Product Liability Insurance Tax Equity Act - Amends the Internal Revenue Code to qualify trusts established for the payment of product liability claims as tax exempt organizations. Allows taxpayers a business income tax deduction for contributions to such trusts only to the extent they exceed the reasonable costs of product liability insurance for the deducting taxpayer.

Amends the Older Americans Act by adding the following title: Title X: Relief for Older Americans Who Own or Rent Their Homes - Directs the Secretary of Health, Education, and Welfare to reimburse the States for real property tax relief programs aimed at elderly households with incomes of $15,000 or less. Provides that the amount of such reimbursement shall be a percentage (determined on the basis of the household income) of the tax relief provided multiplied by the aggregate number of households receiving such relief. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act for fiscal years 1977 through 1979.

Requires the President pro tempore of the Senate and the Speaker of the House of Representatives to install telecommunication devices to enable deaf persons and persons with speech impairments to engage in toll-free communications with Members of Congress. Authorizes appropriations to carry out this Act.

Authorizes the Clerk of the House of Representatives to withhold charitable contributions from the pay of House employees for transmittal to the Combined Federal Campaign, if the employee requests the Clerk to do so.

Amends the Internal Revenue Code to provide the same credit for the elderly to each eligible individual regardless of marital status. Replaces the adjusted gross income limitations for such individuals with a $2,500 earned income limitation for each eligible individual. Eliminates the joint filing requirement for married persons receiving the credit.

Amends Title XVIII (Medicare) of the Social Security Act to extend coverage to include expenses incurred in providing a Papanicolaou test for the diagnosis of uterine cancer, if the individual receiving the test has not had such a test on a routine basis during the preceding six months.

Public Disclosure of Lobbying Act - Requires organizations which expend more than $1,250 per quarter year or which employ at least one or more individuals who spend a specified amount of time engaged in lobbying activities to register with the Comptroller General and to update such registration annually. Requires the identification of any persons retained for lobbying purposes and the source and amounts of income of such organization as a part of such registration. Requires such organization to file quarterly reports concerning such lobbying activities including: (1) listing of total lobbying expenditures including each expenditure over $35 made to or for the benefit of any Federal officer, congressional employee, or Member of Congress; (2) expenditures made for dinners or receptions; and (3) the issue for which lobbying was carried out identified by bill number or agency involved. Requires the Comptroller General to make copies of each registration and report required by this Act available for public inspection and copying. Requires the Comptroller General to render written advisory opinions upon request of any individual or organization with respect to the requirements of this Act. States that anyone who acts in good faith reliance upon such advisory opinion shall be presumed to be in compliance with this Act. Requires the Comptroller General to enforce this Act using informal methods of conference or conciliation or, if necessary, by referring apparent violations to the Attorney General. Sets forth civil and criminal sanctions for violation of this Act. Repeals the Federal Regulation of Lobbying Act.

Mobile Teachers' Retirement Assistance Act - Establishes a Federal-State program to permit teachers to perform out-of- State educational service without loss of retirement benefits for such service. Entitles a qualified State retirement system, which credits a teacher for out-of-State service to Federal aid of 50 percent of the total cost to the system of such out-of-State credit. Specifies the requirements which a State retirement system must meet in order to qualify for Federal aid under this program. Limits the amount of the Federal aid to a State retirement system to an amount providing not more than ten years of out-of-State service credit. Directs the Commissioner of Education to make a grant to each qualified State retirement system of an amount equal to two percent of such system's Federal aid received under this Act for the costs of administration.

Amends the Internal Revenue Code to allow a limited tax credit in an amount of $250 for each individual who is at least 65 years of age before the beginning of the taxable year, whose principal place of abode during the taxable year is the principal residence of the taxpayer, and who is not a lodger with the taxpayer.

Amends rule XI of the Rules of the House of Representatives to prohibit the consideration of any report from the Committee on Rules, relating to the consideration of any bill or resolution, which does not allow for the offering of germane amendments under the five-minute rule. Prohibits the consideration of specified resolutions reported from the Committee on Rules which do not allow for the offering of germane amendments under the five-minute rule.

Amends the Supplemental Appropriations Act, 1972 to require that the fixing or adjustment of any allowance payable out of the House contingency fund for Members, officers, and committees of the House of Representatives be submitted to the entire House for approval by resolution. Repeals certain appropriations made by the Supplemental Appropriations Act, 1972 and the Legislative Branch Appropriation Act, 1977.

Federal Employee Health Sunshine Act - Requires, the Civil Service Commission, in the event a contractor providing group health insurance for Federal employees intends to reduce the benefits provided under its contract, to publish in the Federal Register, 180 days before any such proposed reduction is to take effect, a statement explaining such proposal and giving the time and place of a hearing with respect to such proposal. Directs the Commission to hold such a hearing not later than 120 days before such proposal is scheduled to take effect.

Amends Title XVI of the Social Security Act to prohibit the payment of supplementary security income benefits to an alien unless he is a permanent resident of the United States and has continuously resided therein for at least one year.

Provides that the income tax treatment of certain transportation expenses between the taxpayer's residence and place of work shall be determined without regard to Revenue Ruling 76-453 or any other ruling, regulation or decision reaching the same result.

Veterans Judicial Review - Subjects the decisions of the Administrator of Veterans' Affairs on any question of law or fact under any law administered by the Veterans' Administration providing benefits for veterans and their dependents or survivors to judicial review by a district court in the district where the claimant resides. Substitutes for the present $10 limit on attorney's and agent's fee for claims a requirement that such fees be reasonable.

Cost-of-Living Adjustment Act - Provides, under the Internal Revenue Code, for automatic cost-of-living adjustments, based on the Consumer Price Index, in: (1) the income tax rates; (2) the amount of standard deductions; (3) the amount of personal exemptions; (4) the amount of depreciation deductions; and (5) the adjusted basis for property. Makes cost-of-living adjustments in specified United States savings bonds and certificates and on other obligations of the United States.

Directs that orders of a State court or a court of the District of Columbia relative to the custody of children of divorced or separated parents be given full faith and credit by every other State and the District of Columbia until such issuing court no longer has under the law of the State in which it is located, or declines to exercise, jurisdiction over modifications of such orders.

Housing and Community Development Act - Title I: Community Development Amendments - Amends the Housing and Community Development Act of 1974 to include the alleviation of physical and economic distress through private investment and community revitalization among the objectives of such Act. Defines additional terms including "age of housing" and "extent of growth lag." Authorizes funds to be appropriated for the purpose of making grants to States and units of local governments to help finance community development programs, not to exceed: $3,500,000,000 for fiscal year 1978; $3,650,000,000 for fiscal year 1979; and $3,800,000,000 for fiscal year 1980. Limits amounts of appropriated funds which may be used to aid metropolitan cities, urban counties, and other units of local government within metropolitan areas to meet their hold-harmless needs. Authorizes funds not to exceed $400,000,000, to be appropriated for each of the fiscal years 1978, 1979, and 1980 for the purpose of assisting severely distressed cities that require supplemental grant assistance in order to alleviate excessive deterioration through neighborhood reclamation and community revitalization. Changes specified application and review requirements for such grants. Includes among activities eligible for assistance under this Act: (1) the financing of public or private acquisition for purposes or rehabilitation; and (2) activities carried out by public or private nonprofit entities which are necessary or appropriate to meeting the needs and objectives of approved community development plans. Sets forth the formulae which the Secretary of Housing and Urban Development must follow in order to determine the amount to be allocated to each metropolitan city and urban county and the distribution of remaining funds. Extends, by three years, the period during which funds will be reserved for use by the Secretary to make grants at his discretion. Increases, by one percent, the amount of funds to be reserved from the total amount appropriated for Community Development Programs. Removes the Secretary's authority to guarantee loans for acquisition of property with respect to grants to States and units of local government to help finance Community Development Programs. Authorizes the Secretary to make urban development action grants to severely distressed cities to help alleviate physical and economic deterioration through community revitalization in areas of population out-migration or stagnating or declining tax base. Reserves urban development action grants only to those cities that have demonstrated results in providing housing for persons of low- and moderate-income and in providing equal opportunity in housing and employment for low- and moderate-income persons and members of minority groups. Lists information to be included in applications for such grants, including a description of a concentrated Urban Development Action Program. Directs the Secretary to establish criteria to be followed in selecting cities to be recipients of such grants. Requires annual reviews and audits of grant recipients. Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1979. Authorizes $60,000,000 to be appropriated for fiscal year 1978. Authorizes appropriations for fiscal year 1978 for comprehensive planning under the Housing Act of 1954, of which funds 20 percent shall be made available for planning grants. Title II: Housing Authorizations - Amends the United States Housing Act of 1937 to increase the limit on funds that are authorized to be appropriated for contracts for annual contributions to low-income housing projects in 1977. Sets forth the limitation on funds authorized to be appropriated for the purpose of providing annual contributions for the operation of such projects. Prohibits the Secretary from entering into contracts for specified dwelling units after the enactment of this Act. Makes provisions for the assumption of maintenance responsibilities of existing units. Amends the National Housing Act to increase the maximum mortgage amounts under the Federal Housing Administration's multifamily mortgage insurance programs including the homeownership program. Changes the eligibility requirements for mortgage insurance under the National Housing Act by decreasing downpayment requirements. Permits the Secretary to increase mortgage insurance premiums for cooperative housing projects. Extends additional assistance payments for low-income rental projects which achieve 50 percent occupancy. Permits the Secretary of Housing and Urban Development to insure, on a permanent basis, mortgages and loans with provisions of varying rates of amortization. States that the principal obligation of such mortgages insured may not exceed 97 percent of the appraised value of the property covered by the mortgage. Exempts such insured mortgages from State laws limiting the amount of interest which may be charged. Amends the National Housing Act to increase the allowable maximum mortgage amount and the term of maturity for mortgage credit assistance. Amends the Housing and Community Development Act of 1974 to increase the amount authorized to be appropriated to reimburse the housing loan funds for properties transferred under the urban homesteading program. Amends the National Flood Insurance Act of 1968 to authorize funds, not to exceed $108,000,000 for fiscal year 1978 and such sums as are necessary for each fiscal year thereafter, for flood insurance studies. Amends the Housing and Urban Development Act of 1970 to authorize funds not to exceed $65,000,000 for fiscal year 1978 for specified research and demonstration projects. Increases the limits on amounts of conventional mortgages which may be purchased by the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation pursuant to the National Housing Act. Amends the Housing and Community Development Act of 1974 to prohibit the Secretary from applying new administrative policies in derogation of the rights (including the right of renewal) of an owner under specified leases. Amends the Housing Act of 1959 to direct the Secretary to issue and implement regulations for the efficient coordination of application processing for specified loans for housing for elderly and handicapped families. Amends the National Housing Act to authorize the Secretary to insure mortgages in any community where the Secretary determines among, other things that: (1) temporary adverse economic conditions exist throughout the community as a direct and primary result of outstanding claims to ownership of land in the community by an American Indian tribe, band, or Nation; (2) as a direct result of the community's temporarily impaired economic condition, owner occupants of homes in the community have been involuntarily unemployed or underemployed and have thus incurred substantial reductions in income which significantly impair their ability to continue timely payment of their mortgages; and (3) as a result, widespread mortgage foreclosures and distress sales of homes are likely in the community. Title III: Program Extensions - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following: (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (4) membership in cooperative associations for lower income families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities; and (10) new communities. Extends the authority of the Secretary of Housing and Urban Development to grant flexible interest rates for specified mortgage insurance programs. Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1978. Extends, by one year, the Emergency Home Purchase Assistance Act and the new community program. Title IV: Lending Powers in Federal Savings and Loan Association - Amends the Home Owners' Loan Act of 1933 to extend the lending authority of Federal Savings and Loan Associations for the following: (1) construction loans; (2) single family dwelling loans; (3) property improvement loans; and (4) multifamily dwelling loans. Makes conforming amendments to the Federal Home Loan Bank Act. Title V: National Urban Policy - National Urban Policy and New Community Development Act- Amends the Urban Growth and New Community Development Act of 1970 to change its emphasis from urban "growth" to "development and redevelopment." Makes changes in the contents of the President's national urban policy report. Title VI: Rural Housing - Authorizes appropriations for specified rural housing programs. Amends the Housing Act of 1949 to make changes in the guaranteed housing loan program. Authorizes prepayment of taxes and insurance by Farmers Home Administration borrowers without requiring that such funds are held in escrow. Authorizes the Secretary of Agriculture to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Redefines the term "domestic farm labor" for purposes of farm housing loans and grants to include specified laborers in Puerto Rico and the Virgin Islands. Sets forth eligibility requirements for farm housing assistance for elderly or handicapped persons or families. Extends the program for rural housing loans for elderly and handicapped families to include congregate housing facilities for families who require some supervision and central services. Requires that at least 60 percent of insured rural housing loans shall benefit persons of low income. Authorizes the Farmers Home Administration to undertake rural housing research with any public or private body. Makes it mandatory for the Secretary of Agriculture to provide rural rental assistance.

Alaskan Oil Distribution and Export Plan - Amends the Mineral Leasing Act of 1920 to prohibit exports of domestically produced crude oil transported by pipeline over rights-of-way granted pursuant to such Act. Authorizes exemptions from such prohibition where required for convenience or increased efficiency of transportation.

Allows, as a credit against the income tax, 25 percent of the expenditures paid for the installation of solar heating or cooling equipment in any building owned by the taxpayer and used as his residence. Limits the expenditures claimed by any taxpayer, for any building, to $8,000. Prorates the allowable credit among joint owners and tenant stockholders. Prohibits any increase in the structure's basis to the extent that this credit is claimed. Defines "solar heating and cooling equipment" as equipment meeting the criteria of the Solar Heating and Cooling Demonstration Act, with a useful life of at least three years, and which is originally used by the taxpayer. Allows, as a credit against the income tax, 30 percent of the expenditures paid for insulating the taxpayer's residence. Limits the expenditures claimed during this period to $750 for any individual or building. Prorates the allowable credit among joint owners and tenant stockholders. Prohibits any increase in the basis of such residence to the extent that this credit is taken. Allows an investment tax credit for expenditures paid or incurred for insulation and solar energy equipment installed in structures used for a trade or business or held for the production of income. Extends this investment credit to structures used as lodging facilities. Directs the Secretary of the Treasury to draft additional criteria defining solar energy equipment for the purposes of the investment tax credit. Allows the amortization, over 60 months, of depreciable shale oil conversion, solar geothermal, and waste energy equipment.

District of Columbia Retirement Reform Act - Title I: Financing of Retirement Benefits - Establishes the District of Columbia Retirement Board to exercise exclusive authority to manage and control the funds established by this Title. Details provisions relating to the Board's composition, the election and terms of office of Board members, the procedures to be followed by the Board, and the financing of the Board's operations. Establishes the District of Columbia Policemen and Firemen's Retirement Fund into which shall be deposited: (1) amounts withheld from the salaries of, and deposited by, members of the Metropolitan Police and the Fire Department of the District of Columbia, pursuant to the Policemen and Firemen's Retirement and Disability Act, (2) amounts appropriated to the Fund pursuant to this Act, and (3) amounts made as return on investment of the assets of the Fund. Establishes the District of Columbia Teachers' Retirement Fund into which shall be deposited: (1) amounts withheld from the salaries of, and amounts deposited by, each teacher in the public schools of the District of Columbia for such teachers' retirement account, (2) amounts appropriated to the Fund pursuant to this Act, and (3) amounts made as return on investment of the assets of the Fund. Establishes the District of Columbia Judges' Retirement Fund into which shall be deposited: (1) amounts withheld from the salaries of, and amounts deposited by, judges of the District of Columbia Court of of Appeals and the Superior Court of the District of Columbia, (2) amounts appropriated to the Fund pursuant to this Act, and (3) amounts made as return on investment of the assets of the Fund. Requires that the assets of each Fund established by this Act be kept separate from other moneys, but not necessarily kept separate from one another if the Board determines that commingling of such assets is advisable for investment purposes. Requires the Board to maintain a cash reserve for the Funds sufficient to meet current annuity and disability benefit outlays. Prohibits the investment of assets of the funds in obligations issued or guaranteed in whole or in part by the government of the District of Columbia, the government of the Commonwealth of Virginia, the government of the State of Maryland, or the government of any political subdivision thereof, or in obligations secured by real property in the District of Columbia, Virginia, or Maryland. Directs the Board to engage an enrolled actuary to periodically determine: (1) the amount required to be deposited in each Fund annually in perpetuity in order to meet the cost of annuities and other retirement and disability benefits payable in perpetuity from the Fund less the amount of employee contributions to the Fund; (2) in years before fiscal year 2004, the base level amount required to be deposited in each fund annually in perpetuity to meet the cost of annuities and other retirement and disability benefits payable from the Fund less the amount of employee contributions; and (3) the amount received to meet the obligations of each Fund for the next fiscal year less employee contributions for such period. Sets forth formulae to determine annual Federal amortization payments and annual District of Columbia payments to each Fund. Authorizes the appropriations of specified sums from the revenues of the United States and from amounts in the United States Treasury credited to the District of Columbia for Federal and District of Columbia contributions to each Fund, respectively. Requires each member of the Board to submit detailed annual personal financial disclosure statements to Congress and the D.C. government. Directs the Board to publish annual reports with respect to each retirement program and corresponding Fund to which this Act applies. Requires that each such report include: (1) a financial statement containing a statement of Fund assets and liabilities, a statement of changes in net assets available for benefits under the retirement program, and other specified information; (2) an opinion by an independent public accountant as to whether such financial statement is presented in conformity with generally accepted accounting principles; (3) an actuarial statement containing specified information relating to the Fund and retirement program; (4) information relating to the number of employees covered by the retirement program, persons receiving compensation from the Fund, and specified changes to the Funds' operation; and (5) a report from each insurance company or similar organization from which program benefits are purchased or which guarantees such benefits. Directs the Board to prepare summary retirement programs descriptions to be supplied to each participant in, and beneficiary under, each retirement program to which this Act applies. Requires that annual reports and copies of summary retirement program descriptions, including periodic updates containing material modification, be filed with the Mayor of the District of Columbia, the District of Columbia Council, the Speaker of the House of Representatives, and the President pro tempore of the Senate. Empowers the Mayor, the Council, or either House of Congress to reject any filing upon making specified findings. Suspends Federal contributions to any Fund with respect to which a filing is rejected or no timely filing has been made pending an acceptable filing. Requires that copies of such reports and descriptions be made available for public inspection. Designates the Board and each member of the Board fiduciaries with respect to the Funds. Authorizes the Board to designate one or more persons to exercise fiduciary responsibilities with respect to Funds established by this Act but places with the Board fiduciary responsibility for the oversight of any person so designated. Lists standards and guidelines to be followed by fiduciaries in the discharge of their duties. Specifies circumstances under which a fiduciary shall be liable for a breach of fiduciary duty by another fiduciary. Prohibits a fiduciary from causing the Fund to engage in specified transactions with interested parties or with itself. Deems void any provision in an agreement instrument which purports to relieve a fiduciary of responsibility or liability. Permits the Board, fiduciaries, and groups of retirement program participants to purchase insurance to cover liability or losses arising from a breach of fiduciary duty. Prohibits any person convicted of specified crimes from serving as an administrator, fiduciary, counsel, or employee of, or as a consultant to, and Fund established by this Act within five years of any such conviction or release from imprisonment, unless the Board of Parole of the United States determines that such person's service with the Fund would not be contrary to the purposes of this Act. Requires every fiduciary of a Fund established by this Title and every person who handles its funds to be bonded. Sets forth criminal penalties for violation of fiduciary obligations. Creates civil causes of action for the benefit of specified plaintiffs to enforce the provisions of this Act. Specifies time limits within which civil action grounded on breach of fiduciary duty must be brought. Title II: Changes in Retirement Benefits - Revises the method for determining the salary base period for computation of annuities of participants in the District of Columbia Policemen and Firemen's Retirement Fund. Permits any member or officer of the Metropolitan Police or Fire Department who is on approved leave without pay to serve as a full-time official of an employee organization to have such service credited towards his retirement upon meeting specific requirements. Sets forth separate procedures and standards for members of the Metropolitan Police and the Fire Department with respect to (1) eligibility for voluntary retirement, (2) eligibility for disability retirement, (3) amount of disability annuities, (4) suspension of disability annuities, (5) physical examination of disability annuitants, and (6) amount of survivors annuities. EnTitles any such member who completes five years of service and who is thereafter separated from service other than through disability retirement or voluntary optional retirement to elect to either (1) receive at the time of separation the amount of deductions from such individual's salary deposited in the Fund, or (2) receive an annuity beginning on the first day of the month during which such individual attains age 55 or on the first day of the month after such individual's separation from service, whichever occurs later. Authorizes cost-of-living adjustments in annuities payable from the District of Columbia Policemen and Firemen's Retirement Fund. Permits the Mayor to waive collection of any overpayment to an annuitant if such overpayment is less than $100. Permits the Mayor, in the case of payments due to mental incompetents or minors, to make payment to any person, who in his judgement, is responsible for the care of such claimant. Authorizes cost-of-living adjustments in annuities payable from the District of Columbia Teacher's Retirement Fund and District of Columbia Judges' Retirement Fund. Revises the means for determining eligibility for each such adjustment. Revises the amount of benefits due under a teacher's annuity in the event the named beneficiary of such annuity predeceases the annuitant.

Veterans' Administration Administrative Procedure and Judicial Review Act - Provides that the decisions of the Administrator of Veterans' Affairs on any question of law or fact under any law administered by the Veterans' Administration providing benefits for veterans and their dependents or survivors shall be subject to judicial review. Subjects all rules regulations, orders and any other determination of any kind made by the Administrator of Veterans' Affairs to the provisions of the Administrative Procedure Act. Repeals the requirement that the Administrator determine and pay fees to agents or attorneys in allowed claims for monetary benefits.

Amends the Internal Revenue Code to deny tax-exempt status to certain organizations if such organizations hold farm real property purchased after the date of enactment of this Act and the holding of such property is not substantially related to the charitable or educational purpose which would otherwise make the organizations tax-exempt.

Amends the Export-Import Bank Act of 1945 to require the Board of Directors of the Export-Import Bank to consider the observance of human rights in the extension of loans and guarantees. Directs the Bank to seek an agreement with other government agencies to reduce and eliminate government-supported export financing. Prohibits any loan or guarantee by such bank for certain nuclear exports, without certain reports to Congress. Specifies reporting requirements for nuclear exports. Requires the Secretary of State to report to the appropriate Congressional committees and to the Bank upon a determination by the Secretary that a country has violated (1) the nuclear safeguards of the International Atomic Energy Agency, or (2) a safeguard agreement with the United States concerning civil use of nuclear energy, or (3) that a non-nuclear state has detonated a nuclear explosive device. Prohibits the Bank to approve credit to such country or for any liquid metal fast breeder nuclear reactor or any nuclear fuel processing facility, unless the President determines that such credit approval is in the national interest and reports this determination to Congress. Extends the authority of the Export-Import Bank to September 30, 1978.

Allows any Federal employee or Member of Congress who is a Japanese-American World War II internee to credit, for civil service retirement purposes, the period during which such individual was detained or interned in a camp or similar facility.

Declares that specified persons previously appointed as temporary hearing examiner's under the Supplemental Security Income program of the Social Security Act shall be considered appointed to career-absolute positions as hearing examiners.

District of Columbia Retirement Reform Act - Establishes three retirement funds encompassing: (1) District of Columbia firefighters and police officers; (2) District of Columbia teachers; and (3) District of Columbia judges. Establishes the District of Columbia Retirement Board to manage the retirement funds created by this Act. Details provisions relative to the administration of such funds and revises provisions relating to specified retirement and disability benefits under the retirement programs of such personnel.
