American Critical Mineral Exploration and Innovation Act of 2020 This bill addresses the availability, development, and production of domestic critical minerals, including by providing incentives to increase domestic production of critical minerals that are needed to ensure the economic and national security of the United States.

Protect our Children from COVID-19 Act This bill requires the Department of Health and Human Services (HHS) to study the role of children in transmitting the virus that causes COVID-19 (i.e. coronavirus disease 2019) and disseminate best practices to protect children and adults from the disease in educational settings. HHS must complete these activities by August 1, 2020, and update both the study and best practices quarterly until the end of the COVID-19 public health emergency.

This bill requires the Department of the Treasury to implement a program to provide financing of at least $1 billion for loans related to losses incurred as a result of COVID-19 (i.e., coronavirus disease 2019) to certain community-owned or private businesses that have contractual obligations for making lease, rent, or bond payments for publicly owned sports facilities, museums, and community theaters. Terms for such loans shall include (1) a 15-year term, (2) no requirement to provide collateral or a guaranty, and (3) a maximum loan amount of $25 million. An applicant for such a loan must make a good faith certification that, among other things, (1) the loan request is necessary to support the recipient's ongoing operations; and (2) the recipient will use the loan for purposes directly connected to contracted services, including performances and sporting events.

Registration for Index-Linked Annuities Act This bill requires the Securities and Exchange Commission (SEC) to create a new form for the registration of index linked annuities. The bill defines a registered index linked annuity as an annuity that is deemed a security, that must be registered with the SEC, and that is issued by an insurance company subject to state supervision. Furthermore, the returns of these annuities (1) are based on the performance of a specified index rate or other financial tracking vehicle, (2) are subject to modification by a financial calculation mechanism, and (3) may be subject to a market value adjustment if amounts are withdrawn early.

Meals on Wheels for Kids Act of 2020 This bill requires the Department of Agriculture (USDA) to make available an option to states to provide program meals to children through service institutions that provide off-site consumption. USDA must ensure that off-site consumption is only available to a child if they qualify for free or reduced price lunch and breakfast and present certain conditions, including not being able to travel to congregate feeding sites because of distance or concerns for safety. Additionally, USDA must establish a three-year pilot program to award competitive grants for states to enter into contracts with eligible service institutions to deliver meals during non-school summer months to these children and those who qualify for the summer meals program and live in a rural or hard-to-reach area. USDA must prioritize applications submitted by eligible service institutions (1) from states with high low-income child populations, or high child populations in rural areas or hard-to-reach areas; or (2) that plan to provide educational enrichment opportunities to children who receive meals under the pilot program. USDA must provide for an independent study on the impact of such grants on the reduction of hunger and access to meals for children residing in rural or hard-to-reach areas and low-income areas during summer months.

This bill provides for the uniform treatment under existing COVID-19 (i.e., coronavirus disease 2019) economic aid programs of nationally recognized statistical rating organizations approved by the Securities and Exchange Commission. This allows entities, securities, and other instruments with a credit rating from such an organization to use the rating to qualify for these aid programs. Furthermore, the Government Accountability Office must report on credit rating quality across organizations, their effect on access to capital markets, and the implementation of this bill.

Housing Waiver Flexibility Act of 2020 This bill addresses the administration and funding of certain housing assistance programs in relation to the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The Department of Housing and Urban Development (HUD) may waive requirements or specify alternative requirements related to the use of funds from the Housing Trust Fund and the self-help housing assistance program, except for requirements related to fair housing, nondiscrimination, labor standards, and the environment, if doing so is necessary to respond to the COVID-19 emergency. (The Housing Trust Fund provides grants to states for housing for low-income families, while the self-help housing assistance program provides grants to organizations that facilitate home ownership.) Furthermore, funds previously made available for the Choice Neighborhoods Initiative, a program that supports local efforts to revitalize public and HUD-assisted housing, shall remain available through FY2021. Additionally, the bill invalidates the FY2020 request for applications for funding under the Continuum of Care program, which funds efforts to address homelessness. Instead, HUD shall distribute amounts for FY2020 based on the results of the competition for FY2019.

Landscaping Workforce Act of 2020 This bill establishes that nonimmigrant H-2B visas (temporary nonagricultural workers) issued for landscaping or grounds keeping workers shall not count against the annual cap on such visas. The bill also eliminates an existing statutory exemption to the H-2B annual cap for visas for fish roe processing workers.

COVID-19 Accountability Act This bill authorizes sanctions in relation to the Chinese government's response to the COVID-19 (i.e., coronavirus disease 2019) outbreak. It also increases the research tax credit and imposes requirements related to the acquisition of items for the Strategic National Stockpile. The President shall periodically certify to Congress that the Chinese government (1) is cooperating with efforts related to the COVID-19 outbreak, (2) has prohibited wet markets, and (3) has released and dropped all charges for anyone involved in protests in Hong Kong related to COVID-19. If the President cannot make such a certification, the President may (1) impose sanctions on Chinese government officials, entities owned or controlled by the Chinese government, and individuals affiliated with such entities; or (2) prohibit Chinese nationals from obtaining student visas (i.e., F and M visas) or exchange visitor visas (i.e., J visas). With respect to the research tax credit, the bill increases the alternative simplified credit from 14% to 20% of qualified research expenses above a certain threshold. The Department of Health and Human Services generally may not purchase personal protective equipment, critical medical supplies, or certain fabric products not produced in the United States for the Strategic National Stockpile. However, this restriction shall not apply if (1) there is not a sufficient amount of U.S.-produced items available at U.S. market prices when needed, or (2) the purchase is worth less than $150,000.

Small Business Expense Protection Act of 2020 This bill amends the Coronavirus Aid, Relief, and Economic Security Act to provide that tax deductions for ordinary business expenses and other tax incidents shall not be affected by the exclusion from gross income of amounts related to loan forgiveness received in response to COVID-19 (i.e., coronavirus disease 2019).

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

Coronavirus Public Safety and Economic Recovery Act This bill limits, under certain conditions, a business's liability under federal law for death or disability related to COVID-19 (i.e. coronavirus disease 2019) and promotes alternative dispute resolution mechanisms with respect to such liability. Specifically, the bill establishes the COVID-19 Response Commission to make recommendations to mitigate the spread of the disease. An individual may not sue a business that follows a national or state guideline aligned with these recommendations unless the individual notifies the business of practices that placed the individual at risk of contracting COVID-19 and the business failed to remedy those practices. The Centers for Disease Control and Prevention, in consultation with the commission, must also provide education for state and local governments and businesses on strategies to minimize exposure to COVID-19. In addition, the Judicial Conference of the United States must develop an alternative dispute resolution program to resolve federal COVID-19 liability claims, and the Small Business Administration, when awarding certain general business loans, must give priority to states that enact similar laws to limit liability and promote alternative dispute resolution.

Securing Additional Value for Every Retirement Saver Act or the SAVERS Act This bill increases contribution limits to certain tax-preferred retirement plans in taxable years beginning in 2020 by the lesser of 300% or the compensation of the plan participant that is includible in gross income. For purposes of determining the compensation of plan participants, the bill allows an election to use compensation for 2019 in lieu of 2020.

This concurrent resolution establishes the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus to investigate and report to Congress and the executive branch, including recommendations on the origins and causes of the coronavirus (i.e., the virus that causes COVID-19); certain coronavirus-related policies, decisions, and activities by the government of China; accountability for policies, decisions, and activities related to influencing the World Health Organization's response to the coronavirus outbreak; vulnerabilities in the U.S. domestic and global supply chain to combat a global pandemic due to reliance on Chinese manufacturing; information related to lessons learned from China's handling of the coronavirus; and actions the federal government should take in response to China's handling of the coronavirus.

Helping Emergency Responders Overcome Emergency Situations Act of 2020 or the HEROES Act of 2020 This bill excludes from gross income, for income tax purposes, wages and other income up to $50,000 of qualified first responders for the period beginning on February 15, 2020, and ending on June 15, 2020. A qualified first responder is any individual (1) who is a physician, nurse, pharmacist, law enforcement officer, corrections officer, firefighter, emergency medical technician, or paramedic who provides services in a county with at least one confirmed case of COVID-19 (i.e., coronavirus disease 2019); or (2) who provides services in a licensed medical or care facility located in such county. The Department of the Treasury may extend the exclusion for an additional three-month period beyond June 15, 2020, if Treasury determines that the COVID-19 emergency is likely to be ongoing during the extended period.

This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.

Promoting Infrastructure by Protecting Our Subcontractors and Taxpayers Act This bill revises the transportation infrastructure finance and innovation program to require the Department of Transportation (DOT) to ensure that the design and construction of a project carried out under the program must have appropriate payment and performance security, regardless of whether the obligor is a state, local government, agency or instrumentality of a state or local government, public authority, or private party. DOT may accept such payment and performance security requirements if it makes a written determination that the federal interest is adequately protected.

Immediate Relief for Rural Facilities and Providers Act of 2020 This bill establishes grant programs and other forms of financial assistance for health care providers in response to the national emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes (1) a grant program to provide emergency assistance to critical access hospitals, certain rural hospitals, and providers participating in Medicare; (2) a grant program to provide emergency assistance to health care practices and ambulatory surgery centers for staff salaries; and (3) a loan program to provide low-interest loans to health care practices and ambulatory surgery centers. The bill also temporarily increases reimbursements to rural hospitals under the Medicare swing-bed program. (The program allows rural hospitals to use beds, as needed, for either acute care or skilled nursing facility care.)

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2020 This bill allows a notary public commissioned under state law to remotely notarize electronic records and requires recognition of notarizations performed under the laws of other states. Under the bill, a notary public may remotely notarize electronic records occurring in or affecting interstate commerce if (1) the individual and the notary public are able to electronically communicate by sight and sound simultaneously (i.e., by video chat); (2) the notary verifies the individual's identity and records the notarization; and (3) the notarization complies with other requirements, such as those relating to the attachment of a stamp or seal to the electronic record. Additionally, the bill allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements. The bill also requires U.S. courts and states to recognize notarizations, including remote notarizations of electronic records, that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states.

Protecting Our Elderly Residents Act of 2020 This bill requires the Department of Housing and Urban Development to issue guidance limiting nonemergency and nonresident access to public housing and supportive housing for the elderly to limit the spread of COVID-19 (i.e., coronavirus disease 2019).

PHA Public Health Flexible Funding Act of 2020 This bill allows public housing agencies to use certain federal funding to carry out certain operation and management activities that are designed to prevent or address the spread of infectious diseases, including COVID-19 (i.e., coronavirus disease 2019).

This resolution affirms the House of Representatives' commitment to abide by domestic and international legal obligations to protect refugees and to recognize the importance of the refugee resettlement program as a function of U.S. global leadership. Further, it calls upon the U.S. government to (1) provide funding for refugee protection and resettlement, (2) work with the international community to find solutions to existing conflicts and prevent new conflicts from beginning, and (3) ensure the U.S. refugee resettlement program is equipped to protect and support refugees.

Good Samaritan Health Professionals Act of 2020 This bill extends liability protection for harm caused by acts or omissions by volunteer health care professionals in the course of providing certain health care services during specified public-health or national emergencies or major disasters. However, such liability protection shall not apply if (1) the harm was caused by willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the health care professional provided services under the influence of alcohol or an intoxicating drug.

Touchless Transactions Act of 2020 This bill prohibits an issuer of an electronic fund transfer from requiring an individual's signature for a point-of-sale transfer that is initiated by a swipe, dip, or tap transaction.

Public Service Retirement Fairness Act of 2020 This bill expands the ability of 403(b) retirement plans (i.e., retirement plans designed for certain employees of public schools, nonprofits, and churches) to invest in collective investment trusts, which are groups of pooled investment assets held by a bank or trust company.

Coronavirus Guidance for Financial Institutions Act This bill directs the Federal Reserve Board, the Consumer Financial Protection Bureau, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, and the National Credit Union Administration to report on the effectiveness of the joint release issued by federal and state financial regulators on March 9, 2020, encouraging financial institutions to meet the needs of customers affected by the coronavirus (i.e., the virus that causes COVID-19).

Gig Economy Infrastructure Act This bill temporarily preempts any state law that classifies an individual providing labor or services for remuneration (i.e., an independent contractor) as an employee for purposes of wage-rate and benefit requirements. This preemption ends three years after enactment. The bill also broadens the existing Securities and Exchange Commission registration exemption for the issuance of securities as part of an employee-compensation package. Specifically, the bill applies this exemption to the issuance of securities as compensation for independent contractors. The Government Accountability Office must report on the bill's effects.

Crowdfunding to Combat the Coronavirus Act This bill (1) establishes an award for the successful development of a vaccine for the coronavirus (i.e., the virus that causes COVID-19), and (2) extends specified Securities and Exchange Commission (SEC) registration exemptions to issuers of securities responding to the COVID-19 outbreak. The bill provides appropriations for the purpose of awarding a prize to the creator of a vaccine that (1) reduces the incidence and mortality rate of COVID-19 by more than 50%, and (2) is affordable and widely available to the public. Additionally, an issuer of securities that is developing a coronavirus vaccine, researching or producing medical equipment related to COVID-19, or researching or producing technology related to preventing the spread of COVID-19 may qualify for an exemption from SEC registration requirements regardless of the size of the issuer's offers or sales. Furthermore, these issuers are not subject to joint and several liability for certain claims. The provisions set forth in this bill expire the earlier of (1) the date the prize is awarded, or (2) three years after enactment. The Government Accountability Office must report on the bill's effects.

Relief for Small Businesses Through Micro-Offerings Act of 2020 This bill temporarily exempts certain securities offerings from the registration requirements of the Securities and Exchange Commission (SEC). Specifically, securities offerings are exempt from these registration requirements if (1) the aggregate amount of securities sold to all investors by the issuer is not more than $250,000, (2) the amount sold to any investor by the issuer does not exceed $5,000, and (3) the transaction is conducted through a registered broker or funding portal. This exemption ends three years after the date of enactment. The SEC may by rule prohibit a person from engaging in such an offering if the person is subject to certain bad-actor or statutory disqualifications. The Government Accountability Office must report on the impact of this exemption.

Collegiate Freedom of Association Act 2.0 This bill addresses freedom of association protections for college students in single-sex social organizations. Specifically, the bill prohibits institutions of higher education that participate in federal student-aid programs from taking adverse actions against students who are members or prospective members of single-sex social organizations based solely on the practice of limiting membership to only individuals of one sex; or taking actions that require or coerce members or prospective members of such organizations to waive this prohibition, including as a condition of enrolling in the institution.

1921 Silver Dollar Coin Anniversary Act The Department of the Treasury shall mint and issue $1 coins in recognition of the 100th anniversary of completion of coinage of the Morgan dollar and the 100th anniversary of commencement of coinage of the Peace dollar. Treasury may issue such coins beginning on January 1, 2021.

Modernizing Access to Our Public Land Act This bill directs the Department of the Interior, the Forest Service, and the U.S. Army Corps of Engineers to jointly develop and adopt interagency standards to ensure compatibility and interoperability among federal databases for the collection and dissemination of outdoor recreation data related to federal lands. Interior, the Forest Service, and the Corps of Engineers must digitize and publish geographic information system mapping data that includes federal interests, including easements and rights-of-way, in private land; status information as to whether roads and trails are open or closed; the dates on which roads and trails are seasonally opened and closed; the types of vehicles that are allowed on each segment of roads and trails; the boundaries of areas where hunting or recreational shooting is regulated or closed; and the boundaries of any portion of a body of water that is closed to entry, is closed to watercraft, or has horsepower limitations for watercraft.

Consumer Financial Protection Commission Act This bill removes the Consumer Financial Protection Bureau from the Federal Reserve System, converts the bureau into an independent commission, and modifies its leadership structure. Specifically, the bill eliminates the positions of director and deputy director and establishes a five-person commission appointed by the President and confirmed by the Senate.

Preparing Servicemembers for Success Act This bill requires the Department of Defense (DOD) to establish additional performance measures to evaluate the effectiveness of DOD's Credentialing Opportunities On-Line (COOL) programs in connecting members of the Armed Forces with professional credential programs. Such measures must include the following: (1) the percentage of members, prior to separation, participating in a professional credential program through a COOL program; (2) the percentage of such individuals who go on to complete that professional credential program; and (3) the percentage of those who complete that professional credential program and are employed not later than one year after separation or release from the Armed Forces.

VAlue FAAmily Act This bill provides employees of the Federal Aviation Administration, the Transportation Security Administration (TSA), and the Veterans Health Administration with the same family and medical leave benefits as other federal employees, beginning in FY2021. The bill also specifies that TSA screeners are eligible to receive family and medical leave benefits beginning in FY2021.

Consumer Financial Education and Empowerment Act This bill establishes within the Consumer Financial Protection Bureau a program to award grants to certain nonprofit organizations, state governments, and local governments for financial literacy programs. Programs eligible for grants may include education regarding credit, student loan debt, homeownership, investments, retirement, or starting a business.

Case Backlog and Transparency Act of 2020 This bill amends reporting requirements related to Department of Homeland Security (DHS) efforts to address the backlog in immigration applications. DHS shall publish on its website and submit to Congress quarterly reports about the backlog. These reports shall include an annual report that contains information including (1) an analysis of factors contributing to the backlog, (2) a description of existing and planned policies to address the backlog, (3) state-by-state backlog data, and (4) approval and denial rates for each immigration benefit type. The Government Accountability Office shall publish on its website and submit to Congress reports every two years assessing DHS efforts to address the backlog and to ensure fair and accurate adjudication of immigration benefit applications.

Improving FHA Support for Small Dollar Mortgages Act of 2020 This bill directs the Department of Housing and Urban Development (HUD) to report on barriers to making Federal Housing Administration (FHA) single-family mortgage insurance available for mortgages under $70,000. Specifically, HUD must report on policies, practices, and products used by the FHA and actions that will be taken to remove such barriers.

Guard and Reserve Hazard Duty Pay Equity Act This bill provides hazardous duty incentive pay to members of an Armed Forces reserve component or the National Guard who perform a parachute jump as an essential part of their military duty. Currently, only active duty members are entitled to hazardous duty incentive pay for performing such duties.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2022, through December 31, 2022. All surcharges received by Treasury from the sale of such coins must be paid to Project Legacy in Brooklyn, New York, for the purpose of accomplishing and advancing its mission.
