Protecting Information by Local Leaders for Agency Resilience Act or the PILLAR Act This bill extends the State and Local Cybersecurity Grant Program through FY2035, expands the scope of the program, and imposes certain limits on the use of grant funds. (The program provides grants to states and Indian tribes to address cybersecurity risks to government information systems.) The bill expands the scope of systems that may be secured using grant funds to include operational technology systems and specifies that systems using artificial intelligence are included. Such systems must be maintained, owned, or operated by or on behalf of state, local, or tribal governments. The bill also specifies that grant funds may not be used to purchase software, hardware, or related products or services that do not align with relevant guidance provided by the Cybersecurity and Infrastructure Security Agency (CISA). Further, the bill increases the federal share of costs available to entities that implement or enable multifactor authentication and identity and access management tools for critical infrastructure by a specified date. The bill requires annual reports by grant recipients to include a description of recipients’ progress in assuming the cost of continuing cybersecurity programs after grant funds are fully expended. The Government Accountability Office must periodically review the program. This effort must include a review of artificial intelligence adoption across a sample of grants. Finally, CISA must implement an outreach plan to inform local governments, including governments in rural areas or areas with small populations, about CISA’s no-cost cybersecurity offerings.

NOAA must also acquire weather-related data from the private sector and establish a pilot program to test the compatibility of this data with NOAA infrastructure. In addition, NOAA must improve weather-related communication systems, including those related to hazardous weather events, through system upgrades that use more modern technology (e.g., cloud-based services) and that allow for expanded coverage (e.g., in rural areas). Finally, NOAA must administer programs that support weather forecasting for agricultural and water management, including pilot programs to improve precipitation forecasts in the western and central states and a soil moisture monitoring network.

Fairness for Khobar Act of 2025 This bill authorizes lump sum catch-up payments from the United States Victims of State Sponsored Terrorism (USVSST) Fund to certain victims of the 1983 Beirut barracks bombing or the 1996 Khobar Towers bombing who did not apply for catch-up payments during the application period. The USVSST Fund is administered by the Department of Justice (DOJ) and provides compensation to certain U.S. persons injured in acts of international state sponsored terrorism and their immediate family members. The Fairness for 9/11 Families Act, enacted in 2022, authorized and provided funding for lump sum catch-up payments from the USVSST Fund to victims of the 1983 Beirut barracks bombing or the 1996 Khobar Towers bombing. Claimants who were previously found eligible for regular payment distributions from the USVSST Fund were also eligible for lump sum payments, but the act required them to apply from December 29, 2022, to June 27, 2023. In a 2024 report, the Government Accountability Office found that up to 274 eligible victims did not apply for lump sum catch-up payments because of DOJ guidance that stated, in part, that claimants who were previously found eligible for regular payment distributions are not eligible for the lump sum catch-up payments.
