 1969 (NEPA). Specifically, the bill requires a proceeding for judicial review of an agency's compliance with NEPA to be brought in the U.S. district court for a district in which the authorized activity is proposed to be carried out or the U.S. District Court for the District of Columbia.

Abby Honold Act This bill directs the Office on Violence Against Women within the Department of Justice to make competitive grants to law enforcement agencies and victim services organizations to implement evidence-based, trauma-informed approaches in responding to and investigating domestic violence, dating violence, sexual assault, or stalking.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2021 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, and establishes best practices and training requirements. The bill funds state and local grants, including to support the use of body-worn cameras, to implement information sharing systems for disciplinary records of law enforcement officers, and to prohibit officers from engaging in sexual acts under color of the law. Further, it requires state and local governments that receive grants under the Edward Byrne Memorial Justice Assistance Grant program to report information related to use-of-force incidents and the use of no-knock warrants. At the federal level, the bill establishes new criminal offenses related to falsifying police reports and engaging in sexual acts under color of law. The bill directs the Department of Justice to develop training on de-escalation tactics, behavioral health crises, alternatives to the use of force, and the duty to intervene when another officer uses excessive force. Finally, the bill establishes and funds the National Criminal Justice Commission. Among other tasks, the commission must develop best practices for policing tactics and procedures.

Promoting Cross-b order Energy Infrastructure Act This bill establishes a new process for approving the construction and operation of energy infrastructure across an international border of the United States and replaces the existing process established under specified executive orders. Specifically, this bill requires a person to obtain a certificate of crossing before constructing, connecting, operating, or maintaining a border-crossing facility for the import or export of oil, natural gas, or electricity across an international border. A certificate must be obtained from the Federal Energy Regulatory Commission (FERC) for a facility consisting of oil or natural gas pipelines or the Department of Energy (DOE) for an electric transmission facility. As a condition of issuing a certificate, DOE must require that an electric transmission facility be constructed, connected, operated, or maintained consistent with specified policies and standards. FERC and DOE must meet a deadline for issuing a certificate as set forth by this bill. The bill also requires FERC to meet a deadline for approving applications to import or export natural gas to or from Canada or Mexico.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must provide in the case of a child born alive following an abortion or attempted abortion. Specifically, a health care practitioner who is present must (1) exercise the same degree of care as would reasonably be provided to any other child born alive at the same gestational age, and (2) ensure the child is immediately admitted to a hospital. Additionally, a health care practitioner or other employee who has knowledge of a failure to comply with the degree-of-care requirements must immediately report such failure to law enforcement. A health care practitioner who fails to provide the required degree of care, or a health care practitioner or other employee who fails to report such failure, is subject to criminal penalties—a fine, up to five years in prison, or both. An individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive under this bill and allows her to bring a civil action against a health care practitioner or other employee for violations.

Protecting Individuals with Down Syndrome Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

Protecting Our Wealth of Energy Resources Act or the POWER Act This bill requires the President and federal agencies to obtain the approval of Congress before prohibiting or substantially delaying certain new energy or mineral leases or permits on federal lands, including oil and gas leases, coal leases, hard rock leases, or critical minerals leases. In addition, the President and agencies must obtain the approval of Congress before withdrawing certain federal lands from mineral and geothermal leasing activities.

Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.

Protecting Life in Foreign Assistance Act This bill prohibits the use of federal funds for purposes outside the United States related to abortion. Specifically, the bill prohibits funding to certain foreign or domestic organizations that perform or promote abortions, furnish or develop items intended to procure abortions, or provide financial support for an entity that conducts such activities. Current U.S. policy prohibits the provision of federal funds to a foreign nongovernmental organization unless it agrees to not perform or actively promote abortions.

Protecting Life and Integrity in Research Act of 2021 This bill prohibits the Department of Health and Human Services from conducting or supporting any research that involves the use of human fetal tissue from an induced abortion. The bill also prohibits soliciting or acquiring a donation of human fetal tissue from an induced abortion, other than for purposes of an autopsy or burial. The bill applies requirements on the research of transplantation of fetal tissue for therapeutic purposes to research on fetal tissue in general.

Support And Value Expectant Moms and Babies Act of 2021 or the SAVE Moms and Babies Act of 2021 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

Stronger Child Abuse Prevention and Treatment Act This bill reauthorizes through FY2027 and revises the Child Abuse Prevention and Treatment Act and the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to expand services for preventing and treating child abuse. Specifically, the bill establishes requirements concerning collecting and exchanging data about child abuse and neglect. For instance, the bill requires the Department of Health and Human Services (HHS) to (1) establish uniform national standards for tracking and reporting child fatalities and near fatalities resulting from maltreatment, and (2) develop an electronic interstate data exchange system that allows states to share information from their child abuse and neglect registries with other states. In addition, the bill addresses child abuse and neglect related to families impacted by substance use disorders, racial bias in the child protective services system, and child sexual abuse. Finally, the bill requires HHS to examine unregulated custody transfers and make recommendations for preventing, identifying, and responding to such transfers.

National Apprenticeship Act of 2021 This bill provides statutory authority for the registered apprenticeship program within the Department of Labor, provides for related grant programs, and contains related provisions. The bill provides statutory authority for the Office of Apprenticeship (OA) within Labor. The OA's responsibilities include (1) supporting the development of apprenticeship models; (2) recognizing qualified state apprenticeship agencies, and operating apprenticeship offices in states without a recognized agency; (3) providing technical assistance to state agencies; (4) periodically updating requirements for each occupation in the apprenticeship program and determining whether to approve new occupations for the program; (5) promoting greater diversity in the national apprenticeship system; and (6) awarding grants provided under this bill. The bill also establishes in statute the responsibilities of state apprenticeship agencies and offices, including (1) providing technical assistance to stakeholders, (2) resolving complaints, (3) establishing state performance goals, and (4) including in its written plan a description of how its apprenticeship programs align with the skills needs of the state's employers. The OA shall enter into an agreement with the Department of Education to promote the integration and alignment of apprenticeship programs with secondary, postsecondary, and adult education. The OA shall award grants to eligible entities to (1) expand national apprenticeship system programs, including by expanding pre-apprenticeship and youth apprenticeship programs; (2) encourage employer participation; and (3) strengthen alignment between the apprenticeship system and education providers. The bill provides statutory authority for criteria for various programs, including (1) quality standards for apprenticeships, (2) requirements for apprenticeship agreements between a program sponsor and an apprentice, and (3) acceptable uses for grant funds awarded under this bill.

Saving America's Mines Act This bill bars the President, the Department of the Interior, or the Department of Agriculture from declaring a moratorium on or reversing any existing lease, permit, or claim, for the mining and extraction of any critical mineral or common varieties of sand, stone, and gravel on National Forest System or Bureau of Land Management land unless specifically authorized by statute or upon the lessee, permittee, or claimant's failure to comply with any of the provisions of its agreement.

Flood Resiliency and Taxpayer Savings Act of 2021 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.

Protection of Women and Girls in Sports Act of 2021 This bill makes it a violation of federal law for a recipient of federal funds who operates, sponsors, or facilitates athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls. The bill specifies that sex shall be recognized based solely on a person's reproductive biology and genetics at birth.

Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Access Technology Affordability Act of 2021 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2021 and terminates after 2026.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

Managing Predators Act This bill gives states the authority to manage the populations of gray wolves and to determine if the wolves are endangered or threatened species. Specifically, the bill permanently removes the populations of gray wolf in Wisconsin, Michigan, Minnesota, and Wyoming from the federal endangered and threatened species list. In addition, the bill revises requirements for the gray wolf in any state other than Wisconsin, Michigan, Minnesota, and Wyoming. If the population of the gray wolf, as estimated by such state, is at or above a population goal established by the state, then the Department of the Interior may not make a determination that the wolf in such state is an endangered or threatened species.

Rural STEM Education Research Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Hearing Protection Act This bill removes silencers from the definition of firearms for purposes of the National Firearms Act. It also treats persons acquiring or possessing a firearm silencer as meeting any registration and licensing requirements of such Act. The Department of Justice must destroy certain records relating to the registration, transfer, or making of a silencer. The bill also revises the definitions of firearm silencer and firearm muffler under the federal criminal code and includes such items in the 10% excise tax category.

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law generally prohibits the use of federal funds for abortions through language included in appropriations bills, such as the Hyde Amendment. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.

Commitment to American Security Act This bill enacts specified legislation related to law enforcement and national security, including legislation (1) allowing a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms; and (2) containing provisions related to border security, cybersecurity, and transportation security.

Energy Poverty Prevention and Accountability Act This bill addresses energy poverty (i.e., insufficient access to affordable energy) in at-risk communities. An at-risk community is a community that is low-income, minority, rural, elderly, or Native American. The Department of the Interior must submit to Congress a report that (1) identifies barriers to the ability of at-risk communities that live on or near federal land or tribal land to access reliable and affordable energy, including how the presence of adequate energy transmission infrastructure affects such access; and (2) recommends actions that it and the Forest Service may take to reduce such barriers. The Congressional Budget Office must report how a bill or resolution will affect the cost of energy for at-risk communities. The Government Accountability Office must (1) analyze federal energy and environmental laws and regulations, and state renewable portfolio standards, to determine how such laws, regulations, and standards affect electricity prices, home heating prices, gasoline prices, motor vehicle prices, natural gas prices, and household appliance prices in at-risk communities; and (2) develop criteria to determine whether an at-risk community is experiencing energy poverty. The Office of Management and Budget must review each applicable energy regulation to determine if any regulation imposes, relative to the general population, disproportionate costs on at-risk communities.

Rural Broadband Expansion Act of 2020 This bill authorizes a recipient of amounts from the Coronavirus Relief Fund to use such amounts to expand or improve infrastructure in rural areas for the provision of broadband internet access service. The Department of the Treasury makes payments from the Coronavirus Relief Fund to states, tribal governments, and local governments for costs related to COVID-19 (i.e., coronavirus disease 2019).

EIDL Forgiveness Act This bill modifies the loan forgiveness determination for a paycheck protection loan by excluding from such determination any advance amount for an economic injury disaster loan that was made to the recipient in relation to COVID-19 (i.e., coronavirus disease 2019).

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

This bill establishes funding for, expands, and provides additional economic assistance to small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the Small Business Administration is authorized to provide second draw loans of up to $2 million under the Paycheck Protection Program. A recipient shall be eligible for forgiveness of a second draw loan in the same manner as an initial paycheck protection loan. Further the bill modifies the Paycheck Protection Program by, among other things, (1) expanding forgivable expenses, (2) allowing borrowers to select an eight-week period through December 31, 2020, to use their paycheck protection loan, (3) simplifying the forgiveness application for smaller loans, (4) expanding eligibility to certain chambers of commerce and destination marketing organizations, and (5) establishing a specific loan calculation for farmers and ranchers.
