Federal Aviation Act Amendments - Amends the Federal Aviation Act of 1958 to direct the Civil Aeronautics Board in the performance of its functions to consider safety as the highest priority in air commerce and to consider the development of an air transportation industry which allows responsible new air carriers to enter the industry as being in the public interest. Establishes time limitations during which the Board must act on applications for certificates to engage in air transportation. Authorizes any air carrier to petition the Board to have granted to it the authority of another air carrier to provide nonstop scheduled interstate or overseas air transportation where the previous authority has not been exercised to a specified extent. Establishes time limitations during which the Board must act on an application by an air carrier for the removal or modification of a term attached to a certificate to engage in air transportation. Directs the Board to establish simplified procedures for the disposition of applications for certificates or permits to engage in air transportation and for applications to amend or modify such certificates. Stipulates that such procedures need not provide for oral evidentiary hearings. Establishes time limitations during which the Board must act on applications to approve consolidation agreements, pooling agreements, or exemptions from air carrier economic regulation.

Allows the amortization over a 36-month period of expenses of a business for property acquired to put the business in compliance with Federal law and which does not have any economic usefulness to the business. Increases the additional first year depreciation allowance for small businesses. Increases the investment tax credit for investments in certain small manufacturing facilities.

Wastewater Reuse and Recycle and Innovative Technology Act - Amends the Federal Water Pollution Control Act to prohibit the Administrator of the Environmental Protection Agency from making certain grants relating to wastewater treatment unless the grant applicant has (1) studied and evaluated methods for eliminating pollutants and (2) analyzed potential recreation and open space opportunities in planning treatment works. Requires the Administrator to encourage waste treatment processes which will reduce total energy requirements. Sets forth the Federal grant share for construction of State treatment works. Authorizes the Administrator to make grants for the technical evaluation of the operation of treatment works, personnel training, and the dissemination of information. Permits States to modify priority lists regarding the needs for construction of waste treatment works to give higher priority for certain grants involving the Federal share of the cost of preparing construction drawings and erecting treatment works which comply with the guidelines promulgated under the Act. Authorizes the Administrator to make grants for certain treatment works if the life-cycle cost of such treatment works does not exceed the life-cycle cost of the most cost-effective alternative by more than 15 percent. Directs the Administrator to operate a program of public information program on recycling and reuse of wastewater. Requires the Administrator to promulgate guidelines for identifying and evaluating demonstrated new and innovative wastewater treatment processes. Directs the Administrator to develop a program of cooperation for utilizing wastewater control systems of Federal facilities. Prohibits the construction of new facilities for wastewater treatment at Federal facilities if alternative methods, utilizing innovative processes, are not used.

Directs the Secretary, if sufficient funds are unavailable to discharge such guarantees, to issue notes or other obligations to the Secretary of the Treasury. Authorizes the Secretary of the Treasury to sell such olbigations. Authorizes appropriations in such amounts as may be necessary to discharge all of the Secretary of Transportation's obligations under this Act.

Sunset Act

Title I: Authorizations of New Budget Authority - Sunset Act - Sets forth a five-year schedule for review and reauthorization of all Federal programs according to budget function and subfunction as set forth in the Budget of the United States Government for Fiscal Year 1977. States that no program not specifically reauthorized by Congress pursuant to this Act shall continue to function after the review date set forth in such schedule. Excepts from the requirements of this Act specified programs such as health care services,general retirement and disability insurance, and Federal employment retirement and disability payments. Permits legislation authorizing Federal program review more often than every five years as required by this Act. Requires the Comptroller General to identify for Congress for each program being reviewed the type of budget authority such program has and those inactive programs for which no outlays have been made during fiscal years 1976 and 1977. Title II: Review of Programs - Requires the authorizing committees of the Senate and House of Representatives to conduct sunset reviews of all programs prior to the review date applicable to such program and to issue a report on the findings of such review. Sets forth guidelines for the content of such sunset reviews, including the identification of programs with duplicative objectives and an assessment of the impact of eliminating the program or funding it at a lower level. Provides the authorizing committees with assistance from the Government Accounting Office, the Congressional Budget Office, and the Congressional Research Service in carrying out such sunset reviews. Title III: Citizens' Commission on the Organization and Operation of Government - Establishes a Citizens' Commission on the Organization and Operation of Government to study and make recommendations on ways to improve the efficiency and effectiveness of the Federal Government. Requires the Commission to submit its final report together with its findings and recommendations no later than September 30, 1980. Requires the Comptroller General to report once a year for two years after submission of the Commission's final report the status of actions taken as a result of the report. Terminates the Commission 90 days after submission of its final report. Authorizes to be appropriated $12,000,000 to carry out the provisions of this Title. Title IV: Tax Expenditures - Requires the Joint Committee on Taxation, after consultation with Secretary of the Treasury and the Budget Committees of the House and Senate, to prepare a reauthorization schedule for all tax expenditures, similar to the schedule set out in Title I for Federal programs, and to report its recommendations to the Committees on Ways and Means and Finance. Requires the Congress to take final action before the end of the 95th Congress on the schedule for tax expenditures. States that, following the adoption of the schedule, the Committees on Ways and Means and Finance are required to conduct sunset reviews of tax expenditures according to the schedule. Sets forth guidelines for such reviews similar to those set out in Title II for such programs. Title V: Miscellaneous - Requires Executive Department agency heads to submit to Congress after the President has submitted his budget a statement of that agency's request for new budget authority as transmitted to the Office of Management and Budget. Requires agency heads to furnish the authorizing committees of Congress information regarding supplemental budget requests and supplemental estimates of outlays. Provides for a one-year grace period for programs which have not been specifically reauthorized by the scheduled time.

GI Bill Improvements Act - Title I: GI Bill Rate Increases - Increases the rates of educational assistance, vocational rehabilitation subsistence, survivors' and dependents' educational assistance, flight training, correspondence course, and on-the-job training assistance allowances, and of education loans. Title II: Educational Assistance Program Adjustments - Excludes from the computation, pursuant to the "85-15" rule, of the percentage of students in a course who are receiving Government educational assistance those students whose fees are paid by Federal agencies other than the Veterans' Administration. Exempts from the two-year minimum period of operation rule courses offered on or immediately adjacent to a military base which are available to civilians as well as to active duty military personnel and their dependents, but only when such courses are offered outside the United States. Permits waiver of the two-year minimum period of operation rule for courses offered by branches or extensions of specified educational institutions where the Administrator finds it to be in the best interest of the eligible veteran and the Federal Government. Authorizes the Administrator to permit a person's educational progress to extend a reasonable time beyond the approved length of time without being declared unsatisfactory progress. Lowers from 30 percent to ten percent the disability rating necessary to qualify a disabled veteran for employment and training assistance. Title III: Effective Date - Makes October 1, 1977, the effective date of this Act.

Denies veterans' benefits retroactively to any individual whose entitlement is based on an upgraded discharge under specified revised standards not made applicable to all persons administratively discharged or released from active military service under less than honorable conditions. Requires the board of review to make a separate determination whether an upgraded individual would have been awarded an upgraded discharge under discharge review standards made applicable to all persons administratively discharged under less than honorable conditions. Entitles to veterans' benefits any individual whose upgraded discharge would have been awarded under previous unrevised review standards. Denies, as of the date of enactment, benefits for any disability incurred or aggravated during a period of service from which a veteran was discharged by reason of a bad conduct discharge. States that the Administrator of Veterans' Affairs should promulgate any new or revised regulations providing any unique or special advantage to veterans who have received upgraded discharges under revised standards, or otherwise make any special distinction between such veterans and other veterans. Expresses the sense of Congress that the President should take all necessary action to provide that less than honorable discharges and releases of former members of the Armed Forces with respect to any period of war be reviewed under specified revised standards, if they have not been so reviewed previously.

Administrative Rule Making Reform Act

Administrative Rule Making Reform Act - Requires a Federal agency preparing to hold a rule making session to make a reasonable effort to inform those likely to be affected by the proposed rule making. Requires that if the affected group is large, representatives of such group must be notified. Requires, in addition to present requirements, that the notice of rule making include the projected effective date of the rules, the purpose of the rule making, the text of the proposed rules, and the technical or other studies on which the agency intends to rely in the rule making proceedings. Applies the requirements of this Act to all rule making sessions except (1) those specifically authorized to be kept secret in the interest of national security, (2) those relating to agency management, and (3) those promulgating rules which are not enforceable by imprisonment, fine, civil penalty, or denial of future Federal benefits. Requires public notice and public opportunity for comment of all rule making proceedings under this Act unless the agency finds that the rules to be proposed are emergency rules or are of routine or insignificant impact in which case the rule must be published with reasons for its adoption. Requires Federal agencies to give interested persons at least 45 days to participate in the rule making. Requires the agency to maintain a file of each proceeding to be made available to the courts, Congress, and to the public in connection with review of the rule. Limits the period for public comment to a maximum of 90 days. Requires a copy of all proposed rules to be sent to Congress. States that such rule, other than an emergency rule, shall not become effective if it is disapproved within 90 days by both Houses of Congress, or it is disapproved within 60 days by one House and no action is taken on the disapproval resolution by the other House. Provides that either House of Congress may, by resolution, require any agency to reconsider and resubmit any rule to which this Act applies. Requires that such proposed rule be repromulgated anew in accordance with all the provisions of this Act unless it is reconsidered and resubmitted to Congress within 180 days after the adoption of the resolution requiring such reconsideration. Sets forth procedures for adoption of resolutions to approve, disapprove, or compel reconsideration for both Houses. Requires the Administrative Conference of the United States to study congressional review of agency rule making under this Act and report the effect of such review on such rule making before July 1, 1982. Authorizes to be appropriated $200,000 to finance such study. Makes this Act effective on the first day of the first session of the 95th Congress. Terminates the congressional review required by this Act at the adjournment of the 97th Congress.
