This resolution strongly condemns any instances of antisemitism occurring at colleges and universities in the United States. The resolution also encourages higher education leaders (e.g., presidents, deans, and administrators) to publicly condemn speech that incites or celebrates violence against any people based on religious beliefs, national origin, or ancestry; and encourages institutions of higher education to engage with Jewish student organizations and ensure that Jewish students, faculty, and staff can pursue their academic and personal aspirations without fear.

Recycling Infrastructure and Accessibility Act of 2023 This bill requires the Environmental Protection Agency (EPA) to establish a pilot grant program for improving recycling accessibility in communities. The EPA may award grants to states, local governments, Indian tribes, or public-private partnerships.

Israel Security Supplemental Appropriations Act, 2024 This bill provides FY2024 supplemental appropriations to the Department of Defense (DOD) and the Department of State for activities to respond to the attacks in Israel. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. The bill provides appropriations to DOD for Operation and Maintenance; Procurement; and Research, Development, Test and Evaluation. The funding is provided for purposes such as replacing defense articles that were provided to Israel, reimbursing DOD for defense services and training provided to Israel, procuring Israel's Iron Dome and David's Sling defense systems, and developing Israel's Iron Beam defense system. The bill provides appropriations to the State Department for Diplomatic Programs, including Worldwide Security Protection; Emergencies in the Diplomatic and Consular Service; and the Foreign Military Financing Program. In addition, the bill includes provisions that expand the authorities of the President to transfer defense articles and services from DOD to Israel. Finally, the bill rescinds specified unobligated funds that were provided for activities of the Internal Revenue Service.

Antisemitism Awareness Act of 2023 This bill provides statutory authority for the requirement that the Department of Education’s Office for Civil Rights take into consideration the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism when reviewing or investigating complaints of discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. According to the IHRA's working definition, antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.

Weather Research and Forecasting Innovation Reauthorization Act of 2023 or the Weather Act Reauthorization Act of 2023 This bill reauthorizes, revises, and establishes several programs related to weather forecasting, monitoring, and research. For example, the bill reauthorizes through FY2028 programs that are administered by the Office of Oceanic and Atmospheric Research in the National Oceanic and Atmospheric Administration (NOAA), including the U.S. Weather Research Program. It also provides statutory authority for NOAA's Verification of the Origins of Rotation in Tornadoes Experiment (known as VORTEX-USA). The bill also requires NOAA to establish programs that support weather forecasting technology, including improvements to radar accuracy, weather forecasting in underserved areas, and coastal flooding forecasting. NOAA must also contract with the private sector to obtain weather-related data and establish a pilot program to test the compatibility of this data with NOAA infrastructure. In addition, NOAA must improve weather-related communication systems, including those related to hazardous weather events, through system upgrades that use more modern technology (e.g., cloud-based services) and that allow for expanded coverage (e.g., in rural areas). Finally, NOAA must administer programs that support weather forecasting for agricultural and water management, including pilot programs to improve precipitation forecasts in the western and central states and a soil moisture monitoring network.

Standing Against Houthi Aggression Act This bill requires the Department of State to designate Ansarallah as a foreign terrorist organization and the President to impose property- and visa-blocking sanctions with respect to Ansarallah and any foreign person who is a member, agent, or affiliate of, or owned or controlled by Ansarallah.

Halting Appropriations for Terrorist-supporting Institutions that Knowingly provide Valued Assets to Hamas and Hezbollah Act or the HATIKVAHH Act This bill suspends federal assistance to certain international organizations determined to support or cooperate with Hamas, Hezbollah, Palestinian Islamic Jihad, Palestine Liberation Front, Popular Front for the Liberation of Palestine, the Iranian Revolutionary Guard, or other groups designated as terrorist organizations operating in Gaza or Judea and Samaria. The Department of State shall make such determinations on international organizations receiving federal funding that operate in Gaza or Judea and Samaria and periodically report to Congress. The State Department shall make a determination on each United Nations agency as a separate international organization.

This resolution condemns Hamas' October 7, 2023, attacks against Israel and expresses sympathy and solidarity with the families of those held hostage or killed in those attacks. The resolution also adjourns the House of Representatives in honor of those killed and unaccounted for.

United States-Taiwan Expedited Double-Tax Relief Act This bill establishes special rules for the taxation of residents of Taiwan with income from sources within the United States. This includes the reduction of the rate of withholding of taxes, the application of permanent establishment rules, treatment of income from employment, and the determination of the residency of citizens of Taiwan.

This resolution condemns the support of Hamas, Hezbollah, and other terrorist organizations at institutions of higher education, which may lead to the creation of a hostile environment for Jewish students, faculty, and staff. It also urges the Department of Education to direct the Office for Civil Rights to investigate and, where appropriate, take immediate action.

Federal Retirement Fairness Act This bill modifies the federal civilian service that is creditable service under the Federal Employees Retirement System (FERS). Specifically, it expands the nondeduction service that may be creditable under FERS. Nondeduction service is federal service where an employee's pay is not subject to retirement deductions (e.g., service under a temporary appointment). Currently, nondeduction service performed before January 1, 1989, is creditable under FERS so long as a deposit is made into the retirement fund to cover the period of nondeduction service. This bill allows nondeduction service performed on or after January 1, 1989, to be creditable under FERS so long as a deposit is made into the retirement fund.

Retirement Investment in Small Employers Act This bill allows an increased start-up tax credit (from $500 to $2,500) for micro-businesses (not more than 10 employees) for the costs of setting up a defined contribution pension plan.

This bill excludes from gross income, for income tax purposes, compensation of members of the Armed Forces performing services in Niger, Mali, Burkina Faso, and Chad on the same basis as if such services had been performed in a combat zone.

This resolution calls on Hamas to immediately release hostages taken during its October 2023 attack on Israel. The resolution (1) condemns Hamas for attacking Israel, taking hostages, and for threats made against hostages; (2) demands that Hamas immediately release hostages; (3) recognizes that hostage-taking is a violation of international humanitarian law; and (4) expresses sympathy to the hostages, wounded, deceased, and their families.

Freezing and Halting Any More Alleviation of Sanctions Act or Freezing HAMAS Act This bill reinstates any statutory sanctions against Iran that had been waived, reduced, or otherwise relieved pursuant to any agreement between the United States and Iran.

This bill terminates the presidential waiver of certain sanctions on Iran and the licenses issued by the Department of the Treasury that allowed for the transfer of previously blocked Iranian funds (namely, the approximately $6 billion of Iranian funds that the Biden Administration permitted to be transferred from restricted accounts in South Korea to restricted accounts in Qatar to facilitate the release of five U.S. citizens detained in Iran). Furthermore, the President may not exercise waiver authority related to certain accounts belonging to Iran.

Strengthening Tools to Counter the Use of Human Shields Act This bill extends the authority of the President to impose sanctions on foreign persons using human shields through 2030 and requires the President to impose such sanctions on each foreign person determined to be a member of Palestine Islamic Jihad and orders, controls, or otherwise directs the use of human shields. Currently, such sanctions are (1) required for users of human shields who are members of Hamas or Hezbollah or supporters of those groups, and (2) authorized for other users of human shields. The President must also determine if a person named in certain congressional requests meets the criteria for such sanctions and report on whether the President intends to impose sanctions on that person. Additionally, the Department of Defense must report to Congress on the implications of the use of human shields by Hamas, Hezbollah, and Palestine Islamic Jihad.

'Operation Swords of Iron' Iron Dome Supplemental Appropriations Act This bill provides $2 billion in appropriations for the Department of Defense to provide to the government of Israel for the procurement of the Iron Dome defense system to counter short-range rocket threats. The funds must be provided to address emergent requirements in support of Operation Swords of Iron.

Stop Tax Penalties on American Hostages Act This bill postpones certain tax filing deadlines for U.S. nationals and their spouses who are unlawfully or wrongfully detained abroad or held hostage abroad. It also allows for a refund and abatement of penalties and fines paid by detained individuals.

No Paydays for Hostage-Takers Act This bill allows the President to deny a representative of the United Nations diplomatic entry to the United States if the individual is sanctioned under specified Executive Orders related to terrorism and the proliferation of weapons of mass destruction. Currently, the President may deny entry to a United Nations representative if the individual is found to be engaged in specified espionage or terrorist activities directed against the United States or its allies and may pose a threat to security. The bill also requires the President to report to Congress on certain matters regarding Iran. The President must report on the $6 billion transferred from restricted Iranian accounts in South Korea to restricted accounts in Qatar on August 9, 2023; all cases of hostage taking of a U.S. national in Iran or at the direction of Iran during the last 10 years and whether specified sanctions apply; blocked Iranian assets; international efforts to find, freeze, and forfeit assets of those connected to Iran's hostage-taking, wrongful detention, and human rights violations; whether the travel of U.S. persons to Iran presents an imminent danger to travelers; and a strategy to deter hostage-taking by U.S adversaries.

Technology for Energy Security Act of 2023 This bill extends the energy investment tax credit for qualified fuel cell property for eight years. Under current law, an energy investment tax credit of up to 30% of the cost of qualified fuel cell property is available provided construction of the qualified fuel cell property begins on or before December 31, 2024. This bill extends the energy investment tax credit to include qualified fuel cell property where construction begins on or before December 31, 2032.

Making Imperiled Communities Resistant to Outages with Generation that is Resilient, Islandable, and Distributed Extension Act or the MICROGRID Extension Act This bill extends the energy investment tax credit for microgrid controllers for eight years. Under current law, an energy investment tax credit of up to 30% of the cost of a microgrid controller is available provided construction of the microgrid controller begins on or before December 31, 2024. This bill extends the energy investment tax credit to include microgrid controllers where construction begins on or before December 31, 3032.

This bill restores the limitation on downward attribution rules to 50% of stock ownership in applying constructive ownership rules to controlled foreign corporations.
