United States Cadet Nurse Corps Service Recognition Act of 2025 This bill recognizes service as a member of the U.S. Cadet Nurse Corps between July 1, 1943, and December 31, 1948, as active duty service. The active duty designation entitles qualifying individuals to certain benefits afforded to veterans, such as burial benefits (not including interment or inurnment at Arlington National Cemetery) and honorary veteran status. Under the bill, the Department of Defense (DOD) must issue individuals who served in the corps during the specified period a discharge from their service under honorable conditions if such a discharge is warranted based on the duration and nature of the service. Such individuals are not entitled to Department of Veterans Affairs benefits aside from those related to burials and memorials. The bill also authorizes DOD to produce a service medal or other commendation, memorial plaque, or grave marker to honor the individuals.

Rural Hospital Closure Relief Act of 2025 This bill temporarily allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency and to committing to provide a service that is in high demand in the hospital's service area. This authority expires nine years after the bill's enactment. The Government Accountability Office must study the effects of the bill's implementation. In addition, the Medicare Payment Advisory Commission must study and recommend payment systems for rural hospitals under Medicare. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare, including any new payment models recommended by the commission.

Broadband and Telecommunications RAIL Act This bill establishes a framework for the placement or modification of broadband or telecommunications equipment in a railroad corridor. Specifically, if a broadband or telecommunications provider is seeking to place or modify equipment within a railroad carrier’s right-of-way, the provider must submit an application to the carrier. A carrier must approve or deny an application within 60 days of receipt, and may only deny an application for safety reasons or if the placement or modification would substantially interfere with or damage railroad infrastructure. Once an application is approved, work must be scheduled in coordination with the carrier and generally must begin within 30 days. A provider must pay the railroad carrier for actual costs incurred with respect to the application. However, if a provider has been authorized by a state or local government to place or modify equipment in a public right-of-way in an area that intersects with a railroad corridor, the provider need only notify the relevant railroad carrier and schedule the work in coordination with the carrier. Work must generally begin between 15 and 30 days after the notification is submitted. No fee is required. A provider or carrier may petition the Federal Communications Commission (FCC) for relief if the other has failed to comply with these provisions. The FCC must promulgate regulations to implement these provisions in a manner that ensures railroad safety, provides a timelier process for emergency situations, and prevents substantial interference with railroad infrastructure or operations, among other requirements.

Bringing Assistance for Rural Needs During Shutdowns Act This bill requires Farm Service Agency (FSA) officers and employees to continue to work during a government shutdown. As background, under an exception in the Antideficiency Act, an employee whose duties involve the safety of human life or the protection of property may be required to work during a government shutdown (i.e., lapse in appropriations). Under this bill, any services by an FSA officer or employee are deemed to be for an emergency involving the safety of human life or the protection of property. Thus, if a lapse in FSA appropriations occurs, FSA officers and employees may be required to continue working.
