Stationary Source Regulations Delay Act - Prohibits the Administrator of the Environmental Protection Agency (EPA), during the two-year period beginning after this Act's enactment, from taking any action under the Clean Air Act (CAA) with respect to any stationary source permitting requirement or requirement concerning standards of performance for new stationary sources relating to carbon dioxide or methane. Exempts from such prohibition: (1) any action under the CAA relating to the vehicle emissions standards contained in Docket No. EPA-HQ-OAR-2009-0171 or Docket No. EPA-HQ-OAR-2009-0472; (2) any action relating to the preparation of a report or the enforcement of a reporting requirement; or (3) any action relating to the provision of technical support at a state's request. Provides that no action taken by the Administrator before the end of such period shall be considered to make carbon dioxide or methane a pollutant subject to regulation under the CAA for any source other than a new motor vehicle or new motor vehicle engine.

Condemns the suicide plane attack against the Internal Revenue Service (IRS) in Austin, Texas, on February 18, 2010, and commends IRS employees for their dedication and public service. Honors Vernon Hunter, a victim of the attack, Shane Hill, who suffered severe injuries, and all those who were injured while serving their country. Recognizes the heroic actions of the first responders, emergency services personnel, IRS employees, and citizens on the ground, such as Robert De Haven, whose actions minimized the loss of life. National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Travel Restriction Reform and Export Enhancement Act - Prohibits the President from: (1) regulating or prohibiting travel to or from Cuba by U.S. citizens or lawful permanent residents or any transactions incident to such travel; and (2) restricting direct transfers from a Cuban financial institution to a U.S. financial institution executed in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. States that: (1) any regulation restricting or prohibiting such Cuban travel shall have no effect; and (2) such prohibition shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. citizens or legal residents. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to define "payment of cash in advance" as the payment by the purchaser of an agricultural commodity or product and the receipt of such payment by the seller prior to: (1) the transfer of title of such commodity or product to the purchaser; and (2) the release of control of such commodity or product to the purchaser.

Separate Taxpayer Dollars from the Election Process Act of 2010 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to require a financial institution receiving federal funds in connection with assistance under the Troubled Asset Relief Program (TARP) to: (1) transfer an amount equal to the total unexpended amount of any such funds received before enactment of this Act into a separate, segregated account and maintain them in the segregated account until they are expended; and (2) deposit any such funds received after enactment of this Act in a separate, segregated account and maintain them in the segregated account until they are expended. Amends the Federal Election Campaign Act of 1971 to prohibit the use of federal funds for any expenditure or electioneering communication if such funds are required to be segregated under this Act.

Renewable Energy Expansion Act of 2010 - Amends the Internal Revenue Code to: (1) allow taxpayers an election to receive a direct payment for investing in or producing specified energy property in lieu of existing energy tax credits; and (2) extend eligibility for such payments until January 1, 2013.

Veterans Pensions Protection Act of 2010 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.

Freedom From Foreign-Based Manipulation in American Elections Act of 2010 - Amends the Federal Election Campaign Act of 1971 to apply the ban on contributions and expenditures by foreign nationals in connection with a federal, state, or local election to corporations with respect to which: (1) the number of shares owned directly or indirectly by foreign principals is equal to or greater than 5% of the total number of the corporation's outstanding shares; (2) one or more foreign principals serves on the board of directors; or (3) one or more foreign principals is employed in a senior executive position. Increases the civil monetary penalties applicable to foreign nationals that violate the ban.

Prohibiting Foreign Influence in American Elections Act - Amends the Federal Election Campaign Act of 1971 to apply the ban on contributions and expenditures by foreign nations in connection with a federal, state, or local election to domestic corporations with respect to which: (1) one or more foreign principals serves on the board of directors; (2) one or more foreign principals directly or indirectly has an ownership interest; or (3) one or more foreign principals directly or indirectly holds debt or other obligations. Applies the ban to domestic corporations that are subsidiaries of foreign corporations.

Amends the American Recovery and Reinvestment Act of 2009 to direct the Secretary of Education to reserve 1% to 5% of the amount reserved from the State Fiscal Stabilization Fund for the State Incentive Grant program for a FY2010 grant to the Bureau of Indian Education of the Department of the Interior to carry out activities for Indian children that are consistent with that program. (That program makes incentive grants to states that make significant progress in addressing inequities in teacher distribution, establishing longitudinal education data systems, improving educational standards and assessments, and ensuring the improvement of failing schools.) Requires the Secretary to reserve 1% to 5% of the amount reserved from the State Fiscal Stabilization Fund for the creation of an Innovation Fund for an award to the Bureau of Indian Education to carry out activities for Indian children that are consistent with the objectives of the Innovation Fund. (The Innovation Fund rewards certain educational entities that make significant progress in closing student achievement gaps.)

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Combat Operations and Medical Benefit Authorization for Our Troops Act of 2010 or COMBAT Act - Increases the maximum monthly rates of: (1) hazardous duty pay; (2) hostile fire or imminent danger pay; (3) special pay for service as a member of a Weapons of Mass Destruction Civil Support Team; (4) special pay for members extending duty at designated overseas locations; (5) combat-related injury rehabilitation pay; and (6) the family separation allowance. Increases the maximum annual rates of special pay for: (1) officers serving as psychologists and nonphysician health care providers; and (2) special warfare officers extending their active-duty period.

Department of the Interior Tribal Self-Governance Act of 2009 - Amends the Indian Self-Determination and Education Assistance Act to revise tribal self-governance requirements. Authorizes the Secretary of the Department of the Interior, through the Director of the Office of Self-Governance, to select up to 50 new Indian tribes per year from those eligible to participate in self-governance.

Warriors Adapting Residences with Mortgages for Energy Renovations Act or WARMER Act - Revises current provisions permitting the Secretary of Veterans Affairs (VA) to guarantee loans for energy efficiency improvements to certain dwellings to also authorize the guarantee of loans to veterans for the construction of a new dwelling and the cost of making energy efficient improvements to the dwelling. Allows the Secretary to determine appropriate energy efficiency standards for purposes of such guaranteed loans, and to require that dwellings purchased, constructed, or improved meet such standards. Revises current provisions setting the maximum amount allowable for such a loan guaranty to set the maximum amount for such guaranty at 5% of the total value of the property, unless the Secretary specifically approves a higher amount.

Securing Patriots Access to Convenient and Economic Air Travel Act of 2009 or SPACE-A Travel Act of 2009 - Requires transportation on Department of Defense (DOD) aircraft, on a space-available basis and on the same basis as a spouse of a retired member of the Armed Forces, for: (1) the unremarried surviving spouse of a retired member; (2) the unremarried surviving spouse of a former member who is entitled to dependency and indemnity compensation; and (3) any dependents accompanied by such surviving spouses.

Nonprofit Mortgage Licensing Clarification Act of 2009 - Amends the S.A.F.E. Mortgage Licensing Act of 2008 to permit a state to exempt from certain registration or licensing requirements any charitable organization exempt from federal tax (including their employees and agents acting as loan originators), if the organization: (1) executes loan originations in order to promote or facilitate homeownership for certain low-income, disabled, or other disadvantaged persons or families; (2) offers loans at interest rates lower than the bank prime loan rate, or that are no-interest loans or loans with interest rates significantly below those for loans to purchase generally available single-family housing; and (3) does not otherwise engage in the business of a loan originator or mortgage broker.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Patient Health and Real Medication Access Cost Savings Act of 2009 or the PHARMACY Bill - Declares that a consumer shall have the right to choose to purchase prescription drugs from any domestic pharmacy that meets all applicable federal and state license and permit requirements. Directs the Secretary of Health and Human Services (HHS) to issue regulations that: (1) prohibit a pharmacy benefit manager (PBM) from providing incentives to, encouraging, or requiring pharmacy benefit plan enrollees to use certain pharmacies or from excluding an eligible pharmacy from a plan's pharmacy network; (2) require a PBM to ensure that pharmacy benefit plan enrollees pay a specified copayment for brand name drugs; (3) require a PBM to reimburse a pharmacy in the network of a pharmacy benefit plan that is federally funded, at specified rates, for brand-name drugs, generic drugs, and additional professional services; (4) require a PBM to be reimbursed by a pharmacy benefit plan sponsor for adjudicating and processing claims; (5) limit the amount that a PBM charges a pharmacy benefit plan sponsor for a drug that is dispensed to enrollees to the amount the PBM paid the pharmacy for such drug; (6) require a manufacturer of prescription drugs to pay all rebates directly to the pharmacy benefit plan sponsor and not to a PBM; and (7) require a pharmacy benefit plan sponsor to provide a list of the wholesale acquisition costs of the top 500 most frequently prescribed drugs to physicians in a plan any insurance-related charge of which is underwritten by a federal, state, or local government. Amends title XVIII (Medicare) of the Social Security Act to include pharmacist services as "medical and other health services" under Medicare. Directs the Secretary, by January 1, 2011, to establish a pharmaceutical access program to provide affordable prescription drugs to individuals who receive drug benefits under federal programs (except Medicaid). Requires: (1) a pharmacy that dispenses prescription drugs in the United States to remit to the Secretary 50 cents for each brand name prescription and $1.00 for generic drug prescription dispensed; and (2) the sponsor of a pharmacy benefit plan that is not federally funded to increase the professional dispensing fee paid to pharmacies by the same amounts. Requires the use of funds generated from such fees to provide affordable access to prescription drugs to low-income individuals who have enrolled in the program.

Honest and Open Testimony Act - Includes within communications by a member of the Armed Forces that are protected from retaliatory personnel actions any testimony provided in a congressional hearing regarding the disclosure of sexual orientation, including that the member is homosexual, bisexual, or transgender.

Veterans Appeals Improvement and Modernization Act of 2009 - Provides that if a veteran claimant submits evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to a regional office of the Department of Veterans Affairs (VA), unless the claimant requests that the evidence first be reviewed by the regional office. Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Expresses the sense of the House of Representatives that: (1) aviators who were shot down over or otherwise forced to land in hostile territory yet evaded enemy capture, or were captured but subsequently escaped to return to their units and resume their service to the United States, should be recognized for their extraordinary service; and (2) the Secretaries of the military departments should consider these aviators for appropriate recognition within their branch of the Armed Forces.

Amends the Internal Revenue Code to revise the income and excise tax credits for biodiesel used as fuel to: (1) allow a $1.00 tax credit for each gallon of biodiesel produced; (2) provide for an increased income tax credit for small biodiesel producers; (3) revise the definitions of "biodiesel" and "small biodiesel producer"; (4) treat renewable diesel in the same manner as biodiesel for income tax purposes; and (5) treat biodiesel as a taxable fuel for excise tax purposes. Extends the biodiesel income and excise tax credits through December 31, 2014.

Honors women who have served and are currently serving as members of the Armed Forces. Commends female members serving in Iraq, Afghanistan, and elsewhere while protecting the United States and fighting terrorism. Recognizes that female members are making history every day as they fight beside male members and are an integral and invaluable part of the Armed Forces. Urges the Secretary of Defense to ensure that female members receive adequate combat training to prepare them for the nature of current wars and their role in those wars. Recognizes that the United States must continue to encourage and support female members as they fight for and defend the United States.

Veterans' Health and Radiation Safety Act - Requires the Secretary of Veterans Affairs to to report annually to Congress on the low-volume (treating 100 patients or fewer) programs at each medical facility of the Department of Veterans Affairs (VA). Directs the Secretary to ensure that all employees at a VA hospital where radioactive isotopes are used in the administration of medical services receive appropriate training on what constitutes a medical event and when and to whom a medical event should be reported. Prohibits such isotopes from being used at a VA hospital where such training is not provided. Requires the Secretary to carry out specified evaluations and peer reviews of all medical services provided under contract with a non-government entity.

Directs the Secretary of Veterans Affairs to carry out a five-year pilot program, in five rural states, under which the Secretary trains and then assigns a specific Department of Veterans Affairs (VA) case manager to each veteran diagnosed with traumatic brain injury who is receiving care in a VA facility in that state.

Benefit Rating Acceleration for Veteran Entitlements Act of 2009 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.
