Wounded Warrior Service Dog Act of 2013 - Directs the Secretaries of Defense (DOD) and Veterans Affairs (VA) to jointly establish the K-9 Companion Corps program for the awarding of grants to assist nonprofit organizations in establishing, planning, designing, and/or operating programs to provide assistance dogs to certain members of the Armed Forces and veterans who have certain disabilities. Defines "assistance dog" to mean a dog specifically trained to perform physical tasks to mitigate the effects of such a disability, except that such term does not include a dog specifically trained for comfort or personal defense.

Captive Primate Safety Act - Amends the Lacey Act Amendments of 1981 to add nonhuman primates to the definition of "prohibited wildlife species" for purposes of the prohibition against the sale or purchase of such species in interstate or foreign commerce. Makes it unlawful for a person to import, export, transport, sell, receive, acquire, or purchase a live animal of any prohibited wildlife species in interstate or foreign commerce (i.e., for pet trade purposes). Modifies exceptions to such prohibition, including by making it inapplicable to a person who is: (1) a licensed and inspected person who does not allow direct contact between the public and prohibited wildlife species, and (2) transporting a single primate of the genus Cebus that was obtained from and trained by a charitable organization to assist a permanently disabled individual with a severe mobility impairment. Sets forth civil and criminal penalties for violations of the requirements of this Act.

Restore Honor to Service Members Act - Requires appropriate military record correction boards or discharge review boards to review the discharge characterization of any former members of the Armed Forces requesting a review who were discharged because of their sexual orientation. Permits such boards to change a characterization to honorable if such characterization is any characterization except honorable. Directs the Secretary of Defense (DOD) to ensure that any such changes are carried out consistently and uniformly across the military departments using specified criteria, including that: (1) the original discharge was based on the policy of Don't Ask Don't Tell (as in effect before it was repealed pursuant to the Don't Ask, Don't Tell Repeal Act of 2010) or a similar earlier policy; and (2) the discharge characterization will be changed if, with respect to the original discharge, there were no aggravating circumstances, such as misconduct, that would have independently led to any discharge characterization except honorable. Prohibits "aggravating circumstances" from including: (1) an offense of sodomy committed by the member against a consenting person of the same sex; or (2) statements, consensual sexual conduct, or consensual acts relating to sexual orientation or identity, or the disclosure of such statements, conduct, or acts, that were prohibited at the time of discharge but that became permitted after such discharge. Directs the Secretary of each military department to ensure that oral historians of the department: (1) review discharges between World War II and September 2011 based on sexual orientation, and (2) receive oral testimony of individuals who personally experienced discrimination and discharge because of actual or perceived sexual orientation so that such testimony may serve as an official record of such discriminatory policies and their impact on American lives. Requires the reissuance of specified military personnel records and discharge forms in a manner that shall not reflect the sexual orientation of the member. Amends the Uniform Code of Military Justice to remove from the offense of sodomy specified activity referred to as unnatural carnal copulation with another person of the same or opposite sex.

CLEANER Act of 2013 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2013 - Amends the Solid Waste Disposal Act, with respect to the regulation of wastes associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy, to require the Administrator of the Environmental Protection Agency (EPA), within one year, to: determine whether drilling fluids, produced waters, and other wastes associated with such activities meet the criteria promulgated for the identification or listing of hazardous waste; identify or list as hazardous waste any of such energy-associated wastes that the Administrator determines meet the identification or listing criteria; and promulgate regulations regarding standards applicable to generators, transporters, and owners and operators of facilities for the treatment, storage, or disposal of wastes described under this Act (except that the Administrator may modify the requirements for such regulations to consider such wastes' special characteristics so long as the requirements protect human health and the environment). Directs the Administrator to promulgate revisions of the criteria regarding sanitary landfills and practices of open dumping for facilities that receive the energy-associated wastes described under this Act not identified as hazardous waste. Requires such revisions to: be those necessary to protect human health and the environment, allowing consideration of the practicable capability of such facilities; and include, at minimum, groundwater monitoring as necessary to detect contamination, criteria for the acceptable location of new or existing facilities, and provision for corrective action and financial assurance.

Guard and Reserve Equal Access to Health Act - Directs the Secretary of the military department concerned to provide a physical examination to each member of a reserve component who: (1) will not otherwise receive one through that department, and (2) elects to receive such examination. Requires the Secretary concerned to: (1) provide such examination during the 90-day period before such member's scheduled date of separation, and (2) provide such member with a record of the examination. Prohibits a member from being entitled to transitional health care benefits through their department solely by reason of being provided such examination.

Surveillance State Repeal Act - Repeals the USA PATRIOT Act and the FISA Amendments Act of 2008 (thereby restoring or reviving provisions amended or repealed by such Acts as if such Acts had not been enacted), except with respect to reports to Congress regarding court orders under the Foreign Intelligence Surveillance Act of 1978 (FISA) and the acquisition of intelligence information concerning an entity not substantially composed of U.S. persons that is engaged in the international proliferation of weapons of mass destruction. Extends from 7 to 10 years the maximum term of FISA judges. Makes such judges eligible for redesignation. Permits FISA courts to appoint special masters to advise on technical issues raised during proceedings. Requires orders approving certain electronic surveillance to direct that, upon request of the applicant, any person or entity must furnish all information, facilities, or technical assistance necessary to accomplish such surveillance in a manner to protect its secrecy and produce a minimum of interference with the services that such carrier, landlord, custodian, or other person is providing the target of such surveillance (thereby retaining the ability to conduct surveillance on such targets regardless of the type of communications methods or devices being used by the subject of the surveillance). Prohibits information relating to a U.S. person from being acquired pursuant to FISA without a valid warrant based on probable cause. Prohibits the federal government from requiring manufacturers of electronic devices and related software to build in mechanisms allowing the federal government to bypass encryption or privacy technology. Directs the Comptroller General (GAO) to report annually on the federal government's compliance with FISA. Permits an employee of or contractor to an element of the intelligence community with knowledge of FISA-authorized programs and activities to submit a covered complaint to the Comptroller General, to the House or Senate intelligence committees, or in accordance with a process under the National Security Act of 1947 with respect to reports made to the Inspector General of the Intelligence Community. Defines a "covered complaint" as a complaint or information concerning FISA-authorized programs and activities that an employee or contractor reasonably believes is evidence of: (1) a violation of any law, rule, or regulation; or (2) gross mismanagement, a gross waste of funds, an abuse of authority, or a substantial and specific danger to public health or safety. Subjects an officer or employee of an element of the intelligence community to administrative sanctions, including termination, for taking retaliatory action against an employee or contractor who seeks to disclose, or who discloses, such information.

Mortgage Forgiveness Tax Relief Act - Amends the Internal Revenue Code to extend through 2015 the exclusion from gross income of income attributable to the discharge of indebtedness on a principal residence.

Pathways Back to Work Act of 2013 - Establishes in the Treasury the Pathways Back to Work Fund, with an initial appropriation of $12.5 billion. Requires the Secretary of Labor to make certain Fund allocations to states with approved plans, qualifying outlying areas (U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau), and Native American program grantees to provide: (1) subsidized employment to unemployed, low-income adults; and (2) summer and year-round employment opportunities to low-income youth. Requires the Secretary to award competitive grants to local entities for work-based training and other work-related and educational strategies and activities of demonstrated effectiveness to provide unemployed, low-income adults and low-income youths with skills that will lead to employment. Subjects activities funded under this Act to federal labor standards and nondiscrimination protections.

Education for All Act of 2013 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote quality universal basic education. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic quality education plans. Directs the Administrator of the U.S. Agency for International Development (USAID) to designate a Coordinator of United States Government Actions to Provide Basic Education Assistance who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Global Democracy Promotion Act - States that, with respect to eligibility for assistance under part I of the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States. Declares in addition that foreign nongovernmental organizations shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Food and Drug Administration Safety Over Sequestration Act of 2013 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt from sequestration calculations (mandatory across-the-board spending cuts) user fees that fund salaries and other administrative expenses of the Food and Drug Administration (FDA).

Airline Pilot Pension Fairness Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), with regard to both single-employer and multiemployer plan guaranteed benefits, to require the Pension Benefit Guaranty Corporation (PBGC), in the case of commercial airline pilots required by Federal Aviation Administration (FAA) regulation to retire before age 65, to compute the actuarial value of monthly benefits in the form of a life annuity commencing at the required retirement age.

Innovate to Deliver Act of 2013 - Establishes in the U.S. Postal Service (USPS) the position of Chief Innovation Officer, who shall manage the development and implementation of innovative postal and nonpostal products and services. Requires: (1) the Postmaster General, not later than 12 months after the designation of a Chief Innovation Officer, to submit to Congress a comprehensive strategy for maximizing revenues through innovative postal and nonpostal products and services; and (2) the Comptroller General (GAO) to study and report on the implementation of the USPS innovation strategy. Authorizes USPS to: provide nonpostal services (e.g., check-cashing services, warehousing, public internet access services) that use the processing, transportation, delivery, retail network, technology, or other resources of USPS in a manner consistent with the public interest; conduct market tests of experimental products with total anticipated revenues of up to $50 million (currently, $10 million); ship distilled spirits, wine, or malt beverages consistent with state laws: invest excess moneys of the Competitive Product Fund; engage in a reduction in force (RIF) except when prevented by a collective bargaining agreement; enter into intra-service agreements with other agencies to furnish to each other property and services; treat similar or related agreements between USPS and its postal users (Negotiated Service Agreements) as a single product; and seek expedited processing for time-sensitive advisory opinions from the Postal Regulatory Commission (PRC). Requires the PRC, in establishing a system for regulating USPS rates and classes for market-dominant products, to: (1) require that each class or type of mail service cover its direct and indirect costs, and (2) take into account the value to USPS of having pricing flexibility. Repeals the requirement for uniform postal rates for books, films, and other materials. Requires the USPS Board of Governors to: (1) ensure that rates and fees charged by USPS cover its total costs for FY2014 and each subsequent fiscal year, and (2) submit to Congress an itemized report for each fiscal year describing all travel and reimbursable business travel expenses paid to each Governor. Requires each PRC Commissioner to submit a similar itemized report for each fiscal year. Imposes limits on the compensation, including bonuses, and fringe benefits of USPS officers and employees, with exceptions for officers or employees in very senior executive positions. Requires the Office of Personnel Management (OPM) to: (1) revise the formula for determining USPS contributions to the Federal Employees' Retirement System (FERS), and (2) use excess FERS contributions to pay existing USPS operating and pension liabilities. Expresses the sense of Congress that USPS use its available authority to provide early retirement or separation to eligible USPS employees. Allows USPS employees to take service credits instead of separation payments. Allows USPS and PRC employees to contribute their voluntary separation incentive payments to Thrift Savings Fund accounts. Modifies the prepayment schedule for the Postal Retiree Health Benefits Fund to: (1) amortize health care liabilities over a 40-year period, (2) reduce the prefunding requirement to 80% of actuarial liabilities, and (3) suspend the commencement of payments to the Fund until FY2017. Requires the Comptroller General to report on the workforce reduction or realignment method used by USPS to align its workforce with its needs. Requires the Postmaster General to submit detailed reports to Congress on plans to close or suspend USPS retail or processing facilities. Extends the process for closing or consolidating a post office to postal stations and branches. Authorizes the PRC to change classes of mail using specified criteria and notification requirements.

Saving America's Pollinators Act of 2013 - Requires the Administrator of the Environmental Protection Agency (EPA) to suspend the registration of imidacloprid, clothianidin, thiamethoxam, dinotafuran, and any other members of the nitro group of neonicotinoid insecticides to the extent such insecticide is registered under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) for use in seed treatment, soil application, or foliar treatment on bee attractive plants, trees, and cereals until the Administrator has made a determination that such insecticide will not cause unreasonable adverse effects on pollinators. Requires such a determination to be based on: (1) an evaluation of the published and peer-reviewed scientific evidence on whether the use or uses of such neonicotinoids cause unreasonable adverse effects on pollinators, including native bees, honeybees, birds, bats, and other species of beneficial insects; and (2) a completed field study that meets the criteria required by the Administrator and evaluates residues, including residue build-up after repeated annual application, chronic low-dose exposure, and cumulative effects of multiple chemical exposures. Prohibits the Administrator from issuing any new registrations of the pesticides listed in this Act for any seed treatment, soil application, and foliar treatment on bee attractive plants, trees, and cereals under FIFRA until the Administrator has made such determination with respect to such insecticide. Requires the Secretary of the Interior, in coordination with the Administrator, to: (1) regularly monitor the health and population status of native bees, (2) identify the scope and likely causes of unusual native bee mortality, and (3) submit to Congress and make public an annual report on such health and population status.

No Child Left Inside Act of 2013 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct the Secretary of Education to award grants to states and, through them, competitive subgrants to eligible partnerships to support the implementation of state environmental literacy plans that include environmental education standards and teacher training. Includes in the eligible partnerships a local educational agency (LEA) and at least one institution of higher education, another LEA, an elementary or secondary school, or a government or nonprofit entity experienced in environmental literacy. Requires use of the subgrants for one or more of the following activities: providing targeted, job-embedded professional development that improves teachers' environmental content knowledge and pedagogical skills; establishing and operating environmental education summer workshops or institutes for teachers; developing or redesigning more rigorous environmental education curricula; designing programs that prepare teachers to provide environmental education mentoring and training to other teachers in their school; establishing and operating programs to bring teachers and students into contact with working professionals in environmental fields; creating initiatives that incorporate environmental education within teacher training programs or accreditation standards; and promoting the integration of outdoor environmental education lessons into the regular school curriculum and schedule. Authorizes the Secretary to award competitive matching grants to eligible partnerships for one or more of the following activities: developing and implementing state curriculum frameworks for environmental education that meet challenging state academic content and achievement standards for environmental education, replicating or disseminating information about proven and tested model environmental education programs, and developing and implementing new approaches to advancing environmental education and the adoption and use of environmental education content standards. Amends part B (Mathematics and Science Partnerships) of title II of the ESEA to: (1) include nonprofit environmental education organizations and government science, environmental, or natural resource management agencies among the entities eligible to participate in part B partnerships; and (2) allow the use of part B funds to train teachers to use environmental education to enhance student understanding of science and mathematics. Amends part B (21st Century Community Learning Centers) of title IV of the ESEA to include environmental literacy activities among the before and after school activities that such program funds at community learning centers. Directs the Secretary to: request all federal departments and agencies to provide information on any environmental literacy assistance program that they operate, sponsor, or support; make that information searchable and accessible through the Department of Education's website and cross-referenced with the United States Green Ribbon School application information; coordinate environmental literacy activities between the Department of Education, the Environmental Protection Agency (EPA), the Department of the Interior, and the Department of Commerce; and appoint an advisory panel of stakeholders to advise and support interagency environmental literacy planning and assessment activities.

Veterans and Servicemembers Employment Rights and Housing Act of 2013 - Prohibits employment practices that discriminate based on an individual's military service and amends the Fair Housing Act and the Civil Rights Act of 1968 to prohibit housing discrimination against members of the uniformed services. Declares that it shall be an unlawful employment practice for an employer to fail to hire, to discharge, or to otherwise discriminate against individuals because of their military service. Prohibits employers, employment agencies, labor organizations, and job training programs from engaging in specified practices that adversely affect an applicant or employee because of such service. Exempts certain hiring and employment practices from being considered unlawful if the occupancy of the position is subject to national security requirements that an individual does not fulfill. Permits an employer to apply different standards of compensation or terms of employement pursuant to a bona fide seniority or merit system, a system which measures earnings by quantity or quality of production or to employees who work in different locations, or a professionally developed ability test. Declares that an unlawful employment practice based on disparate impact is established only if: (1) the complaining party demonstrates that a respondent uses a particular employment practice that causes a disparate impact on the basis of military service and the respondent fails to demonstrate that the challenged practice is job-related and consistent with business necessity, or (2) the complaining party makes a demonstration with respect to an alternative employment practice and the respondent refuses to adopt such practice. Prohibits business necessity from being used as a defense against a claim of intentional discrimination. Declares that an unlawful employment practice is established when the complaining party demonstrates that military service was a motivating factor for any employment practice, even though other factors also motivated such practice. Grants enforcement powers, remedies, and procedures under the Civil Rights Act of 1964 to the Equal Employment Opportunity Commission (EEOC), Attorney General (DOJ), and persons alleging such discrimination. Amends the Fair Housing Act to prohibit housing discrimination against a member of the uniformed services with respect to: (1) the sale or rental of housing, (2) residential real estate-related transactions, and (3) the provision of brokerage services. Prohibits religious organizations engaging in housing transactions from giving preferences to persons of the same religion in cases where membership in such religion is restricted to persons who are not members of the uniformed services. Amends the Civil Rights Act of 1968 to impose a fine, imprisonment, or both on persons who violate prohibitions on housing discrimination under such Act against members of the uniformed services.

Keep Student Loans Affordable Act of 2013 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to extend the 3.4% interest rate on Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2013, to Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2014. Amends the Internal Revenue Code to modify rules for required distributions from tax-exempt pension plans to an employee who dies before such employee's entire interest is distributed to require such interest to be distributed within five years after the death of such employee, subject to exceptions for an eligible designated beneficiary and surviving spouse of such employee. Defines "eligible designated beneficiary" to include a disabled or chronically-ill individual. Exempts from such modification a binding annuity contract in effect on the enactment date of this Act.

Caroline Pryce Walker Conquer Childhood Cancer Reauthorization Act - Amends the Public Health Service Act to reauthorize through FY2018 cancer research programs under the Caroline Pryce Walker Conquer Childhood Cancer Act of 2008. Replaces the current pediatric cancer research and awareness grant program carried out by the Secretary of Health and Human Services (HHS) with a comprehensive children's cancer biorepositories program. Authorizes the Director of the National Institutes of Health (NIH) to make awards to eligible applicants to build upon existing initiatives to collect biospecimens and clinical and demographic information (including date of diagnosis, age at diagnosis, and patient's gender, race, and ethnicity) for at least 90% of all children, adolescents, and young adults with cancer in Comprehensive Children's Cancer Biorepositories for the purpose of achieving a better understanding of the cause of such cancers and the effects of treatments. Permits award amounts to be used to: (1) acquire, preserve, and store high quality, donated biospecimens and associated clinical and demographic information on children, adolescents, and young adults diagnosed with cancer in the United States; (2) maintain a secure searchable database for scientists and qualified health care professionals to research such biospecimens and data; and (3) make available and distribute such biospecimens and data to researchers and professionals for peer-reviewed research. Revises the national childhood cancer registry grant program to require the Director of the Centers for Disease Control and Prevention (CDC) to award grants to state cancer registries to enhance and expand infrastructure to track the epidemiology of cancer in children, adolescents, and young adults. Requires a Comptroller General (GAO) report regarding the barriers to conducting pediatric studies of oncologic therapies in applications for new drugs or biological products under the Federal Food, Drug, and Cosmetic Act, including recommendations to improve development and access to new therapies as well as assessments of: (1) the feasibility of requiring studies for a pediatric oncologic indication if the therapeutic target of a drug or biologic product for an adult oncologic indication is highly relevant to any pediatric cancer to which it could apply, and (2) the impact of altering the current exemption for orphan drug designations relating to rare diseases or conditions.

Expresses the sense of the House of Representatives that the United States should ban and prevent the importation of shark fins from sharks caught through the practice of finning. Recognizes the threat shark finning poses to sharks and condemns the practice worldwide.

Community College to Career Fund Act - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor and the Secretary of Education to award competitive grants to: (1) institutions of higher education for educational or career training programs for workers, (2) state or local organizations in partnership with community colleges and other training providers for pay-for-performance projects and pay-for-success job training projects, (3) state or local governments to provide job training or recruiting activities necessary to provide skilled workers for businesses that have relocated or are considering relocating operations outside the United States but may instead relocate them to areas served by those governments, and (4) institutions of higher education in partnership with local or regional economic development entities to provide training in starting a small business and entrepreneurship.

Child Handgun Safety Act - Directs the Consumer Product Safety Commission (CPSC) to promulgate a consumer product safety standard for handguns that requires that: (1) any handgun manufactured in the United States must be child-resistant and include a mechanism that effectively precludes an average five-year old child from operating it when it is ready to fire (effective one year after this Act's enactment date); and (2) any handgun sold, offered for sale, traded, transferred, shipped, leased, or distributed in the United States must be child-resistant as manufactured or retrofitted to be child-resistant (effective two years after such date). Includes as such a mechanism: (1) raising trigger resistance to at least a 10-pound pull, (2) altering the firing mechanism so that an average 5-year old child's hands are too small to operate the handgun, or (3) requiring a series of multiple motions in order to fire the handgun. Exempts antique firearms and firearms owned by the Department of Defense (DOD). Requires the cost of retrofitting a firearm to meet such requirement to be borne by the manufacturer if the manufacturer is operational at the time the retrofit is required, but permits the use of the Department of Justice Assets Forfeiture Fund for payments to reimburse handgun manufacturers for the costs of retrofitting required by this Act.

Amends the federal criminal code to expand the definition of "armor piercing ammunition" to include a projectile that may be used in a handgun and that is determined by the Attorney General to be capable of penetrating body armor. Requires the Attorney General to: (1) promulgate standards for the uniform testing of projectiles against the Body Armor Exemplar (body armor that the Attorney General determines meets minimum standards for the protection of law enforcement officers), taking into account variations in performance related to the type of handgun used, the length of the barrel, the amount and kind of powder used, and the projectile's design; and (2) assess and, as appropriate, modify the standards every three years or more frequently if warranted by technological advances.

Essex National Heritage Area Reauthorization Act - Amends the Omnibus Parks and Public Lands Management Act of 1996 to: (1) extend the authority for the Secretary of the Interior to make grants or provide assistance respecting the Essex National Heritage Area until September 30, 2027, and (2) increase the total amount that may be appropriated for the Area under the Act to $20 million.

National Infrastructure Development Bank Act of 2013 - Establishes the National Infrastructure Development Bank as a wholly owned government corporation. Makes the Bank's Board of Directors responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. Authorizes the Board to: (1) make senior and subordinated direct loans and loan guarantees to assist in the financing or refinancing of an infrastructure project, (2) issue public benefit bonds and provide financing to infrastructure projects, and (3) pay an interest subsidy to the issuer of American Infrastructure Bonds. Requires the Board to establish an Executive Committee, headed by the chief executive officer, to establish requirements and make recommendations for project proposals to be considered for financial assistance. Requires the Bank to establish a Risk Management Committee, headed by the chief risk officer, which shall: (1) create financial, credit, and operational risk management guidelines for the Bank; (2) set guidelines to ensure diversification of lending activities by both geographic region and infrastructure project type; (3) create conforming standards for all financial assistance provided by the Bank; (4) monitor financial, credit, and operational exposure of the Bank; (5) provide financial recommendations to the Board; and (6) ensure that the aggregate amount of interest subsidies provided for American Infrastructure Bonds in a given calendar year do not exceed 28% of interest payable under all such Bonds. Requires the Bank to establish an audit committee, headed by a chief compliance officer, to be responsible for auditing and accounting activities. Requires the Board to approve criteria established by the Executive Committee, with public input, for determining project eligibility for financial assistance. Sets forth criteria to be considered by the Board for each type of infrastructure project. Requires the Executive Committee to conduct an analysis that considers the economic, environmental, and social benefits and costs of each project under consideration, prioritizing projects that contribute to economic growth, lead to job creation, and are of regional or national significance. Requires any financial assistance for an infrastructure project to be repayable from dedicated revenue sources that also secure the infrastructure project obligations. Limits the amount of assistance under this Act to 50% of reasonably anticipated project costs. Exempts all bonds issued by the Bank, and the interest on or credits with respect to such bonds, from state or local government taxation. Sets forth requirements regarding compliance of assisted projects with wage rate, domestic content, and buy American statutes. Requires the Board to establish an American Infrastructure Bond program. Establishes in the Treasury the National Infrastructure Development Bank Trust Fund into which an amount estimated to equal the tax receipts attributable to interest payable under such Bonds is to be appropriated.

Calls on China (PRC) to end the practice of organ harvesting from prisoners, and particularly from Falun Gong prisoners of conscience and members of other religious and ethnic minority groups. Calls for a Department of State investigation into organ transplant practices in China, and for the prosecution of those found to have engaged in such practices. Demands an end to the persecution of the Falun Gong spiritual practice by the Communist Party of China and the release of all Falun Gong practitioners and other prisoners of conscience. Recommends that: (1) the Department issue a travel warning for U.S. citizens traveling to China for organ transplants informing them that the organ source for their operation may be a prisoner of conscience; and (2) the U.S. government condemn organ transplantation abuses in China, ban the entry of those who have participated in such activities, and prosecute such individuals should they be found on U.S. soil.

Home Health Care Planning Improvement Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner, (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law, (3) a certified nurse-midwife, or (4) a physician assistant under a physician's supervision.

Respect for Marriage Act - Amends the Defense of Marriage Act to repeal a provision that prohibited a state, territory, possession, or Indian tribe from being required to recognize any public act, record, or judicial proceeding of any other state, territory, possession, or tribe respecting a same sex marriage. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state. Removes the definition of "spouse" (currently, a person of the opposite sex who is a husband or a wife).

Tax Parity for Health Plan Beneficiaries Act of 2013 - Amends the Internal Revenue Code to: (1) exclude from an employee's gross income employer-provided accident and health plan benefits extended to a domestic partner or non-dependent, non-spouse beneficiary eligible to receive such benefits under an employer plan (i.e., "eligible beneficiary"); (2) exempt such benefits paid to eligible beneficiaries from otherwise applicable employment and unemployment taxes; (3) allow self-employed individuals a tax deduction for the health insurance costs of their eligible beneficiaries; (4) allow tax-exempt voluntary employees' beneficiary associations to provide sick and accident benefits to the domestic partners and non-dependent, non-spouse beneficiaries of their members; (5) allow reimbursement of the medical expenses of an eligible beneficiary from a health savings account (HSA); and (6) extend tax-exempt medical benefits to the eligible beneficiaries of retired employees Directs the Secretary of the Treasury to provide guidance relating to reimbursements from a flexible spending arrangement and a health reimbursement arrangement attributable to an eligible beneficiary as defined by this Act.

Safe Streets Act of 2013 - Requires each state to have in effect within two years a law, or each state department of transportation and metropolitan planning organization (MPO) an explicit policy statement, that requires all federally-funded transportation projects, with certain exceptions, to accommodate the safety and convenience of all users in accordance with certain complete streets principles. Defines "complete streets principles" as federal, state, local, or regional level transportation laws, policies, or principles which ensure that the safety and convenience of all users of a transportation system, including pedestrians, bicyclists, public transit users, children, older individuals, motorists, freight vehicles, and individuals with disabilities, are accommodated in all phases of project planning and development. Allows such law or policy to make project-specific exemptions from such principles only if: (1) affected roadways prohibit specified users by law from using them, the cost of a compliance project would be excessively disproportionate to the need, or the population, employment densities, traffic volumes, or level of transit service around a roadway is so low that the expected roadway users will not include pedestrians, public transportation, freight vehicles, or bicyclists; and (2) all such exemptions are properly approved. Requires the Secretary of Transportation (DOT) to establish a method for evaluating compliance by state departments of transportation and MPOs with complete streets principles. Requires the Access Board to issue final standards for accessibility of new construction and alterations of pedestrian facilities for public rights-of-way. Requires the Secretary to conduct research regarding complete streets to: (1) assist states, MPOs, and local jurisdictions in developing and implementing complete streets-compliant plans, projects, procedures, policies, and training programs; and (2) establish benchmarks for, and provide technical guidance on, implementing complete streets policies and principles.

Community Parks Revitalization Act - Requires the Secretary of Housing and Urban Development (HUD) to carry out a community revitalization program of federal grants to eligible local governments located within standard metropolitan statistical areas for various park and recreation purposes, including grants for rehabilitation and construction, innovation and recreation programming, and recovery action programs. Authorizes the Secretary to designate local governments not located in standard metropolitan statistical areas to receive such grants under a partial eligibility waiver. Prescribes requirements, including matching requirements, for rehabilitation and construction and for innovation and recreation grants. Limits to 10% the use of funds appropriated for rehabilitation and construction grants for acquisition of land or interests in land. Allows a recipient, at its discretion, to transfer a grant in whole or in part to private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population. Requires an applicant, for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Prescribes requirements for the five-year park and recreation recovery action program under an at-risk youth recreation grant. Authorizes the Secretary to increase federal rehabilitation and construction, innovation, and at-risk youth recreation grants to a state under this Act by an additional match of up to 15% (but not more than 15%) of total project or program cost. Limits the aggregate amount of the grant and the additional grant amounts to 85% percent of total project or program cost. Prohibits the conversion, without HUD approval, of any property improved or developed with assistance under this Act for uses other than for public recreation.

Black Box Privacy Protection Act - Amends the Automobile Information Disclosure Act to require manufacturers of new automobiles to disclose on the information label affixed to the window of the automobile: (1) the presence and location of an event data recorder (commonly referred to as a "black box"), (2) the type of information recorded and how such information is recorded, and (3) that the recording may be used in a law enforcement proceeding. Sets forth similar requirements for motorcycle manufacturers. Defines "event data recorder" as any device or means of technology installed in an automobile that records information such as automobile or motorcycle speed, seatbelt use, application of brakes, or other information pertinent to the operation of the automobile or motorcycle. Prohibits the manufacture, sale, offering for sale, or import into the United States of an automobile manufactured after 2015 (bearing a model year of 2016 or later) that is equipped with an event data recorder, unless the consumer can control the recording of information. Requires the event data recorder in an automobile or motorcycle, and any data recorded, to be considered the property of the owner of the automobile or motorcycle. Makes the retrieval or downloading of recorded data by any other person unlawful, except: (1) with the owner's consent, (2) in response to a court order, or (3) by a dealer or automotive technician to service the vehicle. Requires certain violations to be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act.

Earned Retiree Healthcare Benefits Protection Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to establish an enforceable obligation on sponsors of group health plans to restore health benefits previously taken away from plan participants to the extent such benefits were cancelled or altered after their retirement. Prohibits group health plans from reducing retiree health benefits after the retirement of a plan beneficiary. Requires such plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plan sponsors to grant benefit restoration to retired plan participants. Authorizes the Secretary of Labor to waive or vary requirements for benefit restoration if compliance with such requirements would: (1) be adverse to the interests of plan participants in the aggregate, (2) not be administratively feasible, and (3) cause substantial business hardship to plan sponsors. Establishes the Emergency Retiree Health Loan Guarantee Program. Authorizes the Program to guarantee loans provided by private financial institutions to assist plan sponsors in meeting benefit restoration obligations under this Act. Terminates loan guarantee authority on December 31, 2019. Authorizes the Secretary to assess civil penalties for violations of this Act.

Treat and Reduce Obesity Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to include information on the coverage of intensive behavioral therapy for obesity in the "Medicare and You Handbook." Authorizes the Secretary of Health and Human Services (HHS) to allow other physicians, registered dietitians, certified diabetes educators, and instructors trained and certified by the National Diabetes Prevention Lifestyle Coach Training program of the Centers for Disease Control and Prevention (CDC) to provide, and be independently reimbursed for, intensive behavioral therapy for obesity furnished outside of the primary care setting, so long as any such nonphysician provider or instructor furnishing the therapy must communicate any recommendation or treatment plan for an individual to the individual's primary care physicians or practitioner. Authorizes the Secretary to cover under Medicare part D (Voluntary Prescription Drug Benefit Program) medication for treatment of obesity or for weight loss management for an overweight individual with one or more comorbidities.

Food Security Improvement Act of 2013 - Amends the Food and Nutrition Act of 2008 to require that supplemental nutrition assistance program (SNAP, formerly known as the food stamp program) benefits be calculated with reference to the cost of the low-cost food plan. Sets forth required adjustments. Authorizes SNAP appropriations through FY2015. Revises funding provisions for consolidated block grants for Puerto Rico and American Samoa. Extends the availability of commodities for the emergency food assistance program through FY2015.

We Are Watching You Act of 2013 - Prohibits an operator of a video service from collecting visual or auditory information from the vicinity of the device used to display the video programming stream to the consumer unless the operator: (1) displays, as part of the stream, a message that reads, "We are watching you"; and (2) describes to the consumer the types of information that will be collected and how such information will be used. Requires the description of information collection to be provided: (1) as part of the terms and conditions to which the consumer must agree before using the video service; and (2) in the case of a video service accessed through a device sold or provided to the consumer by the operator, as part of the written instructions and other materials accompanying such device. Directs operators to offer an alternative video service that does not involve the collection of such information but is otherwise identical. Requires any devices provided in connection with such alternative service to be incapable of collecting such information. Allows operators to disclose such information only with the express consent of the consumer or as required by a court order in connection with a law enforcement investigation. Requires violations of this Act to be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act.

Freedom from Discrimination in Credit Act of 2013 - Amends the Equal Credit Opportunity Act to prohibit discrimination on account of sexual orientation or gender identity when extending credit. Defines: (1) "gender identity" as the gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual with or without regard to the individual's designated sex at birth; (2) "person" as a natural person, corporation, government or governmental subdivision or agency, trust, estate, partnership, cooperative, or association; and (3) "sexual orientation" as homosexuality, heterosexuality, or bisexuality.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Calls on relevant federal agencies to consider developing a nutrition strategy to further coordination efforts to improve nutrition funding and outcomes across U.S. government global nutrition programs.

Human Trafficking Prioritization Act - Expresses the sense of Congress that the Office to Monitor and Combat Trafficking of the Department of State will be more effective in carrying out duties mandated by Congress in the Trafficking Victims Protection Act of 2000, and can do so without an increase in either personnel or budget, if: (1) the Office status is changed to that of a Bureau within the Department; and (2) the Office is headed by an Assistant Secretary with direct access to the Secretary of State, rather than an Ambassador-at-Large. Amends the Trafficking Victims Protection Act of 2000 to change the status of the Office to Monitor and Combat Trafficking to that of the Bureau to Combat Trafficking in Persons, which shall be headed by an Assistant Secretary of State.

Commuter Parity Act of 2013 - Amends the Internal Revenue Code to modify the exclusion from gross income, for income tax purposes, of certain transportation benefits provided by an employer to an employee, to allow a monthly exclusion amount of: (1) $220 for transportation in a commuter highway vehicle from home to work and any transit pass, (2) $220 for qualified parking, and (3) $35 for qualified bicycle commuting reimbursement. Allows an annual cost-of-living adjustment to such exclusion amounts after 2014.

Disabled Military Child Protection Act of 2013 - Authorizes monthly annuity payments under the Survivor Benefit Plan (SBP) to a supplemental or special needs trust established for the sole benefit of a disabled dependent child who is incapable of self-support because of mental or physical incapacity.

Officer Sean Collier Campus Police Recognition Act of 2013 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend public safety officers' death benefits to campus police officers. Defines a "campus police officer" as a police officer who is authorized to enforce the criminal laws and is employed by an institution of higher education.

Calls on the government of Sri Lanka to build on its establishment of the Lessons Learnt and Reconciliation Commission (LLRC). Recognizes that the LLRC report did not adequately address issues of accountability for both the government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE). Calls for the establishment of an independent international mechanism to look into allegations of war crimes and other human rights violations committed by all sides during and after the war in Sri Lanka. Encourages Sri Lanka to allow for greater media freedoms. Urges Sri Lanka to allow humanitarian organizations and international human rights groups greater access to the war-affected. Acknowledges the end of the war and the importance of reaching a power-sharing political settlement.

Pet Safety and Protection Act of 2013 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements, or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Better Enforcement for Sexual Assault Free Environments Act of 2013 or BE SAFE Act - Amends the Uniform Code of Military Justice (UCMJ) to repeal the authority of a convening authority (the person taking action on the findings of a court-martial) to use discretion to either set aside a finding of guilty or change such finding to a finding of guilty to a lesser included offense. Requires a convening authority, when changing a charge with respect to a qualifying offense, to prepare a written explanation of such action, which shall be made part of the record. Defines a "qualifying offense" as one for which the maximum sentence of confinement does not exceed two years and for which the sentence adjudged does not include dismissal, a dishonorable or bad-conduct discharge, or confinement for more than six months. Prohibits a convening authority from reducing a sentence to less than the mandatory minimum sentence, except to reflect the substantial assistance by the accused in the investigation or prosecution of another person who has committed an offense. Requires a convening authority who disapproves, commutes, or suspends a sentence, in whole or in part, to prepare a detailed written explanation therefor, which shall be made part of the record. Allows a complaining witness to be given an opportunity to submit matters for consideration by the convening authority in the clemency phase of a court-martial. Requires such submission to be made within 10 days after receiving matters for such consideration from the accused. Allows such period to be extended by up to an additional 20 days for good cause shown. Requires mandatory dismissal or dishonorable discharge of a person found guilty under the UCMJ of rape, sexual assault, forcible sodomy, or an attempt thereof. Requires: (1) a request by a defense counsel in an action under the UCMJ to interview a complaining witness to be placed through trial counsel; and (2) any such interview to take place in the presence of trial counsel, counsel for the witness, or outside counsel. Eliminates any statute of limitations with respect to UCMJ actions for sexual assault of a child. Authorizes the Secretary of the military department concerned to provide guidance for commanders regarding their authority to make determinations, and to take action, regarding whether a member of the Armed Forces (member) serving on active duty who is alleged to have committed a sexual assault or other sex-related offense should be temporarily reassigned or removed from a position of authority or assignment in order to maintain order and discipline within the member's unit. Requires the commanding officer of a member filing an unrestricted report on a sexual assault, within eight days after the filing of such report, to brief specified officers in that member's chain of command on the incident. Directs the Secretary concerned to designate legal counsel (knows as a Victims' Counsel) to provide legal assistance to a member or dependent who is the victim of a sex-related offense, whether the allegation is restricted (confidential) or unrestricted. Requires enhanced training for all military and civilian attorneys providing such assistance. Requires the Secretary of Defense (DOD) to report to the congressional defense committees on: (1) sentencing guidelines and mandatory minimum sentencing provisions under the UCMJ, and (2) the roles of commanders in the administration of military justice and the investigation, prosecution, and adjudication of UCMJ offenses.

Defense Base Act Insurance Improvement Act of 2013 - Amends the Defense Base Act (the Act) to require satisfaction through the Government Defense Base Act self-insurance program of insurance and benefits requirements imposed on defense contractors with respect to on-job injuries. Directs the Secretaries of Defense (DOD) and Labor to jointly: (1) develop and execute an implementation strategy for a self-insurance program for insurance required by the Act, and (2) report to Congress on such strategy and on the implementation of this Act.
