North Rim Restoration Act

United States · United States Congress · 10 October 2025

North Rim Restoration Act This bill allows the National Park Service (NPS) to expedite the approval of contracts to restore forests, structures, and assets within areas of the Grand Canyon National Park impacted by the Dragon Bravo Fire in Arizona. Specifically, the bill authorizes the NPS to use emergency acquisition flexibilities without a presidential emergency or disaster declaration to contract for the following services in such impacted areas: managing or restoring forests, rebuilding structures affected by the fire, improving grounds and structures, conducting recovery efforts, or other specified activities. This authority expires on the date that is the earlier of the following: (1) seven years after the date of this bill's enactment, or (2) the date on which projects and recovery efforts within such area are completed. The NPS may request Congress extend such authority for 12 months if a new wildfire ignites within such area and impacts recovery efforts related to the Dragon Bravo Fire. The bill also authorizes the NPS to enter into noncompetitive procurement contracts for rebuilding, rehabilitating, replacing, or operating assets, such as lodging or utilities, to support the recovery and reopening of the Grand Canyon National Park North Rim. This authority is conditioned upon the NPS making certain determinations regarding the North Rim concessioner and it terminates seven years after this bill's enactment.

Lawsuit Abuse Reduction Act of 2025

United States · United States Congress · 10 September 2025

Lawsuit Abuse Reduction Act of 2025 This bill strengthens the sanctions provisions under Rule 11 of the Federal Rules of Civil Procedure.  Rule 11 establishes standards for pleadings, written motions, and other papers that are presented to a district court and establishes sanctions for an attorney, law firm, or party who does not comply with the standards. Under the Rule 11 standards, a pleading, written motion, or other paper must not be presented for an improper purpose and must make contentions that are reasonably supported by fact and law. Currently, the purpose of sanctions is to deter future violations of the Rule 11 standards. Rule 11 authorizes judges to impose sanctions on an attorney, law firm, or party who fails to comply with the standards; allows awards of compensation to an injured party only when necessary for effective deterrence; and requires a motion for sanctions to be served on a party 21 days before it is filed in court, creating a 21-day "safe harbor" within which a party may withdraw or correct a filing that allegedly violates Rule 11 standards. This bill amends Rule 11 to expressly state that the purpose of sanctions is to compensate the injured party as well as to deter future violations. The bill mandates sanctions for violations of the Rule 11 standards; requires sanctions to include compensation for the injured party for reasonable expenses incurred as a result of the violation, including attorneys' fees; and eliminates the 21-day safe harbor.

PRIME Act

United States · United States Congress · 23 July 2025

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

TPS Reform Act of 2025

United States · United States Congress · 26 June 2025

TPS Reform Act of 2025 This bill changes the procedures for designating a country with temporary protected status (TPS) and places restrictions on who is allowed to benefit from this status. (Qualified nationals of a TPS-designated country are eligible for work authorization and may not be removed from the United States while the status is in effect.) Specifically, the bill requires an act of Congress to designate a TPS country, whereas currently the Department of Homeland Security has such authority. The initial act of designating a TPS country must include a time period for the designation of up to 18 months and also contain certain information, including an estimate of the number of individuals who would benefit from the status. Congress may also pass an act to terminate or extend a designation. The bill also establishes that a non-U.S. national ( alien under federal law) who lacks lawful immigration status may not receive the benefits of temporary protected status.
