Protecting Parental Rights Act This bill establishes a new federal criminal offense for administering a COVID-19 vaccine to a minor without the prior consent of a custodial parent or legal guardian of the minor. A violation is subject to a fine, a prison term of up to one year, or both.

This bill ensures that members of the Armed Forces who were granted a general discharge under honorable conditions (on the sole basis that the members failed to obey a lawful order to receive a vaccine for COVID-19) are eligible for Department of Veterans Affairs educational assistance under the Montgomery GI Bill-Active Duty and Post-9/11 GI Bill programs.

No Taxpayer Funds for Illegal Immigrants Act This bill prohibits using federal funds pursuant to a federal contract, grant, loan, or cooperative agreement for any organization that provides legal representation or legal orientation for non-U.S. nationals ( aliens under federal law) who are unlawfully present in the United States and are placed in removal proceedings. The bill also prohibits using any federal funds for the Legal Access at the Border program, any successor programs, or federal solicitations for commercial products or services related to such programs.

Close Biden's Open Border Act This bill provides $15 billion for the Department of Homeland Security to construct a border wall along the southern border of the United States. It also imposes a two-year moratorium on funding for U.S. contributions to the United Nations (U.N.). During the two-year period, funds may not be authorized or otherwise made available for contributions to the U.N.

Immigration Transparency and Transit Notification Act of 2022 This bill requires notifications to certain officials before an unaccompanied alien child or a non-U.S. national ( alien under federal law) without lawful immigration status may be placed in or transported to a state or local jurisdiction. The bill also authorizes the office of the governor of the relevant state to prohibit the placement or transportation. At least seven calendar days before taking such an action, the Department of Homeland Security (DHS) or the Department of Health and Human Services (HHS) must notify (1) the relevant state governor's office, (2) the state attorney general's office, (3) the county or municipal government, (4) local law enforcement, and (5) federal and state legislators representing the relevant jurisdiction. The action may not take place if the state governor's office objects no later than three calendar days after receiving the notification. This authority to object shall not apply if the action is to place an unaccompanied child with, or transport the child to, a family member.

Strengthening Enforcement and Criminalizing Unlawful Records Enabling Flights Act or the SECURE Flights Act This bill prohibits the use of warrants and other documents issued by U.S. Immigration and Customs Enforcement (ICE) as proof of identification at airport security checkpoints unless the individual is leaving the United States pursuant to immigration laws. If an individual uses prohibited documents as a proof of identification, the Transportation Security Administration (TSA) must (1) inform ICE and local law enforcement to determine whether the individual is in violation of any term of release, and (2) collect the individual's biometric information unless the TSA can verify the individual is a U.S. national. The TSA must also submit the biometric information to a national biometric identification system.

Senior Citizens Tax Elimination Act This bill repeals the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.

Protecting Federal Funds from Human Trafficking and Smuggling Act of 2022 This bill prohibits a nonprofit entity from receiving federal funds unless the entity certifies compliance with certain federal laws (e.g., laws with respect to human trafficking and smuggling). It also establishes reporting requirements, including that the Government Accountability Office must annually report to Congress on those nonprofit entities that do not certify their compliance with these laws.

Securing Enfranchisement and the Rights of Voters regardless of Inoculation Status Act or the SERVIS Act This bill prohibits requiring voters to present vaccine passports or other information regarding their COVID-19 vaccination status, and also restricts masking requirements, for voting in federal elections. Specifically, the bill makes it unlawful for any state or political subdivision to require a voter to present a vaccine passport or other information regarding the voter's COVID-19 vaccination status. Further, a state or political subdivision may require a voter to wear a mask in order to enter a polling location only under certain circumstances. In particular, the state or political subdivision must (1) make masks readily available and at no cost to the voter and to an individual who accompanies the voter, and (2) provide reasonable accommodation from such masking requirement to an individual with a disability.

Keep Schools Open Act This bill generally prohibits federal education funding for elementary or secondary schools, local or state educational agencies, or institutions of higher education (IHEs) that do not provide in-person instruction. Specifically, the bill prohibits a school, educational agency, or IHE from receiving federal education funds unless the school, educational agency, or IHE (1) demonstrates to the Department of Education (ED) that it provides in-person instruction to students, and (2) certifies to ED that it will not discontinue in-person instruction for students due to COVID-19. This prohibition does not apply to a school, educational agency, or IHE that provides distance education or other virtual instruction to students in the regular course of its operations for reasons that are unrelated to COVID-19.

Stop Arduous Vaccine Enforcement Act of 2022 or the SAVE Act of 2022 This bill prohibits transplant centers from discriminating against an individual on the basis of COVID-19 vaccination status for purposes of determining eligibility or assigning priority for organ transplants.

Stop the Betrayal Act of 2022 This bill prohibits using federal funds to transport an unlawfully present non-U.S. national ( alien under federal law) into a U.S. region that is not within the border jurisdiction of U.S. Customs and Border Protection, unless such transportation is for (1) enforcing immigration laws, or (2) bringing an unaccompanied alien child to a Department of Health and Human Services facility.

Fentanyl Trafficker Elimination Act This bill increases the term of imprisonment for drug trafficking offenses involving large quantities of fentanyl or fentanyl analogues. Specifically, the bill requires life imprisonment for illegally importing or exporting, or illegally manufacturing, distributing, dispensing, or possessing with intent to manufacture, distribute, or dispense, 400 grams or more of fentanyl or 100 grams or more of a fentanyl analogue, regardless of prior offenses or if death or serious bodily injury occurs. (Currently, such offenses carry a minimum sentence of 10 years imprisonment and a maximum sentence of life imprisonment for a first offense; penalties increase with subsequent offenses or if death or serious bodily injury occurs.)

Medical Equality and Discrimination Stoppage Act or the MEDS Act This bill prohibits the Department of Health and Human Services (HHS) from discriminating against or providing preferential treatment to any person or group on the basis of race, color, ethnicity, or national origin. The prohibitions also apply to the administration of HHS programs, including HHS-funded programs administered by states, territories, and private entities. An individual aggrieved by conduct prohibited under the bill may commence a civil action in the appropriate U.S. district court to obtain relief.

No Mandates Act This bill prohibits federal agencies and certain entities that receive federal funding from requiring COVID-19 vaccinations. Specifically, federal agencies may not issue rules, regulations, or guidance that require an individual to receive a COVID-19 vaccination. The bill also prohibits requiring a COVID-19 vaccination to access federal property and services or congressional grounds and services. Additionally, an entity that received federal COVID-19 relief funds or receives other federal funds after this bill's enactment may not require a COVID-19 vaccination as a condition of providing any service to an individual.

National Security Moratorium on Foreign Purchases of U.S. Land This bill requires the President to take actions necessary to bar foreign persons (individuals or entities) from purchasing public or private real estate in the United States for the five-year period beginning from this bill's enactment. The Government Accountability Office must report to Congress (1) certain information on the purchase and ownership of U.S. real estate by foreign persons; and (2) recommendations to make it easier for U.S. citizens and harder for foreign persons to purchase U.S. real estate, including farmland.

Falun Gong Protection Act This bill requires the President to impose visa- and property-blocking sanctions on foreign persons that are knowingly responsible for, are complicit in, or have engaged in the involuntary harvesting of organs in China. The sanctions shall not apply to certain activities, such as authorized U.S. intelligence or law enforcement activities. The President must (1) maintain an updated list of foreign persons subject to the sanctions, and (2) impose the sanctions according to the most recent version of the list.

Stop Federal Vaccine Mandates for Employees Act This bill prohibits the Occupational Safety and Health Administration from issuing any emergency temporary standard that requires an employee to receive a drug, vaccine, or other biological product.

For the Parents Act This bill conditions receipt of federal education funds on compliance with guidance issued by the Department of Education on (1) banning in public education the teaching of critical race theory and the usage of any teaching methodology or curriculum that promotes or causes a racial divide or lack of equality, and (2) requiring that all races be treated equally. Specifically, institutions of higher education must comply with the guidance and each state must certify that each public elementary and secondary school in the state complies with such guidance.

Preserving Rights Of Tenants by Ensuring Compliance To the Second Amendment Act or the PROTECT the Second Amendment Act This bill establishes a right for a resident of covered federally assisted rental housing to lawfully possess a firearm within the residential dwelling unit occupied by the resident and any common area of the federally assisted rental housing in which the resident resides in the course of entering or exiting the rental housing.

This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.

Taiwan Preclearance Act This bill requires the Department of Homeland Security to report to Congress on various issues, including (1) a plan for establishing a U.S. Customs and Border Protection preclearance facility in the Indo-Pacific region; (2) an analysis of the feasibility and advisability of establishing a preclearance facility in Taiwan; and (3) an assessment of the impact that a preclearance facility will have on trade, tourism, and the security partnership between Taiwan and the United States. (Preclearance facilities are stations in designated foreign airports that inspect travelers prior to boarding U.S.-bound flights.)

Protecting International Pipelines for Energy Security Act This bill requires the President to obtain the approval of Congress before revoking a permit or other authorization required under executive orders for constructing, connecting, operating, or maintaining an oil or natural gas pipeline, an electric transmission facility, or a border-crossing facility.

Common Sense Standards for Visa Applicants Act This bill provides statutory authority for a Department of Homeland Security (DHS) final rule published August 14, 2019, that made it more likely that an alien will not qualify for lawful permanent resident status due to their potential future use of public benefits. Promoting Ties with Taiwan Act This bill requires the Department of State to submit to Congress a strategy to (1) work with allies and partners to support the expansion of Taiwan's relations and engagement with countries around the world, (2) promote the establishment of Taiwan's presence in countries and partners where Taiwan does not have a permanent presence, and (3) strengthen economic relations and supply chain resilience among Taiwan and like-minded partners to counter threats and malign influences from authoritarian regimes. Within one year of submitting the strategy, the State Department must report to Congress on actions taken to carry out the strategy.

Parents Bill of Rights Act This bill outlines various rights of parents and guardians regarding the elementary or secondary school education of their children. Among other requirements, the bill (1) directs local educational agencies to publicly post the curriculum for each elementary and secondary school grade level; and (2) requires schools to notify parents and guardians of their rights, including the right to review the school's curriculum and budget.

We're Not Paying You To Break Our Laws Act This bill prohibits making federal funds available to pay for any settlement agreement in any civil action brought as a result of actions taken to enforce the April 6, 2018, Department of Justice memorandum pertaining to the prosecution of cases of improper entry into the United States.

This resolution modifies requirements for written statements required of nongovernmental witnesses who appear before standing committees of the House of Representatives. Specifically, the resolution eliminates a requirement that a witness disclose whether they are a fiduciary of an organization or entity that has an interest in the subject matter of the hearing, in favor of a requirement that they disclose whether they are a fiduciary of an entity that has received payments from a specified foreign entity. The resolution also requires nongovernmental witnesses to disclose in their written statement certain contracts with specified foreign persons or entities. If the committee determines that a witness knowingly and willfully failed to truthfully comply with such disclosure requirements, the witness is prohibited from testifying before the committee for three years.

Fairness for Federal Contractors Act of 2021 This bill prohibits executive agencies from requiring contractors to receive a COVID-19 vaccination. The bill also requires the Government Accountability Office to study the degree to which Executive Order 14042 (Ensuring Adequate COVID Safety Protocols for Federal Contractors) caused disruptions to federal contracts, supply chains, and transportation systems.

Pandemic Cessation Act This bill automatically terminates the COVID-19 public health emergency declared on January 31, 2020, when the Food and Drug Administration approves a new drug (or authorizes the emergency use of a drug) to treat COVID-19.

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

Inflation Transparency for Seniors Act This bill requires the Social Security Administration (SSA) to include information about specified consumer price indexes and their effects on Social Security benefits in account statements. Specifically, the SSA must (1) include the most recent 10-year projections of the Consumer Price Index for All Urban Consumers, and (2) explain that cost-of-living increases for Social Security benefits are calculated using the Consumer Price Index for Urban Wage Earners and Clerical Workers.

Having Employees Return to Duty Act or the HERD Act This bill addresses federal employees who comply with Executive Order 14043 (requiring COVID-19 vaccination for federal employees). Specifically, the bill requires each federal agency to require employees who comply with the order to work from their duty station and to work the hours required as of February 15, 2020. The bill's requirement does not apply to immunocompromised employees. Additionally, the bill does not prohibit an agency from implementing different policies at a particular work site if the agency finds that (1) there is substantial transmission of COVID-19 within a community in which such requirements would otherwise be carried out; and (2) implementing those different policies will not degrade the level of service that the agency provides to the public.

Restoring America's Leadership in Innovation Act of 2021 This bill revises several aspects of patent law. The bill changes the U.S. patent system back to a first-to-invent system, in which the first inventor to conceive of an invention is entitled to a patent. Currently, the first person to file an application that meets all the necessary requirements is entitled to the patent. Several types of administrative patent challenge proceedings are abolished, as well as the Patent and Trademark Office (PTO) body that decides those proceedings. The bill relaxes the standard for what constitutes patent-eligible subject matter. The only ineligible inventions shall be those that exist in nature independent or prior to human activity or that exist solely in the human mind. The bill also makes it easier for a patent owner that has won an infringement case in court to secure a permanent injunction against the infringing defendant. Specifically, there shall be a presumption that further infringement would cause irreparable harm to the prevailing patent owner, and the burden shall be on the infringer to prove otherwise. (Currently, a prevailing patent owner seeking a permanent injunction must prove, among other things, that further infringement would cause irreparable harm.) The bill limits what types of publications shall be treated as prior art that could be used to make an invention be considered to be anticipated or obvious (and therefore not patentable). The bill authorizes the PTO to keep and spend all the fees that it collects.

Illegal Immigrant Payoff Prohibition Act This bill prohibits the payment of a settlement to an alien for a civil action brought against the United States in connection with the alien's inadmissibility to, or unlawful presence in, the United States.

Keeping Our COVID-19 Heroes Employed Act This bill exempts essential workers from COVID-19 vaccination requirements imposed by the federal government and contractors, public entities that received federal COVID-19 relief funds, and private entities that received any federal funds. An essential worker is an individual who was deemed to be essential or exempted from response measures during the COVID-19 pandemic by a state, tribe, or territory.

Protect Communities from a Porous Border Act of 2021 This bill requires the Department of Homeland Security (DHS) to notify a state before placing an alien in that state and gives the state final authority to prohibit such a placement. At least 10 business days before placing (e.g., detaining or housing) such an individual in a state, DHS must provide certain information to that state, including (1) the individual's biographic and biometric information, including DNA; and (2) a certification that the biometric and biographic information has been checked in various law enforcement and counterterrorism databases. No federal court shall have jurisdiction to review (1) the requirements and procedures established under this bill, or (2) a decision by a state to prohibit the placement of such an individual in the state. The bill also prohibits any federal official from waiving any of the bill's requirements.
