This bill directs the Department of the Treasury to modify certain regulations relating to insurance-dedicated exchange-traded funds. An exchange-traded fund is a regulated investment company, partnership, or trust (1) that is registered with the Securities and Exchange Commission as an open-end investment company or a unit investment trust, (2) the shares of which can be purchased or redeemed directly from the fund only by an authorized participant (i.e., a financial institution that is a member or participant of a registered clearing agency), and (3) the shares of which are traded throughout the day on a national stock exchange at market prices that may or may not be the same as the net asset value of the shares.

Indo-Pacific Deterrence Initiative This bill directs the Department of Defense (DOD) to establish the Indo-Pacific Deterrence Initiative. The bill also authorizes various related programs. The initiative shall seek to (1) enhance U.S. presence in the region by positioning U.S. capabilities to allow timely response to adversarial threats, (2) strengthen the capability of U.S. forces and regional allies and partners, and (3) meet objectives under the National Defense Strategy. The U.S. Indo-Pacific Command may carry out social media-related activities to counter misinformation and propaganda in the region. The bill also authorizes for FY2021 various activities and projects, including a permanent and persistent land-based air and missile defense system in Guam; a homeland defense radar in Hawaii; Missile Defense Agency activities in the region; intelligence, reconnaissance, and related capabilities for the U.S. Indo-Pacific Command; a Marine Unit Deployment Program and Marine Corps rotational presence in the region; Air Force and Navy unit pre-positioning for regional activities; DOD procurement of key munitions for the Indo-Pacific Command; military construction, land acquisition, and military family housing functions; a program to enhance communications capabilities with allies and partners in the region; and various training activities, such as joint training through the Combatant Commanders Exercise Engagement and Training Transformation Program.

This concurrent resolution establishes the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus to investigate and report to Congress and the executive branch, including recommendations on the origins and causes of the coronavirus (i.e., the virus that causes COVID-19); certain coronavirus-related policies, decisions, and activities by the government of China; accountability for policies, decisions, and activities related to influencing the World Health Organization's response to the coronavirus outbreak; vulnerabilities in the U.S. domestic and global supply chain to combat a global pandemic due to reliance on Chinese manufacturing; information related to lessons learned from China's handling of the coronavirus; and actions the federal government should take in response to China's handling of the coronavirus.

Agricultural Security Risk Review Act This bill expands the membership of the Committee on Foreign Investment in the United States to include the Secretary of Agriculture. (The committee reviews the national security implications of certain foreign investments in U.S. businesses or real estate, including critical infrastructure or technologies.)

Patriot Retention Act This bill allows a retired service member who has more than 20 years of service, and who possesses a skill for which a critical shortage exists, to serve as paid member of the Ready Reserve of the Armed Forces and to concurrently receive retired pay.

This resolution expresses the sense of the House of Representatives that the United States should make no voluntary contributions to the World Health Organization (WHO) until Director General Tedros Ghebreyesus resigns and an international commission is established to investigate the WHO's response to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

This bill rescinds the appropriation to the John F. Kennedy Center for the Performing Arts provided for in the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The CARES Act appropriated $25 million to the center to prepare for and respond to COVID-19 (i.e., coronavirus disease 2019).

Securing America's Vaccines for Emergencies Act of 2020 or the SAVE Act of 2020 This bill authorizes the President to make payments to manufacturers to increase supply-chain security if doing so is important to the national defense. The President must submit a strategy to Congress that includes, among other elements (1) a plan to use authorities under the Defense Production Act of 1950 to ensure the supply of medical articles essential to the national defense; and (2) plans to diversify, and address vulnerabilities in, supply chains for essential medical articles.

Immediate Relief for Rural Facilities and Providers Act of 2020 This bill establishes grant programs and other forms of financial assistance for health care providers in response to the national emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes (1) a grant program to provide emergency assistance to critical access hospitals, certain rural hospitals, and providers participating in Medicare; (2) a grant program to provide emergency assistance to health care practices and ambulatory surgery centers for staff salaries; and (3) a loan program to provide low-interest loans to health care practices and ambulatory surgery centers. The bill also temporarily increases reimbursements to rural hospitals under the Medicare swing-bed program. (The program allows rural hospitals to use beds, as needed, for either acute care or skilled nursing facility care.)

Reservist Pay Equity Act of 2020 This bill increases the rate of the differential wage payment tax credit from 20% to 50% and requires that the maximum dollar amount of such credit be adjusted for inflation after 2021. The credit is allowed to employers for their employees who are active duty members of the uniformed services.

Preparing Servicemembers for Success Act This bill requires the Department of Defense (DOD) to establish additional performance measures to evaluate the effectiveness of DOD's Credentialing Opportunities On-Line (COOL) programs in connecting members of the Armed Forces with professional credential programs. Such measures must include the following: (1) the percentage of members, prior to separation, participating in a professional credential program through a COOL program; (2) the percentage of such individuals who go on to complete that professional credential program; and (3) the percentage of those who complete that professional credential program and are employed not later than one year after separation or release from the Armed Forces.

Physician Shortage GME Cap Flex Act of 2020 This bill excludes certain hospitals that establish shortage specialty programs from the cap on full-time equivalent residents that is otherwise applicable, and provides for a new building period, for purposes of graduate medical education payments under Medicare.

Clergy Act of 2020 This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment.

Counting All Military Votes Act This bill requires the Department of Defense to ensure that absent uniformed services voters who are on active duty or service at diplomatic and consular posts of the United States are able to receive and transmit balloting materials in the same manner (i.e., through express mail) as absent uniformed services voters who are on active duty or service at military installations.

Consumer Protections Against Surprise Medical Bills Act of 2020 This bill makes a series of changes related to health care costs and billing practices. Among other things, the bill applies the in-network cost-sharing amount to certain emergency and related nonemergency services that are provided out-of-network, applies the in-network cost-sharing amount to nonemergency services that are provided out-of-network at an in-network facility unless specified written notice requirements are met, establishes procedures for health insurance plans to negotiate reimbursement amounts paid to out-of-network providers in states without such a process, requires insurance plans to establish publicly available databases that list the contact information for in-network providers and facilities, requires health care providers and insurance plans to provide certain cost estimates for services scheduled at least three days in advance, requires plans to continue benefits for specified long-term care when an insurance plan's contractual relationship with a provider or facility changes or terminates, requires insurance plans to include specified consumer assistance and benefits information on a plan holder's membership card and maintain certain price comparison tools for in-network services, establishes reporting requirements related to air ambulance services, establishes a temporary income tax deduction for specified expenses resulting from out-of-network and emergency services.

Know Your Provider Act of 2020 This bill requires private health insurance plans to establish publicly available databases listing the contact information for providers and facilities delivering services under the plan, periodically verify and update the information on such databases, include notice in other provider directories that the most current information is available through the database, and establish procedures for responding promptly to inquiries from plan holders. Further, providers and facilities must establish processes for submitting current information to contracted health plans.

S Corporation Modernization Act of 2020 This bill amends the Internal Revenue Code, with respect to the tax treatment of S corporations, to allow S corporations to increase passive investment income from 25% to 60% without incurring additional taxes; eliminate a provision terminating the S corporation status of corporations with excessive passive income in three consecutive years; allow any S corporation to have individual retirement accounts as shareholders; and allow an adjustment to the basis of an S corporation's assets upon the death of a shareholder, in the form of a 15-year amortization deduction.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2019 This bill indefinitely extends Medicare coverage of immunosuppressive drugs for kidney transplant recipients for individuals who do not have other coverage. Under current law, Medicare coverage is limited to 36 months following a transplant.

FISA Improvements Act of 2019 This bill makes various changes to the Foreign Intelligence Surveillance Court, such as by requiring amicus curiae (i.e., outside parties that assist in consideration of a case) involvement in certain matters. An amicus curiae shall assist the court when it is considering an initial application seeking permission to target an identifiable U.S. person for certain types of foreign intelligence investigative activities (such as electronic surveillance or a physical search). An application to the court for an order for electronic surveillance shall include a statement fully disclosing any information used in the application that the government cannot substantiate. The bill also requires transcriptions of proceedings before the court. The Department of Justice shall maintain all written communications with the court and written summaries of oral communications with the court.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare, Medicaid, and other programs. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, modifies certain authorities and requirements under the Medicaid Drug Rebate Program, revises provisions relating to regulatory approval and commercial availability of generics and biosimilars, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

Multifamily Depreciation Parity Act of 2019 This bill allows the depreciation of certain residential rental property placed in service prior to January 1, 2018, over a 30-year period (currently, such property is subject to a 40-year depreciation period).

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Family First Transition Act This bill provides additional funding for, and otherwise modifies, implementation of the Family First Prevention Services Act, which provides state, tribal, and territorial child welfare agencies with certain spending flexibilities to support substance abuse services, mental health services, and other services that prevent children's entry into foster care. Specifically, the bill provides one-time funding to jurisdictions to reduce adverse fiscal impacts associated with transitioning funding sources in relation to the new spending flexibilities. The bill also provides additional funding for FY2020 and FY2021 for jurisdictions with certain waivers (currently set to expire at the end of FY2019) that allow them to provide services not authorized under the traditional foster care program. In addition, the bill temporarily delays a requirement that at least 50% of certain funds be spent on programs and services that meet the criteria for well-supported practices. For FY2020 and FY2021, this requirement shall not apply, and for FY2022 and FY2023, programs and services that meet the criteria for supported practices shall be considered well-supported practices.

Dignity for Aborted Children Act This bill requires abortion providers to offer patients specified options concerning the human fetal tissue from an abortion. Specifically, patients must be given an informed consent form specifying the options to (1) take possession of the tissue for transfer to an entity that provides interment or cremations services, or (2) in cases where the tissue is expelled on the provider’s premises, release the tissue to the provider. If the tissue is released to the abortion provider, the provider must ensure the tissue is interred or cremated within seven days of the procedure in a manner consistent with state law regarding the disposal of human remains. Abortion providers must report annually about the aggregate number of abortions performed and other specified information. The bill provides civil or criminal penalties for violations of disposal, informed consent, and reporting requirements.

Down Syndrome Discrimination by Abortion Prohibition Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

Syrian Partner Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria against the Islamic State. (A special immigrant is qualified to become a permanent resident) A qualifying alien is a Syrian national (or stateless person who habitually resided in Syria) who (1) partnered with or worked for the United States in Syria in a sensitive and trusted capacity (such as an interpreter) on or after January 1, 2014, for at least one year, and (2) provided documented service to U.S. efforts against the Islamic State. The spouse or child of such an alien shall also qualify for special immigrant status. DHS may admit up to 4,000 principal aliens under this bill each fiscal year for the five fiscal years after this bill's enactment. Unused visas at the end of a fiscal year shall carry forward and be available the next year. Aliens admitted under this bill shall not be subject to other numerical limitations. If a qualifying alien applying for special immigrant status under this bill is in imminent danger, the Department of State shall provide protection to that alien. An alien who has received special immigrant status under this bill shall be eligible for benefits generally available to admitted refugees, such as resettlement assistance.

General James N. Mattis Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to General James N. Mattis in recognition of his distinguished military career. Following the award, the medal shall be given to the Smithsonian Institution, where it shall be available for display as appropriate and made available for research. The U.S. Mint may strike and sell duplicates in bronze of the gold medal.

Housing for Homeless Students Act of 201 9 This bill modifies the low-income housing tax credit to allow certain low-income building units that provide housing for homeless children, youth, or veterans who are full-time students to qualify for the credit. To qualify for the credit, the full-time student must have been a homeless child or youth during any portion of the seven-year period prior to occupying the housing unit or a homeless veteran during any portion of the five-year period prior to occupying the unit.

VA Directly Returning Opioid Prescriptions Act This bill requires the Department of Veterans Affairs (VA) to ensure that each VA medical center with an on-site pharmacy or a law enforcement officer has a physical location where patients may dispose of controlled substances medications.

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on (1) specified officials of Turkey's government, such as the president and vice president of Turkey; (2) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; and (3) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces. The President may temporarily stop the application of such sanctions upon certifying to Congress that Turkey (1) is not operating in certain parts of Syria without U.S. support, and (2) has withdrawn its troops and Turkey-supported rebel groups from occupied areas. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Libya Stabilization Act This bill provides for sanctions and aid related to the conflict in Libya. The bill provides statutory authority for an April 19, 2016, executive order imposing property- and visa-blocking sanctions on persons contributing to the violence in Libya. The President shall impose property- and visa-blocking sanctions on any foreign person that (1) knowingly supports or engages in a significant transaction with a foreign person knowingly operating in Libya on behalf of Russia in a military capacity, (2) engages in significant actions threatening peace or stability in Libya, (3) misappropriates Libyan state assets or natural resources, or (4) is knowingly responsible for or complicit in serious human rights abuses in Libya. Such sanctions shall expire on December 31, 2024. The U.S. Agency for International Development may provide humanitarian assistance to individuals and communities in Libya, including urgently needed health assistance, food, and shelter. The Department of State shall work to strengthen Libya's democratic governance, including by providing assistance to (1) unify Libya's financial and governing institutions, and (2) ensure transparent and credible future elections in Libya. The Department of the Treasury shall vote and argue for international financial institutions to support an economic recovery in Libya that complements the establishment of democratic institutions and rule of law.

American Innovation and Competitiveness Act of 2019 or the AICA Act of 2019 This bill eliminates the five-year amortization requirement for research and experimental expenditures scheduled to begin in 2022, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred.

Eliminating Discrimination And Creating Corridors to Expand Student Success Act of 2019 or the ED ACCESS Act of 2019 This bill eliminates the ineligibility of students convicted of a felony drug offense for the American Opportunity Tax Credit.
