Puppies Assisting Wounded Servicemembers Act of 2019 or the PAWS Act of 2019 This bill requires the Department of Veterans Affairs (VA) to implement a grant program for the purpose of pairing service dogs with eligible veterans. Organizations that receive grants shall provide veterinary health insurance coverage, hardware, and travel expenses for each service dog and veteran participating in the program. Eligible veterans are those who (1) are enrolled in the VA health care system, (2) have been evaluated and treated for post-traumatic stress disorder (PTSD) but remain diagnosed with PTSD, (3) may benefit from a service dog, and (4) agree to successfully complete training provided by an eligible organization. Veterans are required to see a VA health care provider at least once every six months to determine whether the veteran continues to benefit from a service dog. Eligible organizations are nonprofit organizations that provide service dogs to veterans with PTSD, meet publicly available standards set forth by the Association of Service Dog Providers for Military Veterans, have expertise in the needs of veterans with PTSD, agree to cover all costs in excess of the grant amount to guarantee the benefits of the program, agree to reaccept or replace a service dog provided to a veteran, and submit an application to the VA. Any improvement in PTSD symptoms as a result of the provision of a service dog shall not affect the veteran's eligibility for any other VA benefits. The Government Accountability Office must report on the grant program.

Improving Seniors' Timely Access to Care Act of 2019 This bill establishes several prohibitions, requirements, and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, the bill prohibits MA plans from instituting additional prior authorization requirements for surgeries (including related items) that are furnished to a patient during other surgeries for which prior authorization was not required or was already received. Additionally, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Collegiate Freedom of Association Act This bill addresses freedom of association protections for college students. Specifically, this bill gives students (or groups of students) enrolled at institutions of higher education (IHEs) the right to form or join social organizations, including single-sex social organizations. In addition, the bill prohibits IHEs that participate in federal student aid programs from taking actions that require or coerce students or social organizations to waive their rights; taking adverse actions against students who are members of single-sex social organizations, or against single-sex social organizations, based solely on the membership practice of limiting membership to only individuals of one sex; or placing recruitment restrictions on single-sex social organizations, which are not imposed upon other student organizations, without the written agreement of the organizations.

Performing Artist Tax Parity Act of 2019 This bill amends the Internal Revenue Code, with respect to the above-the-line deduction of expenses of performing artist employees, to increase to $100,000 ($200,000 for joint returns) the adjusted gross income limitation for calculating the phaseout of the deduction. The increased amount is adjusted for inflation for taxable years beginning after 2019.

Partnership Fund for Peace Act of 2019 This bill requires the U.S. Agency for International Development (USAID) to establish the Partnership Fund for Peace for promoting economic development in Palestine and reconciliation between Israelis and Palestinians. Specifically, the bill directs the USAID to establish this fund to finance (1) small and medium-sized Palestinian entrepreneurs and companies in order to promote the private sector and create jobs in Palestinian territories, and (2) people-to-people peacebuilding programs that support reconciliation between Palestinians and Israelis. An economic partnership, entrepreneur, or company requesting support from the fund must include a Palestinian entrepreneur or company as a partner. A people-to-people partnership requesting support from the fund must include a nonprofit organization that brings Palestinians and Israelis together for reconciliation or nonprofit organizations that further reconciliation between Arab and Jewish citizens of Israel.

Woman on the Twenty Act This bill requires that all $20 Federal Reserve notes printed after December 31, 2022, prominently feature a portrait of Harriet Tubman on their front face. The bill also instructs the Department of the Treasury to release to the public by December 31, 2020, the preliminary design of the $20 Federal Reserve note that shall prominently feature a portrait of Harriet Tubman.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Securing American Science and Technology Act of 2019 This bill establishes a working group and a roundtable related to the security of science and technology. The bill directs the National Science and Technology Council to establish an interagency working group to coordinate activities to protect federally funded research and development from foreign interference, cyberattacks, theft, or espionage and to identify and track threats. The National Science Foundation, the Department of Energy, and the Department of Defense shall enter into an agreement with the National Academies of Science, Engineering, and Medicine to create a new National Science, Technology, and Security Roundtable.

Maya Angelou Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal in commemoration of Maya Angelou in recognition of her achievements and contributions to American culture and the civil rights movement. The medal shall be given to the Smithsonian Institution and will be available for display and research and can be loaned, as appropriate, for display elsewhere.

Better Energy Storage Technology Act or the BEST Act This bill addresses grid-scale energy storage systems. The bill requires the Department of Energy (DOE) to establish within its Office of Electricity a research, development, and demonstration program for grid-scale energy storage systems. DOE must enter into agreements to carry out not more than five demonstration projects and develop a 10-year strategic plan and cost targets for grid-scale energy storage systems.

Sgt. Brandon Ketchum Never Again Act This bill requires the Department of Veterans Affairs (VA) to furnish inpatient psychiatric care upon request by a covered veteran at (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability. A covered veteran is a veteran who is enrolled in the VA health care system and is entitled to inpatient psychiatric care.

Aviation Incentive Pay Parity Act This bill revises the authority for payment of aviation incentive pay to reserve component officers. It permits the amount of such pay to be equal to that of an officer in the regular component of the particular uniformed service.

Accelerating Defense Innovation Act of 2019 This bill establishes a pilot program within the Department of Defense (DOD) to grant money to certain small businesses and modifies provisions related to DOD funding of small businesses through Small Business Administration programs. Specifically, the bill creates the Domestic Investment Pilot Program, which allows DOD and service acquisition executives for each military department to make a Small Business Innovation Research (SBIR) program award to small businesses that are majority-owned by multiple domestic venture investors. However, no more than 15% of DOD SBIR funds may be awarded to such small businesses. In addition, the bill doubles funding for the Defense Research and Development Rapid Innovation Program, which is a competitive, merit-based program designed to accelerate the deployment of technologies developed through SBIR projects. The bill also allows DOD to award Small Business Technology Transfer (STTR) program funds to accelerate the creation of small businesses and the commercialization of research innovations. Further, the bill authorizes discretionary technical and business assistance through the SBIR and STTR programs for the purpose of aiding small businesses with cybersecurity decision-making, problem-solving, and development and commercialization of new products and processes. Lastly, DOD, in consultation with the military departments, must establish at least three joint reserve detachments at locations of the Defense Innovation Unit to (1) support engagement and collaboration with commercial innovation hubs, and (2) accelerate the transition and adoption of commercial technologies for national security purposes.

Stopping Harmful Image Exploitation and Limiting Distribution Act of 2019 or the SHIELD Act of 2019 This bill establishes a new criminal offense related to the distribution of intimate visual depictions. Specifically, it makes it a crime to knowingly distribute (or intentionally threaten to distribute) an intimate visual depiction of an individual (1) with knowledge of or reckless disregard for the individual's lack of consent and reasonable expectation of privacy, and (2) without a reasonable belief that distributing the depiction touches a matter of public concern. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.

This resolution condemns the attacks on hospitals, medical personnel, and emergency responders by Syria and Russia and calls on all parties to (1) end the attacks on medical facilities; (2) cease targeting medical workers; and (3) allow unhindered medical assistance, humanitarian assistance, and medical evacuation of urgent cases to besieged areas. Additionally, the resolution calls on the Department of State to work with the international community to conduct full, prompt, impartial, and effective investigations of violations of international humanitarian law related to attacks on medical personnel and facilities.

Historic Tax Credit Growth and Opportunity Act of 2019 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit to 30% for smaller projects (rehabilitation expenditures not exceeding $3.75 million) and caps the credit for such projects at $750,000 for all taxable years. The bill also allows taxpayers to transfer all or a portion of the credits that are allowable for smaller projects. The bill expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to the eligibility of tax-exempt use property for the credit.

Afghan Allies Protection Act of 2019 This bill provides for 4,000 additional special immigrant visas to qualified nationals of Afghanistan who were employed by or on behalf of the United States since October 7, 2001. The visa allotment, in addition to any unused allocations of such special immigrant visas from FY2015 through FY2017, shall be available beginning FY2019, and unused visas shall carry over to subsequent fiscal years until exhausted. The Department of State Inspector General shall report to Congress on obstacles to protecting Afghan and Iraqi allies through special immigrant visa programs and recommendations for improving future programs.

Training the Next Generation of Primary Care Doctors Act of 2019 This bill alters funding provisions, and establishes additional reporting requirements, relating to the Teaching Health Center Graduate Medical Education Program, which is administered by the Health Resources and Services Administration (HRSA). The program supports training for primary-care-physician and dental residents at community-based clinics. The bill (1) establishes certain parameters for payments to approved and newly approved graduate medical-residency training programs, and (2) requires HRSA to publish a report regarding new and expanded programs.

Investing in Our Communities Act This bill amends the Internal Revenue Code, with respect to the requirements for tax-exempt bonds, to reinstate the exclusion from gross income for interest on certain bonds issued to advance refund another bond. The exclusion was repealed for bonds issued after 2017. (A refunding bond is a bond used to pay principal, interest, or the redemption price on a prior bond issue. An advance refunding bond is issued more than 90 days before the redemption of the refunded bond.)

Huntington's Disease Parity Act of 2019 This bill waives, for individuals diagnosed with Huntington's Disease, the 24-month waiting period for Medicare coverage. Current law generally applies this waiting period to individuals deemed eligible for Old-Age, Survivors, and Disability Insurance benefits.

Adoptee Citizenship Act of 2019 This bill provides for the automatic acquisition of citizenship for certain individuals adopted by a U.S. citizen. A child born outside the United States and adopted by a U.S. citizen shall automatically acquire citizenship upon meeting certain requirements, regardless of when the adoption was finalized. Currently, adoptees who were over the age of 18 on February 27, 2001, do not automatically acquire citizenship. An individual born outside the United States and residing in the United States shall automatically acquire citizenship if the individual (1) was adopted by a citizen before becoming 18 years old, (2) was physically present in the United States in the citizen parent's custody pursuant to lawful admission before becoming 18 years old, (3) never acquired citizenship before this bill's enactment, and (4) was lawfully residing in the United States on this bill's enactment date. An individual born outside the United States and residing outside the United States but who otherwise meets all of the requirements shall automatically acquire citizenship upon being physically present in the United States pursuant to lawful admission. Such an individual shall be subject to a background check. If the background check reveals the individual has committed a crime that was not properly resolved, the individual may not receive a visa unless the Department of Homeland Security and Department of State have coordinated with law enforcement to ensure that action was taken to resolve the issue.

Lowering Prescription Drug Costs and Extending Community Health Centers and Other Public Health Priorities Act This bill addresses prescription drugs and extends several health care, research, and workforce programs. Currently, a generic drug manufacturer is awarded 180 days of exclusivity on the market if it is the first applicant to file an application with the Food and Drug Administration (FDA), and the exclusivity period begins upon the first applicant's commercial marketing. The bill authorizes the FDA to approve a subsequent generic drug application prior to the first applicant's first date of commercial marketing if certain conditions are met. The bill prohibits a brand-name, generic, or biosimilar drug manufacturer from entering into certain agreements to resolve or settle a patent infringement claim in connection with the sale of a drug or biological product. Such an agreement, with specified exclusions, is a violation of the bill if the filer of the subsequent generic application receives something of value and agrees to limit or forego research, development, manufacturing, marketing, or sales of the generic drug or biological product. The developer of a drug or biological product, such as a generic or biosimilar version of a drug, may bring a civil action against the license holder of an approved drug if the holder has declined to make available sufficient quantities of the approved drug for the developer's testing. The bill also extends several health care, research, and workforce programs, including the National Health Service Corps, through FY2020.

Broadband Conduit Deployment Act of 2019 This bill directs the Department of Transportation to issue a notification and requirement to states that each state is required to evaluate the need for broadband conduit as part of any project. to construct a new highway or to construct an additional lane or paved shoulder for an existing highway that is commenced after the enactment of this bill and that receives funding under the federal-aid highway program.

Military Spouses Employment Act This bill expands the work opportunity tax credit to include the hiring of a qualified military spouse. (The credit permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A "qualified military spouse" is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces who is serving on a period of extended active duty (in excess of 90 days or for an indefinite period) which includes the hiring date.

Home Health Payment Innovation Act of 2019 This bill makes a series of changes relating to payment and coverage of home health services under Medicare and Medicare Advantage (MA). Specifically, the bill allows the home-confinement requirement (also known as the homebound requirement) for home health services to be waived under Medicare and MA. Currently, as a condition of eligibility for such services, a physician must certify that an individual has difficulty leaving home without assistance (e.g., a wheelchair, special transportation, or help from another person) due to an illness or injury. The bill also alters the payment methodology under the Medicare prospective payment system for home health services, including by eliminating the requirement that such methodology include certain behavioral assumptions regarding the implementation of specified changes to units of payment and case-mix adjustment factors.

National Strategic and Critical Minerals Production Act This bill addresses the mine permitting process. Under the bill, projects that provide minerals vital to job creation, energy infrastructure, coastal resilience and restoration, American economic competitiveness, and national security must be considered to be infrastructure projects as described in Executive Order 13807, titled Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects and dated August 15, 2017. This order directed federal agencies to ensure that the environmental review and permitting process for infrastructure is coordinated, predictable, and transparent. The bill sets forth general requirements for an existing mineral exploration or mine permit application. The Bureau of Land Management (BLM) or the Forest Service shall appoint a project lead for the mine permitting process to coordinate with other agencies to ensure that the agencies minimize delays, set and adhere to timelines for completion of the permitting process, set clear permitting goals, and track progress against goals. The requirements of the National Environmental Policy Act of 1969 are satisfied if the BLM or the Forest Service determines that the agency issuing the permit will address specified factors, such as environmental impact, alternatives to issuance of the permit, or any irreversible and irretrievable commitment of resources that would be involved in the proposed action. Projects on National Forest System land shall be exempt from regulations that prohibit timber tree cutting and road construction in areas without roads.

Coordinating Oversight, Upgrading and Innovating Technology, and Examiner Reform Act of 2019 or the COUNTER Act of 2019 This bill generally revises requirements related to anti-money-laundering and counter-terrorism-financing laws. Among other things, the bill establishes new offices within financial regulatory agencies related to privacy and civil liberties; creates programs within the Department of the Treasury to enable foreign and domestic outreach regarding these laws; allows for increased information sharing between law enforcement, financial institutions, and financial regulators; and revises whistleblower incentives related to actions brought by the Financial Crimes Enforcement Network (FinCEN). The bill also increases penalties for violations of anti-money-laundering and counter-terrorism-financing laws, requires antiquities and art dealers to comply with these laws, and requires the reporting of beneficial ownership information to FinCEN in certain commercial real estate transactions.

Securing American Nonprofit Organizations Against Terrorism Act of 2019 This bill establishes in the Department of Homeland Security a Nonprofit Security Grant Program, under which the Federal Emergency Management Agency (FEMA) shall make grants to eligible nonprofit organizations (tax-exempt organizations and those determined to be at risk of a terrorist attack) for target hardening and other security enhancements to protect against terrorist attacks.

Newborn Screening Saves Lives Reauthorization Act of 2019 This bill reauthorizes through FY2024 and revises several programs and activities relating to newborn screening for genetic diseases. Among other things, the bill reauthorizes, and makes mandatory rather than discretionary, the Hunter Kelly Research Program at the National Institutes of Health as well as national surveillance activities conducted by the Centers for Disease Control and Prevention.

Stronger Child Abuse Prevention and Treatment Act This bill reauthorizes through FY2025 and revises the Child Abuse Prevention and Treatment Act and the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to expand services for preventing and treating child abuse. Specifically, the bill establishes requirements concerning collecting and exchanging data about child abuse and neglect. For instance, the bill requires the Department of Health and Human Services (HHS) to (1) establish uniform national standards for tracking and reporting child fatalities and near-fatalities resulting from maltreatment, and (2) develop an electronic interstate data exchange system that allows states to share information from their child abuse and neglect registries with other states. In addition, the bill addresses child abuse and neglect related to families impacted by substance use disorders, racial bias in the child protective services system, and child sexual abuse. Finally, the bill requires HHS to examine unregulated custody transfers and make recommendations for preventing, identifying, and responding to such transfers.

Addressing Care Timelines for Veterans Act or the ACT for Veterans Act This bill modifies the Veterans Community Care Program to extend the authorization period for emergency treatment in non-Department of Veterans Affairs (VA) medical facilities. Specifically, the bill requires the VA to deem as authorized emergency care or services provided by a non-VA health care provider to a covered veteran if such veteran applies for authorization within 96 hours (currently 72 hours under VA regulations) of admission for care. Covered veterans are those who are enrolled in the VA health care system or those who are not enrolled but are eligible for care due to a service-connected disability.

The Reforming and Expanding Access to Treatment Act or the TREAT Act This bill allows federal payment for qualified substance use disorder services furnished to inmates in public institutions under state Medicaid programs. "Qualified substance use disorder services" include medication or behavioral treatment administered to eliminate, mitigate, treat, or cure an individual's substance abuse disorder or use or abuse of drugs. The Substance Abuse and Mental Health Services Administration shall not establish, maintain, or implement any policy that restricts its statutorily authorized provision or support of substance abuse treatment for incarcerated individuals.

Accelerating Veterans Recovery Outdoors Act This bill requires the Department of Veterans Affairs to establish the Task Force on Outdoor Recreation for Veterans to report on and make recommendations regarding the use of public lands or other outdoor spaces for medical treatment and therapy for veterans.

Copyright Alternative in Small-Claims Enforcement Act of 2019 or the CASE Act of 2019 This bill creates the Copyright Claims Board, a body within the U.S. Copyright Office, to decide copyright disputes. Damages awarded by the board are capped at $30,000. Participation in board proceedings is voluntary with an opt-out procedure for defendants, and parties may choose instead to have a dispute heard in court. If the parties agree to have their dispute heard by the board, they shall forego the right to be heard before a court and the right to a jury trial. Board proceedings shall have no effect on class actions. The board shall be authorized to hear copyright infringement claims, actions for a declaration of noninfringement, claims that a party knowingly sent false takedown notices, and related counterclaims. The bill provides for various procedures, including with respect to requests for information from the other party and requests for the board to reconsider a decision. The board may issue monetary awards based on actual or statutory damages. The parties shall bear their own attorneys' fees and costs except where there is bad faith misconduct. A board's final determination precludes relitigating the claims in court or at the board. Parties may challenge a board decision in federal district court only if (1) the decision was a result of fraud, corruption, or other misconduct; (2) the board exceeded its authority or failed to render a final determination; or (3) in a default ruling or failure to prosecute, the default or failure was excusable.

This bill expands eligibility for the Department of Housing and Urban Development (HUD) Veterans Affairs-Supported Housing (VASH) rental voucher assistance to homeless veterans honorably discharged or released from active military, naval, or air service regardless of length of service. According to federal regulations, HUD was granted authority in the Consolidated Appropriations Act, 2008 to waive or provide an alternative for the current requirement that HUD-VASH assistance be targeted to homeless veterans who have chronic mental illnesses or chronic substance-use disorders.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

Muslim Brotherhood Terrorist Designation Act of 2019 This bill requires the Department of State to report to Congress within 60 days indicating (1) whether the Muslim Brotherhood meets the criteria for designation as a foreign terrorist organization; and (2) if not, which criteria have not been met.

Improving Rural Access to Power Act of 2019 This bill authorizes Federal Home Loan Banks to purchase certain securities from cooperatives that (1) have certain investment experience involving the Rural Utilities Service, and (2) have received financing from the Federal Financing Bank.

Supporting and Treating Officers In Crisis Act of 2019 This bill reauthorizes for FY2020-FY2024 and revises Department of Justice grants to provide family support services to law enforcement personnel. Among other changes, the bill allows grants to support additional services such as suicide prevention and mental health programs.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the "Ghost Army," collectively, in recognition of its service during World War II.
