Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Osteoporosis Early Detection and Prevention Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require a group health plan, and an insurer offering group coverage, to include coverage for bone mass measurement for individuals who: (1) are estrogen-deficient women at clinical risk for osteoporosis; (2) have vertebral abnormalities; (3) are receiving chemotherapy or long-term gluococorticoid (steroid) therapy; (4) have primary hyperparathyroidism, hyperthyroidism, or excess thyroid replacement; or (5) are being monitored to assess the response to or efficacy of approved osteoporosis drug therapy. Regulates frequency and cost sharing. Prohibits related denial of coverage, incentives to individuals, restrictions on provider-patient communications, and provider penalties. Allows State laws providing greater detection or prevention benefits. Amends the Public Health Service Act to apply the above requirements to coverage offered in the individual market.

America's Red Rock Wilderness Act of 2001 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin wilderness areas; (2) Zion and Mojave Desert wilderness areas; (3) Grand Staircase-Escalante wilderness areas; (4) Moab-LaSal Canyons wilderness areas; (5) Henry Mountains wilderness areas; (6) Glen Canyon wilderness areas; (7) San Juan-Anasazi wilderness areas; (8) Canyonlands Basin wilderness areas; (9) San Rafael Swell wilderness areas; and (10) Book Cliffs and Uinta Basin wilderness areas. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Debt Cancellation for the New Millennium Act - Amends the International Financial Institutions Act to urge the President to commence immediately efforts within the Paris Club of Official Creditors, as well as the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund (IMF), and other appropriate multilateral development institutions, to accomplish certain modifications in the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative, including requiring that: (1) the amount of debt relief provided by the IMF and the World Bank under the Enhanced HIPC Initiative for a HIPC be sufficient to completely cancel 100 percent of the HIPC's debt owed to such institutions; (2) no provision of debt relief under the Initiative be conditioned on any country's implementing a structural adjustment or stabilization program of the Poverty Reduction and Growth Facility of the IMF or any other such program operated solely or jointly by the IMF or the World Bank; (3) all HIPCs that are working in good faith to develop and implement their Poverty Reduction Strategy Papers (PRSPs) pursuant to the Initiative not be required to make service payments on their debts (ensuring that the savings from such debt relief will be invested in HIV/AIDS treatment and prevention, health care, education, and poverty reduction programs); and (4) the eligibility requirements of the Initiative be revised to make Bangladesh, Haiti, and Nigeria eligible. Directs the Secretary of the Treasury to provide, upon request, for technical assistance to HIPCs regarding compliance with the conditions for debt relief pursuant to the Initiative, including the development and implementation of their PSRPs.

FHA Multifamily Housing Mortgage Loan Limit Adjustment Act of 2001 - Amends the National Housing Act to increase multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums.

Foreign Military Training Responsibility Act - Expresses the sense of Congress that the United States: (1) shares a responsibility for actions of those foreign military personnel for which it provides education and training; and (2) should evaluate the objectives, methods, and results of such education and training. Amends the Foreign Assistance Act of 1961 to: (1) require the Secretaries of Defense and State to include in a required annual foreign military training report information on U.S. and non-U.S. Government personnel, including contractors, involved in each military training activity; (2) require information concerning foreign military personnel provided training to be in unclassified form; (3) require the Secretary of State to prepare and submit to the appropriate congressional committees an annual report on all foreign police training, advice, or financial support provided; and (4) require such Secretaries and the heads of each appropriate department or agency to jointly develop and maintain a database on each foreign military and law enforcement participant in education and training activities conducted by the U.S. Government after December 31, 2001. Establishes a task force to assess the kind of education and training that is appropriate for the Department of Defense to provide to military personnel of foreign countries.

Clean Money, Clean Elections Act - Amends the Federal Election Campaign Act of 1971 (FECA) to: (1) prescribe eligibility and qualifying contribution requirements, seed money provisions, and benefits of clean money financing of House election campaigns; (2) set forth requirements applicable to clean money candidates; (3) direct the Federal Election Commission (FEC) to certify whether or not the candidate is a clean money candidate; (4) establish in the Treasury a House of Representatives Election Fund for clean money financing; (5) set forth requirements concerning reporting of certain expenditures of private money candidates and reporting of certain independent expenditures; (6) limit expenditures that may be made by political party committees in connection with the general election campaign of a House election in which one or more of the candidates is a clean money candidate; and (7) require a committee of a political party, before making coordinated expenditures in excess of $5,000 for a Federal election, to certify to the FEC that it has not and will not make any independent expenditures in connection with such campaign. Amends the Communications Act of 1934 to entitle clean money candidates to receive specified free broadcast time. Amends: (1) FECA to outline political advertising provisions for specified communications; and (2) Federal postal law to limit franked mass mailings by Members of Congress. Amends FECA with respect to soft money to prohibit: (1) a national committee of a political party (including a national congressional campaign committee) from soliciting or receiving contributions or making expenditures not subject to FECA; (2) a national State, district, or local committee from soliciting or donating funds to a tax-exempt organization; and (3) an incumbent or candidate for Federal office (or an agent) from soliciting or receiving either funds not subject to FECA, or funds for a non-Federal election in excess of certain limits or from prohibited sources (with exceptions). Requires a State, district, or local committee of a political party to make Federal election year expenditures (with exceptions) from funds subject to FECA. Amends FECA to: (1) establish aggregate annual contribution limits for political committees established and maintained by a State committee of a political party, and increase aggregate annual individual contribution limits; (2) prescribe reporting requirements pertaining to political committees; (3) eliminate the exception for building funds relating to the definition of "contribution"; (4) revise requirements for the composition and terms of FEC Commissioners; and (5) mandate electronic filing of FEC reports.

Amends title XVIII (Medicare) of the Social Security Act to provide for the treatment of certified diabetes educators recognized by the National Certification Board of Diabetes Educators as certified providers for purposes of outpatient diabetes education services under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act.

FERS Federal Deposit Insurance Corporation Buyback Act of 2001 - Includes service as a temporary or intermittent Federal Deposit Insurance Corporation employee of at least one year's duration, performed after December 31, 1988 and before January 1, 2001, whether performed over a continuous period or otherwise, as creditable service under the Federal Employees' Retirement System (FERS), but only if such employee later becomes subject to FERS and such service is not credited for purposes of any benefit under any other retirement system established by U.S. law (disregarding the Social Security Act and provisions of the Civil Service Retirement System (CSRS)). Requires such employee to deposit to the credit of the Civil Service Retirement and Disability Fund an amount equal to 1.3 percent of basic pay for such service. Requires any deposit made more than five years after the later of October 1, 2001, or the date on which the employee first becomes a Federal employee following the period of temporary or intermittent FDIC service to include interest. Directs the Office of Personnel Management to prescribe regulations for crediting such service to an individual who has separated from the Government. Requires recomputation of an annuity or a survivor annuity to take into account such service.

Andean Region Contractor Accountability Act - Prohibits an officer or employee of the U.S. Government from entering into a contract under which the Government provides financing for a nongovernmental organization or individual to carry out military, law enforcement, armed rescue, or other related operations (except humanitarian activities) in countries of the Andean region (Republic of Bolivia, the Federative Republic of Brazil, the Republic of Ecuador, the Republic of Colombia, the Republic of Panama, the Republic of Peru, and the Bolivarian Republic of Venezuela), including any narcotics control operations.

Civil Rights and Employee Investigation Clarification Act - Amends the Fair Credit Reporting Act to exclude from its disclosure requirements certain communications made in connection with an employer's investigation of employee workplace misconduct, and not made for the purpose of investigating a consumer's credit worthiness, credit standing, or credit capacity.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Retirement Security Act of 2001 - Amends the Internal Revenue Code to: (1) allow an individual a tax credit of up to $2,000 for qualified retirement savings contributions; (2) allow an eligible small employer a pension plan startup cost credit of up to $1,000 for the first year and $500 for each of the following two years; and (3) allow an eligible small employer a limited small employer pension plan contribution credit.

Amends the Elementary and Secondary Education Act of 1965 to establish a program for Getting Our Girls Ready for the 21st Century (Go Girl). Authorizes the Secretary of Education to make grants to, and contracts and cooperative agreements with, local educational agencies to provide subgrants to elementary and secondary schools for services that: (1) encourage the ongoing interest of girls in science, mathematics, and technology; and (2) prepare girls to pursue undergraduate and graduate degrees and careers in those fields.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

National Forest Protection and Restoration Act of 2001 - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Establishes certain requirements relating to the use of large-scale standardized tests by State and local educational agencies (SEAs and LEAs) that receive funds under the Elementary and Secondary Education Act of 1965 (ESEA). Prohibits performance on a large-scale test from being the sole determinant of any decision about an individual student's retention, graduation, tracking, or within-class ability grouping. Allows such test performance to be considered in making such decision only if specified criteria are met. Requires evaluations of the impact of standardized tests used in high stakes decisions on students' education and educational outcomes, particularly on individuals and subgroups disaggregated by socioeconomic status, race, ethnicity, limited English proficiency, disability, and gender, to be carried out by: (1) SEAs receiving ESEA funds; (2) LEAs receiving ESEA funds located in States that do not do such evaluations; and (3) the Secretary of Education.

Medicare Mental Health Modernization Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.

Family Reunification Act of 2001 - Amends the Immigration and Nationality Act to revise the conditions under which the Attorney General may cancel the removal of certain aliens from the United States, including cancellation of removal for humanitarian or public benefit reasons for certain aliens convicted of aggravated felonies. Authorizes the Attorney General to release such an alien pending the removal decision. Revises conditions for termination of continuous physical presence or residence periods. Permits certain permanent resident aliens: (1) whether physically present in the United States or not, to request administrative relief in exclusion, deportation, or removal proceedings; and (2) to return to the United States without seeking admission.(Eliminates certain conviction-related restrictions on such return.) Directs the Attorney General to establish processes for discretionary waiver of inadmissibility or deportation for certain aliens who would otherwise be subject to exclusion or deportation.

National Amusement Park Ride Safety Act of 2001 - Amends the Consumer Product Safety Act to include within the definition of "consumer product" amusement rides that are permanently fixed to a site (thereby giving the Consumer Product Safety Commission jurisdiction over such amusement rides).

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

National Media Campaign to Prevent Underage Drinking Act of 2001 - Directs the Secretary of Health and Human Services to develop, implement, and conduct a national media campaign for the purpose of reducing and preventing underage drinking in the United States.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible entities in order to increase the number of nurses. Establishes a fast-track nursing school faculty training program. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Amends the Internal Revenue Code to provide for the exclusion from gross income of accounts received under the National Nursing Service Corps Scholarship Program. Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs.

Torture Victims Relief Reauthorization Act of 2001 - Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY 2002 through 2004 for the Department of Health and Human Services to provide grants to programs in the United States to cover the costs of services provided by domestic treatment centers in the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture).

Prescription Drug Fairness for Seniors Act of 2001 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Downed Animal Protection Act - Amends the Packers and Stockyards Act, 1921 to make it unlawful for any stockyard owner, market agency, or dealer to buy, sell, give, receive, transfer, market, hold, or drag any nonambulatory livestock unless such livestock has been humanely euthanized. Imposes civil and criminal penalties for violations.

National Park Snowmobile Restrictions Act of 2001 - Prohibits the use of snowmobiles in a National Park System unit, except: (1) on a route designated by the Secretary of the Interior, acting through the National Park Service (NPS), after January 1, 2001 (including those routes designated with respect to Grand Teton National Park); and (2) when the Secretary determines that such use is consistent with certain park values, safety considerations, and park management objectives, and will not disturb wildlife or damage park resources. Excludes from such restrictions: (1) national parks in Alaska and the Voyageurs National Park; (2) the use of snowmobiles by the NPS and its contractors and agents, if such use is essential for park management; and (3) the use of snowmobiles in emergency situations, as determined by the superintendent of the national park.

Homebound Clarification Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with respect to provisions regarding conditions on payments for services and payments of claims of service providers, as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act (BIPA). Declares that no individual shall be disqualified from being considered confined to the home for any non-medical absence (including, as currently, any absence to attend a religious service), without regard to whether the absence is infrequent or of relatively short duration. Makes this Act effective as if included in the enactment of BIPA.

Get Arsenic Out of Our Drinking Water Act - Provides that effective on the date of enactment of this Act, the rule establishing a maximum contaminant level (MCL) and MCL Goal for arsenic in drinking water published by the Administrator of the Environmental Protection Agency on January 22, 2001, shall have the force and effect of law.

Expresses the sense of Congress that the United States should develop, promote, and implement, at the earliest possible time, policies to reduce domestic emissions of fossil fuel generated carbon dioxide and other greenhouse gases, with the goal of achieving stabilization of greenhouse gas emissions in the United States at the 1990 level by the year 2010.

Directs Congress to enact legislation by October 2004 to guarantee that every person in the United States, regardless of income, age, or employment or health status, has access to health care that: (1) is affordable and that removes financial barriers to needed care; (2) is as cost efficient as possible; (3) provides comprehensive benefits; (4) promotes prevention and early intervention; (5) includes parity for mental health and other services; (6) eliminates disparities in access to quality health care; (7) addresses the needs of people with special health care needs and underserved populations in rural and urban areas; (8) promotes quality and better health outcomes; (9) addresses the need to have adequate numbers of qualified health care practitioners; (10) provides adequate and timely payments; (11) fosters a strong network of health care facilities; (12) ensures continuity of coverage and continuity of care; (13) maximizes consumer choice of health care providers and practitioners; and (14) is easy for patients, providers, and practitioners to use and reduces paperwork.

Hunger to Harvest Resolution: A Decade of Concern for Africa - Expresses the sense of Congress that: (1) the United States should declare "A Decade of Concern for Africa" and commit to increased levels of effective, poverty-focused development assistance to sub-Saharan Africa until significant progress is made toward reversing current levels of hunger and poverty; (2) the President should work with the heads of other advanced industrial and sub-Saharan African countries, and with United States and sub-Saharan African private voluntary and other civic organizations, to increase development assistance to sub-Saharan Africa; (3) Congress should undertake a multi-year commitment with other donors to provide the resources necessary to cut hunger by one-half in that region; (4) such funding should support both bilateral and multilateral poverty-focused development efforts; and (5) the Administrator of the United States Agency for International Development should annually submit to Congress a progress report.

Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Allows Federal construction services contractors or recipients of Federal financial assistance for a construction project to require every contractor or subcontractor on the construction project to agree to negotiate or become a party to a project labor agreement with one or more labor organizations, for a specific project only and under certain conditions. Defines a project labor agreement as a prehire collective bargaining agreement in the construction industry that: (1) establishes the basic terms and conditions of employment for the duration of the project; and (2) is binding upon all construction employers operating on the project site.

Clean Power Plant Act of 2001 - Amends the Clean Air Act to require specified emissions limitations on mercury, sulfur dioxide, and nitrogen oxides (NOx) from fossil fuel-fired electric generating units with a nameplate capacity of at least 15 megawatts that use a combustion device primarily to generate electricity for sale. Requires quarterly pollutant-specific emission reports for such pollutants and for carbon dioxide (CO2) by unit owners or operators. Directs the Administrator of the Environmental Protection Agency to publish facility-specific emission data. Requires regulations for disclosure of data concerning emissions levels. Directs the Administrator to calculate a generation performance standard for CO2 from covered fossil fuel-fired electric generating units and allocate allowances among such units. Authorizes the carryover and trading of unused allowances and requires surrender to the Administrator of a number of CO2 allowances equal to the total tonnage emitted during the calendar year. Permits the performance standard to be exceeded if the plant has sufficient emissions credits. Imposes an excess emissions penalty and requires units to offset such emissions. Requires regulations concerning transfer of hazards associated with combustion from one medium to another and release of hazardous wastes into the environment. Expresses the sense of Congress concerning crediting permanent CO2 and NOx emissions reductions to the utility sector in any enacted climate change implementation program. Authorizes appropriations for industry and community assistance and development of a carbon sequestration strategy. Requires grants to municipalities in which there are located fossil fuel-fired electric generating units that: (1) provide ten percent or more of the municipality's annual property tax revenue in the last fiscal year ending before this Act's enactment; and (2) cease operation after this Act's enactment. Includes hazardous air pollutants from electric utility steam generating units on a list of such pollutants from major and area sources required under the Clean Air Act.

Freedom of Choice for Women in the Uniformed Services Act - Repeals a provision of the National Defense Authorization Act for Fiscal Year 1996 which prohibits any medical treatment facility of the Department of Defense from being used to perform an abortion except where the life of the mother would be endangered if the fetus were carried to full term or in the case of rape or incest.

Emergency Retiree Health Benefits Protection Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Small Business Contract Equity Act of 2001 - Sets forth procedures for the bundling of procurement contracts that the Administrator of the Small Business Administration determines would result in the displacement of small business concerns. Permits waivers for unusual or unexpected exigencies. Amends the Small Business Act to prohibit agencies that fail to attain small business procurement participation goals from awarding or soliciting offers for bundled contracts. Requires such agencies to meet such goals relating to small businesses generally, those owned and controlled by socially and economically disadvantaged individuals, and those owned and controlled by women.
