American Manufacturing Jobs Retention Act of 2003 - Amends Federal defense procurement provisions and the Federal Property and Administrative Services Act of 1949 to prohibit the head of a military department or executive agency, in the case of a contract for the procurement of goods and services, from considering a covered prospective contractor as a responsible source unless such contractor employs at least 50 percent of its employees in the United States. Defines a prospective contractor as covered if at least ten percent of its annual gross receipts during the preceding year were attributable to Government contracts.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.

Expresses congressional concern over the detrimental effects of currency manipulation by foreign governments on the U.S. economy, especially the manufacturing sector. Calls on the President to: (1) vigorously enforce U.S. trade laws dealing with such practices; (2) encourage the harmonization of an international exchange rate policy of freely floating exchange rates based on market forces; and (3) review all tools available to counteract currency manipulation. Urges that: (1) the executive branch take certain steps to enable the dollar and other major currencies to move toward their equilibrium rates; (2) the Secretary of the Treasury include in each semiannual report on international economic and exchange rate policies the currency manipulation practices of foreign governments; and (3) the U.S. Trade Representative take action under section 301 of the Trade Act of 1974 to combat such practices should negotiations fail to produce meaningful results.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

Recognizes the continued importance of the Good Friday Agreement as the framework for the peaceful settlement of the conflict in Northern Ireland. Urges all parties to the Agreement to : (1) work to implement its provisions and to hold elections for the Northern Ireland Assembly before the end of 2003; and (2) appoint members to the Commission on Policing.

Currency Harmonization Initiative through Neutralizing Action Act of 2003 - Directs the Secretary of the Treasury to analyze annually the exchange rate policies of the People's Republic of China, and to impose additional tariffs, if necessary, to equalize any currency manipulations.

Daniel Patrick Moynihan Global Affairs Institute Act - Authorizes the Secretary of Education to award a grant to Syracuse University to establish an endowment fund to support a Daniel Patrick Moynihan Global Affairs Institute. Requires the University, to be eligible for such grant, to designate the global affairs institute within the Maxwell School of Citizenship and Public Affairs as the Daniel Patrick Moynihan Global Affairs Institute.

Allows certain apparel articles that are imported directly into the customs territory of the United States from Nepal during FY 2004 through 2005 to enter free of duty and free of any quantitative limitations as if they were articles of a lesser developed beneficiary sub-Saharan African country under the African Growth and Opportunity Act, if Nepal has satisfied specified requirements.

Exempts from the requirement to pay subsistence charges while hospitalized in a military facility an officer or former officer, or an enlisted member or former enlisted member not entitled to retired or retainer pay or equivalent pay, who is hospitalized in a military facility because of an injury incurred: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; or (4) through an instrumentality of war.

American Manufacturing Works Act of 2003 - Amends the the Stevenson-Wydler Technology Innovation Act of 1980 to rename: (1) the Technology Administration in the Department of Commerce as the Manufacturing and Technology Administration; (2) its Office of Technology Policy as the Office of Manufacturing and Technology Policy; and (3) the Under Secretary of Commerce for Technology as the Under Secretary of Commerce for Manufacturing and Technology. Establishes an Assistant Secretary of Manufacturing and a Manufacturing Advisory Board. Repeals the program to monitor Japanese technical activities and developments and the Experimental Program to Stimulate Competitive Technology. Authorizes appropriations to the Secretary of Commerce for: (1) Manufacturing Engineering activities at the Scientific and Technical Research and Services Laboratory of the National Institute of Standards and Technology (NIST) ; (2) the Advanced Technology Program; and (3) the Manufacturing Extension Partnership program. Amends the National Institute of Standards and Technology Act to require the Director of NIST to establish a program of assistance to institutions of higher education or nonprofit research institutions that enter into partnerships with for-profit entities to support, promote, and enhance manufacturing research and development. Requires the Director to establish a program to award postdoctoral research and senior research fellowships to individuals seeking research positions at institutions, including the Institute, engaged in research activities related to manufacturing sciences. Revises requirements of the Advanced Technology Program to permit institutions of higher education or nonprofit oprganizations to lead joint ventures, as well as take title to intellectual property developed by them. Directs the Under Secretary of Commerce for Manufacturing and Technology to develop a plan to maximize the utilization of Federal programs such as the Small Business Innovation Research Program and the Small Business Technology Transfer Program to support manufacturing sciences. Authorizes appropriations to the Director of the National Science Foundation for: (1) the Advanced Technological Education Program under the Scientific and Advanced-Technology Act of 1992; and (2) the Manufacturing Skill Standards Council formed as the voluntary partnership for the manufacturing occupational cluster under the National Skill Standards Act of 1994.

Beginning Farmers and Ranchers Tax Incentive Act of 2003 - Amends the Internal Revenue Code to exclude from gross income: (1) 100 percent of the gain from the sale or exchange of qualified farm property to a first-time farmer who certifies that the use of such property shall be as a farm for farming purposes for not less than 10 years after such sale or exchange; (2) 50 percent of the gain from the sale or exchange of qualified farm property to any other person who certifies that the use of such property shall be as a farm for farming purposes for not less than 10 years after such sale or exchange; and (3) 25 percent of the gain from the sale or exchange of qualified farm property to any other person for any other use. Limits the amount of any of the above exclusions with respect to any taxable year to $500,000 on a joint return.

Border Security and Immigration Improvement Act - Amends the Immigration and Nationality Act to establish new visa programs for: (1) aliens who seek to enter the United States as temporary workers; and (2) undocumented aliens residing in the United States who seek to remain legally in the United States. Authorizes additional funding for the United States Employment Service to assist States meet increased employment services resulting from the amendments made by this Act.

Cancer Survivorship Research and Quality of Life Act of 2003 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH, acting through the Director of the Institute, to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to study the health challenges associated with cancer survivorship and carry out projects and interventions. Requires the Secretary to make grants for the monitoring and evaluation of cancer care and survivorship.

National Health Information Infrastructure Act of 2003 - Directs the Secretary of Health and Human Services to appoint a National Health Information Officer (the Officer) for the Department of Health and Human Services to maintain national leadership in the planning, development, and adoption of a national health information infrastructure (the infrastructure). Directs the Officer, in cooperation with key stakeholders, to develop a strategic plan for such infrastructure which shall contain various components, including a national agenda to guide policymaking, technology investments, and research. Specifies certain goals for the infrastructure, which include minimizing preventable medical errors and reducing redundant paperwork. Directs the Officer to advise the Secretary on various topics, including to help make an assessment of the best current practices in the development, purchase, and maintenance of medical information technology. Directs the Secretary to develop or adopt (and to periodically update) voluntary, national data and communications standards that promote the interoperability of health information technology systems across all public and private health care settings. Allows the Secretary to: (1) enter into contracts to carry out this Act; and (2) test potential national data and communications standards.

Specifies certain uses and limits on or prohibitions against the use of funds appropriated by this Act.

Keeping the Social Security Promise Initiative - Expresses the sense of Congress that: (1) the U.S. Government promise of Social Security benefits under title II of the Social Security Act must be honored, and management and control of Social Security by the Federal Government must not be relinquished, and therefore Congress rejects any effort to privatize Social Security; and (2) the President and the Congress should join to develop legislation to strengthen Social Security as soon as possible, which should recognize the obstacles women face in securing financial stability at retirement or in cases of disability or death, the unique needs of minorities and the role Social Security plays in preventing poverty and providing financial security, and guarantee current law promised benefits without increasing taxes.

Declares the sense of Congress that: (1) the victims of the Soviet-engineered Ukrainian famine of 1932-1933 ("Holodomor") be solemnly remembered on its 70th anniversary; (2) the systematic violations of human rights, freedom of self-determination, and freedom of speech of the Ukrainian people by the government of the former Soviet Union should be condemned; (3) information regarding the Holodomor should be disseminated in order to expand the world's knowledge of this man-made tragedy; and (4) on the 70th anniversary of Holodomor efforts in Ukraine should be supported to ensure democratic principles, a free-market economy, and full respect for human rights, thereby enabling Ukraine to achieve its potential as an important strategic partner in the region.

Open Space Preservation Promotion Act of 2003 - Amends the Internal Revenue Code to allow installment sales treatment for land sold to a governmental unit or tax-exempt charitable organization for conservation purposes even though the purchase funds for such sale are held in a sinking or similar fund, as required by state law.

Qualified Personal Service Corporations Clarification Act of 2003 - Amends the Internal Revenue Code to modify the criteria for determining whether a corporation is a qualified personal service corporation. Includes within the definition of qualified personal service corporation a qualifying corporation substantially all of whose stock is held by certain former employees (thus permitting such corporation to use the cash method of accounting).

Great Lakes Restoration Financing Act of 2003 - Establishes the Great Lakes Advisory Board to: (1) develop a biennial comprehensive Great Lakes management plan; (2) coordinate Great Lakes restoration efforts; and (3) implement a public awareness campaign. Establishes a scientific working group to evaluate the scientific integrity of the Great Lakes restoration effort and assist the Board in its decisionmaking. Requires the management plan to be submitted to the President, appropriate congressional committees, the governor of each Great Lakes State, and the Great Lakes mayors. Includes as possible Great Lakes ecosystem goals: (1) the cleanup of toxic hot spots; (2) the elimination of invasive species; (3) pollution decrease; (4) the restoration and conservation of wetlands and critical coastal habitat; (5) the elimination of dead zones caused by hypoxia and harmful algal bloom; (6) the sustainable use and management of Great Lakes water resources; and (7) public participation in Great Lakes restoration. Requires each Great Lakes State to have in effect a State Great Lakes Management Plan, approved by the Administrator of the Environmental Protection Agency and updated every two years, in order to be eligible for assistance apportionments authorized under this Act. Provides apportioned funding to Great Lakes States for restoration activities. Authorizes the Administrator to appoint a special master to direct the remediation of an area of concern.

Profiting from Access to Computer Technology (PACT) Act - Child PACT Act - Directs each Federal agency to: (1) safeguard and identify educationally useful Federal equipment that it no longer needs or that has been declared surplus; (2) transfer such equipment, either directly or through the General Services Administration (GSA), to educational recipients or nonprofit refurbishers; and (3) encourage employees with computer expertise to assist in providing maintenance and technical support for the recipients of such equipment, connecting school classrooms to the Internet, and helping teachers to learn to use computers to teach.

Campus Fire Safety Right-to-Know Act of 2003 - Amends the Higher Education Act of 1965 to require, beginning in academic year 2004-2005, each eligible institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all fires reported to local fire departments, including the nature, date, time, and general location of each fire and all false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information periodically to the campus community in a manner that will aid the prevention of similar occurrences. Requires the institutions to request their fraternities and sororities to collect and report such information for each building and property they own or control.

Higher-Risk Impaired Driver Act - Requires the Secretary of Transportation to withhold an increasing percentage (two percent on October 1, 2007; four percent on October 1, 2008; six percent on October 1, 2009; and eight percent on October 1, 2010) of a State's Federal-aid highway funds if the State has not enacted or is not enforcing a higher risk impaired driver law. Defines such a law as one that provides certain minimum penalties for: (1) a second or subsequent offense of driving while intoxicated (DWI) or driving under the influence (DUI) within a minimum of five consecutive years, of DWI or DUI with a blood alcohol concentration of .15 percent or greater, or of driving-while-suspended if the suspension was the result of a DUI conviction; or (2) refusing a blood alcohol concentration test while under arrest or investigation for involvement in a fatal or serious injury crash. Includes among such penalties: (1) driver's license suspension; (2) motor vehicle impoundment or immobilization; (3) assessment by a certified substance abuse official and assignment to treatment; (4) imprisonment, attachment of an electronic monitoring device, or assignment to a DUI/DWI specialty facility; (5) a $1,000 fine; (6) payment of court-mandated restitution; (7) probation; and (8) required attendance of a treatment program and a victim impact panel.

Great Lakes Controlled Data Collection and Monitoring Act - Amends the Federal Water Pollution Control Act to direct the Great Lakes National Program Office of the Environmental Protection Agency to develop and implement a set of science-based indicators of water quality and related environmental factors in the Great Lakes, including accumulated toxic pollutants. Requires continued monitoring and data collection to help identify emerging problems.

Amends the Irish Peace Process Cultural and Training Program Act of 1998 (IPPCTPA) to limit the number of participants in the Irish Peace Process Cultural and Training Program who have a degree from an institution of higher education to no more than 20 percent. Amends the Immigration and Nationality Act to revise the nonimmigrant alien eligibility qualifications for program participants. Sets a minimum age of 21 (retaining the current age 35 maximum), and requires that the individual has: (1) been unemployed for at least six months; and (2) has resided for at least six months in Northern Ireland or one of designated border counties of the Republic of Ireland. Reduces from 36 to 24 months the temporary period of the visit to the United States for participation in the program. Denies any such person eligibility to apply for an immigrant visa, or for permanent residence, or for a nonimmigrant visa under such Act until he or she has resided and been physically present in the country of nationality or last residence for an aggregate of a least one year following departure from the United States. Authorizes the Secretary of Homeland Security to waive this requirement if: (1) departure from the United States would impose exceptional hardship upon the alien's spouse or child (if such spouse or child is a U.S. citizen or a lawfully resident alien); (2) the alien cannot return to the country of his or her nationality or last residence because he or she would be subject to persecution on account of race, religion, or political opinion; or (3) the admission of the alien is in the U.S. public or national interest. Extends the authority of the IPPCTPA through FY 2008. Requires the Secretary to report each program year to Congress (currently, the third program year and the three subsequent years) on the number of aliens admitted who have overstayed their visas.

Farm-To-Cafeteria Projects Act of 2003 - Amends the Richard B. Russell National School Lunch Act (NSLA) to direct the Secretary of Agriculture to make competitive grants to private nonprofit entities and educational institutions to establish and carry out Farm-to-Cafeteria projects to improve access to local foods in schools and institutions receiving funds under NSLA and the Child Nutrition Act of 1966 (CNA) (except the special supplemental program for women, infants, and children (WIC) which already has a WIC Farmers Market Nutrition program). Requires such projects to be designed to: (1) procure local foods from small and medium-sized farms to provide foods for school meals; (2) support nutrition education activities or curriculum planning incorporating school children's participation in farm and agriculture education projects; and (3) develop a sustained commitment to farm-to-cafeteria projects in the community by linking schools, agricultural producers, parents, and other community stakeholders.

Rachel Granger Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to authorize waivers by the Commissioner of Social Security of the five-month waiting period for entitlement to benefits based on disability in cases in which the Commissioner determines that such waiting period would cause undue hardship to terminally ill beneficiaries.

United States Agricultural Products Market Access Act of 2003 - Amends the Trade Act of 1974 to direct the United States Trade Representative (USTR) to identify those foreign countries that: (1) deny fair and equitable market access to U.S. agricultural products or apply standards for the importation of U.S. agricultural products that are not related to public health concerns or cannot be substantiated by reliable analytical methods; and (2) are determined by the USTR to be priority foreign countries. Limits the identification of priority foreign countries to those that engage in the most onerous or egregious acts which have the greatest adverse impact on the relevant U.S. products. Provides that if available information indicates that such action is appropriate, the USTR may at any time: (1) revoke the identification of any foreign country as a priority foreign country; or (2) identify any foreign country as a priority foreign country. Provides funding for additional staff for the Office of the Assistant U.S. Trade Representative for Agricultural Affairs and Office of the Assistant U.S. Trade Representative for Monitoring and Enforcement. Requires the U.S. Trade Representative to initiate an investigation (without waiting for a petition by an interested person) regarding any act, policy, or practice of a priority foreign country identified under this Act.

Hudson-Fulton-Champlain 400th Commemoration Commission Act of 2003 - Establishes the Hudson-Fulton-Champlain 400th Commemoration Commission to plan, develop, and execute programs and activities appropriate to commemorate, in 2009, the 400th anniversary of the voyage of Henry Hudson (the first European to sail up the Hudson River), the 200th anniversary of the voyage of Robert Fulton (the first person to use steam navigation on a commercial basis), and the 400th anniversary of the voyage of Samuel de Champlain (the first European to discover and explore Lake Champlain).

Fairness to All Vietnam Veterans Act - Directs the Secretary of Defense to study and report to Congress: (1) to identify veterans who died after October 31, 1955, as a result of military operations in southeast Asia whose names are not eligible for inscription on the Vietnam Veterans Memorial; and (2) on the feasibility and equitability of revising the eligibility requirements to be more inclusive of such veterans or of creating an alternative means for recognizing them, including alternatives involving an education center at the Memorial.

First Responders Funding Reform Act of 2003 - Amends the USA PATRIOT Act to require: (1) that each State be allocated in each fiscal year not less than .5 percent (currently, .75 percent) of the total amount appropriated for domestic preparedness grants; (2) such grants to be awarded based on a quantitative risk assessment for threat, vulnerability, and consequences; and (3) the Office for State and Local Domestic Preparedness Support of the Office of Justice Programs, by March 1 of each year, to submit that assessment to Congress.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.
