Advancing Emergency Preparedness Through One Health Act of 2019 This bill requires the Department of Health and Human Services and the Department of Agriculture, in coordination with other specified agencies and departments, to develop, publish, and submit to Congress a national One Health Framework for coordinated federal activities under the One Health Program, which encourages collaborative efforts to help better prevent, prepare for, and respond to zoonotic disease outbreaks. The framework must (1) describe existing efforts and contain recommendations for building upon and complementing the activities of federal entities; and (2) establish specified goals, including advancing the scientific understanding of the connections among human, animal, and environmental health.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Impact Aid Infrastructure Act This bill provides $1 billion in funding in FY2021 for impact aid construction grants. The grants provide infrastructure assistance to school districts that have lost property tax revenue due to tax-exempt federal property in the districts or that have increased expenditures due to the enrollment of children residing on Indian lands, military bases, or low-rent housing property, or children who have parents in the uniformed services or employed on federal properties.

Trafficking Survivors Relief Act of 2019 This bill establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion.

Greg LeMond Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Greg LeMond, in recognition of his contributions to the nation as an athlete, activist, role model, and community leader.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

Neighborhood Homes Investment Act This bill establishes a new business-related tax credit to finance home building and rehabilitation in neighborhoods that meet certain eligibility criteria relating to poverty rates, income, and home values. The credit is limited to 35% of the lesser of the qualified development cost (i.e., the cost of construction, substantial rehabilitation, demolition, and environmental remediation of residential properties) or 80% of the national median sale price for new homes. The credit applies to single family homes containing four or fewer residential units, condominiums, or houses or apartments owned by cooperative housing corporations.

Feed Emergency Enhancement During Disasters Act or the FEEDD Act This bill modifies the federal crop insurance program to authorize agricultural producers who harvest second crops as a result of a prevented planting to be eligible for specific crop insurance if certain conditions are met. Specifically, a producer may collect an indemnity that is equal to 100% of the prevented planting guarantee for the acreage of the first crop if (1) the acres planted are in an area with low hay or forage supplies due to widespread excessive moisture, flood, or drought; (2) the second crop will be planted with an intended use of animal feed that is hayed, gazed, or chopped; and (3) the second crop will be donated or used by the producer.

Broadband Data Improvement Act of 2019 This bill requires (1) broadband service providers to fulfill certain reporting requirements, and (2) the Federal Communications Commission (FCC) to establish a challenge process to aid in broadband mapping. Specifically, the bill requires each provider to report certain information regarding the geographic availability of broadband service it provides. The FCC must contract with an entity to provide data submission assistance to a provider that is unable to comply with this reporting requirement. Among other responsibilities, such entity shall provide support for the required challenge process and establish an ongoing data validation and verification process. The FCC is also required to establish a framework for a process whereby information challenging the accuracy of the National Broadband Map may be submitted. Subject to the challenge process and feedback received therefrom, specified federal agencies shall use the National Broadband Map to determine the extent of broadband availability and the areas of the United States that remain unserved.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Animal Freedom from Testing, Experiments, and Research Act of 2019 or the AFTER Act of 2019 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.

Protecting America's First Responders Act This bill revises the Public Safety Officers' Benefits Program. That program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty. Specifically, it revises the payment amount of disability benefits for claims pending more than one year. The amount must be based on the date of the adjudication of such claim rather than the date of the injury. It also increases the interim benefit payment amount and adjusts it based on the Consumer Price Index. Additionally, the payment amount of death benefits must be the greater of (1) the amount payable as of the date of the public safety officer's death, or (2) the amount payable based on the date of the adjudication of the claim. Currently, such amount is based only on the date of death. Next, the bill includes within the definition of firefighter for purposes of benefits an individual whose primary duty during an emergency response is to secure the scene or manage traffic. Further, the bill allows applicants who were denied benefits in the previous three years to reapply for benefits. The Bureau of Justice Assistance of the Department of Justice (DOJ) must use all available investigative tools, including subpoenas, to (1) expedite the processing of a claimant's eligibility for a death, disability, or education benefit; and (2) obtain necessary information from third parties (e.g., public agencies). Finally, DOJ must provide retroactive educational assistance to eligible survivors of public safety officer.

Physical Therapist Workforce and Patient Access Act of 2019 This bill makes the provision of physical therapy services a profession eligible for the National Health Service Corps (NHSC) Loan Repayment Program. The NHSC Loan Repayment Program assists specified health care professionals to repay eligible student loans in exchange for providing services in areas with limited access to health care.

Savanna's Act This bill directs the Department of Justice (DOJ) to review, revise, and develop law enforcement and justice protocols to address missing and murdered Native Americans. The bill requires DOJ to take the following actions: provide training to law enforcement agencies on how to record tribal enrollment for victims in federal databases, develop and implement a strategy to notify the public of the National Missing and Unidentified Persons System, conduct specific outreach to tribes regarding the ability to publicly enter information through the National Missing and Unidentified Persons System or other non-law enforcement sensitive portal, develop regionally appropriate guidelines for response to cases of missing and murdered Native Americans, provide training and technical assistance to tribes and law enforcement agencies for implementation of the developed guidelines, and report statistics on missing and murdered Native Americans. The bill authorizes DOJ to provide grants for the purposes of (1) developing and implementing policies and protocols for law enforcement regarding cases of missing and murdered Native Americans, and (2) compiling and reporting data relating to missing and murdered Native Americans. Federal law enforcement agencies must modify their guidelines to incorporate the guidelines developed by DOJ. The Federal Bureau of Investigation shall include gender in its annual statistics on missing and unidentified persons published on its website.

Adoptee Citizenship Act of 2019 This bill provides for the automatic acquisition of citizenship for certain individuals adopted by a U.S. citizen. A child born outside the United States and adopted by a U.S. citizen shall automatically acquire citizenship upon meeting certain requirements, regardless of when the adoption was finalized. Currently, adoptees who were over the age of 18 on February 27, 2001, do not automatically acquire citizenship. An individual born outside the United States and residing in the United States shall automatically acquire citizenship if the individual (1) was adopted by a citizen before becoming 18 years old, (2) was physically present in the United States in the citizen parent's custody pursuant to lawful admission before becoming 18 years old, (3) never acquired citizenship before this bill's enactment, and (4) was lawfully residing in the United States on this bill's enactment date. An individual born outside the United States and residing outside the United States but who otherwise meets all of the requirements shall automatically acquire citizenship upon being physically present in the United States pursuant to lawful admission. Such an individual shall be subject to a background check. If the background check reveals the individual has committed a crime that was not properly resolved, the individual may not receive a visa unless the Department of Homeland Security and Department of State have coordinated with law enforcement to ensure that action was taken to resolve the issue.

Improving Training for School Food Service Workers Act This bill adds requirements regarding the availability of training that the Department of Agriculture provides under current law for local food service personnel in schools. The training must be scheduled primarily during regular, paid working hours; offered in-person whenever appropriate; and incorporate hands-on training techniques. If the training is scheduled outside of working hours, food service personnel must be informed about the necessity of scheduling the program and compensated for attending the program. Personnel may not be penalized for failing to attend a program outside of working hours.

Resilient Federal Forests Act of 2019 This bill revises provisions regarding certain forest management activities conducted by the Department of Agriculture or the Department of the Interior. The bill establishes categorical exclusions from environmental review for activities such as responding to an infestation or protecting a municipal water supply. For certain forest management activities, including those developed through a collaborative process, an environmental review may compare the impact of the proposed activity only to the impact of taking no action.

Home Health Payment Innovation Act of 2019 This bill makes a series of changes relating to payment and coverage of home health services under Medicare and Medicare Advantage (MA). Specifically, the bill allows the home-confinement requirement (also known as the homebound requirement) for home health services to be waived under Medicare and MA. Currently, as a condition of eligibility for such services, a physician must certify that an individual has difficulty leaving home without assistance (e.g., a wheelchair, special transportation, or help from another person) due to an illness or injury. The bill also alters the payment methodology under the Medicare prospective payment system for home health services, including by eliminating the requirement that such methodology include certain behavioral assumptions regarding the implementation of specified changes to units of payment and case-mix adjustment factors.

Honest Ads Act This bill applies requirements, limitations, and protections regarding political advertising in traditional media to internet or digital political advertising. The bill sets forth special rules for disclosure statements for certain internet or digital ads. Each television or radio station, provider of cable or satellite television, or online platform must ensure that the political advertising it hosts is not directly or indirectly purchased by a foreign national. Online platforms must publish a record of requests to purchase political advertising.

National Strategic and Critical Minerals Production Act This bill addresses the mine permitting process. Under the bill, projects that provide minerals vital to job creation, energy infrastructure, coastal resilience and restoration, American economic competitiveness, and national security must be considered to be infrastructure projects as described in Executive Order 13807, titled Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects and dated August 15, 2017. This order directed federal agencies to ensure that the environmental review and permitting process for infrastructure is coordinated, predictable, and transparent. The bill sets forth general requirements for an existing mineral exploration or mine permit application. The Bureau of Land Management (BLM) or the Forest Service shall appoint a project lead for the mine permitting process to coordinate with other agencies to ensure that the agencies minimize delays, set and adhere to timelines for completion of the permitting process, set clear permitting goals, and track progress against goals. The requirements of the National Environmental Policy Act of 1969 are satisfied if the BLM or the Forest Service determines that the agency issuing the permit will address specified factors, such as environmental impact, alternatives to issuance of the permit, or any irreversible and irretrievable commitment of resources that would be involved in the proposed action. Projects on National Forest System land shall be exempt from regulations that prohibit timber tree cutting and road construction in areas without roads.

Not Invisible Act of 2019 This bill increases the coordination of efforts to reduce violent crime within Indian lands and against Indians. Specifically, the Department of the Interior must designate an official within the Bureau of Indian Affairs to coordinate prevention efforts, grants, and programs related to missing Indians and the murder and human trafficking of Indians. In addition, Interior and the Department of Justice (DOJ) must (1) establish an advisory committee on violent crime within Indian lands and against Indians, and (2) submit a written response to the recommendations developed by the advisory committee. The advisory committee must make recommendations to Interior and DOJ on actions to combat violent crime against Indians and within Indian lands, including strategies for identifying, reporting, and responding to instances of missing persons, murder, and human trafficking; and develop best practices for tribes and law enforcement officials in close proximity to Indian lands to follow, including practices to address any gaps in services for Indian victims.

Full Utilization of the Harbor Maintenance Trust Fund Act This bill provides a discretionary spending limit adjustment for full utilization of the Harbor Maintenance Trust Fund to ensure that funds are used to support navigation and maintain federally authorized harbors. The bill makes certain amounts in the trust fund available, without appropriation, to pay 100% of the eligible operations and maintenance costs of specified portions of the Saint Lawrence Seaway (a system of locks, canals, and channels in Canada and the United States that permits oceangoing vessels to travel from the Atlantic Ocean to the Great Lakes); and up to 100% of the eligible operations and maintenance costs assigned to commercial navigation of all U.S. harbors and inland harbors. The discretionary spending adjustment in a given fiscal year may not exceed the amount within the Harbor Maintenance Trust Fund on the last day of the fiscal year that is two years prior to such fiscal year.

National Sea Grant College Program Amendments Act of 2019 This bill reauthorizes through FY2025 and revises the National Sea Grant College Program, through which the National Oceanic and Atmospheric Administration (NOAA) supports university-based programs that focus on studying, conserving, and effectively using U.S. coastal resources. Among other things, the bill requires NOAA to award Dean John A. Knauss Marine Policy Fellowships. Currently, NOAA has discretion in awarding such fellowships. The fellowships support the placement of graduate students in fields related to ocean, coastal, and Great Lakes resources in positions with the executive and legislative branches. The bill reauthorizes through FY2025 grants for (1) university research on the biology, prevention, and control of aquatic nonnative species; (2) university research on oyster diseases, oyster restoration, and oyster-related human health risks; (3) university research on the biology, prevention, and forecasting of harmful algal blooms; and (4) fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance existing core program funding. The bill authorizes grants for (1) priority issues identified in the National Sea Grant Program's strategic plan, and (2) university research on sustainable aquaculture techniques and technologies.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the "Ghost Army," collectively, in recognition of its service during World War II.

Clarifying the Small Business Runway Extension Ac t This bill addresses the statutory authority of the Small Business Runway Extension Act of 2018. The Small Business Administration (SBA) is subject to the Act's requirements for prescribing size standards for small businesses. The SBA must (1) issue a final rule implementing such Act by December 17, 2019, and (2) implement a transition plan to assist businesses and federal agencies in complying with the Act's requirements. The bill calculates (1) size standards for small businesses providing services on the basis of the annual average gross receipts of the business over a five-year period (currently, at least a five-year period); and (2) the size of other businesses on the basis of data over a five-year period (currently, at least a three-year period). The System for Award Management must be updated to comply with the requirements of this bill.

Small Business Payment for Performance Act of 2019 This bill allows a small business performing a construction contract awarded by a federal agency to request an equitable adjustment if the agency's contracting officer directs a change in the contract's performance without the agreement of the small business. The agency must provide the small business with an interim partial payment to cover additional costs resulting from such a change, and the small business must pay a first tier subcontractor or supplier the portion of the partial payment that is attributable to additional costs incurred due to the change.

Stop for School Buses Act of 2019 This bill addresses safety measures and programs to prevent the illegal passing of school buses. Specifically, the Department of Transportation must conduct a review of existing state laws and programs regarding the illegal passing of school buses; create a nationwide public safety campaign to highlight the importance of illegally passing school buses; review and evaluate the effectiveness of various technologies to enhance school bus safety; review driver education materials in states to determine how the illegal passing of school buses is addressed; and research the connections between the illegal passing of school buses and other safety issues, including distracted driving.

Cabin Air Safety Act of 2019 This bill directs the Federal Aviation Administration (FAA) to implement regulations regarding smoke or fume incidents on commercial aircraft (excluding helicopters). Specifically, the bill requires flight attendants, pilots, aircraft maintenance technicians, airport first responders, and emergency response teams to receive annual training on how to respond to incidents involving smoke or fumes on board commercial aircraft; the FAA to develop a standardized form for reporting incidents involving smoke or fumes; the FAA to conduct an investigation after a report is submitted about incidents of smoke or fumes; and commercial air carriers to install and operate onboard carbon monoxide detectors.

Water Quality Certification Improvement Act of 2019 This bill limits the authority of states with respect to water quality certifications. Specifically, the bill limits the authority of states to review federally permitted activities that may result in discharges into navigable waters.

Keeping Girls in School Act This bill authorizes the U.S. Agency for International Development (USAID) to enter into acquisition, assistance, or financing agreements to address societal, cultural, health, and other barriers that adolescent girls face in accessing quality secondary education. The USAID shall seek to ensure that such activities meet various requirements related to monitoring and evaluating outcomes, collecting data, and adhering to gender-equality promotion policies. The Department of State shall periodically update and report to Congress a publicly available U.S. global strategy to empower adolescent girls. The U.S. Global Strategy to Empower Adolescent Girls, issued in March 2016, may serve as the initial version of the strategy. The USAID shall periodically report to Congress on the activities initiated under this bill and efforts to monitor and evaluate such activities.

Metastatic Breast Cancer Access to Care Act This bill exempts individuals with metastatic breast cancer from certain waiting periods for disability insurance benefits under the Old-Age, Survivors, and Disability Insurance program and related Medicare coverage.

Revitalizing Underdeveloped Rural Areas and Lands Act of 2019 or the RURAL Act of 2019 This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Medicare Advantage Quality Payment Relief Act of 2019 This bill requires the Centers for Medicare & Medicaid Services to disregard the application of certain percentage quality increases when calculating the maximum payment that may be made to a Medicare Advantage organization.

Food Allergy Safety, Treatment, Education, and Research Act of 2019 or the FASTER Act of 2019 This bill directs the Centers for Disease Control and Prevention to expand data collection of information related to food allergies and specific allergens and revises the definition of major allergen to specifically include sesame. The Department of Health and Human Services may designate additional food ingredients as major allergens based on the prevalence and severity of allergic reactions through regulation. The Food and Drug Administration and the National Institutes of Health must report on specified information regarding food allergies.
