States that rape is an unacceptable means of warfare and condemns the systematic and widespread rape of women and girls in Bosnia-Herzegovina (Bosnia). Applauds: (1) Secretary of State Eagleburger for denouncing crimes against humanity in the conflict in Bosnia and for calling for an international crimes tribunal to prosecute such crimes; and (2) the adoption of United Nations (UN) Security Council Resolution 798 and the declaration of the Council of Ministers of the European Community which denounced the systematic rape of Moslem women in such conflict. Urges the President to: (1) publicly condemn systematic rape in such conflict; (2) state that rape and forced pregnancy as tactics of war are crimes against humanity and war crimes; and (3) support the establishment by the UN of an international tribunal to prosecute such crimes. Urges that: (1) all countries participating in humanitarian relief efforts in the former Yugoslavia should allocate resources for the treatment of rape victims; and (2) all parties to the conflict should take steps to protect rights of women and girls.

Requests the Occupational Safety and Health Administration to publish, within one year, proposed amended regulations that specify the components of an adequate operator training program and that provide that only trained employees be authorized to operate powered industrial trucks.

Supports the efforts of the United Nations Secretary-General and the Security Council to create an international tribunal to investigate allegations of war crimes and crimes against humanity committed within the territory of the former Socialist Federal Republic of Yugoslavia. Urges the President to work to convene an international tribunal to try any individual responsible for such crimes.

Amends the Internal Revenue Code to increase the personal exemption for a dependent child who has not attained age 18 from $2,000 to $3,500. Provides for rounding inflation adjustments to tax tables to the nearest multiple of $10 (currently rounded to the next lowest multiple of $50).

Medicaid Mammography Coverage Act of 1993 - Amends title XIX (Medicaid) of the Social Security Act to provide Medicaid coverage of screening mammographies for women age 35 and older. Varies the permissible frequency of such covered tests on the basis of a woman's age and her risk of developing breast cancer. Directs the Secretary to periodically review and revise permissible frequencies of such tests.

Securities Private Enforcement Reform Act - Amends the Securities Exchange Act of 1934 to declare that a defendant may be liable jointly and severally for damages in an implied private action only if the trier of fact specifically determines that the defendant knowingly engaged in securities fraud. Sets forth a liability allocation scheme to determine the percentage of responsibility among the defendants if the trier of fact finds that the defendant did not engage in knowing securities fraud. Prescribes guidelines for the award of reasonable fees and expenses incurred by the prevailing party in any implied private action. Declares that in any implied right of action that is certified as a plaintiff class action: (1) the share that is awarded to the representative plaintiff shall be calculated in the same manner as the share awarded to all other members of the plaintiff class; (2) a party may not be represented by any attorney who owns or has a beneficial interest in the securities that are the subject of the litigation, or who is obligated to pay remuneration to a third party for assistance in obtaining the representation of any party to the action; and (3) funds disgorged as a result of Securities and Exchange Commission action shall not be distributed as payment for attorneys' fees or expenses incurred by private parties seeking distribution of the disgorged funds. Sets a statute of limitations on private rights of action under this Act.

Individual Social Security Retirement Account Act of 1993 - Amends the Internal Revenue Code to reduce the social security taxes on employees, employers, and the self-employed for 1995 and thereafter. Amends title II (Old-Age, Survivors and Disability Insurance) of the Social Security Act to require employers to have in effect a social security payroll deduction plan for employees. Requires such plan to provide for employers to deduct the prescribed social security employee contribution for transfer, together with the prescribed social security employer contribution, to an individual social security retirement account of the employee. Provides for self-employed individuals to pay into such accounts the prescribed social security self-employment contribution. Sets forth penalties for failure to establish and maintain such accounts. Requires amounts deducted from employee wages to be shown on wage receipts for employees. Amends the Employee Retirement Income Security Act of 1974 to exempt social security payroll deduction plans from provisions governing employee benefit plans. Provides for the tax treatment of individual social security retirement accounts in a manner similar to individual retirement accounts.

Congressional Accountability Act - Makes applicable to the Congress the following Federal laws to the extent they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978; and (12) Americans with Disabilities Act of 1990. Makes applicable to the Congress the Freedom of Information Act and specified provisions of Federal law relating to the independent counsel.

Authorizes and requests the President to issue proclamations: (1) directing Government officials to display the U.S. flag at half-staff on all Government buildings on Peace Officers Memorial Day; and (2) inviting State and local governments and the people of the United States to display the flag in the same manner on such day.

Missing Service Personnel Act of 1993 - Requires the responsible armed forces commander, after receiving notice that a person under his command is missing, to conduct an informal investigation to determine such person's whereabouts and, if appropriate, to place such person in a missing status. Provides for the convening of boards of inquiry to: (1) investigate evidence relating to the disappearance of a person; (2) recommend whether to continue such person in a missing status or make a finding that such person has deserted, is absent without leave, or is dead; and (3) report its recommendations and findings. Provides for the convening of a board of further inquiry, if a board of initial inquiry recommends that such person be continued in a missing status. Directs the Secretary concerned, upon the written request of a member of the immediate family of a missing person who, before the date of the enactment of this Act, was determined by the Secretary to be dead, to: (1) convene a board of further inquiry to determine whether such finding of death should be upheld or such person should be placed in a missing status; and (2) report its findings. Requires the Secretary, within three years after a board of further inquiry recommends a missing status for any person, to reconvene such board to review such status. Directs the Secretary to invite each member of the immediate family of the missing person to board meetings unless attendance would place such member in danger. Prohibits any such board from declaring a missing person dead unless: (1) evidence other than the passage of a period of fewer than 50 years suggests that such person is dead; (2) no evidence which reasonably suggests that such person is alive is in the possession of the Government; (3) Government representatives have made a complete search of the area where such person was last seen (unless the United States is not granted access to such area); and (4) Government representatives have checked the records of the government or entity having control over the area where such person was last seen (unless the Government is not granted access to such records). Provides for judicial review of determinations of death. Sets forth penalties for knowingly withholding information pertaining to a missing person from that person's personnel file. Requires the Secretary concerned to make the contents of such file available to a member of the immediate family of such person upon written request.

Federal Facilities Clean Water Compliance Act of 1993 - Amends the Federal Water Pollution Control Act to waive immunity of the United States with respect to Federal, State, interstate, and local requirements, administrative authorities, sanctions, and penalties concerning water pollution control. Absolves Federal employees of personal liability for civil penalties under water pollution control laws for acts or omissions within the scope of official duties. Makes Federal employees subject to criminal sanctions under Federal or State water pollution control laws, but prohibits applying criminal sanctions to Federal agencies. Repeals a provision which makes the United States liable only for civil penalties arising under Federal law or imposed by a State or local court to enforce an order. Authorizes the Administrator of the Environmental Protection Agency to commence administrative enforcement actions against Federal agencies under the Federal Water Pollution Control Act. Includes Federal agencies within the definition of "person" for purposes of such Act.

Jacob Wetterling Crimes Against Children Registration Act - Directs the Attorney General to establish guidelines for State programs requiring persons convicted of a criminal offense against a minor to register a current address with a designated State law enforcement agency (LEA) for ten years after release from prison, parole, or being placed on supervised release. Sets forth requirements for an approved State registration program, including fingerprint cards and entry of information into the State law enforcement system and National Crime Information Center computer networks. Provides that the information provided under this Act is private and may be used for law enforcement purposes, including confidential background checks by child care service providers. Specifies that the allocation of Bureau of Justice Assistance grant funds under the Omnibus Crime Control and Safe Streets Act of 1968 received by a State not complying with the provisions of this Act within three years shall be reduced by 25 percent. Requires such unallocated funds to be reallocated to the States in compliance with this Act.

Common Sense Budget Act of 1993 - Amends Federal law to require both the President and the Congress to draft a budget based on estimates of current fiscal year spending, proposing increases or decreases based on this level (rather than on an estimated baseline). Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office to use such a current fiscal year baseline in its report to the congressional budget committees, projecting growth for entitlement and discretionary spending based on current fiscal year spending.

Equal Access to Annual Mammography Screening Act of 1993 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to revise the breast cancer screening benefit provided under the Omnibus Budget Reconciliation Act of 1990 to cover on an annual basis (currently, biennial) routine breast cancer screening for women over age 64.

Hearing Loss Testing Act of 1993 - Requires: (1) every newborn to be tested for hearing loss at birth; (2) uniform testing standards; and (3) each health insurance policy providing newborn coverage to cover such testing. Amends title XIX (Medicaid) of the Social Security Act to add newborn hearing loss testing to the definition of screening services. Provides for a grant or other program to assure that all newborns are tested. Authorizes appropriations.

TABLE OF CONTENTS: Title I: Bank Community Development Inventives Title II: Housing and Small Business Finance Title III: Credit Union Amendments Title IV: Bank Enterprise Act Enhancements Title V: Consumer Education Community Development Banking Act of 1993 - Title I: Bank Community Development Incentives - (Sec. 101) Amends the Community Reinvestment Act of 1977 (CRA) to direct the Federal Financial Institutions Examination Council (FFIEC) to establish standards, according to prescribed guidelines, to assess the record of a regulated financial institution in meeting its community credit needs, and for purposes of certain written evaluations and assigned ratings. (Sec. 102) Prescribes guidelines for community development investment activities for which a regulated financial institution or a depository institution holding company will be deemed to be in compliance with such Act. (Sec. 103) Amends the Bank Holding Company Act of 1956 to set forth notice procedures under which a bank holding company may acquire or control a community development corporation. (Sec. 104) Amends Federal banking law and the Home Owners' Loan Act to permit national banks and savings associations to organize, sponsor, or underwrite securities issued by investment companies that invest and trade only in securities issued by companies located and primarily doing business in qualified distressed communities. (Sec. 105) Amends the Bank Holding Company Act of 1956 to delineate conditions under which a bank holding company may acquire shares of any company located and primarily doing business in a qualified distressed community. (Sec. 106) Directs FFIEC to establish an annual awards program for outstanding efforts by insured depository institutions to meet the credit needs of their communities. (Sec. 107) Amends the Home Owners' Loan Act to modify the guidelines governing stock issuance by savings associations and holding companies. Title II: Housing and Small Business Finance - (Sec. 201) Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to direct the Secretary of Housing and Urban Development (HUD) to establish separate specific sub-goals for the purchase by certain enterprises of mortgages originated by community development organizations with respect to: (1) low and moderate income housing; (2) special affordable housing; and (3) housing for underserved areas. (Sec. 202) Amends the Home Owners' Loan Act to include within the assets of a "qualified thrift investment" loans or extensions of credit for specified projects or small businesses located within a qualified distressed community. (Sec. 203) Amends the Small Business Act to authorize the Administrator to establish a model program to determine the feasibility of developing a private secondary market for certain guaranteed loans to enhance credit availability to small businesses (micro-loan guarantee demonstration program). Title III: Credit Union Amendments - (Sec. 301) Amends the Federal Credit Union Act to define and provide for "community development credit unions," which serve predominantly: (1) members whose median household incomes or wages fall below a certain level; and (2) low- and moderate-income minorities. Grants the National Credit Union Administration Board (NCUAB) additional authority with respect to the Community Development Credit Union Revolving Loan Fund. Title IV: Bank Enterprise Act Enhancements - (Secs. 401-402) Amends the Bank Enterprise Act of 1991 to: (1) make a community development bank eligible for community enterprise assessment credit for a specified period following approval of its initial charter; and (2) prescribe guidelines under which an insured depository institution servicing a qualified distressed community may engage in insurance transactions. (Sec. 402) Amends Federal banking law and the Home Owners' Loan Act to authorize a well-capitalized national bank or savings association serving a qualified distressed community to engage in transactions involving securities issued by any small business located in that community. (Sec. 403) Amends the Bank Enterprise Act of 1991 to: (1) set forth guidelines to determine a "qualified distressed rural community"; (2) include as part of any community enterprise assessment credit certain loans and assistance services provided to such communities; and (3) direct the Community Enterprise Assessment Credit Board to grant priority to qualified distressed communities when allocating funds. Title V: Consumer Education - (Sec. 501) Directs Federal banking regulatory agencies to encourage insured depository institutions to provide consumer education programs in qualified distressed communities. Permits consumer reporting agencies to indicate in their consumer reports those consumers in such distressed communities that have completed such programs.

Amends Federal law to deny annuity benefits to a Member of Congress convicted of a State or Federal felony. Authorizes the restoration of such annuity: (1) if the individual is pardoned by the Governor in the case of a felony under State law; or (2) in the case of a reversal.

Garnishment Equalization Act of 1993 - Provides for the treatment of Federal pay in the same manner as non-Federal pay with respect to garnishment. Allows administrative costs to be included in such garnishment.

Amends the Internal Revenue Code to allow a nonrefundable individual income tax credit for the educational expenses (tuition and supplies) of the taxpayer, spouse, or dependents at an eligible private elementary or secondary school, institution of higher education, or vocational school. Limits the credit to $1,000 per student per year.

Federal Mandate Relief Act of 1993 - Provides that any requirement under a Federal statute or regulation that a State or local government conduct an activity (including a requirement that a government meet national standards in providing a service) shall apply to the government only if all funds necessary to pay the direct costs incurred by the government in conducting the activity are provided by the Federal Government.

Life Imprisonment for Egregious Recidivists Act of 1993 - Amends the Federal criminal code to require the court, in the case of a conviction for a Federal violent felony, to sentence the defendant to life imprisonment if the defendant has previously been convicted of two other violent felonies. Specifies that this provision shall not be construed to prevent the imposition of the death penalty.

Encourages the Secretary of the Environment to: (1) assist the Secretary of State in participating in international environmental protection agreements and organizations; (2) conduct research on and develop responses to international environmental problems; and (3) provide assistance to foreign countries and international bodies to improve the environment. Establishes a Bureau of Environmental Statistics and an Advisory Council on Environmental Statistics. Authorizes appropriations. Authorizes grants to, and contracts with, State and local governments to assist in data collection. Directs the Secretary to enter into an agreement with the National Academy of Sciences for a report on the adequacy of the Department's data collection procedures and capabilities. Authorizes appropriations. Sets forth conflict-of-interest disclosure requirements for persons entering into arrangements for services with the Secretary. Requires public notice when the award of a contract may result in a conflict of interests. Title II: Environmental Role of the United States in International Organizations to Which It Belongs - Urges the Secretary of State to convene international conferences to encourage the exchange of information on energy efficiency and environmentally acceptable renewable energy sources. Requires the President to encourage the establishment of an international office to monitor annual generation of carbon dioxide and trace gases on a country-by-country basis. Title III: Establishment of the Commission on Improving Environmental Protection - Establishes the Commission on Improving Environmental Protection to make recommendations on the implementation of Federal environmental laws to protect human health and the environment. Authorizes appropriations. Title IV: Effective Date - Sets forth the effective date.

Federal Employees Political Activities Act of 1993 - Prohibits an employee from using or attempting to use official authority or influence to interfere with or affect the result of any election. Prohibits the use of official authority to intimidate, threaten, coerce, or influence: (1) any individual for the purpose of interfering with the right to vote or not to vote for any candidate or measure in any election; (2) any person to give or withhold any political contribution; or (3) any person to engage, or not to engage, in any form of political activity. Prohibits an employee from: (1) giving or offering to give a political contribution to any individual either to vote or to refrain from voting; (2) soliciting, accepting, or receiving a political contribution to vote or refrain from voting; or (3) giving or handing over a political contribution to a superior. Prohibits an employee from soliciting, accepting, or receiving a political contribution: (1) from another employee (or a member of another employee's immediate family) with respect to whom the employee is a superior; or (2) in any room or building occupied in the discharge of official duties by a Federal employee, official, or contractor. Prohibits an employee from getting involved with political contributions with any person who: (1) has, or is seeking to obtain, contractual or other business relations with the employing agency; (2) conducts operations regulated by that agency; or (3) has interests which may be substantially affected by the performance of the employee's official duties. Prohibits an employee from engaging in political activity: (1) while on duty; (2) in any room or building occupied in the discharge of official duties by a Federal employee or official; (3) while wearing a uniform or official insignia identifying the office or position of the employee; or (4) while using any vehicle owned or leased by the Government. Exempts certain high level political appointees from such prohibitions if the costs associated with the political activity are not paid for by money derived from the Treasury. Authorizes leave without pay or accrued annual leave to an employee who is a candidate, upon request, to allow such employee to engage in activities relating to that candidacy. Applies this Act to postal employees and employees of the Postal Rate Commission.

Merchant Mariners Fairness Act of 1993 - Provides that certain qualified service of a member of the U.S. merchant marine, including a vessel crewmember of the U.S. Army Transport Service, during World War II constituted active military service for purposes of eligibility for various veterans' benefits under the GI Bill Improvement Act of 1977. Requires the Secretary of Defense to issue an honorable discharge under such Act to each merchant marine member whose qualified service warrants such a discharge. Prohibits the payment of any retroactive benefits under this Act. Mandates a processing fee for any benefit application for such qualified service.

TABLE OF CONTENTS: Title I: Urban Tax Enterprise Zones and Rural Development Investment Zones Subtitle A: Designation and Tax Incentives Subtitle B: Redevelopment Bonds for Tax Enterprise Zones Subtitle C: Expansion of Targeted Jobs Credit Subtitle D: Credit for Contributions to Certain Community Development Corporation Subtitle E: Report on Number of Areas Meeting Enterprise Zone Criteria Title II: Authorization for Additional Assistance to Distressed Communities Subtitle A: National Public-Private Partnership Programs Subtitle B: Block Grant Funding for Eligible Programs Subtitle C: Other Programs Enterprise Zone Community Development Act of 1993 - Title I: Urban Tax Enterprise Zones and Rural Development Investment Zones - Declares it to be the purpose of this Act to establish a demonstration program of providing incentives for the creation of tax enterprise zones in order to: (1) revitalize economically and physically distressed areas; (2) promote meaningful employment for zone residents; and (3) encourage individuals to reside in the zones in which they are employed. Subtitle A: Designation and Tax Incentives - Amends the Internal Revenue Code to provide for the designation of tax enterprise zones during calendar years after 1992 and before 1999: (1) by the Secretary of Housing and Urban Development (HUD), in the case of an urban tax enterprise zone; and (2) by the Secretary of Agriculture, in consultation with the Secretary of Commerce, in the case of a rural development investment zone. Sets forth the eligibility criteria for such designation for urban tax enterprise zones and for rural development investment zones. Allows an enterprise zone employment credit to small employers and tax-exempt organizations as a general business credit of 15 percent of the qualified zone wages. Allows such credit for the first five years of the employee's employment. Allows a deduction for the purchase of enterprise zone stock paid in cash. Excludes from gross income 50 percent of qualified capital gain recognized on the sale or exchange of a new qualified zone asset held for more than ten years. Subtitle B: Redevelopment Bonds for Tax Enterprise Zones - Sets forth special rules for tax-exempt redevelopment bonds which provide financing for tax enterprise zones for the first 60-month period after a zone is so designated. Subtitle C: Expansion of Targeted Jobs Credit - Includes economically disadvantaged zone residents as members of a targeted group. Subtitle D: Credit for Contributions to Certain Community Development Corporations - Allows a general business tax credit for contributions to selected community development corporations to provide employment of, and business opportunities for, low-income individuals who are residents of the operational area of the community. Subtitle E: Report on Number of Areas Meeting Enterprise Zone Criteria - Directs the Secretary of the Treasury to report to the Congress on the number of areas which satisfy the tax enterprise zone eligibility criteria and the estimated cost to the Government if all such areas were designated as tax enterprise zones. Title II: Authorization for Additional Assistance to Distressed Communities - Subtitle A: National Public-Private Partnership Programs - Expresses the sense of the Congress that public-private partnerships between government and community-based organizations offer an opportunity to empower residents of low-income distressed communities and to forge innovative solutions to the challenges confronting these communities and that increased resources should be invested in such partnerships. Authorizes appropriations to promote certain national public-private partnerships for FY 1993 through 2002. Specifies amounts to be available only for projects or activities that directly and principally benefit the residents of tax enterprise zones. Subtitle B: Block Grant Funding for Eligible Programs - Authorizes appropriations for FY 1993 through 2002 for urban enterprise zones and rural development investment zones. Provides for the allocation and use of such amounts for carrying out selected programs within such zones. Specifies the eligible programs in the areas of: (1) crime and criminal justice; (2) job training; (3) education; (4) health and nutrition; and (5) housing and community development. Sets forth requirements for applying for funding. Establishes an interagency council to provide administrative assistance for functions under this title. Requires the council, one year after enactment of this Act, to report to the Congress on: (1) any alternative methods or systems for allocation of amounts made available for enterprise zones; and (2) any problems experienced in the implementation and administration of this subtitle. Subtitle C: Other Programs - Amends the Housing and Community Development Act of 1974 to waive the cap on assistance under the community development block grant program for units of general local government located within or containing an urban tax enterprize zone. Authorizes the Secretary of (HUD) to make loan guarantees for such units of local government for development activities. Amends the Job Training Partnership Act to establish the youth adult employment demonstration program to assist young adults with education, job training, and employment services in tax enterprise zones. National Community Economic Partnership Act of 1993 - Authorizes the Secretary of Health and Human Services to provide nonrefundable lines of credit to community development corporations for the establishment, maintenance, or expansion of revolving loan funds to be utilized to finance projects intended to provide business and employment opportunities for low-income, unemployed, or underemployed individuals and to improve the quality of life in urban and rural areas. Provides assistance to community development corporations to upgrade the management and operating capacity of such corporations and to enhance the resources available to enable such corporations to increase their community economic development activities. Authorizes the Secretary to award grants to emerging community development corporations to enable them to establish, maintain or expand revolving loan funds, to make capital or guarantee loans, or to make investments in new or expanding businesses. Requires the Secretary to award grants to organizations to enable them to undertake programs involving research, testing, studies or demonstrations related to community economic development. Directs the Secretary to develop and promulgate joint community development activity programs with other agencies. Authorizes appropriations. Enterprise Capital Access Fund Demonstration Program - Establishes a demonstration program to provide loans and technical assistance grants to nonprofit financial intermediaries in order to finance business and employment opportunities, low-income housing opportunities, and neighborhood revitalization projects. Establishes within HUD an Office of Community Banking to carry out this section. Directs the Secretary of Labor, in consultation with the Secretary of Transportation, to establish a Reverse Commuting Demonstration Program to test the effects of assisting residents of poor inner-city areas to commute to job sites in other areas of the city or surrounding suburbs. Directs the Comptroller General to report to the Congress on an assessment of the market availability of insurance for businesses and residences located in central cities and distressed urban areas and the impact of the availability of such insurance on the economic development or redevelopment of such areas.

Legislative Line Item Veto Act of 1993 - Amends the Congressional Budget and Impoundment Control Act of 1974 to grant the President legislative line item veto rescission authority. Makes such a rescission effective unless the Congress, during a review period of 20 calendar days, enacts a rescission disapproval bill.

Legislative Line Item Veto Act of 1993 - Grants the President legislative line item veto rescission authority. Authorizes the President to rescind all or part of any budget authority if the President determines that such rescission: (1) would help balance the Federal budget, reduce the Federal budget deficit, or reduce the public debt; (2) will not impair any essential Government functions; (3) will not harm the national interest; and (4) will directly contribute to the purpose of this Act of limiting discretionary spending in FY 1994 or 1995. Requires the President to notify the Congress of such a rescission by special message after enactment of appropriations legislation for FY 1994 or 1995. Makes such a rescission effective unless the Congress enacts a rescission disapproval bill. Describes: (1) information to be included in the President's message; and (2) procedures to govern consideration of rescission disapproval legislation in the Senate and the House of Representatives.

Freedom from Government Competition Act of 1992 (sic) - Requires Federal agencies to obtain all goods and services necessary for or beneficial to the accomplishment of their authorized functions by procurement from private sources unless: (1) the goods or services are required by law to be produced or performed, respectively, by the agency; or (2) the head of the agency determines and certifies to the Congress that Government production, manufacture, or provision of a good or service is necessary for national defense, that a good or service is so inherently governmental in nature that it is in the public interest to require production or performance by a Government employee, or that there is no private source capable of providing the good or service. Requires the Director of the Office of Management and Budget to study and report to the Congress on: (1) agency activities which are inconsistent with such requirements; and (2) a schedule for transferring such activities to the private sector.

Systematic Application of Value Engineering Act of 1993 - Requires Federal agencies to apply value engineering, at a minimum, to identify and implement opportunities to reduce capital and operation costs and improve and maintain optimum quality of construction, administrative, program, acquisition, and grant projects. Requires Inspector General audits of reported agency savings attributable to such value engineering.

Military Retirement Equity Act of 1993 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability if the person's entitlement to such retirement pay is based solely on age, length of service, or both. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Declares that, once the Federal budget deficit has been reduced, the Congress should reexamine and eliminate any offset of retired pay by a veteran's disability compensation.

Veterans' Burial Benefits Act of 1993 - Amends Federal law to extend burial benefits to specified veterans with service-connected disabilities. Increases from $150 to $300 the veterans' burial plot allowance for eligible veterans who die in Department of Veterans Affairs facilities.

Repeals specified portions of the Unemployment Compensation Amendments of 1992 (Public Law 102-318) which: (1) provide for optional trustee-to-trustee transfers of eligible rollover distributions; and (2) impose a withholding tax on distributions not so transferred. Requires the Internal Revenue Code to be applied and administered as if such provisions (and the amendments made by such provisions) had not been enacted.

Constitutional Amendment - Requires the Congress, prior to each fiscal year, to adopt a statement in which total Federal outlays do not exceed total receipts, unless a three-fifths vote of both Houses authorizes a specific excess. Limits the rate of increase in receipts in the statement to that of the increase in national income in the previous calendar year, unless law is enacted solely to approve specific additional receipts. Directs the President to submit a balanced budget. Authorizes waiver of these provisions in time of war. Sets a permanent limit on the amount of Federal public debt, prohibiting any increase unless legislation enacted by a three-fifths majority of both Houses become law.
