Space Leadership Preservation Act of 2013 - Establishes a six-year term of office for the Administrator of the National Aeronautics and Space Administration (NASA). Prohibits the Deputy Administrator from acting for, and exercising the powers of, the Administrator for a period exceeding 45 days. Requires the Associate Administrator, after such a 45 day period, to exercise the powers of the Administrator until a new Administrator is appointed and confirmed by the Senate. Establishes a Board of Directors for NASA. Sets forth Board membership and appointment criteria. Allows the President to appoint the Administrator and Deputy Administrator from among a list of nominees provided by the Board. Requires the Board to provide: (1) NASA's proposed annual budget; (2) annual reports on spaceflight infrastructure, unique space capabilities, and the workforce necessary to maintain such infrastructure and capabilities; (3) reports on specific policy matters; and (4) quadrennial reviews of current space programs and a vision for future space exploration. Authorizes the Administrator to enter into contracts for rocket propulsion systems and manned and unmanned space transportation vehicles and payloads.

Decrease Spending Now Act - Rescinds $45 billion of unobligated balances of current discretionary appropriations. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine which appropriation accounts the rescission shall apply to and the amount that each such account shall be reduced, and (2) report to the Secretary of the Treasury and Congress a list of the accounts reduced by the rescission, including the amounts rescinded from each such account. Exempts from such rescission the Department of Defense (DOD), the Department of Veterans Affairs (VA), and the Social Security Administration (SSA).

Protecting American Jobs Act - Amends the National Labor Relations Act to repeal the authority of the General Counsel of the National Labor Relations Board (NLRB) to issue, and prosecute before the Board, complaints with respect to unfair labor practices. Repeals the prohibition against: (1) review of an administrative law judge's report by any person other than a Board member or legal assistant; and (2) advice to or consultation with the Board by an administrative law judge with respect to exceptions taken to his or her findings, rulings, or recommendations. Limits the Board's rulemaking authority to rules concerning the internal functions of the Board. Prohibits the Board from promulgating rules that affect the substantive rights of a person, employer, employee, or labor organization. Revises Board powers to grant it the authority to investigate unfair labor practices, but repeals its power to prevent any person from engaging in them. Repeals the Board's power to issue a complaint against a person charging an unfair labor practice. Allows an aggrieved party to bring a civil action for relief (including injunctions) in U.S. district court or the U.S. District Court for the District of Columbia in cases where it appears that a person has engaged, is engaging, or is about to engage in an unfair labor practice.

Chiropractic Health Parity for Military Beneficiaries Act - Directs the Secretary of Defense (DOD), no later than August 31, 2013, to complete development of a plan to provide chiropractic health care services and benefits, as a permanent part of the TRICARE program (a DOD managed health care program), for covered beneficiaries. Requires plan implementation by January 31, 2014.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

American Fighter Aces Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a single congressional gold medal in honor of the American Fighter Aces, collectively, in recognition of their heroic military service and defense of the nation's freedom.

Reserve Retirement Deployment Credit Correction Act - Requires the days of active duty or active service used to reduce the minimum age at which a member of the reserves may retire for non-regular (reserve) service to occur in in any two consecutive fiscal years (under current law, in the same fiscal year).

Achieving a Better Life Experience Act of 2013 or the ABLE Act of 2013 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, including higher education expenses, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Voluntary Protection Program Act - Directs the Secretary of Labor to enter into cooperative agreements with employers to: (1) encourage establishment of comprehensive safety and health management systems to protect employees from occupational hazards, and (2) establish a voluntary protection program to encourage excellence and recognize its achievement in both the technical and managerial protection of employees from occupational hazards. Requires the Secretary to take necessary steps for the orderly transition from Occupational Safety and Health Administration (OSHA) cooperative agreements and voluntary protection programs existing before enactment of this Act to agreements and programs authorized under this Act. Directs the Secretary to establish a program to increase small business participation in the voluntary protection program.

Preserving American Privacy Act of 2013 - Amends the federal criminal code to require a governmental entity operating a public unmanned aircraft system to minimize the collection or disclosure of covered information. Defines "covered information" as: (1) information that is reasonably likely to enable identification of an individual, or (2) information about an individual's property that is not in plain view. Requires such entity to submit to the Attorney General, with an application for a certificate or license to operate such a system in national airspace, a data collection statement that describes the purpose for which the system will be used, the length of time the collected information will be retained, the entity responsible for operating the system, the data minimization policies barring the collection of information unrelated to the investigation and requiring the destruction of information that is no longer relevant, and applicable audit and oversight procedures. Authorizes the Attorney General to request that the Secretary of Transportation (DOT) revoke such a certificate or license if the operator's activity contravenes such statement. Directs the Attorney General to issue regulations to establish a database indexing such certificates, licenses, and statements. Prohibits a government entity from operating a public unmanned aircraft system and collecting or disclosing covered information for a law enforcement purpose, except: (1) pursuant to a warrant or court order meeting specified requirements; (2) for the purpose of patrolling or securing the border within 25 miles from any external land boundary of the United States; (3) with the prior written consent of the individual to whom the covered information pertains; or (4) where an emergency situation exists that involves immediate danger of death or serious physical injury to any person, or conspiratorial activities threatening the national security interest or characteristic of organized crime, and that requires action before a warrant or order can be obtained. Bars covered information obtained otherwise from being received as evidence in any trial, hearing, or other proceeding. Requires federal judges and state and local prosecuting attorneys to report on such warrants or orders issued or denied each year to the Administrative Office of the United States Courts, which shall report a summary of such information to Congress. Provides for administrative discipline proceedings when there is a serious question about whether a U.S. officer or employee acted intentionally with respect to a violation of this Act. Prohibits: (1) intentionally operating a private unmanned aircraft system to capture, in a manner that is highly offensive to a reasonable person, any type of visual image, sound recording, or other physical impression of an individual engaging in personal or familial activity under circumstances in which the individual had a reasonable expectation of privacy; and (2) any investigative or law enforcement officer or private individual from operating an unmanned aircraft system that is armed with a firearm within U.S. airspace.

Ensuring Affordable Energy Act - Prohibits any funds appropriated or otherwise available for the Administrator of the Environmental Protection Agency (EPA) from being used to implement or enforce: (1) a cap-and-trade program; or (2) any statutory or regulatory requirement pertaining to emissions of one or more greenhouse gases from stationary sources that is issued or becomes applicable or effective after the date of enactment of this Act. Defines: (1) "cap-and-trade program" as any regulatory program established after the date of enactment of this Act that provides for the sale, auction, or other distribution of a limited amount of allowances that permit the emission of one or more greenhouse gases; and (2) "greenhouse gas" to include carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons, perfluorocarbons, or any other designated anthropogenic gas.

State Health Flexibility Act of 2013 - Amends the Social Security Act (SSA) to replace the Medicaid and the Children's Health Insurance Program with a program of block grants to states for health care services to indigent individuals. Requires states receiving such block grants to pay for health-care-related items and services provided to a citizen, legal resident, or an alien not lawfully admitted for permanent residence or otherwise permanently residing in the United States under color of law, if: (1) such health-care-related items and services are necessary for the treatment of an emergency medical condition; (2) the individual meets all necessary eligibility requirements for health-care-related items and services under the block grant program except for any immigration status requirement; and (3) such items and services are not related to an organ transplant procedure. Repeals the Patient Protection and Affordable Care Act, the Health Care and Educational Reconciliation Act of 2010, SSA title XIX (Medicaid), and SSA title XXI (State Children's Health Insurance Program) (CHIP).

Advice and Consent Restoration Act - Prohibits a National Labor Relations Board (NLRB) member from receiving a salary unless that member has been appointed: (1) by and with the advice and consent of the Senate, or (2) by the President to fill a vacancy during a recess of the Senate. Prohibits an unconstitutional quorum of the NLRB from convening or taking any agency action until a final judgment is entered in all cases pending before a federal court challenging the constitutionality of the purported appointment of NLRB members.

Industrial Hemp Farming Act of 2013 - Amends the Controlled Substances Act to exclude industrial hemp from the definition of "marihuana." Defines "industrial hemp" to mean the plant Cannabis sativa L. and any part of such plant, whether growing or not, with a delta-nine tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis. Deems Cannabis sativa L. to meet that concentration limit if a person grows or processes it for purposes of making industrial hemp in accordance with state law.

Respecting States' Rights and Concealed Carry Reciprocity Act of 2013 - Amends the federal criminal code to authorize a person who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, who is entitled and not prohibited from carrying a concealed firearm in his or her state of residence or who is carrying a valid state license or permit to carry a concealed weapon, and who is carrying a government-issued photographic identification document, to carry a concealed handgun (which has been shipped or transported in interstate or foreign commerce, other than a machine gun or destructive device) in any state in accordance with the restrictions of that state. Provides that in a state that allows the issuing authority for licenses or permits to carry concealed firearms to impose restrictions on the carrying of firearms by individual license or permit holders, an individual carrying a concealed handgun under this Act shall be permitted to carry it according to the same terms authorized by an unrestricted license or permit issued by such state.

Veterans Second Amendment Protection Act - Prohibits, in any case arising out of the administration of laws and benefits by the Secretary of Veterans Affairs (VA), considering any person who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness from being considered adjudicated as a mental defective for purposes of the right to receive or transport firearms without the order or finding of a judicial authority of competent jurisdiction that such person is a danger to himself or herself or others.

Letting Insurance Benefit Everyone Regardless of Their Youth (LIBERTY) Act - Amends the Public Health Service Act to increase the permissible variation based on age for premium rates charged by a health insurance issuer for health insurance coverage offered in the individual or small group market from "3 to 1" for adults to "5 to 1" for adults, or such other ratio for adults as the state involved may provide. (The restrictions on premium variations enacted under the Patient Protection and Affordable Care Act apply to plan years beginning on or after January 1, 2014.)

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Save Endangered Species Act of 2013 - Requires the Secretary of the Interior to reissue the final rule published on September 2, 2005, which allows for the taking, export or re-import, delivery, receipt, carrying, and transport, shipment, or sale in interstate or foreign commerce, in the course of a commercial activity, of U.S. captive-bred live scimitar-horned oryx, addax, or dama gazelle, including embryos, gametes, and sport-hunted trophies, as long as certain criteria are met, including that the purpose of such activity is associated with the management or transfer of live wildlife or sport hunting in a manner that contributes to increasing or sustaining captive numbers or to potential reintroduction to range countries. Directs the Secretary to reissue such rule without regard to any other statute or regulation that applies to issuance of such rule. Exempts such reissuance from judicial review.

Second Amendment Protection Act of 2013 - Expresses the sense of Congress that the United States should not adopt any treaty that poses a threat to national sovereignty or abridges the rights guaranteed by the Constitution, such as the right to bear arms, and should cease the provision of financial support to any entity that does so. Prohibits the United States from providing any funding to the United Nations (U.N.) for a fiscal year unless the President certifies to Congress that the U.N. has not taken action to infringe on the rights of individuals in the United States to possess a firearm or ammunition, or abridge any of the other constitutionally protected rights of U.S. citizens.

Refundable Child Tax Credit Eligibility Verification Reform Act of 2013 - Amends the Internal Revenue Code, with respect to the child tax credit, to require taxpayers claiming such credit to provide their social security numbers on their tax returns. Prohibits taxpayers who improperly claimed such credit in a previous year from claiming such credit during a disallowance period of: (1) 2 years for claims made with reckless or intentional disregard of rules governing such credit, or (2) 10 years for fraudulent claims. Requires the Secretary of the Treasury to prescribe a form for completion by paid income tax preparers in connection with claims for the refundable portion of the child tax credit. Imposes a penalty on preparers who fail to comply with due diligence requirements for claiming the refundable portion of the credit.

Constitutional Amendment - Prohibits total outlays (except those for payment of debt) for a year from exceeding the average annual revenue (except that derived from borrowing) collected in the three prior years, adjusted in proportion to changes in population and inflation. Requires a two-thirds roll call vote of each chamber to declare an emergency and provide by law for specific outlays in excess of such limit. Requires the declaration to specify reasons for the emergency designation, and allows it to authorize outlays in excess of the limit for up to one year. Prescribes a formula for reducing, over each of 10 years, the excess (deficit) of outlays over the average annual revenue collected in the three prior years, adjusted for population and inflation changes.

Global Online Freedom Act of 2013 - Makes it U.S. policy to: (1) promote the freedom to seek, receive, and impart information and ideas through any media; (2) use all appropriate instruments of U.S. influence to support the free flow of information without interference or discrimination; and (3) deter U.S. businesses from cooperating with Internet-restricting countries in effecting online censorship. Expresses the sense of Congress that: (1) the President should seek international agreements to protect Internet freedom; and (2) U.S. businesses operating in foreign countries should ensure online access to U.S.-supported websites and government reports, promote the security of Internet users, and limit censorship of protected political and religious speech and information. Amends the Foreign Assistance Act of 1961 to require assessments of freedom of expression with respect to electronic information in each foreign country. Directs the Secretary of State to annually designate Internet-restricting countries. Amends the Securities Exchange Act of 1934 to require each Internet communications service company that operates in an Internet-restricting country to include in its annual report information relating to: (1) human rights due diligence, (2) policies pertaining to the collection and disclosure of personally identifiable information, and (3) restrictions on Internet search engines or content hosting services. Sets forth an exception for companies that include in their annual report a certification of their participation in good standing with the Global Network Initiative or other specified multi-stakeholder initiatives. Amends the Export Administration Act of 1979, as continued in effect under the International Emergency Economic Powers Act, to direct the Secretary of Commerce to: (1) establish a list of goods and technology that would assist a foreign government in acquiring the capability to carry out censorship, surveillance, or any other related activity through means of telecommunications, including the Internet; and (2) prohibit the export of listed goods or technology to a government end-user (including a wholly or partially government-owned telecommunications or Internet service provider) in any Internet-restricting country.

Amends the American Recovery and Reinvestment Act of 2009 to direct the Secretary of Veterans Affairs (VA) to accept any of the following as proof of service in determining the eligibility of an individual to receive amounts from the Filipino Veterans Equity Compensation Fund: (1) the name of the eligible person included on the Approved Revised Reconstructed Guerilla Roster (commonly known as the "Missouri List"); (2) documents included in the claims folder of the eligible person that prove such service, including an affidavit from the government of the Philippines certifying such service; or (3) any other documents issued or accepted by the government of the Philippines as proof of such service. Authorizes the Secretary to make a payment to such an individual filing a claim within 180 days after the enactment of this Act.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Taiwan Policy Act of 2013 - States that nothing in this Act shall be construed to amend or supersede the Taiwan Relations Act. States that it shall be U.S. policy to: (1) support Taiwan and the human rights of its people, (2) permit senior leaders of Taiwan to enter the United States under conditions of appropriate respect and permit meetings between high level Taiwanese and U.S. officials in all U.S. executive departments, and (3) sign a comprehensive extradition agreement. Authorizes the President to: (1) accept a letter of request from Taiwan for price and availability data or for a formal sales offer regarding the F-16C/D Fighting Falcon or other similar aircraft, and (2) transfer specified naval vessels to Taiwan. States that in conducting relations with Taiwan and China the United States continues to assent to the six assurances provided to Taiwan in 1982. Directs: (1) the President to appoint a Director of the American Institute in Taiwan, (2) the Department of State to continue its program to ensure meaningful participation by Taiwan in international organizations, and (3) the Secretary of State to brief Congress about any potential defense-related transfers to Taiwan. Authorizes the President to make available to Taiwan defense items or defense services, including: (1) air, maritime, and ground capabilities; and (2) capacity for partnership with friendly foreign militaries. Expresses the sense of Congress that the goal of trade negotiations with Taiwan should be the negotiation of a free trade agreement.

Regulations From the Executive in Need of Scrutiny Act of 2013 - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Restore the Constitution Act of 2013 - Separation of Powers Restoration and Second Amendment Protection Act of 2013 - Expresses the sense of Congress that any executive order, memoranda, proclamation, or signing statement issued by the President that infringes on the powers and duties of Congress under article I, section 8 of the Constitution or the Second Amendment, or that would require the expenditure of federal funds not specifically appropriated for such executive action, is advisory only and has no force or effect unless enacted by law. Nullifies any such executive action and prohibits the use of appropriated funds to promulgate or enforce any such action. Authorizes the following persons to bring an action in an appropriate U.S. court to challenge the validity of any such executive action: (1) any member or either or both chambers of Congress, (2) the highest governmental official of any state or political subdivision if the challenged action infringes on a power of such state under any congressional enactment or relevant treaty, and (3) any person aggrieved in a liberty or property interest adversely affected by the challenged action.

Protecting Seniors' Access to Medicare Act of 2013 - Repeals sections of the Patient Protection and Affordable Care (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2017, except for self-employment taxes, Federal Insurance Contributions Act (FICA) taxes, and railroad retirement taxes. Requires a two-thirds majority vote in Congress to change such termination date. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans, (2) provides tax relief for working Americans, (3) protects the rights of taxpayers and reduces tax collection abuses, (4) eliminates the bias against savings and investment, (5) promotes economic growth and job creation, and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2017.

Fairness in Firearm Testing Act - Amends the Homeland Security Act of 2002 to direct the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to make a video recording of the entire process of its examination and testing of an item for the purpose of determining whether the item is a firearm (and if so, the type of firearm) or ammunition. Bars ATF from editing or erasing any such recording. Directs ATF to make available a digital video disc that contains a copy of the recording: (1) at the request of a person who claims an ownership interest in such item, and (2) to a defendant in a criminal proceeding involving such item. Provides that an item which ATF has determined is a firearm or ammunition shall not be admissible as evidence unless: (1) ATF has complied with the requirements of this Act to make its digital video disc available, or (2) such compliance has been waived in writing by the person against whom the item is offered as evidence.

Keystone For a Secure Tomorrow Act - Approves a specified permit regarding certain energy-related facilities and land transportation crossings on the international boundaries of the United States for the Keystone XL pipeline project. Includes within such permit the Nebraska reroute evaluated in the Final Evaluation Report issued the Nebraska Department of Environmental Quality in January 2013. Prescribes permit requirements.

Realize America's Maritime Promise Act or RAMP Act - Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with an aboveground storage capacity greater than 10,000 gallons, an aggregate aboveground storage capacity of at least 42,000 gallons, or a history that includes a spill, as determined by the Administrator; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate aboveground storage capacity greater than 10,000 gallons but less than 42,000 gallons and no history of spills. Directs the Administrator to exempt from all requirements of such rule any farm with an aggregate aboveground storage capacity of 10,000 gallons or less and no history of spills. Excludes from the aggregate storage capacity of a farm all containers on separate parcels that have a capacity that is less than 1,320 gallons.

Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Establishes in the House of Representatives a select Committee to investigate and report to the House on: any intelligence known to the United States relating to the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012; any requests for additional security, or actions taken by federal agencies to improve security at the consulate before the attack; a definitive timeline of it; how the relevant agencies and the executive branch responded to it and whether appropriate congressional notifications were made; any improper conduct by officials relating to the attack; recommendations on what steps Congress and the President should take to prevent future attacks; and any other relevant issues relating to the attack or the response to it.

Directs the President to appoint a Special Envoy to Promote Religious Freedom of Religious Minorities in the Near East and South Central Asia within the Department of State. Requires the Special Envoy to: (1) promote the right of religious freedom of religious minorities in the countries of the Near East and South Central Asia, denounce the violation of such right, and recommend appropriate U.S government responses to such violations; (2) monitor and combat acts of religious intolerance and incitement targeted against such religious minorities; (3) ensure that the needs of such religious minority communities are addressed, including economic and security needs directly tied to religious-based discrimination and persecution; (4) work with foreign governments of such countries to address inherently discriminatory laws; and (5) coordinate and assist in the preparation of specified reports required by the Foreign Assistance Act of 1961 and the International Religious Freedom Act of 1998. Authorizes the Special Envoy, subject to direction by the President and the Secretary of State, to represent the United States in matters and cases relevant to religious freedom in: (1) contacts with foreign governments, intergovernmental organizations, and specialized agencies of the United Nations (U.N.), the Organization of Security and Cooperation in Europe, and other international organizations; and (2) multilateral conferences and meetings relevant to religious freedom. Requires the Special Envoy to give priority to programs, projects, and activities for Egypt, Iran, Iraq, Afghanistan, and Pakistan. Declares that this Act shall cease to be effective on October 1, 2018.

Visa Waiver for Israel Act of 2013 - Includes Israel in the visa waiver program upon the Secretary of Homeland Security's (DHS) determination that Israel: (1) has entered into an agreement with the United States to report, or make available through Interpol or other means, information about passport theft or loss; (2) has entered into an information sharing agreement with the United States regarding whether Israeli citizens and nationals traveling to the United States represent a U.S. security threat; (3) cooperates with the U.S. government on counterterrorism initiatives, information sharing, and preventing terrorist travel; (4) issues all new and reissued passports with biometric identifiers; and (5) has made every reasonable effort, without jeopardizing Israeli security, to ensure that reciprocal privileges are extended to all U.S. citizens.

Energy Freedom and Economic Prosperity Act - Amends the Internal Revenue Code to repeal: (1) the excise tax credits for alcohol fuel, biodiesel, and alternative fuel mixtures; (2) the tax credits for the purchase of alternative motor vehicles and new qualified plug-in electric drive motor vehicles; (3) the alternative fuel vehicle refueling property tax credit; (4) the income tax credits for alcohol, biodiesel, and renewable diesel used as fuel; (5) the enhanced oil recovery tax credit and the tax credit for producing oil and gas from marginal wells; (6) the tax credits for producing electricity from renewable resources and from advanced nuclear power facilities; (7) the tax credit for carbon dioxide sequestration; (8) the energy tax credit; and (9) the tax credits for investment in qualifying advanced coal projects and qualifying gasification projects. Directs the Secretary of the Treasury to prescribe a flat income tax rate for corporations, in lieu of the existing marginal tax rates, based upon the overall revenue savings from the repeal of energy tax expenditures by this Act.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service (HHS) from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.
