Want Not, Waste Not Act - Directs an executive agency to print copies of its reports for distribution to only those Members of Congress requesting the reports. Directs an agency: (1) at least 60 days before publishing a report, to notify each Member of his or her right to receive the report; and (2) to use the number of requests from Members as a publication guide.

Amends the Consolidated Farm and Rural Development Act to prohibit any Department of Agriculture officer or employee who acts upon or reviews specified agricultural loan applications secured by land from acquiring any interest in such land for five years.

Amends rule XI of the Rules of the House of Representatives to prohibit the expenditure of appropriated funds to defray travel expenses of committee members or employees outside of the United States or its territories or possessions, unless such committee has approved, by recorded vote, a resolution authorizing such travel. Requires that such resolution set forth: (1) a detailed itinerary; (2) the anticipated benefits that could not otherwise be achieved; (3) a certification that the travel cost is the lowest available; and (4) justification for each individual participating in such travel.

Directs the Secretary of Transportation to provide grants to LIFE International to pay up to 75 percent of the costs of retrofitting and operating specified vessels transferred to the organization. Authorizes appropriations to the Maritime Administration for FY 1985 through 1987 for such grants.

Religious Speech Protection Act - Prohibits federally funded public secondary schools which allow non-school-sponsored groups of students to meet from discriminating against any meeting of students on the basis of religious content if: (1) the meeting is voluntary and student initiated; (2) there is no government sponsorship; and (3) no unlawful activity is permitted.

Authorizes the President, on behalf of Congress, to present to Elie Wiesel a gold medal in recognition of his humanitarian efforts and outstanding contributions to world literature and human rights. Authorizes appropriations. Authorizes the Secretary of the Treasury to provide for the public sale of bronze duplicates of such medal.

Food Aid and Export Market Promotion Act - Requires the Commodity Credit Corporation (CCC) to make a specified minimum amount of credit guarantees available to finance export sales of farm commodities. Amends the Agricultural Trade Development and Assistance Act of 1954 to increase the annual authorized appropriations to carry out famine relief programs (title II of such Act). Amends the Agricultural Act of 1949 to authorize the donation of CCC stocks of dairy products and other agricultural commodities for the assistance of needy persons outside the United States. (Current law authorizes the donation only of CCC stocks of dairy products.) Requires that the proceeds of the sale or barter of such dairy products or commodities shall be used exclusively to facilitate providing assistance to such needy people. Requires the CCC to make available a specified minimum amount of financing during FY 1984 and FY 1985 for export sales of breeding animals and for the establishment of facilities in the importing nation for handling agricultural commodities. Amends the Food for Peace Act of 1966 to authorize the CCC to finance or guarantee export sales of agricultural commodities out of CCC and private stocks. Requires that repayment of such financing shall be in dollars with interest at a rate determined by the Secretary of Agriculture. Requires the General Accounting Office, within 120 days of enactment of this Act, to report to Congress on the effectiveness and adequacy of U.S. food aid programs.

National Drug Education Act of 1984 - Directs the Secretary of Education to make grants to States to assist local educational agencies (LEAs) in establishing and improving drug, alcohol, and tobacco education programs for elementary and secondary school students. Directs the Secretary to make such grant payments to States in amounts based on relative numbers of children in average daily attendance in elementary and secondary schools. Authorizes States to reserve up to seven percent of such grant payment for State administration of drug, alcohol, and tobacco education programs. Sets forth requirements for State applications for such grants. Requires State educational agencies (SEAs) to assure that LEAs will retain autonomy and flexibility in planning such programs. Requires SEAs to contribute, in cash, 20 percent of the cost of each program approved by the State. Directs the SEA to allocate grant funds to LEAs on the basis of relative numbers of children in daily attendance in elementary and secondary schools. Directs the SEA, from the amount allocated to an LEA, to pay up to 75 percent of the cost of the approved program. Provides for reallocation of amounts not spent by LEAs within a specified time period. Sets forth requirements for LEA applications for such allocations. Requires an LEA to pay five percent of the total program cost, in cash or in services, equipment, or facilities. Requires LEA planning for cooperation and coordination with Federal, State, and local police departments and agencies. Requires assurances that the LEA program will meet any special needs of low income and minority students. Sets forth provisions for program participation of children from private schools. Sets forth administrative provisions for audits and withholding of program payments to States. Directs the Secretary to report annually to the Congress on activities assisted under this Act. Authorizes appropriations to the Secretary of Education to carry out this Act for FY 1985 through 1987.

Agricultural Efficiency and Equity Act of 1983 - Title I: Acreage Base and Program Yield System - Requires the Secretary of Agriculture to establish farm acreage and crop acreage bases for each program crop based on the preceding five crop years. Permits producer crop acreage base adjustment. Requires program participation in order to receive price support assistance. Sets forth exceptions. Requires the Secretary to provide for a farm program yield for each crop based on the preceding five years. Sets forth related county committee recordkeeping responsibilities. Title II: Price-Support Levels for Program Crops - Amends the Agricultural Act of 1949 to provide: (1) that price supports for peanuts for which marketing quotas have been disapproved shall be 50 percent of parity; and (2) no supports for tobacco for which marketing quotas have been disapproved.

Alamo Commemoration Coin Act - Directs the Secretary of the Treasury to mint and issue half dollar coins with a design emblematic of the 150th anniversary of the battle of the Alamo. Terminates such minting authority on December 31, 1986. Authorizes appropriations.

Declares that it should be U.S. policy to: (1) support the people of Afghanistan in their struggle to be free from foreign domination; (2) provide the Afghans, upon request, with material assistance; and (3) pursue a negotiated settlement of the war in Afghanistan based on the total withdrawal of Soviet troops and the recognition of the right of the Afghans to choose their own destiny.

Small Business Federal Construction Incentive Act of 1984 - Amends the Small Business Act and the Davis-Bacon Act to increase from $2,000 to $1,000,000 the threshold dollar amount subjecting certain contracts with small businesses to the Davis-Bacon Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Amends the Davis-Bacon Act to direct the Small Business Administration, not later than 18 months after the enactment of this Act, to study the impact of the amendments made by this Act and report its findings to the Small Business Committees of the House of Representatives and the Senate. Requires a contractor or subcontractor, in the case of a contract with a small business which does not exceed $1,000,000, to furnish wage statements for each employee at the midpoint and the conclusion of the period covered by the contract.

Electric Consumers Protection Act of 1983 - Amends the Federal Power Act to require the Federal Energy Regulatory Commission to issue a new license to an existing licensee for a hydroelectric project authorized under such Act if the United States does not, upon the expiration of the existing license, exercise its right to take over, maintain, and operate such licensee's project, unless the Commission determines that such licensee's project will not meet the licensing standards under such Act. Provides that if the Commission determines that such licensee's project does not meet such standards, the Commission is authorized to issue a new license to a new licensee which may cover the existing licensee's project provided that the new licensee pays just compensation determined by the Commission and enters into any contracts required under the Federal Power Act. (Under current law, the Commission is authorized to issue a new license to the original licensee or a new license to a new licensee if the United States does not exercise its rights with respect to an expired license.)

Requires the President to submit to Congress, and the Congress to adopt, for FY 1985 and each year thereafter, a "pay as you go" budget which freezes all revenues and outlays at current levels. Requires any future legislative reductions in revenues to be offset by equivalent reductions in outlays and any spending above the outlay baseline to be offset by equivalent increases in revenues or reductions in outlays so that no spending increase results in an increase in the deficit.

Amends the Federal Aviation Act of 1958 to require on board passenger-carrying aircraft: (1) no-smoking sections for each class of service; (2) the prohibition of smoking cigars and pipes; and (3) the prohibition of smoking whenever an aircraft ventilation system is not operating at normal service.

Expresses the sense of Congress that the failure of the Interstate Commerce Commission to regulate rail service in a manner to protect the interests of the public and shippers is not in the best interests of the United States. Directs the Department of Agriculture and the Department of Energy to report jointly to Congress, within 60 days of adoption of this resolution, on the results of studies of the application of existing Federal laws to shippers. Requires the Commission to make such report to Congress within the same time limitation.
