Healthy Inpatient Procedures Act of 2016 or the HIP Act This bill delays and suspends implementation of Medicare's Comprehensive Care for Joint Replacement Model, which tests episode-based payment and quality measurement for care associated with hip and knee replacements. The bill also reduces and rescinds specified FY2017 and FY2018 funding that was appropriated for the Prevention and Public Health Trust Fund.

Conscience Protection Act of 2016 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Expresses the sense of the House of Representatives that: the Islamic State of Iraq and the Levant (ISIL) has declared war on the United States; the Armed Forces are currently engaged in combat operations against ISIL; the United States has captured and detained individuals associated with ISIL and will likely capture and hold additional ISIL detainees; ISIL members captured by the United States during combat operations meet specified criteria for continued detention at Naval Station, Guantanamo Bay, Cuba; and all individuals captured by the United States during combat operations against ISIL who meet such criteria by their ISIL affiliation must be detained outside the United States and its territories and should be transferred to Guantanamo Bay.

Mandating America's Responsibility To Limit Abuse, Negligence and Depravity Act or the MARTLAND Act This bill states that it is U.S. policy that human rights violations, including child abuse, shall not be conducted or condoned on any U.S. military installation, whether located in the United States or overseas, by either U.S. citizens or nationals or foreign nationals. The Department of Defense (DOD) shall submit to Congress a comprehensive plan detailing the procedures by which DOD will implement this policy. "Military installation" shall include U.S. combat outposts and forward operating locations.

Recognizing the Protection of Motorsports Act of 2016 or the RPM Act of 2016 This bill amends the Clean Air Act to allow the modification of a vehicle's air emission controls if the vehicle is used solely for competition.

United States Naval Station Guantanamo Bay Preservation Act This bill prohibits any action to modify, abrogate, or replace the stipulations, agreements, and commitments contained in the Guantanamo Lease Agreements, or to impair or abandon the jurisdiction and control of the United States over Naval Station, Guantanamo Bay, Cuba, unless specifically authorized or otherwise provided by: a statute enacted on or after the enactment of this Act; a treaty ratified with the advice and consent of the Senate on or after enactment of this Act; or a modification of the Treaty Between the United States of America and Cuba signed at Washington, DC, on May 29, 1934, that is ratified with the advice and consent of the Senate on or after enactment of this Act. "Guantanamo Lease Agreements" means: the Agreement Between the United States of America and the Republic of Cuba for the Lease to the United States of Lands in Cuba for coaling and naval stations, signed by the President of the United States on February 23, 1903; and the Lease to the United States by the Government of Cuba of Certain Areas of Land and Water for Naval or Coaling Stations, signed by the President of the United States on October 2, 1903.

Outdoor Recreation's Economic Contributions Act of 2016 or the Outdoor REC Act of 2016 This bill directs the Bureau of Economic Analysis of the Department of Commerce to assess and analyze the outdoor recreation economy of the United States and the effects attributable to it on the overall U.S. economy. In conducting the assessment, the Bureau may consider employment, sales, contributions to travel and tourism, and other appropriate contributing components of the outdoor recreation economy.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Authorizes the Speaker of the House of Representatives to initiate or intervene in civil actions on behalf of the House of Representatives in a federal court of competent jurisdiction to seek any appropriate relief regarding the failure of the President, the head of any department or agency, or any other executive branch officer or employee to act in a manner consistent with that official's duties under the Constitution and laws of the United States regarding the transfer of any individual detained at Guantanamo. Directs the Speaker to notify the House of a decision to initiate or intervene in any such civil action. States that the Office of the General Counsel of the House shall represent the House in any such civil action, and may employ outside counsel and other experts. Defines "individual detained at Guantanamo" as any individual located at United States Naval Station, Guantanamo Bay, Cuba, as of October 1, 2009, who: is not a U.S. citizen or a member of the Armed Forces; and is in the custody or under the control of the Department of Defense, or otherwise under detention at United States Naval Station, Guantanamo Bay, Cuba.

Protecting Our Security Through Utilizing Right-Sized End-Strength Act of 2016 or the POSTURE Act This bill expresses the sense of Congress that given the uncertain world and the need for trained and ready U.S. land force, the planned drawdown of land forces should be stopped. The bill sets forth: FY2016 Army, Marine Corps, and Selected Reserve strength levels; and Army, Navy, Marine Corps, and Air Force permanent active duty end strength minimum levels. Any proposal to lower the end strength levels established by this Act must first be approved by Congress through enactment of a law to that effect.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a Congressional Gold Medal in commemoration of Justin Smith Morrill's lasting contributions to higher education opportunity for all Americans.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Adding Zika Virus to the FDA Priority Review Voucher Program Act This bill amends the Federal Food, Drug, and Cosmetic Act to add the Zika virus to the list of tropical diseases under the priority review voucher program, which awards a voucher to the sponsor of a new drug or biological product that is approved to prevent or treat a tropical disease. (A voucher entitles the holder to have a future new drug or biological product application acted upon by the Food and Drug Administration within six months.)

Enhancing Detection of Human Trafficking Act This bill directs the Department of Labor to implement a program to: train and periodically retrain relevant Labor personnel to detect and assist law enforcement in preventing human trafficking during the course of their primary roles and responsibilities, and ensure that such personnel regularly receive current information on matters related to the detection of human trafficking.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

This bill expresses the sense of Congress that the President should revoke the Presidential Medal of Freedom awarded to William Henry (Bill) Cosby in 2002. Additionally, it amends the federal criminal code to make it a crime to fraudulently wear or publicly display a Presidential Medal of Freedom that has been revoked. A violator is subject to a fine, up to one year in prison, or both.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Separation of Powers Restoration and Second Amendment Protection Act This bill expresses the sense of Congress that any executive order, memoranda, proclamation, or signing statement issued by the President that infringes on the powers and duties of Congress under article I, section 8 of the Constitution or the Second Amendment, or that would require the expenditure of federal funds not specifically appropriated for such executive action, is advisory only and has no force or effect unless enacted as law. The bill nullifies any such executive action and prohibits the use of appropriated funds to promulgate or enforce any such action. The following persons may bring a civil action in an appropriate U.S. district court to challenge the validity of any such executive action: (1) any Member or either or both chambers of Congress, (2) the highest governmental official of any state or political subdivision if the challenged action infringes on a power of such state under any congressional enactment or relevant treaty, and (3) any person aggrieved of the challenged executive action with respect to a liberty or property interest adversely affected directly by the executive action.

Zero Tolerance for Terror Act This bill expresses the sense of Congress that: the Department of the Treasury's Office of Foreign Assets Control should be fully funded to ensure strict sanctions enforcement against Iran in the areas of ballistic missile proliferation and terrorism, and to ensure effective re-imposition of sanctions in the event of Iran's violation of the Joint Comprehensive Plan of Action; and Iran should continue to be prohibited from undertaking any activity related to ballistic missiles capable of delivering nuclear weapons, and United Nations member states should take measures to prevent the related transfer of technology or technical assistance to Iran. The President shall notify Congress if any person or entity: commits an act of international terrorism at the direction of an official of the government of Iran that threatens the security of U.S. nationals or the national security, foreign policy, or economy of the United States; knowingly assists in, sponsors, or provides financial, material, or technological support for, or financial or other services to or in support of such an act, or a foreign terrorist organization that receives financial support from Iran; or commits an act in violation of specified Security Council resolutions relating to ballistic missiles capable of delivering nuclear weapons. During the 60-day period after such notification legislation may be introduced in the Senate or the House of Representatives authorizing or requiring the President to impose sanctions on an identified person or entity. Congressional procedural requirements are set forth.

Vietnam Helicopter Crew Memorial Act This bill directs the Department of the Army to place in Arlington National Cemetery a memorial honoring helicopter pilots and crew members who served on active duty in the Armed Forces during the Vietnam era.

Strengthening Access to Valuable Education and Retirement Support Act of 2015 or the SAVERS Act of 2015 This bill amends the Internal Revenue Code to exempt from the tax on prohibited transactions: (1) the provision of investment advice by a fiduciary to a pension plan, plan participant, or beneficiary which is a best interest recommendation; and (2) any transaction, including a contract for service, between an investment provider and the advice recipient if no more than reasonable compensation is paid for such investment advice and certain disclosures are made with respect to the cost of such advice. For purposes of this bill, "investment advice" is a recommendation that relates to: (1) the advisability of acquiring, holding, disposing, or exchanging any moneys or other property of a pension plan (or Individual Retirement Account) by the plan, plan participants, or plan beneficiaries, including any recommendation regarding whether to take a distribution of benefits from the plan or any recommendation relating to a rollover or distribution from such plan; (2) the management of moneys or other property of the plan, including recommendations relating to the management of plan assets to be rolled over or otherwise distributed from the plan; or (3) the advisability of retaining or ceasing to retain a person who would receive a fee or other compensation for providing investment advice. Investment advice must be rendered pursuant to either: (1) a written acknowledgment that the person is a fiduciary with respect to the provision of the recommendation; or (2) a mutual agreement, arrangement, or understanding that may include limitations on scope, timing, and responsibility to provide ongoing monitoring or advice services. The bill defines "best interest recommendation" as a recommendation: (1) for which no more than reasonable compensation is paid; (2) that is provided by a person acting with the care, skill, prudence, and diligence under the prevailing circumstances that a prudent person would exercise based on information obtained from an advice recipient; and (3) where the person giving such advice places the interests of the plan or advice recipient above the person's interests. A best interest recommendation may include a recommendation that is based on a limited range of investment options or may result in variable compensation to the person providing the recommendation. The bill prohibits the Department of Labor from amending any rules or administrative positions regarding investment advice promulgated under the Employee Retirement Income Security Act of 1974 (ERISA), the prohibited transaction provisions of the Internal Revenue Code, or other Labor regulations, and no such rules or administrative positions promulgated prior to the enactment date of this Act, but not effective on January 1, 2015, may become effective unless a bill or joint resolution specifically approving such rules or positions is enacted not later than 60 days after the enactment of this Act.

Affordable Retirement Advice Protection Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to define "investment advice," as it relates to fiduciary duties under such Act, as a recommendation that relates to: (1) the advisability of acquiring, holding, disposing, or exchanging any moneys or other property of a pension plan (or Individual Retirement Account) by the plan, plan participants, or plan beneficiaries, including any recommendation regarding whether to take a distribution of benefits from the plan or any recommendation relating to a rollover or distribution from such plan; (2) the management of moneys or other property of the plan, including recommendations relating to the management of plan assets to be rolled over or otherwise distributed from the plan; or (3) the advisability of retaining or ceasing to retain a person who would receive a fee or other compensation for providing investment advice. Investment advice must be rendered pursuant to either: (1) a written acknowledgment of the obligation of the investment advisor to act in accordance with fiduciary standards under ERISA; or (2) a mutual agreement, arrangement, or understanding that may include limitations on scope, timing, and responsibility to provide ongoing monitoring or advice services. The bill allows an exemption from ERISA prohibited transactions rules for investment advice: (1) for which no more than reasonable compensation is paid; or (2) that is based on a limited range of investment options or may result in variable income to the investment advisor if a clearly-stated notice is provided to the advice recipient that the same or similar investments may be available at a greater or lesser cost from other sources. The bill prohibits the Department of Labor from amending any rules or administrative positions regarding investment advice promulgated under ERISA and no such rules or administrative positions promulgated prior to the enactment date of this Act, but not effective on January 1, 2015, may become effective unless a bill or joint resolution specifically approving such rules or positions is enacted not later than 60 days after the enactment of this Act.

Establishes in the House of Representatives the Select Committee on Oversight of the Joint Comprehensive Plan of Action to conduct comprehensive oversight and investigate compliance of the Joint Comprehensive Plan of Action (JCPOA) and issue annual reports of its findings to the House regarding: all enrichment activities, including relevant limitations pertaining to uranium enrichment levels, centrifuge capacity, and related research and development; all international collaborative partnerships formed and the agreed upon research interests; all uranium stockpile levels, including enrichment levels as well as the amount and price of any excess uranium sold to international buyers; all International Atomic Energy Agency oversight activities relating to the JCPOA, including the effectiveness of relevant inspections into JCPOA tenants; compliance with all enacted international and domestic sanctions, including potential violations of relevant sanctions; all financial transactions including establishment of banking relationships, trade in gold and precious metals, and investment in Iran's oil, gas, and petrochemical sectors; all research and development of missile technology and the acquisition of relevant technology from international partners; and all acquisition of conventional weaponry by the Iranian regime.

Support the Families of Fallen Heroes Act This bill directs the U.S. Postal Service to issue a Families of Fallen Heroes Semipostal Stamp. The proceeds from the sale of this stamp (after the recovery of costs) shall be transferred as follows: (1) 50% to the Tragedy Assistance Program for Survivors, and (2) 50% to the Families of the Fallen support program of United Service Organizations, Inc.

Transparency and Accountability of Failed Exchanges Act This bill amends the Patient Protection and Affordable Care Act (PPACA) to require the Department of Health and Human Services, for certain states awarded a grant to establish a health insurance exchange, to report on how awarded amounts were used and rescind unobligated amounts. This applies to any state that terminates operation of its exchange or transfers operation to another entity. Such a state must provide to the General Services Administration any property acquired through the grant and refer matters involving fraud, waste, and abuse of funds issued pursuant to PPACA to the Department of Justice. Funds rescinded must be retained for federal budget deficit reduction.

Cuban Immigrant Work Opportunity Act of 2015 This bill makes Cuban nationals who enter the United States on or after the date of enactment of this Act ineligible for refugee/parolee assistance under the Refugee Education Assistance Act of 1980. Conforming amendments are made to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Immigration and Nationality Act. The Inspector General of the Social Security Administration shall report to Congress describing methods for enforcing the loss of Supplemental Security Income eligibility by persons who are absent from the United States for at least one month.

Recognizes the importance of the negotiations between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC). Commends Colombian President Juan Manuel Santos, who has demonstrated vision and leadership in seeking a negotiated settlement to end the conflict and lay the foundations for a sustainable peace. Calls on the negotiating parties to address the demands of victims of violence for truth, justice, meaningful reparations, and guarantees that the past violence will not be repeated. Urges President Barack Obama and his Administration to support these negotiations and to develop plans to support the Colombian people in building a just and lasting peace.

IRGC Sanctions Act This bill amends the Arms Export Control Act, the Export Administration Act of 1979, and the Foreign Assistance Act of 1961 to require congressional approval of any rescission of a determination that a country is a state sponsor of terrorism. The Trade Act of 1974 is amended to prohibit a U.S. person from knowingly engaging in any financial transaction with or transfer of funds to: Iran's Revolutionary Guard Corps (IRGC) or any IRGC subdivision; any person that is an agent, alias, front, instrumentality, or affiliate of any such entity; any person owned or controlled by such an entity or such a person; any natural person who is a representative, official, or senior member of any such entity; or any person for the purpose of avoiding a financial transaction with, or transfer of funds to, such an individual or entity, or for the benefit of such an individual or entity. The President shall exercise specified authorities under the International Emergency Economic Powers Act to carry out this Act, except that the President shall: not issue any general license authorizing, or otherwise authorize, any prohibited activity; or require any U.S. person seeking to engage in a prohibited financial transaction or transfer of funds to submit a written request to the Department of the Treasury's Office of Foreign Assets Control. Congressional approval shall be required to remove any person added to the Office's list of specially designated nationals and blocked persons pursuant to this Act. A person that violates prohibited activities shall be subject to specified penalties under the International Emergency Economic Powers Act. The President shall establish and update a watch list of persons that: meet certain criteria under this Act and are not included on the Office's list of specially designated nationals and blocked persons, and are Iranian persons that meet specified criteria under this Act and have been removed from the Office's list of specially designated nationals and blocked persons in accordance with the terms of United Nations Security Council Resolution 2231 and the Joint Comprehensive Plan of Action. The President may remove a person on the watch list under specified conditions. The Securities Exchange Act of 1934 is amended to require securities issuers to report to the Securities Exchange Commission any transaction prohibited by this Act.

Reaffirms: (1) the commitment of Congress to stopping Iran's sponsorship of terrorism and human rights violations; and (2) the legislative intent of Congress that the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 was enacted to deter illicit Iranian behavior, including sponsorship of terrorism and human rights violations. Supports state and local government sanctions targeting Iran's illicit activity, including divestment of assets from companies investing in Iran and prohibition of investment of state and local assets in any person engaging in investment activities in Iran.

Fair Treatment for Families of Veterans Act This bill revises the effective date for reductions or discontinuances of Department of Veterans Affairs compensation, dependency and indemnity compensation, and pensions by reason of marriage, remarriage, or death. The effective date is changed from the last day of the month before a marriage, remarriage, or death occurs to the last day of the month during which the event occurs.

Promoting Responsible Opioid Management and Incorporating Scientific Expertise Act or the Jason Simcakoski PROMISE Act This bill directs the Department of Veterans Affairs (VA) and the Department of Defense (DOD) to jointly update the VA/DOD Clinical Practice Guideline for Management of Opioid Therapy for Chronic Pain, including guidelines regarding: prescribing opioids for outpatient treatment of chronic, non-cancer pain; contraindications for opioid therapy; treatment of patients with post-traumatic stress disorder, psychiatric disorders, or a history of substance abuse or addiction; case management for patients transitioning between inpatient and outpatient health care and between DOD and non-DOD health care; routine and random urine drug tests to help prevent substance abuse; and options to augment opioid therapy with other clinical and complementary and integrative health services to minimize opioid dependence. The VA shall: expand the opioid safety initiative to include all VA medical facilities, including providing employees with pain management training, and establishment of pain management teams; track and monitor opioid use, including through the use of state program information; increase the availability of Food and Drug Administration-approved opioid receptor antagonists; modify the computerized patient record system to ensure that any health care provider that accesses a veteran's record will be immediately notified whether the veteran is receiving opioid therapy and has a history of substance use disorder or opioid abuse; establish standard protocols for the designation of pain management teams at each VA medical facility; carry out a pilot program to assess the feasibility of using wellness programs to complement pain management and related health care services to veterans; carry out a program of internal audits to improve health care services to veterans and their families; and provide to the medical board of each state in which a VA health care provider is licensed information about such provider's medical license violations. The Creating Options for Veterans' Expedited Recovery Commission is established to examine the evidence-based therapy treatment model used by the VA for treating mental health conditions of veterans and the potential benefits of incorporating complementary alternative treatments available in non-VA facilities. The Government Accountability Office shall report to Congress on the VA's opioid safety initiative and patient advocacy program. The VA shall request from the medical board of each state in which a prospective health care provider has a medical license information on: (1) medical license violations during the past 20 years, and (2) any settlement agreements for a medical-related disciplinary charge.

Child Protection Improvements Act of 2015 This bill amends the National Child Protection Act of 1993 to direct the Department of Justice to: (1) establish policies and procedures to streamline the process of obtaining national criminal history background checks on covered individuals, and (2) establish a criminal history review program to provide covered entities with reliable and accurate information on the criminal history of a covered individual. It defines "covered entity" as any business or organization that provides, or licenses, certifies, or coordinates individuals or organizations to provide care, care placement, supervision, treatment, education, training, instruction, or recreation to vulnerable populations including elderly persons, disabled persons, and children. It defines "covered individual" as an individual who: (1) has, seeks to have, or may have unsupervised access to vulnerable populations served by a covered entity; (2) is employed by or volunteers with, or seeks to be employed by or volunteer with, a covered entity; or (3) owns or operates, or seeks to own or operate, a covered entity.

American Security Against Foreign Enemies Act of 2015 or the American SAFE Act of 2015 This bill requires that, in addition to the Department of Homeland Security (DHS) screening, the Federal Bureau of Investigation (FBI) shall take all actions necessary to ensure that each covered alien receives a background investigation before U.S. refugee admission. A "covered alien" is any alien applying for U.S. refugee admission who: is a national or resident of Iraq or Syria, has no nationality and whose last habitual residence was in Iraq or Syria, or has been present in Iraq or Syria at any time on or after March 1, 2011. A covered alien: may not be admitted as a refugee until the FBI certifies to DHS and the Director of National Intelligence (DNI) that he or she has received a background investigation sufficient to determine whether the alien is a U.S. security threat; and may only be admitted to the United States after DHS, with the unanimous concurrence of the FBI and the DNI, certifies to Congress that he or she is not such a threat. The Inspector General of DHS shall conduct annual risk-based reviews of all certifications. DHS shall report monthly to Congress on the total number of admission applications for which a certification was made and the number of covered aliens for whom such a certification was not made for the preceding month. The report shall include for each covered alien for whom a certification was not made the concurrence or nonconcurrence of each person whose concurrence was required by the certification.

The Inspector General of DHS shall review 20% of all such certifications each fiscal year. The term "covered refugee" is defined as any alien applying for refugee status who is: (1) a national or resident of Iraq or Syria, or (2) present in Iraq or Syria at any time while the application for refugee status is pending. The Federal Bureau of Investigation (FBI) shall take actions to ensure that each covered refugee receives a thorough background investigation prior to admission. A covered refugee may not be admitted until the FBI certifies that such covered refugee has received such an investigation.

Ozone National Ambient Air Quality Standard Deadline Harmonization Act of 2015 This bill delays the implementation of the Environmental Protection Agency's (EPA) 2015 national ambient air quality standards (NAAQS) for ozone issued under the Clean Air Act. Each state must designate all of its areas as attainment, nonattainment, or unclassifiable with respect to the 2015 ozone standards by October 26, 2024. The EPA must promulgate final designations for those areas by October 26, 2025. States must submit a state implementation plan for the 2015 ozone standards by October 26, 2026. The 2015 ozone standards do not apply to the review and disposition of an application for a preconstruction permit for the construction or modification of a major emitting facility or major stationary source if: (1) the application is completed before final designations under the Clean Air Act, or (2) the applicable permitting authority publishes a public notice of a preliminary determination or draft permit for the application before a certain date. The bill changes the interval by which the EPA must review its NAAQS for criteria pollutants from a 5-year review cycle to a 10-year review cycle. The EPA must not complete any review of ozone criteria or its ozone NAAQS before October 26, 2025, or propose any revisions to them.

Veteran Engagement Teams Act or the VET Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program under which the VA shall carry out Veteran Engagement Team events in which veterans will be assisted in completing VA disability and pension claims.

Ensuring Continued Operations and No Other Major Incidents, Closures, or Slowdowns Act or the ECONOMICS Act This bill amends the Labor Management Relations Act, 1947 to direct the President to appoint a board of inquiry within 10 days after any of the following events occur: the U.S. Census Bureau reports that the monthly Import or Export Vessel Value decreased by 20% or more in any one month from the previous month in any one of the four metric identification regions into which each U.S. maritime port shall be classified; a slow-down or a threatened or actual strike or lock-out takes place at four or more port facilities in any one of the four metric identification regions; or a slow-down or a threatened or an actual strike or lock-out occurs in which the total number of employees actively involved at the affected port facilities in any one of the four metric identification regions, is 6,000 or greater. The Department of Transportation shall classify the nation's maritime ports as belonging to one of these four metric identification regions: (1) West Coast, (2) East Coast, (3) Gulf Coast, and (4) Great Lakes. A board of inquiry must report to the President within 10 days after its appointment on whether the slow-down or threatened or actual strike or lock-out contributed to the occurrence of the event. The Bureau of Transportation Statistics shall collect the following data relating to activity at port facilities in the United States: (1) the average number of lifts per hour of containers by crane, (2) the average cargo container dwell time, (3) the average truck times at ports, and (4) the average rail time at ports. The Bureau shall report to Congress recommendations on whether such conditions exist requiring the appointment of such a board.

Improving Opportunities for Service-Disabled Veteran-Owned Small Businesses Act of 2015 This bill amends the Small Business Act to expand the definition of "small business concern owned and controlled by service-disabled veterans" for purposes of federal agencies awarding small business contracts pursuant to Small Business Administration (SBA) programs to include: a small business concern not less than 51% of which is owned by one or more veterans with service-connected disabilities that are permanent and total who are unable to manage the daily business operations of such concern; or in the case of a publicly owned business, a small business concern not less than 51% of the stock of which is owned by one or more such veterans. (Currently, such veterans with permanent and total disabilities are provided for in a separate small business program under veterans' benefits laws carried out by the Department of Veterans Affairs [VA].) The VA definition of "small business concern owned and controlled by veterans" is revised to be the same as the SBA definition of such term, thereby making the eligibility requirements for participation in veteran-owned small business contracting programs consistent for both SBA programs and VA programs. The VA, when listing small businesses in the database of small business concerns owned and controlled by veterans and the veteran owners of such business concerns, must use SBA regulations with respect to a concern's small business status and the ownership and control of it. If the VA does not verify a concern for inclusion in its database based on its status as a small business or its ownership or control, the concern may appeal the denial to the SBA Office of Hearings and Appeals, whose decision shall be considered a final agency action. The VA shall reimburse the SBA for fiscal year costs incurred by the Office of Hearings and Appeals for actions taken pursuant to this Act.

Meaningful Use Hardship Relief Act of 2015 This bill amends title XVIII (Medicare) of the Social Security Act to create a blanket exception for providers from the application of certain negative payment adjustments for failing to comply, during the 2015 reporting period, with requirements related to the meaningful use of electronic health records. Under current law, providers may be exempted due to significant hardship on a case-by-case basis.

Office of Strategic Services Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to the members of the Office of Strategic Services in recognition of their service and contributions during World War II.

Charitable Automobile Red-Tape Simplification Act of 2015 or the CARS Act of 2015 This bill amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) with a claimed value exceeding $500 but not $2,500, to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.
