Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2026 This bill expands specified benefits programs for veterans and their survivors and establishes a supplemental monthly allowance for certain disabled veterans. The bill establishes a supplemental monthly allowance of $833.33 for veterans who are already eligible for a monthly aid and attendance allowance due to service-connected disabilities or traumatic brain injury. The bill increases the rate of dependency and indemnity compensation (DIC) by an additional 1% the next time DIC is adjusted for cost of living and an additional 0.5% the following adjustment. DIC is a monthly payment made to eligible survivors of (1) certain veterans who died due to a service-connected condition; (2) service members killed in the line of duty; or (3) veterans who were totally disabled by a service-connected disability for a certain period. The bill expands eligibility for loans under the Department of Veterans Affairs (VA) home loan program to certain members of the reserve components and National Guard by expanding what qualifies as active duty. The bill includes annual training duty as qualifying active duty and grants eligibility for VA loan guarantees after 14 days of active-duty service (with an additional fee). Under the VA home loan program, the bill extends certain loan fee rates through September 30, 2036, and increases the fees for certain refinancing loans and loan assumptions. The bill extends the limitation on pension amounts for certain hospitalized or institutionalized veterans through September 30, 2036.

Country of Origin Labeling Enforcement Act of 2025 This bill requires retailers to notify their customers of the country of origin of beef. In general, under the Department of Agriculture's (USDA's) mandatory Country of Origin Labeling (COOL) requirements, retailers (such as grocery stores, supermarkets, and club warehouses) must provide certain information to consumers regarding the origin of specific foods (e.g., lamb, chicken, fish, and perishable agriculture products). This bill expands these requirements to include mandatory COOL for beef (including ground beef). In order to designate beef as exclusively having a country of origin of the United States, the product must generally be derived from an animal that was exclusively born, raised, and slaughtered in the United States. A retailer (or a supplier for the retailer) who willfully violates the COOL requirements for beef may be subject to a USDA fine of $5,000 for each pound of beef that is not in compliance. Under current law, the USDA fine may not exceed $1,000 for each COOL violation. The bill specifies that no ruling by the World Trade Organization (or by any other international organization of which the United States is a member) may be construed to limit, alter, or affect USDA's authority to implement COOL under this bill.

Keep SNAP Funded Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to provide uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA.  The bill also provides appropriations for retroactive payments for SNAP benefits that were missed on or after September 30, 2025, and before this bill is enacted.  The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

Let Experienced Pilots Fly Act of 2025 This bill raises the mandatory retirement age for pilots engaged in commercial aviation operations from 65 to 67 years of age. This age standard does not apply to commercial operations that take place in (1) the territorial airspace of a foreign country that prohibits such operations, or (2) international airspace where such operations are not in compliance with the Annexes to the Convention on International Civil Aviation. The bill specifies that a pilot who is over 65 years of age on the date of the bill's enactment may return to service in commercial aviation operations until 67 years of age. The Federal Aviation Administration must also submit a report to Congress on further increasing the age limitation for pilots engaged in commercial aviation operations.

Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

Faster Labor Contracts Act This bill establishes mandatory deadlines for parties negotiating an initial collective bargaining agreement (CBA) and provides for mediation and arbitration to finalize CBAs. Under the bill, CBA negotiations must begin within 10 days after an employer receives a written request from a newly recognized or certified bargaining representative. The bill provides that parties must make every reasonable effort to conclude and sign a CBA. Further, the bill provides that, if the parties have not reached an agreement after 90 days, either party may request mediation by the Federal Mediation and Conciliation Service (FMCS). The bill directs FMCS to use its best efforts to secure an agreement. If mediation does not result in an agreement within 30 days (or an additional period agreed to by both parties), FMSC must refer the parties to an arbitration panel to render a decision settling the dispute. The panel must consider specified factors, including the employer's financial prospects and employees' cost of living. The resulting CBA is binding on the parties for two years. (Parties may agree to amend the terms during the two-year period.) The bill specifies that (1) an employer must maintain current wages, hours, terms, and conditions of employment during negotiations; and (2) an employer's duty to collectively bargain continues even if a representative has been decertified.  The Government Accountability Office must report to Congress regarding the average number of days between the certification or recognition of a bargaining representative and the date the initial CBA was executed.

NSF AI Education Act of 2025 This bill establishes, or authorizes the National Science Foundation (NSF) to establish, various scholarship, fellowship, and grant programs to promote education and professional development related to artificial intelligence (AI). The bill authorizes NSF to award scholarships and fellowships to college students focusing their studies on AI. NSF may also support AI-related professional development fellowships for (1) students and faculty, (2) K-12 teachers and school professionals, and (3) industry professionals seeking short-term appointments to teach AI. NSF must also establish up to eight centers of AI excellence at community colleges or area career and technical education schools. Designated centers must develop best practices for AI research and education, integrating AI into the classroom, and facilitating partnerships with the private sector, among other topics. This program must be administered in coordination with the Department of Commerce Regional Technology and Innovation Hubs program. NSF may make merit-based grants to eligible entities, including institutions of higher education and nonprofit organizations, for research on AI teaching models, integration of AI in the classroom, and AI’s impact on educational outcomes for students through grade 12. Awards must be used to (1) prepare K-12 teachers to integrate AI into their classrooms; and (2) research, test, and implement AI-related instructional materials, teaching models, and professional development for teachers. Finally, NSF may establish a pilot program through which regional cohorts will provide AI-related peer support, mentoring, and research experiences to K-12 teachers and school leaders.
