Making the Education of Nurses Dependable for Schools Act or the MEND Act - Requires the Secretary of Health and Human Services (HHS), for any reimbursements to providers under title XVIII (Medicare) of the Social Security Act for the costs of nursing and allied health education activities, to apply the regulation establishing the payment methodology for such reimbursements by treating a provider as meeting the requirements: for consideration as operating an approved nursing or allied health education program if the provider or a wholly owned subsidiary educational institution singly or collectively meets all such requirements; and for payment for certain nonprovider-operated programs at wholly owned subsidiary educational institutions if the provider meets all such requirements except that the transfer of a nursing or allied health education program to that wholly owned subsidiary educational institution to meet accreditation standards occurred after October 1, 2003. Defines "wholly owned subsidiary educational institution" as one that: (1) is organized as a legal entity distinct from the provider, (2) has the provider as its sole owner or sole member, and (3) is organized in the same state in which the provider is organized or registered to do business.

Civil Asset Forfeiture Reform Act of 2014 - Amends the federal criminal code to require the government to include in any notice required to be sent in a nonjudicial civil forfeiture proceeding under a civil forfeiture statute that the person receiving the notice may be able to obtain free or reduced rate legal representation. Requires the government, in a suit or action brought under any civil forfeiture statute for the civil forfeiture of property, to prove that the property is subject to forfeiture by clear and convincing evidence (currently, by a preponderance of the evidence). Provides that where a prima facie case is made for an innocent owner defense, the government has the burden of proving that the claimant knew or reasonably should have known that the property was involved in the illegal conduct giving rise to the forfeiture (currently, the claimant has the burden of proving that the claimant is an innocent owner). Places the burden on the government to show that the property owner should have had knowledge of the criminal activity by demonstrating that the property owner did not: (1) give timely notice to law enforcement of information that led the person to know the conduct giving rise to a forfeiture occurred; and (2) in a timely fashion, revoke or attempt to revoke permission for those engaging in such conduct to use the property or take reasonable actions in consultation with law enforcement to discourage or prevent the illegal use of the property. Directs the court, in determining whether the forfeiture was constitutionally excessive, to consider such factors as the seriousness of the offense, the extent of the nexus of the property to the offense, the range of sentences available for the offense giving rise to forfeiture, the fair market value of the property, and the hardship to the property owner and dependents (currently, the court is required to compare the forfeiture to the gravity of the offense giving rise to the forfeiture). Requires the Attorney General to: (1) specify, in the annual report on the Department of Justice Assets Forfeiture Fund, deposits from each type of forfeiture, identifying which funds were obtained from criminal forfeitures and which were obtained from civil forfeitures; and (2) assure that any equitable sharing between the Department of Justice (DOJ) and a local or state law enforcement agency was not initiated for the purpose of circumventing any state law that prohibits civil forfeiture or limits use or disposition of property obtained via civil forfeiture by state or local agencies.

Dwight D. Eisenhower Memorial Commission Reform Act - Modifies the membership of the Dwight D. Eisenhower Memorial Commission. Requires each appointment to the Commission to be made in consultation with the Eisenhower Foundation, a public foundation located in Abilene, Kansas. Terminates the membership of the present Commission on the date of enactment of this Act.

Muslim Brotherhood Terrorist Designation Act of 2014 - Expresses the sense of Congress that: (1) the Muslim Brotherhood has met the criteria for designation as a foreign terrorist organization, and (2) the Secretary of State should so designate it. Requires the Secretary to report to Congress the reasons why if he does not designate the Muslim Brotherhood as a foreign terrorist organization within 60 days. Directs the President to subject to sanctions any person in the United States or subject to U.S. jurisdiction who knowingly provides material support or resources to the Muslim Brotherhood or its affiliates, associated groups, or agents. Prohibits the Secretary from issuing any visa to, and directs the Secretary of Homeland Security (DHS) to deny U.S. entry to, any member or representative of the Muslim Brotherhood or its affiliates, associated groups, or agents. Requires any U.S. financial institution that knowingly has possession of or control over funds in which the Muslim Brotherhood or its affiliates, associated groups, or agents have an interest to: (1) retain possession of or control over the funds, and (2) report the funds to the Office of Foreign Assets Control of the Department of the Treasury.

Personal Information Notification Act - Requires the Director of the Office of Management and Budget (OMB) to establish and oversee policies and procedures that require a federal agency to send a written notification to any individual whose personally identifying information has been accessed by a private entity, not later than 30 days after such information was accessed. Permits the Director to obtain the information necessary for contacting such individual from sources including a driver's license and voter information, but not from the Internal Revenue Service (IRS) or the National Security Agency (NSA).

Ukraine Security Assistance Act of 2014 - Authorizes the the President to provide Ukraine with specified defense articles, services, and training. Directs the Secretary of Defense (DOD) to conduct or complete an ongoing assessment of the capabilities and needs of Ukraine's armed forces, and provide it to Congress. Expresses the sense of Congress that the President should: provide Ukraine with appropriate intelligence and other information to determine the location, strength, and capabilities of the military and intelligence forces of the Russian Federation located on Ukraine's eastern border and within its territorial borders, including Crimea; take steps to ensure that such intelligence information is protected from further disclosure; and report to Congress detailing such disclosure. States that during the period in which Ukraine meets specified democratic government and security cooperation criteria it shall be treated as a major non-North Atlantic Treaty Organization (NATO) ally. Directs the President to increase: (1) military-to-military interactions of the U.S. Armed Forces with the armed forces of Ukraine, and (2) U.S. and NATO security assistance to Ukraine. Directs the Secretary of State to seek to enter into negotiations with Ukraine to establish new, or strengthen existing, bilateral and multilateral defense cooperation agreements, including agreements related to cyber defense cooperation.

Recognizes, supports, and defends the constitutional authority of the governors of Texas, New Mexico, Arizona, and California to deploy units of the National Guard to secure the international border of the United States within their states. Urges such governors to immediately deploy units of the National Guard to: (1) gain effective control of the southern border of the United States, and (2) prevent anyone without legal immigration status from entering the United States. Declares a commitment to appropriating the necessary monies to effectively support any such deployments.

Condemns the use of innocent civilians as human shields, including Hamas's use of this illegal tactic. Calls on: (1) the international community to recognize Hamas's grave breaches of international law by using human shields, and (2) Mahmoud Abbas to condemn the use of innocent civilians as human shields. Places responsibility for launching the rocket attacks on Hamas and other terrorist organizations, such as Islamic Jihad, in Gaza. Supports Israel's sovereign right to defend its territory and stop the rocket attacks on its citizens. Expresses condolences to the families of the innocent victims on both sides of the conflict. Supports Palestinian civilians who reject Hamas and all forms of terrorism and who desire to live in peace with their Israeli neighbors.

Expedited Family Reunification Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to provide that any unaccompanied alien child (UAC) who has not been a victim of a severe form of trafficking in persons or does not have a credible fear of persecution on returning to his or her country of nationality or of last habitual residence shall be: (1) placed in removal proceedings, (2) eligible for voluntary departure at no cost to the child, and (3) provided with access to counsel. (Currently such expedited removal requirements apply to unaccompanied children from countries that are contiguous to the United States.) Directs the Secretary of State to negotiate agreements, in addition to countries contiguous to the United States, between the United States and Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and any other appropriate country regarding the repatriation of children. Applies the requirements of this Act to any UAC apprehended on or after June 15, 2012.

American Space Technology for Exploring Resource Opportunities In Deep Space Act or the ASTEROIDS Act - Directs the President through the National Aeronautics and Space Administration (NASA), the Federal Aviation Administration (FAA), and other appropriate federal agencies to facilitate the commercial exploration and utilization of asteroid resources to meet national needs; discourage government barriers to the development of economically viable, safe, and stable industries for the exploration and utilization of asteroid resources in outer space in manners consistent with the existing international obligations of the United States; promote the right of U.S. commercial entities to explore and utilize resources from asteroids in outer space, in accordance with such obligations, free from harmful interference, and to transfer or sell such resources; and develop the frameworks necessary to meet the international obligations of the United States.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Condemns the kidnapping and murder of Naftali Frenkel, Gilad Shaer, and Eyal Yifrach by terrorists associated with Hamas and the murder of Mohammed Abu Khdeir by extremists. Commends Israeli authorities for acting swiftly to apprehend the killers of Mohammed Abu Khdeir and expects that the murderers will be punished to the full extent of the law. Calls on the Hamas-backed Palestinian Authority (PA) to cooperate with the Israeli government to apprehend the murderers of Naftali Frenkel, Gilad Shaer, and Eyal Yifrach and bring them to justice. Calls on Hamas to halt its attacks on Israel and stop provoking Israel into a conflict. Urges the PA to sever ties with Hamas until it recognizes Israel's right to exist and renounces terrorism.

Calls for the Speaker of the House of Representatives to issue a warrant directing the the Sergeant-at-Arms to arrest Lois G. Lerner, take her into custody in the District of Columbia jail, and bring her to the bar of the House without delay to answer to the charge of contempt of its authority, breach of its privileges, and insult to the integrity of its proceedings. Prohibits Lerner, while in custody, from having any special privileges beyond those extended to her fellow inmates, from having access to any computer or telephone, or from being visited by anyone other than her counsel, clergy, physician, or family.

Illegal Entry Accountability Act of 2014 - Directs the Secretary of State to suspend all U.S. foreign assistance to Mexico, Honduras, Guatemala, and El Salvador, except for assistance under the international narcotic control law enforcement program. Allows reinstatement of assistance only if Congress determines that Mexico, Honduras, Guatemala, and El Salvador have taken sufficient action to mitigate unlawful U.S.-Mexico border crossings by their respective citizens.

Red River Private Property Protection Act - Directs the Bureau of Land Management (BLM) to relinquish and transfer, by quitclaim deed, all interest of the United States in and to the lands along the approximately 539-mile stretch of the Red River between Texas and Oklahoma to any claimant who demonstrates that official county or state records indicate that such claimant holds all interest to those lands. Requires publication in the Federal Register and on official and appropriate websites of a process for receiving submissions of such documents. Instructs BLM to ensure that no parcels of Red River lands are treated as federal land for the purpose of any resource management plan until the Secretary of the Interior has ensured that such parcels are not subject to transfer by this Act.

Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2014 - Amends the federal criminal code to expand the definition of "full amount of the victim's losses" for purposes of provisions governing mandatory restitution of victims of offenses involving sexual exploitation and other abuse of children to include medical services, physical and occupational therapy or rehabilitation, and lost income for the victim's lifetime, as well as any losses suffered by the victim from any sexual act or conduct in preparation for or during the production of child pornography depicting the victim involved in the offense. Sets forth guidelines for determining restitution where the victim of of a specified child pornography offense was harmed by one defendant (requiring restitution for not less than the full amount of the victim's losses) or by more than one defendant (requiring restitution for not more than the full amount of the victim's losses and not less than specified minimum amounts for certain offenses). Requires joint and several liability where there are multiple defendants and allows each defendant who is ordered to pay restitution and who has made full payment to the victim equal to or exceeding the specified minimum amount to recover contribution from any other defendant ordered to pay. Sets forth contribution claim procedures. Requires the Attorney General to report to Congress within one year after enactment of this Act on any progress of the Department of Justice (DOJ) in obtaining restitution for victims of such offenses.

National Border and Homeland Security Act - Amends the Immigration and Nationality Act to give state criminal alien assistance program (SCAAP) funding priority to: (1) northern or southern border states, or (2) state political subdivisions having one of the four largest populations of unlawfully present aliens for the preceding fiscal year. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to direct the Secretary of Homeland Security (DHS) (Secretary) to complete the required 700 mile southwest border fencing and priority-area fencing by December 31, 2015. Amends the Secure Fence Act of 2006 to direct the Secretary, in consultation with state and local officials along the U.S.-Mexico border, to achieve operational control over U.S. international land and maritime borders by December 31, 2015. Directs the Secretary to: increase the number of full-time, active-duty Border Patrol agents through FY2018; increase the number of U.S. Customs and Border Protection (CBP) officers at U.S. ports of entry through FY2018; and establish within 18 months the biometric entry and exit data system required by the Intelligence Reform and Terrorism Prevention Act of 2004. Prohibits the Secretary of the Interior and the Secretary of Agriculture (USDA) from impeding border security-related activities by the Secretary on U.S. public lands. Amends the Homeland Security Act of 2002 to direct the Domestic Nuclear Detection Office (of DHS), in protecting the United States from a nuclear, fissile material, or radiological attack, to consider potential smuggling routes in land border areas between ports of entry, railcars entering the United States from Canada or Mexico, and private aircraft or small vessels. Directs the Secretary to procure within one year the number of next generation portable radiation detectors (PRDs) and radioactive isotope identification devices (RIIDs) required by the Border Patrol along the southern and northern U.S. borders. Directs the Secretary to develop within one year, and implement within two years of development, a strategic plan to detect and interdict biological and chemical weapons entering the United States.

Commonsense Legislative Exceptional Events Reforms Act of 2014 - Amends the Clean Air Act to revise the requirements for regulations that govern the review and handling of air quality monitoring data influenced by exceptional events. (The Environmental Protection Agency [EPA] may exclude monitored exceedances of the National Ambient Air Quality Standards from consideration when designating an area as nonattainment, redesignating an area as nonattainment, or reclassifying an existing nonattainment area to a higher classification if a state demonstrates that an exceptional event caused the exceedances.) Requires the criteria used to determine if an exceptional event was demonstrated to be specific in order to minimize the discretion of the EPA in approving or disapproving the demonstration. Requires the EPA to make a determination within 90 days after the submission of a petition by a state of an exceptional event demonstration. Considers the demonstration approved if the EPA does not make a determination by that deadline. Requires a determination to be based on a preponderance of the evidence and to accord substantial deference to the findings of the state exceptional event demonstration. Establishes an appeal process for reviewing a disapproval of a demonstration.

Regulatory Agency Demilitarization Act - Prohibits a federal agency from purchasing or using a firearm. Excludes the Departments of Defense (DOD), Justice (DOJ), and Homeland Security (DHS), the military departments, the Nuclear Regulatory Commission (NRC), the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency (CIA). Directs the Comptroller General to submit a report to Congress annually that includes: information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers; a description of each such unit; a description of the training and weapons of each such unit; the criteria for activating each such unit and how often each such unit was activated for each of the previous ten years; the annual cost of equipping and operating each such unit; and any other information that is relevant to understanding the usefulness and justification for the units. Amends the Inspector General Act of 1978 to repeal provisions authorizing law enforcement powers for an Inspector General, any Assistant Inspector General for Investigations under an Inspector General, and any special agent supervised by such an Assistant Inspector General.

TRIA Reform Act of 2014 - Amends the Terrorism Risk Insurance Act of 2002 (TRIA) to extend the Terrorism Insurance Program through December 31, 2019, and to revise provisions governing the Program. Provides consultation requirements for determinations of whether an act should be certified by the Secretary of the Treasury as an act of terrorism and a timetable for preliminary and final certifications. Repeals a prohibition against the Secretary certifying an act as an act of terrorism if property and casualty insurance losses resulting from the act do not exceed $5 million. Requires each certification of an act of terrorism, beginning January 1, 2016, to include a determination of whether such act involves nuclear, biological, chemical, or radiological (NBCR) terrorism. Requires, beginning on such date, the federal share of payments for: (1) non-NBCR acts of terrorism to be reduced annually to 80% of insured losses by 2019, and (2) NBCR acts of terrorism to be 85% of insured losses. Increases the Program trigger for the payment of compensation for non-NBCR acts of terrorism each year from 2016 to 2019. Prohibits the Secretary, in determining such aggregate losses resulting from certified acts of terrorism, from considering any act resulting, in the aggregate, in less than $50 million in insured losses. Requires the Secretary to promulgate regulations to allow small insurers to voluntarily opt-out of TRIA's mandatory availability requirement if the state's insurance regulatory authority determines that such insurer meets requirements for financial hardship or financial infeasibility for providing coverage for insured losses. Increases, beginning January 1, 2016: (1) the amount that the Secretary is required to collect through terrorism loss risk-spreading premiums, and (2) the insurance marketplace aggregate retention amount. Requires the Secretary, beginning on January 1, 2016, when establishing terrorism loss risk-spreading premiums, to begin collecting such premiums within 18 months after the occurrence of the certified act for which they are imposed. Requires the Secretary to establish an Advisory Committee to encourage the creation and development of risk-sharing mechanisms by insurers to voluntarily reinsure among themselves terrorism losses that are not subject to reimbursement under the Program. Directs the Secretary, beginning on January 1, 2016, to require insurers participating in the Program to submit such information regarding insurance coverage for terrorism losses of such insurers as the Secretary considers appropriate to analyze Program effectiveness. Requires insurers to disclose to the policyholder the premium charged for covered insured losses and the federal share of compensation for insured losses at the time of offer and renewal (currently, also at the time of purchase) of the policy. Requires: (1) the Secretary to conduct an annual study of small insurers participating in the Program to identify competitive challenges in the terrorism risk insurance marketplace; (2) the Directors of the Congressional Budget Office (CBO) and the Office of Management and Budget (OMB) to study the feasibility of applying accrual accounting concepts to budgeting for the costs of this and other federal insurance programs; and (3) the Comptroller General (GAO) to study the viability of federal assessment and collection of upfront premiums from insurers that participate in the Program, creating a capital reserve fund under the Program, and requiring participating insurers to dedicate capital specifically for terrorism losses before such losses are incurred.

National Rare Earth Cooperative Act of 2014 - Establishes the Thorium-Bearing Rare Earth Refinery Cooperative as a federal charter to provide for the domestic processing of thorium-bearing rare earth concentrates as residual unprocessed and unrefined ores. Requires the Cooperative's Board to establish a refinery and a Thorium Storage, Energy, and Industrial Products Corporation to develop uses and markets for thorium, including energy. Directs the Secretary of Defense (DOD) to coordinate with other federal agencies to advance and protect domestic rare earth mining, the refining of rare earth elements, basic rare earth metals production, and the development and commercialization of thorium. Mandates, beginning in January 2020, all purchased or procured weapon systems to contain only U.S. or North Atlantic Treaty Organization (NATO) member nation produced and sourced rare earth materials, metals, magnets, parts, and components. Prohibits the inclusion of any rare earth materials that originate or pass through a non-NATO member nation. Bars any waivers from being granted unless the lead contractor can demonstrate that it has pursued all possible corrective actions, including direct investment into the supply chain.

Department of Energy Research and Development Act of 2014 - Enabling Innovation for Science, Technology, and Energy in America Act of 2014 or the EINSTEIN Act - Authorizes and modified Department of Energy (DOE) programs related to science, basic research, and applied energy research and development. Authorizes appropriations for FY2014-FY2015 for these purposes. Directs the DOE Office of Science to carry out research programs related to: basic energy sciences, including materials sciences and engineering, chemical sciences, physical biosciences, and geosciences; advanced scientific computing; high energy physics; biological and environmental research; fusion energy; and nuclear physics. Requires the Office of Science to carry out a program to improve the safety, efficiency, and mission readiness of infrastructure at its laboratories. Directs the Secretary of Energy to make public specified details related to cost-share waivers, technology transfer agreements, and financial awards. Amends the Energy Policy Act of 2005 to set forth policies related to technology transfer activities. Requires the Secretary to review all DOE science and technology activities and develop a plan to improve collaboration and coordination in research, development, demonstration, and commercial application activities. Directs DOE to carry out nuclear energy research and development, including research related to reactor concepts, small modular reactors, conventional improvements to nuclear power plants, and fuel cycles.

Reaffirms U.S. law and appropriations legislation conditioning assistance to, and cooperation with, the Palestinian Authority (PA). Reaffirms the U.S. commitment to a democratic framework for peace decided through direct negotiations between Israeli and Palestinian leadership, without the interference of Hamas. Calls on the Department of State to work with European partners to support implementation of all necessary measures on suspending multilateral assistance to, and and security cooperation with, the PA. Expresses the sense of the House of Representatives that since Hamas and Fatah have unified, regardless of the unity government being made up of Hamas and Fatah technocrats, the Secretary of State should, if the unity government is not dissolved, designate the PA and such unity government as a foreign terrorist organization and redesignate the Palestinian Liberation Organization (PLO) as a foreign terrorist organization. Expresses the sense of the House of Representatives that it is in the national security interests of the United States and its partners that the following objectives and conditions be achieved: the PA dissolving the unity government with Hamas, a long-designated foreign terrorist organization, and for the PA to renounce violence, outlaw terrorist groups, and re-enter into bilateral negotiations with Israel; the PA formally and publicly recognizing the Jewish state of Israel's right to exist, accepting previous Israeli-Palestinian agreements, and ending all anti-U.S and anti-Israel incitement; repealing the Law of the Prisoner and abolishing the Ministry of Prisoners and programs relating to compensation and recognition of convicted terrorists; rescinding the names and the naming of public institutions and civil projects after convicted terrorist and murders; ending all efforts to circumvent the statehood process at the United Nations (U.N.), including applications and memberships to international institutions outside direct negotiations with Israel; enacting reforms to advance religious freedom and recognition for all religions and ethnicities, ensuring the freedoms of speech, the press, and political assembly, and reforming the political process through elections without any influence or participation by Hamas; and abiding by all U.S laws on foreign assistance to the PA.

Prohibits the transfer to, or release in, the United States of any unprivileged enemy belligerent who is in the custody or under the effective control of the Department of Defense (DOD) or any other federal entity. Specifies that an "unprivileged enemy belligerent": (1) includes any individual (other than a member of the Armed Forces) under detention at United States Naval Station, Guantanamo Bay, Cuba; and (2) excludes any U.S. citizen who has engaged in hostilities within the United States and/or its territories. Terminates this Act on December 31, 2017.

Protection and Accountability Regulatory Act of 2014 - Nullifies the following proposed rules of the Environmental Protection Agency (EPA): (1) Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units, (2) Standards of Performance for Greenhouse Gas Emissions from New Stationary Sources: Electric Utility Generating Units, and (3) Carbon Pollution Standards for Modified and Reconstructed Stationary Sources: Electric Utility Generating Units. Prohibits the Administrator of the EPA from issuing or implementing for five years any rule that is substantially similar to the proposed rules unless a federal law is enacted specifically authorizing such a rule.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Veterans' Health Accountability Act - Directs the Secretary of Veterans Affairs (VA) to provide a voucher for the market price of the needed service for use at a non-VA facility for any veteran who has been denied health care at any VA facility on a timely basis (defined as one day for procedures and seven calendar days for tests). Makes all veterans eligible for VA-paid care from non-VA facilities, and directs the Secretary of the VA to immediately prepare for the privatization of all VA facilities within one calendar year , if more than 10% of the Veterans Health Administration's budget goes toward such health vouchers.

Standard of Care Protection Act of 2014 - Provides that the development, recognition, or implementation of any guideline or other standard under any provision of the Patient Protection and Affordable Care Act, the health care-related parts of the Health Care and Education Reconciliation Act of 2010, or titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act shall not be construed to: (1) establish the standard or duty of care owed by a health care provider to a patient in any medical malpractice or medical product liability action or claim, or (2) preempt any standard or duty of care established under state or common law. Prohibits such health care provisions from being construed to preempt any state or common law governing medical professional or medical product liability actions or claims.

Urges the government of China to stop censoring information about the June 1989 Tiananmen Square massacre. Expresses sympathy to the families of those killed, tortured, and imprisoned as a result of their participation in the Tiananmen Square democracy protests. Supports all peaceful advocates for human rights and the rule of law in China for their efforts to advance democratic reforms and human rights during the past. Condemns the government of China's ongoing human rights abuses. Calls on the Broadcasting Board of Governors to take appropriate steps to circumvent Chinese Internet censorship and to provide information to the people of China about the Tiananmen Square Massacre. Calls on the United States to: (1) make human rights, including religious freedom, a priority in bilateral discussions with China; and (2) instruct the U.S. representative at the United Nations Human Rights Council (UNHRC) to introduce a resolution calling for an examination of China's human rights practices. Calls on China to: (1) end the harassment, detention, and torture of Chinese citizens expressing their freedom of religion, expression, and association, including on the Internet; (2) release all remaining prisoners who continue to be detained because of their participation in the 1989 pro-democracy demonstrations; (3) allow protest participants who are living in exile to return to China without risk of retribution; and (4) end Internet, media, and academic censorship of discussions of the Tiananmen protests and related events. Calls on the Administration and Congress to continue to mark the events of Tiananmen Square. Finds that U.S. relations with China are more likely to further improve once China respects the individual human rights of all its people.

Amends the Trafficking Victims Protection Act of 2000 to declare that, in determining whether a government has made serious and sustained efforts to reduce the demand for commercial sex acts and participation in international sex tourism by its nationals, pursuant to the minimum standards for the elimination of sex trafficking, if such government has the authority to prohibit the purchase of commercial sex acts but fails to do so, it shall be deemed a failure to make serious and sustained efforts to reduce the demand for commercial sex acts, notwithstanding other efforts the government has made to do so.

Every Child is a Blessing Act of 2014 - Prohibits recovery of damages in certain civil actions based on a claim that, but for the conduct of the defendant, a child, once conceived, would not or should not have been born. Makes such prohibition applicable to claims based on a child's disability, defect, abnormality, race, sex, or other inborn characteristic. Bars such prohibition from being construed to: (1) provide a defense against charges of intentional misrepresentation in state proceedings regulating the professional practices of health care providers and practitioners; (2) provide a defense in any criminal action, including cases of rape or incest; or (3) limit damages in cases where the conduct of the defendant caused personal injury or death to the child or gestational mother.

Veterans TRICARE Choice Act - Allows an individual who is eligible to participate in the TRICARE program (a Department of Defense [DOD] managed health care program) to: (1) elect to be ineligible to enroll in such program, (2) make tax deductible contributions to a health savings account during the period such individual elects to be ineligible for TRICARE coverage, and (3) enroll in the TRICARE program at a later date during a special enrollment period.

European Union Religious Freedom Act - Amends the International Religious Freedom Act of 1998 to include among Congress's finding with respect to the forms of government-sponsored or government-tolerated violations of religious freedom prohibitions against: (1) homeschooling, (2) religious methods of meat production, (3) circumcision, and (4) wearing religious garb.

Higher Education Reform and Opportunity Act of 2014 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the following entities, programs, and courses eligible for funding under title IV if they are accredited by an authorized accreditation authority in a state that has an alternative accreditation agreement with the Secretary of Education: institutions that provide postsecondary courses; postsecondary apprenticeship programs; and postsecondary education courses or programs provided by institutions of postsecondary education, nonprofit organizations, or for-profit organizations or businesses. Lists the items to be included in a state's alternative accreditation agreement with the Secretary, including the standards those entities, programs, and courses must meet to receive and maintain their accreditation. Requires that agreement to include the state's assurance that only entities, programs, and courses that provide credits toward a postsecondary certification, credential, or degree (as defined by the state in the agreement) will be accredited. Establishes the formula for determining the administrative cost allowance for: (1) the entities, programs, and courses that are accredited through the alternative accreditation system and that administer the Federal Pell Grant, Federal Perkins Loan, Federal Work-Study, and Federal Supplemental Educational Opportunity Grant programs in accordance with the agreement; and (2) states that will administer those programs for such entities, programs, and courses in accordance with the agreement.

War Authorization Review and Determination Act or WARD Act - Directs the President: (1) to submit to Congress a report setting forth each operation or other action that is being carried out pursuant to the Authorization for Use of Military Force; and (2) within 60 days after such a report is submitted, to terminate each operation or action described in the report unless a joint resolution approving such operation or action has been enacted. Repeals the Authorization for Use of Military Force 240 days after enactment of this Act and provides that such repeal shall apply to each operation or other action being carried out pursuant to such Authorization initiated before such date.
