Stemming the Tide of Rural Economic Stress and Suicide Act or the STRESS Act This bill amends the Food, Conservation, and Energy Act of 2008 to reauthorize through FY2023 and modify the Farm and Ranch Stress Assistance Network, which is a Department of Agriculture (USDA) program to provide grants for programs that provide mental health services to individuals engaged in farming, ranching, and other agriculture-related occupations. The bill also sets forth requirements for USDA to review and evaluate the stress assistance programs carried out using the grants.

Ensuring Patient Access to Substance Use Disorder Treatments Act of 2018 This bill amends the Controlled Substances Act to allow a pharmacy to deliver a controlled substance to a practitioner, in accordance with a prescription, to be administered to a specific patient for maintenance or detoxification treatment or through an intrathecal pump. The bill directs the Government Accountability Office to report to Congress on access to and the potential diversion of controlled substances administered by injection, implantation, or through the use of an intrathecal pump.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

USA Workforce Tax Credit Act This bill amends the Internal Revenue Code to allow tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing: (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also: (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

Recovery Home Certification Act of 2018 This bill requires the Center for Substance Abuse Treatment and Recovery to establish model criteria for recovery homes and award grants to states that establish and operate recovery homes based on such model criteria. The bill also makes it unlawful to make or receive payments for referrals to recovery homes or clinical treatment facilities.

Ensuring Veterans Access to Military Fitness Facilities Act of 2018 This bill authorizes a military department to grant veterans access to a fitness center that is under its jurisdiction and operated by a geographically separated unit that is at least 100 miles from such unit's supporting base. Veterans currently only have access to on-base fitness centers.

Community Action Opioid Response Act of 2018 This bill requires the Office of Community Services within the Department of Health and Human Services to establish a grant program that helps low-income individuals, families, and communities affected by the national opioid epidemic. Grants must be awarded to Community Action Agencies (local organizations that work to reduce poverty in low-income communities) for specified activities relating to opioid misuse and abuse, including education, outreach, prevention, and treatment services.

Small Bank Exam Cycle Improvement Act of 2018 This bill amends the Federal Deposit Insurance Act to increase the asset limit below which certain depository institutions are eligible for an 18-month, instead of a 12-month, examination cycle.

Donate Extra Money Against National Debt Act of 2018 or the DEMAND Act of 2018 This bill amends the Internal Revenue Code to allow taxpayers to donate an amount (not less than $1), in addition to any tax owed, which shall be deposited in the general fund of the Treasury and transferred to an account used to reduce the public debt. Each donation must be designated on a taxpayer's income tax return at the time such return is filed.

Heroes Lesley Zerebny and Gilbert Vega First Responders Survivors Support Act of 2018 This bill makes changes to benefits under the Public Safety Officers' Benefits (PSOB) program. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or permanently disabled in the line of duty. Among other things, the bill increases the death and disability benefit and increases the monthly education assistance benefit.

Creating Real and Useful Middle-Class Benefits and Savings (CRUMBS) Act of 2018 This bill excludes up to $2,500 of bonus income received by an employee in 2018 from being considered taxable earnings for the purpose of determining an employee's federal tax liability. The bill defines a "bonus" as wages paid in addition to the compensation ordinarily given, required, optioned, or obligated under an employment contract.

Stopping Lawless Actions of Politicians Act of 2018 or the SLAP Act of 2018 This bill amends the federal criminal code to make it a crime for a state or local official to knowingly release from custody an individual who is an alien subject to a detainer. It imposes criminal penalties—a fine, a prison term of up to five years, or both—on a violator. A state or political subdivision that complies with a detainer is deemed to be an agent of the Department of Homeland Security and is authorized to take actions to comply with the detainer. The bill limits the liability of a state or political subdivision, or an officer or employee of such state or political subdivision, for actions in compliance with the detainer.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

Pay Our Protectors Not Our Politicians Act of 2018 This bill provides FY2018 appropriations for military pay during any period in which interim or full-year appropriations for FY2018 are not in effect. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2019. The bill provides continuing appropriations for pay and allowances of: members of the Armed Forces, including reserve components, who perform active service; members of the reserve components of the Armed Forces who perform inactive-duty training; civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security [DHS] in the case of the Coast Guard) who are providing support to members of the Armed Forces; and DHS employees who are performing national security activities. It also provides continuing appropriations for payments related to: death gratuities, funeral and burial expenses, authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services, and the temporary continuation of a basic allowance of housing for dependents of members dying on active duty. The bill also prohibits Members of Congress from being paid when a government shutdown is in effect during the 116th and succeeding Congresses. During the 115th Congress, congressional pay must be withheld during a government shutdown and released at the end of the Congress.

Securing Our Schools Act of 2018 This bill establishes a pilot program under which the Department of Justice may award one-year grants to local education agencies for the purpose of purchasing and installing devices that allow for the immediate notification of appropriate officials in case of emergency.

Securing America's Future Act of 2018 This bill amends the Immigration and Nationality Act to revise immigrant visa allocation provisions, including family-related visas. A nonimmigrant classification for parents of adult U.S. citizens is created. The diversity visa program is eliminated. Annual immigration levels are revised. The limit on the worldwide level of employment-based immigrants is increased. The H-2C visa temporary agricultural worker program is revised. A trust fund is established to provide incentives for such workers to return to their country of origin. DNA testing to establish family relationships is authorized. Employment eligibility verification provisions are revised. The Department of Homeland Security (DHS) shall establish an employment verification system. No federal, state, or local government entity or individual may prohibit or restrict a federal, state, or local government entity or official from complying with the immigration laws or assisting related federal law enforcement activities. The bill revises provisions regarding: (1) detention of aliens in removal proceedings; (2) illegal entry and reentry; (3) inadmissibility and deportability of criminal aliens, gang members, drunk drivers, and sex offenders; (4) repatriation; (5) asylum and asylum fraud; (6) unaccompanied alien children; (7) foreign students; and (8) visa fraud. The bill: (1) transfers authority for strengthening the southern border from the Department of Justice to DHS; (2) revises border security provisions; (3) provides for additional border security personnel; (4) authorizes new ports of entry along the northern border and southern borders; (5) authorizes National Guard border security activities; (6) provides contingent nonimmigrant status for certain aliens who entered the United States as minors; (7) authorizes appropriations for specified border barriers and infrastructure; and (8) establishes Operation Stonegarden to make border security grants to law enforcement agencies. DHS shall: (1) submit a southern border threat analysis, (2) establish the Integrated Border Enforcement Team program, (3) implement the Border Security Deployment Program, (4) review social media activities of visa applicants, and (5) establish a biometric exit data system.

Federal Reserve Blackout Improvement Act This bill amends the Federal Reserve Act to restrict the types of public communications that Federal Open Market Committee (FOMC) members and staff may make regarding financial developments or monetary policy during a "blackout period" (i.e., a period extending from approximately one week before an FOMC meeting to approximately one day afterwards).

Expresses support for: (1) the creation and expansion of quality mentoring programs across the United States, and (2) initiatives to increase the percentage of young people who have a mentor.

Stands with the people of Iran who are engaged in legitimate and peaceful protests against an oppressive, corrupt regime. Condemns the Iranian regime's human rights abuses, corruption, and destabilizing activities abroad. Notes the statements of support for the protestors from key allies and calls on all democratic governments and institutions to support the Iranian people's right to live in a free society. Demands that the Iranian regime abide by its international obligations with respect to human rights and civil liberties. Urges the Administration to use targeted sanctions and work to convene United Nations Security Council and United Nations Human Rights Council emergency sessions to condemn the Iranian regime's human rights violations and establish a mechanism by which the Security Council can monitor such violations. Encourages the Administration to expedite the license of communications technology to Iran to improve the Iranian people's ability to speak freely. Calls on companies to reject regime requests to cut off the Iranian people from social media and other communications platforms. Supports efforts by the people of Iran to promote the establishment of basic freedoms that build a freely elected and democratic political system. Urges the President and the Department of State to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

This bill requires the Department of Transportation (DOT) to establish requirements to ensure that states conduct commercial driver's license (CDL) skills tests and retests in a timely manner. DOT must require each state to submit quarterly reports that describe the status of skills testing for individuals applying for a CDL at a CDL skills test location in the state, including average wait times and the numbers of examiners and test sites available to applicants. DOT must also submit specified reports to the states and Congress regarding the information received from the states. Beginning in FY2021, the bill authorizes DOT to withhold certain highway funds from states that are not in compliance with specified requirements regarding CDL skills testing and retesting wait times.

Recognition of Jerusalem as the Capital of the State of Israel Act This bill states that it is U.S. policy to recognize Jerusalem as the undivided capital of Israel. The bill expresses the sense of Congress that: (1) the United States should recognize the sovereign status of an undivided Jerusalem as Israel's capital, (2) recognizing Jerusalem as Israel's capital and transferring the U.S. Embassy to Jerusalem from Tel Aviv will signal U.S. commitment to Israel, (3) the President and the Department of State should affirm as a matter of U.S. policy that Jerusalem must remain Israel's undivided capital, (4) the President should implement the provisions of the Jerusalem Embassy Act of 1995 and begin the process of relocating the U.S. Embassy in Israel to Jerusalem, and (5) U.S. officials should refrain from actions that contradict U.S. law on this subject. The bill states that any official U.S. government document that lists countries and their capital cities should identify Jerusalem as Israel's capital. The President shall relocate the U.S. Embassy in Israel to Jerusalem by January 1, 2019. The Jerusalem Embassy Act of 1995 is amended to eliminate the President's authority, effective January, 1, 2018, to waive certain funding limitations for State Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened.

Disapproves of the adoption of United Nations General Assembly Resolution A/ES-10/L.22 on December 21, 2017, which rejects U.S. recognition of Jerusalem as the capital of Israel. Affirms the December 6, 2017, presidential proclamation recognizing Jerusalem as Israel's capital and directing the Department of State to prepare to move the U.S. Embassy from Tel Aviv to Jerusalem. Urges the President to direct the State Department to report to Congress on the status of U.S. assistance provided to countries that voted to adopt such resolution.

Open Internet Preservation Act This bill amends the Communications Act of 1934 by prohibiting broadband internet access service providers from: (1) blocking lawful content, applications, services, or non-harmful devices; and (2) impairing or degrading lawful internet traffic on the basis of internet content, application, or service, or use of a non-harmful device. These prohibitions do not prevent providers from offering specialized services that are offered over the same network and may share network capacity with the broadband internet access service. The bill allows broadband internet access services to be eligible for federal universal service support funding.

Curbing Realistic Exploitative Electronic Pedophilic Robots Act of 2017 or the CREEPER Act of 2017 This bill amends the federal criminal code to broaden the prohibition on importation or transportation of obscene materials. Specifically, the bill makes it a crime to import, or knowingly use a common carrier or interactive computer service to transport in interstate or foreign commerce, a child sex doll.

Comprehensive Regulatory Review Act This bill amends the Economic Growth and Regulatory Paperwork Reduction Act of 1996 to expand the required comprehensive review of financial regulatory requirements. Specifically, the review must be completed by the Consumer Financial Protection Bureau (CFPB) and the National Credit Union Administration, in addition to (as required under current law) the Federal Financial Institutions Examination Council, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, and the Federal Reserve Board. The review must be performed at least every 7, rather than 10, years. After performing the review, a regulator must consider tailoring regulations to limit specified burdens. The bill specifies information and criteria the CFPB must use when conducting its review.

This bill provides that if the Department of Veterans Affairs (VA) is unable to locate any next of kin of a deceased World War I veteran who is eligible for a VA headstone or marker, or would be eligible except for the date of such individual's death, a private cemetery may request the VA to furnish a headstone or marker for the grave or a medallion or other device to signify the individual's veteran status.

Reforming Disaster Recovery Act of 2017 This bill provides statutory authority for certain procedures related to the Community Development Block Grant Disaster Recovery Program and adds new program requirements, including with respect to coordination of benefits, precertification for grant assistance, and allocation of grant funds.

International Insurance Standards Act of 2017 This bill prohibits parties representing the federal government in an international insurance agreement from agreeing to any standard unless it is consistent with existing federal and state laws. The parties must coordinate with state insurance regulators. Congress has the power to review and disapprove by joint resolution any such agreement. The bill amends the Federal Insurance Office Act of 2010 to modify requirements for a covered international agreement entered into by the Department of the Treasury's Federal Insurance Office. Such an agreement must only apply on a prospective basis. Congress has the power to review and disapprove by joint resolution any covered agreement.

Farmers of Tomorrow Act This bill amends the Consolidated Farm and Rural Development Act to expand eligibility for Department of Agriculture (USDA) direct farm ownership loans by modifying the three-year experience requirement. (Under current law, USDA may make a direct farm ownership loan only to a farmer or rancher who has participated in the business operations of a farm or ranch for at least three years or has other acceptable experience.) The bill modifies the experience requirement to specify a list of acceptable experience and educational criteria that USDA may count for an applicant to meet or reduce the necessary experience requirement.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Veteran Entrepreneurs Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit of up to $400,000 for 25% of the franchise fees paid or incurred by an eligible veteran for the purchase of a franchise. The bill reduces the amount of such credit if the veteran does not own 100% of the stock or capital or profits interest of the franchisee. An "eligible veteran" is a person who served in the active military, naval, or air service; was discharged or released under conditions other than dishonorable; and who pays or incurs a franchise fee in connection with a franchise agreement with a franchisor. The veteran may elect to transfer the credit to an eligible franchisor in exchange for a discount in the franchise fee commensurate with the value of the credit. The Small Business Administration and the Department of Veterans Affairs must provide information about the tax credit allowed by this bill to veterans service organizations and veteran advocacy groups.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Strengthening Oversight of Iran's Access to Finance Act This bill directs the Department of the Treasury, not later than 30 days after authorizing a U. S. or foreign financial institution to export or re-export a commercial passenger aircraft to Iran (or, for an authorization made after January 16, 2016, but before the enactment of this bill, not later than 60 days after such enactment) and every 180 days thereafter for the duration of the authorization, to submit to Congress a report containing: a list of financial institutions that have, since January 16, 2016, conducted transactions authorized in connection with such export or re-export; and either a certification that such transaction does not pose a significant money laundering or terrorism financing risk to the U. S. financial system and will not benefit an Iranian person who for the one year preceding the certification has knowingly transported weapons of mass destruction or has knowingly provided transportation services or material support to terrorists, and that any such institution had appropriate policies, procedures, and processes in place to avoid engaging in sanctionable activities; or a statement that the Treasury is unable to make such a certification and will, within 60 days after such determination, issue a report on non-certification to Congress. The President may waive the requirements of this bill for up to one year at a time upon certifying to Congress that: the Government of Iran has made substantial progress toward combating money laundering and terrorism financing risk emanating from Iran or has significantly reduced its destabilizing activities in the region or material support for terrorist groups; or such waiver is important to U.S. national interests.

Lyme Disease Research Stamp Act This bill directs the U.S. Postal Service to issue a Lyme Disease Research Semipostal Stamp. The proceeds from the sale of the stamp shall be transferred to the National Institute of Allergy and Infectious Diseases for funding Lyme disease and related tick-borne illness research, through payments which shall be made at least twice a year. The stamp shall be made available to the public for at least six years.
