Medicare Certified Registered Nurse Anesthetist Payment Amendments of 1990 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to establish uniform national fee schedule payment rates for certified registered nurse anesthetist services.

Rural Nursing Incentive Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to provide direct coverage under part B (Supplementary Medical Insurance) of the Medicare program of nurse practitioner or clinical nurse specialist services furnished in rural areas. Sets the Medicare payment for such services at 80 percent of the lesser of the actual charge or the prevailing charge that would have been recognized had the services been performed by a physician. Requires that such payments be made on an assignment-related basis.

Medicaid Home Respiratory Care Act of 1990 - Amends title XIX (Medicaid) of the Social Security Act to require States to cover home respiratory care services for ventilator-dependent individuals.

Medicare Physician Regulation Relief Amendments of 1990 - Amends title XVIII (Medicare) of the Social Security Act to require carriers and peer review organizations to release the medical review screen or the associated screening parameter to a physician before notifying such physician that payment for his or her service has been denied. Permits Medicare reimbursement of a patient's regular physician for services provided to such patient by another physician who occasionally covers for the regular physician. Requires Medicare carriers to provide physicians, upon request and without charge, with carrier-generated information which physicians need to submit a payment claim or respond to a carrier inquiry. Allows a medical society or other professional organization representing physicians to represent a group or class of physicians in Medicare payment determinations, reconsiderations, or appeals. Directs the Secretary of Health and Human Services to appoint, based on nominations submitted by national medical organizations representing physicians, a Practicing Physicians Advisory Council with which the Secretary must consult concerning changes in the Medicare program and proposed changes in regulations and carrier operation policies.

State Offices of Rural Health Act of 1990 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, through the Director of the Office of Rural Health Policy, to make grants to States to improve the availability, quality, and cost-effectiveness of rural health care. Requires State grant recipients to expend the grant for operation of an office of rural health. Directs the Secretary to: (1) annually convene a conference of representatives of the Office of Rural Health Policy and of the offices operated under this Act to discuss such improvements; and (2) request the attendance of representatives of such State offices without regard to whether a State is a grantee. Authorizes appropriations.

Rural Hospital Payment Equity Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to equalize average standardized Medicare payments for urban and rural hospitals. Requires the Security of Health and Human Services to collect data on compensation and paid hours of employment for hospital employees in various occupational categories and use such data to establish a professional and non-professional occupational component for each area wage index used in reimbursing hospitals for wage-related costs. Directs the Secretary to develop a legislative proposal allowing for the adjustment of a rural hospital's wage index by substituting the professional occupational component of the wage index used in the nearest metropolitan area for the professional occupational component that would otherwise apply to such rural hospital's area wage index.

Amends the Internal Revenue Code to revise the definitions of highly compensated employee and compensation for pension plan purposes. Delays requirements of employer reporting on the number of highly compensated employees under a fringe benefit plan. Requires the Secretary of the Treasury to study the burden of such reporting requirements.

Tourism Policy and Export Promotion Act of 1990 - Declares it to be the national goal to increase U.S. export earnings from U.S. tourism and transportation services with an eye toward: (1) the elimination of the travel and tourism export deficit of the United States and the U.S trade deficit; and (2) the achievement of a travel and tourism export surplus. Amends the Trade Act of 1974 to require the United States Trade Representative (USTR) to identify foreign trade barriers to U.S. travel and tourism. Requires the USTR to submit the National Trade Estimate to the President and the Senate Committees on Finance and Commerce, Science, and Transportation. Amends the International Trade Act of 1961 to require each annual tourism trade development plan to focus on those countries in which tourism trade development has the greatest potential for increasing travel and tourism export revenues. Declares that the Congress finds that increased efforts directed at the promotion of rural tourism will contribute to the economic development of rural America. Establishes the Rural Tourism Foundation. Authorizes appropriations.

Agricultural Export Enhancement Act of 1990 - Directs the Secretary of Agriculture to establish the Export Market Research Loan Program to make loans to eligible entities to perform research directed at expanding agricultural export markets. Requires the Secretary to establish the New Market Task Force to develop foreign market development strategy, coordinate and disseminate information, and advise and educate such entities concerning agricultural export markets and domestic trade programs. Authorizes appropriations. Amends the Food Security Act of 1985 to require the Secretary for FY 1991 through 1995 to use a specified amount of funds, or commodities owned by, the Commodity Credit Corporation for targeted export activities designed to develop new foreign markets for agricultural products. Requires the Administrator of the Foreign Agricultural Service to report to specified congressional committees: (1) any recommendations about proposed locations of New Agricultural Trade Offices and proposed fund uses; (2) estimated personnel and appropriations needs of such offices; and (3) an analysis of the Service's hiring ceiling. Requires the Secretary of State to permit the Agricultural Trade Offices to employ necessary personnel even if their employment exceeds embassy personnel limits. Requires the Secretary to establish a Processed Products Export Enhancement Program providing agricultural commodities acquired by the Corporation to U.S. exporters, users, and processors and foreign purchasers at no cost. Amends the Food for Peace Act of 1966 to extend the authority of the Agricultural Export Credit Revolving Fund through October 1, 1995.

Computer Matching Corrections Act of 1990 - Amends the Computer Matching and Privacy Protection Act of 1988 to exempt State and local governments from verification requirements regarding certain information produced by computer matching programs if the information is provided by a Federal source agency. Restores the ten-day period within which the Federal Government and the States must notify recipients of food stamps, Medicaid, supplemental security income and aid to families with dependent children of a reduction or termination of such welfare benefits (currently there is a 30-day period), except in the case of an individual whose records are used in computer matching programs and who receives notice of an adverse action before the enactment of this Act.

Avenue of the Saints Authorization Act - Directs the Secretary of Transportation to carry out a highway project to demonstrate the feasibility and benefits of improved highway access between major metropolitan areas by providing an improved four-lane facility between Minneapolis and St. Paul, Minnesota, and St. Louis, Missouri. Authorizes appropriations out of the Highway Trust Fund. Directs the Secretary to delegate responsibility for construction of the project to the State in which such project is located upon request of such State.

Financial Incentives Going to Help Towns Fighting Drugs Act - Amends the Internal Revenue Code to allow taxpayers to designate that one dollar of their tax liability be paid to the Local Anti-Drug Program Trust Fund. Establishes such Fund for grants to counties for: (1) law enforcement activities regarding drug-related crimes; (2) education, prevention, treatment, and rehabilitation programs regarding drug abuse; and (3) grants to units of general local government.

Breast and Cervical Cancer Mortality Prevention Act of 1990 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the Director of the Centers for Disease Control, to make grants to States, with regard to breast and cervical cancer, for screening, referrals and follow-up services, public information and education programs, education and training for health professionals, quality monitoring of screening, and evaluations of such activities. Sets forth preferences in making the grants and requires equitable geographical distribution. Requires matching non-Federal funds in a specified ratio. Requires that States agree to: (1) provide all of certain services by a specified date; (2) switch to any improved screening procedures which become available; and (3) assure the quality of any screening procedures used. Directs the Secretary to establish guidelines for assuring the quality of mammography and cytological screening conducted under these provisions. Requires that low-income women be given priority in the provision of services. Requires that a charge for services, if any: (1) be made according to a public schedule; (2) be adjusted for income of the woman involved; and (3) not be imposed on women with incomes below the poverty line. Requires services to be provided throughout a State, including to members of any Indian tribe or tribal organization. Authorizes the Secretary to provide training and technical assistance. Directs the Secretary to provide for annual evaluations of programs carried out under this Act. Authorizes appropriations. Limits the number of grants made to seven in FY 1991.

Human Services Reauthorization Act of 1990 - Extends authorized appropriations from FY 1991 through 1994 to carry out programs under the following Acts: (1) the Head Start Act; (2) the Follow Through Act; (3) the State Dependent Care Development Grants Act; (4) the Community Services Block Grant Act; (5) the Child Development Associate Scholarship Assistance Act; and (6) the Low-Income Home Energy Assistance Act of 1981. Amends the Human Services Reauthorization Act of 1986 to extend authorized appropriations from FY 1991 through 1994 to carry out the grant program relating to demonstration partnership agreements addressing the needs of the poor.

Contraceptive Research Centers Act of 1990 - Amends the Public Health Service Act to require the Director of the National Institute of Child Health and Human Development to make grants and enter into contracts for centers for improving methods of contraception. Requires the Director, subject to appropriations, to provide for four centers. Requires each center to: (1) conduct clinical and other applied research; (2) develop training protocols for and conduct training of physicians, scientists, nurses, and other health and allied health professionals; (3) develop model continuing education programs; and (4) disseminate information to such professionals. Allows a center to use the funds to provide: (1) stipends for health and allied health professionals enrolled in the training programs; and (2) fees to individuals serving as subjects in the clinical trials. Requires each center to use the facilities of a single institution, or be formed from a consortium of cooperating institutions, meeting requirements as prescribed by the Secretary of Health and Human Services. Allows support for a center to be for a period of up to five years, with extensions of one or more periods of up to five years if the center's operations have been reviewed by a peer review group and the group has so recommended. Authorizes appropriations. Amends the Public Health Service Act to direct the Secretary to establish a program of entering into agreements with health professionals, including graduate students, under which the professionals agree to conduct contraceptive research in consideration of repayment, for each year of such service, of not more than a specified amount of the principal and interest of their educational loans. Applies provisions of the National Health Service Corps Loan Repayment Program to this program, except as inconsistent. Authorizes appropriations. Requires amounts appropriated to remain available until the end of the second fiscal year after they are appropriated. Defines contraception to include prevention of fertilization or implantation, but to exclude termination of pregnancy after implantation.

Head Start Amendments of 1990 - Amends the Head Start Act to extend through FY 1993 the authorization of appropriations for the Head Start program. Revises conditions on renewed funding of Head Start grantees and priorities in designation of Head Start agencies. Requires the Secretary of Health and Human Services to review thoroughly each designated Head Start agency at least every three years. Requires the head of each Head Start agency to coordinate its Head Start programs with public schools, the State agency that administers Aid to Families with Dependent Children under the Social Security Act, and other programs serving the children and families served by that Head Start agency. Amends the Child Development Associate Scholarship Assistance Act of 1985 to authorize appropriations for FY 1991 through 1993 for the child development associate scholarship assistance program.

Civil Rights Protections Act of 1990 - Amends specified provisions of Federal law relating to equal protection under the law to declare that: (1) the rights protected by those provisions are protected against nongovernmental discrimination as well as against impairment under color of State law; and (2) those provisions afford the same protection against discrimination in the performance, breach, or termination of a contract, or in the setting of the terms or conditions thereof, as it does in the making or enforcement of the contract. Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a seniority system is adopted, an individual becomes subject to it, or a person is injured by the application of the system or a provision thereof, if it was adopted for an intentionally discriminatory purpose, whether or not that discriminatory purpose is apparent on the face of the provision.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter Tuition Assistance Account, the Hazardous Materials Response Computer Account, the Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Establishes a National Hero Scholarship to fund the higher education of a child, spouse, or dependent parent of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974 and the provision of information concerning surplus Federal property and infectious diseases pursuant to this Act. Establishes the Firefighter Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to provide States with funds from the Hazardous Materials Response Computer Account of the fund for distribution to local fire services that wish to purchase computer equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to fire services, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable. Permits the Administrator, in certain circumstances, to award to a domestic firm a contract that, under the use of competitive procedures, would be awarded to a foreign firm.

Digital Audio Tape Recorder Act of 1990 - Prohibits the manufacture or distribution of digital audio tape recorders or interface devices which do not conform to specified criteria implementing the serial copy management system (a technical system for controlling "serial" copying on digital audio tape (DAT) recorders). Prohibits the manufacture or distribution of any device or provision of any service that circumvents such system, unless it is a professional model digital audio tape recorder. Authorizes civil actions in Federal district court for violations of this Act.

Disabilities Prevention Act of 1990 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control, to make grants for the prevention of disabilities and secondary conditions resulting from disabilities. Authorizes the Secretary to make such grants for: (1) coordinating prevention activities; (2) conducting demonstrations and interventions; (3) conducting surveillances and studies; (4) educating the public; and (5) educating and training health professionals and improving their clinical skills. Authorizes appropriations.
